The peaceful transfer of authority is rare in history, yet common in our country.With a simple oath, we affirm old traditions and make new beginnings.As I begin, I thank President Clinton for his service to our nation;and I thank Vice President Gore for a contest conducted with spirit and ended with grace.I am honored and humbled to stand here, where so many of America's leaders have come before me, and so many will follow.We have a place, all of us, in a long story.A story we continue, but whose end we will not see.It is the story of a new world that became a friend and liberator of the old, a story of a slave-holding society that became a servant of freedom, the story of a power that went into the world to protect but not possess, to defend but not to conquer.It is the American story.A story of flawed and fallible people, united across the generations by grand and enduring ideals.The grandest of these ideals is an unfolding American promise that everyone belongs, that everyone deserves a chance, that no insignificant person was ever born.Americans are called upon to enact this promise in our lives and in our laws;and though our nation has sometimes halted, and sometimes delayed, we must follow no other course.Through much of the last century, America's faith in freedom and democracy was a rock in a raging sea.Now it is a seed upon the wind, taking root in many nations.Our democratic faith is more than the creed of our country, it is the inborn hope of our humanity, an ideal we carry but do not own, a trust we bear and pass along;and even after nearly 225 years, we have a long way yet to travel.While many of our citizens prosper, others doubt the promise, even the justice, of our own country.The ambitions of some Americans are limited by failing schools and hidden prejudice and the circumstances of their birth;and sometimes our differences run so deep, it seems we share a continent, but not a country.We do not accept this, and we will not allow it.Our unity, our union, is the serious work of leaders and citizens in every generation;and this is my solemn pledge, “I will work to build a single nation of justice and opportunity.” I know this is in our reach because we are guided by a power larger than ourselves who creates us equal in His image and we are confident in principles that unite and lead us onward.America has never been united by blood or birth or soil.We are bound by ideals that move us beyond our backgrounds, lift us above our interests and teach us what it means to be citizens.Every child must be taught these principles.Every citizen must uphold them;and every immigrant, by embracing these ideals, makes our country more, not less, American.Today, we affirm a new commitment to live out our nation's promise small.If our country does not lead the cause of freedom, it will not be led.If we do not turn the hearts of children toward knowledge and character, we will lose their gifts and undermine their idealism.If we permit our economy to drift and decline, the vulnerable will suffer most.We must live up to the calling we share.Civility is not a tactic or a sentiment.It is the determined choice of trust over cynicism, of community over chaos.This commitment, if we keep it, is a way to shared accomplishment.America, at its best, is also courageous.Our national courage has been clear in times of depression and war, when defending common dangers defined our common good.Now we must choose if the example of our fathers and mothers will inspire us or condemn us.We must show courage in a time of blessing by confronting problems instead of passing them on to future generations.Together, we will reclaim America's schools, before ignorance and apathy claim more young lives;we will reform Social Security and Medicare, sparing our children from struggles we have the power to prevent;we will reduce taxes, to recover the momentum of our economy and reward the effort and enterprise of working Americans;we will build our defenses beyond challenge, lest weakness invite challenge;and we will confront weapons of mass destruction, so that a new century is spared new horrors.The enemies of responsibilities for public safety and public health, for civil rights and common schools.Yet compassion is the work of a nation, not just a government.Some needs and hurts are so deep they will only respond to a mentor's touch or a pastor's prayer.Church and charity, synagogue and mosque lend our communities their humanity, and they will have an honored place in our plans and in our laws.Many in our country do not know the pain of poverty, but we can listen to those who do.I can pledge our nation to a goal, “When we see that wounded traveler on the road to Jericho, we will not pass to the other side.”

America, at its best, is a place where personal responsibility is valued and expected.Encouraging responsibility is not a search for scapegoats, it is a call to conscience.Though it requires sacrifice, it brings a deeper fulfillment.We find the fullness of life not only in options, but in commitments.We find that children and community are the commitments that set us free.Our public interest depends on private character, on civic duty and family bonds and basic fairness, on uncounted, unhonored acts of decency which give direction to our freedom.Sometimes in life we are called to do great things.But as a saint of our times has said, every day we are called to do small things with great love.The most important tasks of a democracy are done by everyone.I will live and lead by these principles, “to advance my convictions with civility, to pursue the public interest with courage, to speak for greater justice and compassion, to call for responsibility and try to live it as well.” In all of these ways, I will bring the values of our history to the care of our times.What you do is as important as anything government does.I ask you to seek a common good beyond your comfort;to defend needed reforms against easy attacks;to serve your nation, beginning with your neighbor.I ask you to be citizens.Citizens, not spectators;citizens, not subjects;responsible citizens, building communities of service and a nation of character.Americans are generous and strong and decent, not because we believe in ourselves, but because we hold beliefs beyond ourselves.When this spirit of citizenship is missing, no government program can replace it.When this spirit is present, no wrong can stand against it.After the Declaration of Independence was signed, Virginia statesman John Page wrote to Thomas Jefferson, “We know the race is not to the swift nor the battle to the strong.Do you not think an angel rides in the whirlwind and directs this storm?” Much time has passed since Jefferson arrived for his inauguration.The years and changes accumulate, but the themes of this day he would know, “our nation's grand story of courage and its simple dream of dignity.”

一股新的輕風正在吹拂，經過自由洗禮的全國人民已經做好出發的準備。新的陣地有待我們去占領，新的行動有待我們去著手。有時未來似乎為重重迷霧所遮蔽；于是人們就坐下來等待，盼望迷霧自行散去，正確的道路會清晰地出現在腳下。

但在這個時代，未來就像一扇打開的門，人們可以直接穿過，進入一個叫做明天的房間。世界各個大國正在經過通向自由的大門走向民主。全世界的男男女女則經過通向繁榮的大門進入市場。全世界人民正在經過通向只有自由才能賦予的道德與智性滿足的大門，奮力爭取言論自由和思想自由。我們懂得發揮作用的東西是什么，那是自由；我知道正確的東西是什么，那也是自由。我們知道怎樣為地球上的人類爭取更為公正和繁榮的生活，那就是借助自由市場、自由言論、自由選舉以及不受國家干涉地行使自由意志。人類再也毋須發明一套賴以生存的體制，這在本世紀乃是首次，在整個歷史上或許也是破天荒的第一回。我們現在用不著就何種政府形式更好這一問題進行喋喋不休的討論。我們也用不著從什么君王那里爭取正義，而只須從我們自己內部把正義召喚出來即可。我們必須根據我們所知的事物進行活動。我把這種圣徒式的希望作為自己的行動指南——在關鍵的問題上，做到團結一致；在重大的問題上，允許多樣性；在所有問題上，則須寬宏大量。

今天的美國乃是一個驕傲和自由的國家，莊嚴正派，謙和有禮，對于這樣一個國度，我們怎能不十分熱愛呢！我們固然不必大聲張揚和自負自傲，但我們卻從內心懂得一個簡單的事實，即這個國家的意義決不僅限于我們所看到的一切，我們擁有的實力乃是一種向善的力量。

即便在我們這個時代，我們作為一個國家是否也發生了變化呢？我們是否已被物質層面的事物所迷惑，而不再像過去那樣欣賞工作和犧牲的崇高偉大了呢？我的朋友們，我們并不等于我們所擁有財產的總和，那些東西也不能成為評價我們生活的尺度。我們在內心懂得什么是至關重要的。我們不能只希望僅僅留給自己的后代一輛更大的汽車或一筆更多的銀行存款。我們應當寄希望于讓他們懂得，做一個忠實的朋友意味著什么，做一個慈愛的家長意味著什么，以及做一個離別家人、鄰里和家鄉后仍能留下更好名聲的公民意味著什么。

當我們不在某一個地方時，我們會希望那些與我們共過事的男男女女說些什么呢？是說我們比任何人都更沒命地追求成功嗎？或者是我們自己停下來自問一聲：當一個生病的孩子已經好轉，我們會稍停片刻同他友好地交談幾句嗎？ 任何總統、任何政府都不能教導我們應記住什么東西對我們是最好的。但是，你們推選出來領導這個政府的人，如果能夠發揮一定的作用，如果他會贊美那些不是由金銀而是由更美好的心靈構成的平靜而深刻的成功，如果他能做到這些事情，那他就應當去做。

美國若不奉行崇高的道德準則，就永遠無法實現自身的完善。

今天，我們作為一個民族，就具有這樣一個目標。這個目標旨在使我們國家的面貌變得更加仁厚善良，使這個世界的面貌變得更加溫文爾雅。

我的朋友們，我們有許多事情要做。有些人無家可歸，已經迷失方向，正在四處徘徊。有些孩子失去了一切，既沒有親人之愛，也無法享有正常的生活。有些人則無法擺脫各種個人癖好的奴役，他們沉溺于吸毒、依賴救濟為生，或沾染上各種肆虐于貧民窟的墮落習氣。有不少犯罪行為有待于制壓，譬如那些大街上的粗暴罪行。還有一些年輕的婦女需要幫助，她們就要做母親了，但對自己將要出生的孩子不是無法照顧，就是可能不會加以愛護。他們需要我們去關心，去引導，去進行教育，盡管我們衷心祝福他們選擇合適的生活。過去的解決辦法和過去的途徑，是片面相信政府的公共開支即可消除這些問題。但我們已經了解到，情況并非如此。而且不論怎樣說，我們的資金總是有限的。我們還要削減赤字。我們的愿望總是超過我們錢袋的支付能力，而愿望又正是我們所需要的東西。

我們要做出艱難的決擇，對我們擁有的東西細加盤算，或許還要進行重新配置，使我們的決策立足于真正的需要和審慎的安全之上。于是我們要做一件最為明智的事情，那就是求助于美國人民的善良品質和無畏勇氣，這乃是我們所擁有的、在需要之時能夠不斷增長的唯一資源。我現在倡導重新關心他人的生活，倡導一種新的積極行動精神，大家動手，全力投入，以期大功告成。我們應當把不同年齡層的人都吸收進來，發揮老年人的未盡之才，調動年輕人未用在正處的精力。因為代代相傳的不僅是領導職位，而且還有對國家事務的管理。而且，第二次世界大戰后出生的一代人也已經成年。

我已談及千萬盞明燈的作用，也就是那些星羅棋布于全國各地、正在從事有益工作的所有社區組織。我們要攜手工作，鼓足勇氣，或發揮領導作用，或服從領導，這樣就必能有所收獲。我們在白宮、在各內閣機構都要致力于此。我會到人民中間去，發起一些更有意義的項目，我也會要求本政府的所有成員參與其事。履行義務、作出犧牲、實踐承諾以及愛國精神這些古老的觀念，又獲得了新的生機，因為它們并不陳舊，而是超越時間的，它們都會在人們的參與和奮斗中得到體現。

在政府的行政部門和國會之間，我們也需要達成一項新的約定。只要白宮和參、眾兩院協同努力，我們面臨的挑戰就會被一掃而光。我們必須使聯邦預算恢復平衡。我們還應當保證美國在全世界面前顯得團結一致，堅如磐石，愛好和平，而且財政健全。當然，事情不會是一帆風順的。我們需要妥協讓步，因為我們之間有過紛爭不和；我們需要和睦相處，因為我們當中存在過激烈的意見分歧。在我們這個時代，就是國會也發生了變化，其中發生了一定程度的分化，我們曾經看到人們怒氣滿面，聽到人們發表各種聲明，這些聲明所體現的并不是不同觀點的較量，而是各自動機的爭執。而且我們的兩大黨通常處于互不往來和互不信任的狀態。自越南戰爭以來，情形就一直如此。這場戰爭至今仍使我們發生分裂。但是，朋友們，這場戰爭始于足足二十五年以前，而且肯定已經達到了法律所能允許的極限。事實是我們從越南戰爭中得出了一條最后的教訓，這就是任何大國都無法長期承受由記憶的陰影所造成的分裂。

一股清風正在吹拂，原來的兩黨制也必須更新。我要向那些忠誠的反對派朋友們伸出我的手。是的，我的意思的確是說，他們雖然處于反對派地位，但忠誠于我們的國家，因而仍是我的朋友。議長先生，我把我的手向你伸出；多數黨領袖先生，我也正向你伸出我的手。

因為事情就是這樣——我們處于一個握手言和的時代。我們無法使時鐘倒轉，我也不想這樣。但是，議長先生，當我們的父輩年輕之時，我們的分歧僅限于對外事務方面。我們也不希望讓時光倒流，但是，多數黨領袖先生，我們的母親年輕之時，國會和行政部門能夠一起合作，共同制訂我國得以生存的預算方案。讓我們迅速而努力地進行協商，但最終我們需要得出結果。

美國人民在等待我們采取行動。他們把我們派到這里，不是要我們相互斗嘴爭吵。他們要求我們超越純粹的黨派立場。我說過，在關鍵問題上我們要團結一致，朋友們，這個就是關鍵的問題。

對于世界各國，我們也提出新的約定，做出新的保證：我們會保持強大的實力以捍衛和平。“握手言和的手”實際乃是一只不愿捏攏的拳頭，而這只拳頭一旦捏攏，就會十分有力，在運用當中也會產生極大的效力。

今天，仍有美國人被違心地羈留在異國他鄉，也有一些美國人下落不明。在這里援助的意義就能得到顯示，并且會被人們長久地銘記。善有善報，美好的信仰能像一只從不停轉的螺旋鉆，不斷地向前推進。常言道，“大國如同偉人，應當格守諾言”。美國一旦說了什么，便是真當一回事的，不論其形式是一項條約、一個協定或是在這大理石的臺階上做出的保證。

我們將永遠力求言辭清楚明白，因為坦率乃是一種值得贊美的東西。但巧妙同樣有其價 值，應當占有一席之地。我們要在全世界加強與盟友的關系，發展友誼，使之永遠牢不可破；在此同時我們將繼續密切與蘇聯的聯系，使之符合我國安全和進步的要求。有人或許會說，我們這種新的關系部分地反映了希望和實力對經驗的勝利。但希望總是美好的，實力和警惕也是一樣。今天在場的我國公民成千上萬，他們都感到，那些已加入民主行列并且看到自己的希望得以實現的人們所抱有的喜悅心情，是完全可以理解的。但過去幾天以來，我卻一直在想著那些正在家里觀禮的人們想著那種見到國旗就會自動行禮的老人，想著那種會把戰歌的詞句傳授給自己兒子的婦女。我并不以為這是感情用事。我的意思不過是說，在像現在這樣的日子里，我們要牢記我們都是一個有機整體的組成部分，都不可避免地為一條紐帶所連結起來。

全國各地的孩子們都在學校觀看這一典禮。我要對他們說，感謝你們觀看民主的盛況。因為民主屬于我們大家，而自由則像一只美麗的風箏，能夠隨著微風越飛越高。我還要對所有的人說，無論你們處境如何以及身在何處，你們都是今天的一部分，你們都是我們偉大祖國生活的一部分。一個總統既不是什么王子，也不是什么教皇，因而我并不奢望看透“人的心靈之 窗”。實際上我渴望更大的寬容，盼望人們相互之間在態度和生活方式方面更加易于相處。

我們作為一個社會，對少數幾個界線清楚的問題，必須同心同德地加以對待，明確表示決不寬容。目前，這其中最突出的就是毒品問題。當那第一包可卡因通過船只走私入境時，就不含是給我們帶來了致命的病菌，它對我國人民的身體和靈魂的危害毫不亞于此。對此要做和要說的都很多，但請記住我的話：這種災害必將被制止！

因此，要做的事情很多。明天我們就要開始工作了。我既不是不相信未來，也不害怕前面的事物。因為我們的各種問題固然很大，但我們的心胸更大；我們的挑戰固然十分強大，但我們的意志更為強大；而且，如果說我們的缺點沒完沒了，上帝之愛則更是無邊無際。有人把領導藝術比作一出大戲，比作召喚人們行動的號音。有時確實如此。但在我看來，歷史乃是一部有著許多篇頁的書，每一天我們都要用充滿希望和富有意義的行動寫下一頁。

清風徐徐吹拂，歷史的一頁已經翻動，故事也就此展開了。因此，今天就是一章的開頭，這個故事雖小但卻十分莊嚴，它是一個團結一致、多樣并存和寬宏大量的故事，是一個我們共同分享和一起寫下的故事。
