在一個國家中個人是主體。對于個人來說什么最重要呢？我想首先應該是具備文明素質，只有當每一個人都具備了文明素質，那么這個國家的整體素質才能提高。不久前，曾看到這樣一則報道，說的是新加坡，新加坡是一個通用英語的國家，這個國家的公共場所的各種標語大多是用英語書寫。但其中的一些文明禮貌的標語，如“不準隨地吐痰”、“禁止吸煙”、“不準進入草坪”等卻用中文書寫。為什么呢？人家回答：“因為有這些不文明行為的大多數是中國大陸的游客。”為此，到新加坡考察的一位中學校長語重心長地說：“不文明行為也是國恥。” 不知大家是否記得，中央電視臺曾經報道，國慶節后的天安門廣場，隨處可見口香糖殘跡，40萬平方米的天安門廣場上竟有60萬塊口香糖殘渣，有的地方不到一平方米的地面上，竟有9塊口香糖污跡，密密麻麻的斑痕與天安門廣場的神圣和莊嚴形成了強烈反差。
