能源是社會發展和進步的基石。如今，地球能源正面臨嚴重短缺。煤、石油、天然氣等天然能源礦藏的存量有限，隨著人類多年的開采已經所剩無幾。且不說這些寶貴的化工原料僅作為燃料使用所造成的極大浪費，就是談到燃燒礦石燃料對環境所造成的嚴重污染和溫室氣體效應等后果，也讓人們對直接消費這些天然能源再三反思。長期以來，人類一直在苦苦找尋體量大、污染少的新能源，以維持人類社會的持續發展。自從原子彈被研制成功并顯示其巨大的威力后，立即引起了科學界對開發這種新能源——核能的巨大興趣。

§6.1核能的利用

20世紀后半葉，核能的開發利用在世界范圍內出現熱潮，各種類型的核電站（也稱作核反應堆）得到了異常迅速的發展。隨著改革開放和國民經濟發展的需要，我國也先后建成了數個核電站。但目前全世界所有核電站的原理，都是利用鈾等大原子量的重核裂變成較輕的核而釋放能量，也就是原子彈的反應機理。此類核裂變電站具有極大的運行安全風險和原料開采、處理以及反應后廢料儲藏、處理過程的極大核污染風險。15年前的烏克蘭切爾諾貝利核電站、稍后的美國三里島以及日本等都發生過極其嚴重的核事故災難，至今還常有這些事故后遺癥影響的報道見諸報端。其所依賴的核裂變原料鈾不僅開采處理的過程非常困難和危險，就其在地球上的儲量來說，也極其有限，因此，它遠非是人們所希望的新能源。

而另一種核能，核聚變能，它很不同于我們在現存的核電站所利用的核能形式。正如現有核電站的發電機理是原子彈爆炸一樣，利用核聚變能所建成的核電站的核能機理是熱核氫彈。它是在當兩個輕核聚合成一個較重的核時釋放出巨大的能量。盡管同是核反應，聚變和裂變卻有著極大的不同。由于要使兩個輕核發生聚合必須克服巨大的排斥靜電勢，由實驗資料得出，為使兩個氘核相遇，它們間的相對速度必須大于每秒700公里，在如此高速下的氘核早已成為溫度在5千萬℃以上的物質的第四態——等離子體了。這也是我們把聚變稱為熱核反應的原因。

久不熄的熱核聚變反應。如果實現人工控制下氫元素的核聚變反應即受控熱核反應，那么在地球上同樣可以創造出一個個具有不竭能量的人造太陽。利用氫的同位素氘和氚的原子核實現核聚變的熱核反應堆，人類在地球上可以建造類似于太陽上的熱核聚變而放出能量的新能源裝置。這種裝置所提供的能源，不僅極少污染，而且廉價，資源無限，因此它是永久性解決人類能源問題的唯一途徑，單靠海水為原料進行核聚變反應，就能滿足人類100億年的用電需求。

研究核聚變有兩種途徑，一種是磁約束類型，一種是慣性約束類型，托卡馬克屬于前者。50多年來，全世界共建造了上百個托卡馬克裝置，其中包括中國建造的大小不等的十多個此類裝置。隨著裝置技術性建設的發展和實驗結果的推動，科學家和工程師們追求先進形式的托卡馬克裝置，以獲得更加理想的結果，更加接近核聚變反應堆的目標。全超導托卡馬克的建造就是在這樣的理念下應運而生的。

§6.2托卡馬克磁約束裝置

聚變核反應是一種非常理想的潛在新能源，近年來，磁約束聚變在托卡馬克類型的裝置上取得了突破性的進展，從而開發聚變能的科學可行性終于在托卡馬克上得到了證實。正因為此，一個國際熱核聚變工程實驗堆（ITER）正在進行工程設計，其聚變輸出功率可達1500MW。

HT-7U超導托卡馬克是國家“九五”大科學工程，它是一個具有非園截面的大型超導托卡馬克裝置。縱場電源是一個大容量高穩定度全控整電源，極向場電源滿足建立等離子體和感應加熱所要求的磁通變化及波形要求，并實現對等離子體電流、位移、形狀和電流分布等的控制。

§6.2.1核聚變與等離子體

質量數很小的兩個適當的原子核在一定條件下重新組合成一個質量數較大的原子核，會釋放出能量，這就是人類利用核能的另一重要途徑即核聚變的理論依據。

1929年，有人提出太陽中產生能量的過程就是質子的聚變反應。這些反應能在溫度高達15×106K的太陽中心發生。

聚變反應所需的原料直接或間接地都是氘核（D）。單位質量的氘聚變所放出的能量是單位質量235U裂變所放出能量的4倍左右。這是聚變核反應作為一

種潛在的新能源的突出優點之一。核反應是在原子核的熱運動中發生的，所以稱為熱核反應，如果這種反應能夠加以控制，則稱為受控熱核反應。計算得知溫度達到108K-109K就可以發生聚變反應。要實現作為潛在能源的核聚變反應，只能通過高溫等離子體的方法。在高溫等離子體中氘核和電子處在幾乎相同的高溫狀態中。而且，在等離子體中，氘核與電子作無規熱運動，互相不斷地碰撞著。因此，可以說高溫等離子體物理學是核聚變的理論基礎。

作為一種能源的核聚變反應堆，不僅要求等離子體的溫度必須高到使離子能夠克服彼此之間的庫倫斥力而相互碰撞發生聚變反應，并且要求從等離子體發生聚變反應中釋放的能量必須大于用以產生和維持高溫等離子體所需的能量。勞遜作了核聚變等離子體中的能量平衡計算，設等離子體的密度為n，加熱到溫度T，該高溫等離子體維持時間為τ。對于氘氘（D-T）反應，當等離子體溫度為10keV時，實現能量收支平衡的nτ值是1020m-3s，如果實驗上達到了勞遜判據要求的參考值，那就證明了核聚變的科學可行性。當Ti=30 keV時，nτ大約為1.5×1020m-3s，達到了熱核點火條件。

§6.2.2磁約束托卡馬克裝置

核聚變等離子體溫度極高，帶電粒子的動能10 keV相當于溫度108K(1eV=11600K)。磁約束就是利用磁場來將高溫等離子體約束在一定的區域內（見圖1），使之達到勞遜條件所要求的參數范圍。

磁場對等離子體的約束能力在于磁場與等離子體之間有相互作用力。這些作用力包括三個方面，即磁場對等離子體中每個帶電粒子的“洛倫茲力”；以及由此對等離子體產生的宏觀效果磁應力；當等離子體中有電流通過時，除外加磁場產生的作用力外，電流本身產生的磁場還會產生一種箍縮力。

§6.2.3 EAST全超導托卡馬克完成首次工程調試

由我國自行設計、研制的世界上第一個全超導托卡馬克 EAST(原名HT-7U)核聚變實驗裝置，于2月1日到3月17日成功進行了首次工程調試。本次工程調試的主要目的是檢驗主機的性能以及相關分系統的能力，探索未來可行的運行模式，測量主機和主要分系統的關鍵技術參數，驗證各種安全保護系統的可靠性, 為年內成功運行提供必要的數據和積累經驗。在調試中，最受關注的低溫調試和磁體通電測試獲得圓滿成功。

在真空和低溫條件就位后，從3月13日到3月得離子體所的相關人員對縱場磁體和12個極向場磁體分別進行了260 次通電測試。最長通電時間達到5000秒，最大電流達到8200安培，相對應的裝置中心場強已達到2特斯拉?？偪叵到y、真空系統、低溫系統、數據采集系統、水冷系統、電源系統、裝置技術診斷系統、失超保護、真空磁位形測量系統、超導傳輸線、高溫超導電流引線、銅電流引線以及等離子體控制系統運行正常，保證了通電測試的安全和成功。

隨著中國、日本、韓國、俄羅斯、美國和歐盟6大ITER成員國6月28日在莫斯科敲定法國的卡達拉舍（Cadalache）為反應堆建設地，這一為期30年、共計投資將超過100億歐元的國際超大型科學合作項目很快就將正式啟動。“ITER”——拉丁文“道路”之意——是否真能為人類另辟蹊徑，整個世界都在期待?？崾顕蓝⒈╋L山洪??被現代人類“剝削”的地球也在以自己的方式報復著人類。然而與生態氣候所遭受的破壞相比，能源衰竭受到了更為廣泛和急迫的關切。

實際上，宇宙中最常見的就是氫元素的聚變反應，所有的恒星幾乎都在燃燒著氫。利用氫原子最容易實現的聚變反應是其同位素氘（讀音刀，deuteri－um）與氚（讀音川，tritium）的聚變。氘和氚發生聚變后，2個原子核結合成1個氦原子核，并放出1個中子和17.6兆電子伏特能量。每1升海水中含30毫克氘，30毫克氘聚變產生的能量相當于300升汽油，就是說，“1升海水等于300升汽油”。地球上海水中有45萬億噸氘，足夠人類使用60億年。ITER走向人間政治角力讓ITER一波三折

事實上早在二戰時期人類就早已實現了氘-氚聚變―――氫彈。但它比原子彈更具毀滅性和不可控性。如何將氫彈爆炸過程用人為手段大大減緩，其反應能量被緩慢而穩定地輸出？這成為科學家們半個多世紀來為之奮斗的目標。

上個世紀50年代初，美國和蘇聯率先開始秘密地獨立研究可控核聚變，然而隨著研究的深入，理論和技術上遭遇的一個個障礙讓各國認識到，只有開展廣泛的國際合作才是加速實現核聚變能利用的唯一可行之路。熱核聚變技術也成為冷戰時期各國仍舊保持互通有無的特例。

1985年，美國總統里根和蘇聯領導人戈爾巴喬夫在一次首腦會議上提議，要求“在核聚變能方面進行最廣泛的、切實可行的國際合作”。美蘇兩國首腦隨后又與核技術領域處于領先地位的法國的總統密特朗進行了幾次高層會晤，支持在國際原子能機構（IAEA）主持下，進行國際熱核實驗反應堆，即ITER的概念設計和輔助研究開發方面的合作。

1987年，IAEA邀請歐共體（歐盟前身）、美國、蘇聯、加拿大和日本的代表在維也納開會并達成協議，五方合作設計建造國際熱核實驗反應堆，并由此誕生

了第一個國際熱核實驗堆的概念設計計劃，也被稱為“人造太陽”計劃。

隨后，由于蘇聯解體和美國以需要重新審議核聚變計劃為由退出計劃，ITER受到了很大影響，日本和歐盟國家成為ITER的主體力量，并在2001年完成了ITER的工程設計修改方案。

2003年2月18日，美國宣布重新加入這一大型國際計劃，中國也于同日加入該計劃，19日，國際熱核實驗反應堆計劃參與各方在俄羅斯圣彼得堡決定，將于2013年前在日本、西班牙、法國和加拿大四國中的一個國家中建成世界上第一座熱核反應堆。

ITER的投資和建設規模之龐大，交叉學科種類之多，實驗設備之復雜，都決定了它必須由多國合力完成。然而在大投入所蘊涵的不可估量的經濟利益和政治角力之下，各國選址之爭一度讓ITER“擱淺”。

在歐盟的協調下，候選國之一西班牙主動放棄，變成以法國為代表的歐盟與日本之爭。2003年，華盛頓的一次會議上形成“兩軍對壘”態勢―――歐盟、中國和俄羅斯主張把反應堆建在核工業基礎已經相當雄厚的法國南部城市卡達拉舍；而美國、韓國和日本則主張建在日本的六所村。因為沒有選擇加拿大作為反應堆候選國，2004年初，加國宣布由于缺乏資金退出該項目。至此，ITER的六方參與國確定為中國、美國、俄羅斯、歐盟、日本和韓國。

法日兩國的選址拉鋸戰也從2003年進入白熱化。得到中俄支持的歐盟表現出空前團結。今年年初，在法國促請下，歐盟還曾放出風聲：如果僵局無法打破，歐盟和法國將聯合有關合作者另起爐灶。

這顯然不是最佳選擇。所幸的是，隨著主要支持者美國的態度基于政治需要而逐漸曖昧，日本也不得不放緩口氣。美國一度支持日本，那既是對伊拉克戰爭中日本堅定挺美的回報，也是對反戰法國的報復；而如今時過境遷，急欲從伊戰泥潭中抽身的布什政府重新開始“鼓吹”跨大西洋聯盟的重要性。此外，美國是否真心愿意日本這個有過歷史恩怨的盟友在事關戰略的能源問題上實現自給，還要打上一個大大的問號。

失去了最大的“靠山”，日本在得到歐盟方面承諾可以10％的投資獲得20％承包合同以及更多就業崗位的交易條件下，還是半推半就地放棄了選址競爭。ITER開建前的最后一個障礙終于得以掃除。中國強勢參建10％投入換100％產

按照六方達成的方案，歐盟將負責ITER建造經費的40％，法國作為項目建設地負擔10％；其余50％由其他五國均攤。在這個國際合作項目之下，每個成員都享有均等權利，也就是說，中國可以用10％的投入分享到ITER全部知識產權和科技及商業利益。

中國在熱核聚變研究領域已經取得包括建成了全超導托卡馬克裝置的一系列重大成果，是ITER項目決定接納中國的重要原因。根據計劃，ITER將于2015年前全部建成。在法國卡達拉舍這個集聚全世界熱核聚變領域多達數萬名頂級科學家的總部，10％的科研人員都將是中國人。他們將參與這一前沿課題，同時吸收先進技術，促進我國基礎科學和應用技術的快速發展。如果項目發展順利，屆時ITER還將在各參與國建立分支機構，造出更多的“太陽”。

作為世界上最大的發展中國家，中國對可替代能源有著巨大的需求。參與ITER的中方首席科學家日前在接受新華社記者采訪時也毫不諱言，“中國參與這一計劃的最終目的是在中國獨立建造反應堆?！?ITER六大關鍵詞
