2011年以來(lái),外宣辦堅(jiān)持以“宣傳也是生產(chǎn)力”為指導(dǎo)思想,以提升睢寧城市形象、營(yíng)造平安和諧的社會(huì)環(huán)境、服務(wù)經(jīng)濟(jì)社會(huì)發(fā)展為根本訴求,緊緊追隨縣委、縣政府的工作步伐,深入挖掘社會(huì)經(jīng)濟(jì)發(fā)展過(guò)程中的熱點(diǎn)、亮點(diǎn),通過(guò)一篇篇新聞報(bào)道、一件件新聞活動(dòng)的策劃,多角度、全方位地將睢寧速度、睢寧面孔和睢寧個(gè)性展示出去,取得了顯著成績(jī)??偟膩?lái)說(shuō),2011年的外宣工作有如下三個(gè)特點(diǎn)。

一、外宣稿件的質(zhì)量進(jìn)一步提升。

一是稿件的數(shù)量多。截至10月14日,外宣辦自采稿件及配合媒體采寫稿件共刊發(fā)、播出174篇,其中報(bào)紙、雜志、廣電124篇,網(wǎng)站50篇;按級(jí)別劃分,國(guó)家級(jí)媒體46篇,省級(jí)媒體71篇,市級(jí)媒體57篇。

二是媒體的層次高。截至到10月14日外宣辦在對(duì)外宣傳中共接待來(lái)睢進(jìn)行正面報(bào)道的媒體69次,成功實(shí)現(xiàn)了對(duì)《人民日?qǐng)?bào)》、《新華日?qǐng)?bào)》、《徐州日?qǐng)?bào)》、中央電視臺(tái)、江蘇電視臺(tái)、徐州電視臺(tái)等中央、省、市三級(jí)黨報(bào)和電視臺(tái)的全覆蓋。此外,外宣辦還與《中國(guó)青年報(bào)》、《新華每日電訊》、《農(nóng)民日?qǐng)?bào)》、《解放日?qǐng)?bào)》、《南風(fēng)窗》、《南方周末》、《中國(guó)縣域經(jīng)濟(jì)報(bào)》等重要媒體建立了良好的合作關(guān)系,陸續(xù)推出了多篇報(bào)道。

三是報(bào)道的力度深。2011年,在紙質(zhì)媒體上刊發(fā)的稿件中,有 1 關(guān)睢寧的報(bào)道國(guó)家級(jí)媒體頭版頭條有2篇;國(guó)家、省、市級(jí)媒體頭條新聞多達(dá)37篇,千字以上的大篇幅報(bào)道達(dá)45篇。其中,《農(nóng)民日?qǐng)?bào)》8月25日以頭版頭條形式刊發(fā)了睢寧《“農(nóng)田托管”破解種糧困局》;《中國(guó)縣域經(jīng)濟(jì)報(bào)》9月29日以頭版頭條的形式刊發(fā)了睢寧《致富的“花路”如此爛漫》;新改版的《人民日?qǐng)?bào)海外版》在1月6日第5版以整版篇幅刊發(fā)《走進(jìn)網(wǎng)絡(luò)“小崗村”》專題報(bào)道;《人民日?qǐng)?bào)》4月19日第14版以整版篇幅刊發(fā)《網(wǎng)絡(luò)問(wèn)政的“睢寧規(guī)矩”》專題報(bào)道;《人民日?qǐng)?bào)》10月9日以2100多字的大篇幅報(bào)道了睢寧“舞動(dòng)鄉(xiāng)村”的社會(huì)管理創(chuàng)新舉措;《南風(fēng)窗》1月18日、1月28日分別刊發(fā)《讓權(quán)力在軌運(yùn)行》、《從“破爛村”到“淘寶村”》兩篇專題報(bào)道;《南方周末》2月24日B9版轉(zhuǎn)B11版頭條刊發(fā)《江蘇睢寧“一毛錢維穩(wěn)”》長(zhǎng)篇通訊。此外,央視一套《看見》欄目2月23日播出時(shí)長(zhǎng)30分鐘的《東風(fēng)村淘寶記》專題報(bào)道,央視新聞?lì)l道《新聞紀(jì)實(shí)》欄目5月14日播出時(shí)長(zhǎng)15分鐘的《東風(fēng)村的淘寶之路》專題報(bào)道。這些重頭報(bào)道的推出,使睢寧的知名度不斷提升。

二、應(yīng)對(duì)突發(fā)事件的能力進(jìn)一步提升。

“腳板子底下出新聞”,外宣辦全體人員堅(jiān)持深入田間地頭、奔赴建設(shè)一線進(jìn)行采訪,在親見親聞中感受睢寧發(fā)展的脈搏,見證睢寧突破的奇跡。實(shí)地采訪不僅為采寫各類外宣稿件奠定了堅(jiān)實(shí)的基礎(chǔ),也為應(yīng)對(duì)各類突發(fā)事件和化解負(fù)面報(bào)道積累了經(jīng)驗(yàn)。

密切關(guān)注社會(huì)輿情,積極應(yīng)對(duì)突發(fā)事件。今年“1.24”睢中學(xué)生群架事件發(fā)生后,外宣辦積極參與社會(huì)輿情的監(jiān)控和疏導(dǎo)工作,在上 網(wǎng)跟帖引導(dǎo)網(wǎng)絡(luò)輿論的同時(shí),密切關(guān)注《現(xiàn)代快報(bào)》、中國(guó)新聞網(wǎng)等媒體的記者動(dòng)向,提前做好應(yīng)對(duì)準(zhǔn)備。3月中旬,針對(duì)市民盲目搶購(gòu)碘鹽防輻射的現(xiàn)象,外宣辦全體人員積極上網(wǎng)發(fā)帖、跟帖引導(dǎo),并安排專人前往城區(qū)內(nèi)多家超市和商店進(jìn)行采訪,為該事件的迅速平息發(fā)揮了積極的作用。8月25日《南方都市報(bào)》發(fā)表的《法院派員“跨省追捕”發(fā)帖網(wǎng)民》并引起媒體關(guān)注,外宣辦在領(lǐng)導(dǎo)的安排下積極與法院對(duì)接,并咨詢資深媒體人如何處理此事件,并到廣州、北京與媒體積極協(xié)商,獲得理解。

發(fā)揮外宣職能優(yōu)勢(shì),積極化解負(fù)面報(bào)道。4月中旬,針對(duì)中央電視臺(tái)、江蘇電視臺(tái)等媒體來(lái)我縣回訪醫(yī)療廢棄物回收、加工情況,積極與縣醫(yī)療廢棄物專項(xiàng)治理工作領(lǐng)導(dǎo)組對(duì)接,制定應(yīng)對(duì)方案。6月中旬,我縣一常年在常熟務(wù)工的村民因妻子使用家庭暴力虐待女兒,受到央視七套《生活567》欄目的關(guān)注。6月15日,該欄目記者周文致電外宣辦,要求對(duì)已回鄉(xiāng)的該村民家人進(jìn)行采訪。為及時(shí)化解該事件可能對(duì)睢寧造成的不利影響,外宣辦迅速與縣婦聯(lián)、計(jì)生局、凌城鎮(zhèn)等相關(guān)部門溝通并積極回應(yīng)。次日,周文一行二人到來(lái)后,外宣辦熱情接待并安排專人全程陪同采訪。經(jīng)過(guò)坦誠(chéng)溝通和積極推介,記者放棄了采訪該村民家人的打算,轉(zhuǎn)而采訪我縣關(guān)愛留守兒童的經(jīng)驗(yàn)做法。6月17日,人民網(wǎng)記者李刑飛根據(jù)人民日?qǐng)?bào)的委派來(lái)睢,欲采訪我縣一拆遷事項(xiàng),外宣辦積極聯(lián)系相關(guān)單位了解情況。在對(duì)記者所關(guān)注的問(wèn)題進(jìn)行詳細(xì)介紹的同時(shí),積極向其推介我縣當(dāng)前正在開展的“千名干部下基層”活動(dòng),并在人民網(wǎng)刊發(fā)。

三、宣傳手段進(jìn)一步創(chuàng)新。

1.圍繞特色活動(dòng)進(jìn)行新聞宣傳。年初,外宣辦圍繞“家門口旅游”活動(dòng),深入機(jī)關(guān)、企業(yè)和勞務(wù)市場(chǎng)采訪,將我縣實(shí)施“家門口就業(yè)工程”,鼓勵(lì)在外務(wù)工人員返鄉(xiāng)工作、全力保障企業(yè)用工的好做法、好經(jīng)驗(yàn)及時(shí)宣傳出去,使更多的人了解了睢寧的工業(yè)發(fā)展情況和良好的工作環(huán)境。1月28日至2月26日,先后在《中國(guó)縣域經(jīng)濟(jì)報(bào)》、《解放日?qǐng)?bào)》、《新華日?qǐng)?bào)》、《徐州日?qǐng)?bào)》等媒體刊發(fā)了《為創(chuàng)業(yè)送上金鑰匙》、《“俺今年就在家門口打工”》等10余篇報(bào)道。5月8日至5月12日,圍繞我縣首屆農(nóng)產(chǎn)品展銷會(huì),積極做好宣傳策劃、媒體邀請(qǐng)、資料整理等前期準(zhǔn)備工作,展銷會(huì)開幕后,積極向各級(jí)媒體推介睢寧農(nóng)業(yè)發(fā)展過(guò)程的新聞點(diǎn)并全程陪同記者采訪。最終,共有《農(nóng)民日?qǐng)?bào)》、《中國(guó)縣域經(jīng)濟(jì)報(bào)》等12家媒體分別從不同角度對(duì)我縣大力推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化的做法和成效進(jìn)行了報(bào)道。7月中旬外宣辦人員圍繞全縣中小學(xué)校暑期校園對(duì)外開放一事,積極進(jìn)行采訪報(bào)道,稿件先后在《中國(guó)教育報(bào)》、《新華日?qǐng)?bào)》、《江蘇教育報(bào)》、《徐州日?qǐng)?bào)》上刊發(fā)。

2.創(chuàng)新宣傳手段,突出睢寧形象。為了充分挖掘睢寧文化內(nèi)涵,更好地展示城市形象,打造城市名片,在領(lǐng)導(dǎo)的安排下,我們開展“睢寧城市形象宣傳語(yǔ)”征集活動(dòng),外宣辦拿出征集方案并配合活動(dòng)組織發(fā)布《睢寧印象》等背景資料。征集通知在網(wǎng)上發(fā)布后受到全國(guó)各地網(wǎng)友關(guān)注,截至6月30日,外宣辦共梳理、匯總?cè)珖?guó)30多個(gè)省、市、自治區(qū)應(yīng)征作品3500條,發(fā)揮了良好的宣傳效果。隨后外宣辦人員又按照領(lǐng)導(dǎo)要求對(duì)應(yīng)征作品進(jìn)行初選,并認(rèn)真制定投票方案,組織有 4 關(guān)專家進(jìn)行預(yù)選。評(píng)選結(jié)束后,還要將獲獎(jiǎng)作品發(fā)到網(wǎng)上,并對(duì)獲獎(jiǎng)人員進(jìn)行獎(jiǎng)勵(lì)。

3.抓熱點(diǎn),突出宣傳睢寧亮點(diǎn)。3月25日,《人民日?qǐng)?bào)》記者王偉健、陳安慶一行來(lái)睢交流,外宣辦圍繞“創(chuàng)新社會(huì)管理”這一熱點(diǎn)話題,主動(dòng)提供事先整理好的2萬(wàn)字的《實(shí)施有效的社會(huì)動(dòng)員與社會(huì)管理》等資料,并積極推介“網(wǎng)絡(luò)問(wèn)政”的選題,從而讓他們產(chǎn)生了采訪興趣。我們積極組織采訪對(duì)象,先后采訪督察室主任、網(wǎng)評(píng)員和網(wǎng)管中心等人員。之后,《人民日?qǐng)?bào)》第14版以整版篇幅刊發(fā)了《網(wǎng)絡(luò)問(wèn)政的“睢寧規(guī)矩”》一文并配發(fā)記者評(píng)論,對(duì)睢寧網(wǎng)絡(luò)問(wèn)政的做法和成效給予充分肯定,人民網(wǎng)、新華網(wǎng)、光明網(wǎng)、鳳凰網(wǎng)等50余家國(guó)內(nèi)主流新聞網(wǎng)站紛紛在第一時(shí)間予以轉(zhuǎn)發(fā),使我縣網(wǎng)絡(luò)問(wèn)政舉措博得網(wǎng)民贊許。麥?zhǔn)掌陂g,外宣辦積極抓住《農(nóng)民日?qǐng)?bào)》記者下基層采訪機(jī)會(huì),邀請(qǐng)其前來(lái),積極、主動(dòng)的為其提供新聞素材,并陪同采訪,兩位記者在睢寧采訪兩天,為睢寧先后刊發(fā)了關(guān)于麥?zhǔn)盏乃钠侣劯寮?,并且與《農(nóng)民日?qǐng)?bào)》建立起良好的合作關(guān)系,從6月17日至10月14日《農(nóng)民日?qǐng)?bào)》已為睢寧刊發(fā)了10篇新聞稿件。

2012年工作計(jì)劃

一、工作思路:緊緊圍繞十七屆六中全會(huì)精神和徐州市11屆黨代會(huì)精神,按照縣委、縣政府中心工作部署,以全面提升睢寧形象為著力點(diǎn),以宣傳經(jīng)濟(jì)社會(huì)發(fā)展成果為切入點(diǎn),以十七屆六中全會(huì)和市11屆黨代會(huì)精神在我縣貫徹落實(shí)為突破口,全方位提升外宣工作水 5平,發(fā)揮外宣服務(wù)睢寧的最大效應(yīng)。

二、具體措施:

1.實(shí)施城市形象整體宣傳戰(zhàn)略。

堅(jiān)持“走出去”、“請(qǐng)進(jìn)來(lái)”戰(zhàn)略,加強(qiáng)與人民日?qǐng)?bào)、中央電視臺(tái)、中國(guó)青年報(bào)、新華日?qǐng)?bào)、江蘇電視臺(tái)等黨報(bào)和重要媒體溝通、協(xié)調(diào)和合作,宣傳十七屆六中全會(huì)精神和徐州市第十一屆黨代會(huì)精神在我縣貫徹落實(shí)情況、經(jīng)濟(jì)發(fā)展情況以及社會(huì)管理的創(chuàng)新舉措,打造“滿意睢寧”新形象。

2.精心策劃外宣選題。

圍繞十七屆六中全會(huì)精神和徐州市第十一屆黨代會(huì)精神在我縣貫徹落實(shí)情況,搜集宣傳題材,對(duì)亮點(diǎn)和創(chuàng)新工作進(jìn)行新聞策劃。圍繞我縣新型工業(yè)化、城市化和農(nóng)業(yè)產(chǎn)業(yè)化“三化同步”戰(zhàn)略,精心策劃工業(yè)農(nóng)業(yè)、城市建設(shè)、民生改善、創(chuàng)業(yè)人物等選題,把睢寧在推動(dòng)經(jīng)濟(jì)社會(huì)發(fā)展過(guò)程中涌現(xiàn)出的好經(jīng)驗(yàn)、好做法和取得的成果及時(shí)宣傳出去,提升睢寧美譽(yù)度和競(jìng)爭(zhēng)力。

3.建立與各部門聯(lián)動(dòng)運(yùn)行機(jī)制。

積極與各單位溝通,定期主動(dòng)了解各部門對(duì)外宣傳要求,引導(dǎo)各單位主動(dòng)上報(bào)近期宣傳重點(diǎn),外宣辦對(duì)各單位上報(bào)題材進(jìn)行把關(guān),發(fā)現(xiàn)符合要求的新聞?lì)}材積極進(jìn)行宣傳報(bào)道。主動(dòng)參與全縣重大會(huì)議、重要活動(dòng),認(rèn)真搜集新聞宣傳素材。

General information on the reform of cultural system 今年以來(lái),中央就深化文化體制改革和加強(qiáng)文化建設(shè)提出一系列新思想新觀點(diǎn)新論斷,特別是在7月23日中央政治局“深化我國(guó)文化體制改革研究”專題集體學(xué)習(xí)時(shí),胡錦濤總書記發(fā)表重要講話,充分肯定了黨的十六大以來(lái)文化建設(shè)和文化體制改革取得的成績(jī),全面分析了文化建設(shè)面臨的形勢(shì),深刻闡述了深化文化體制改革的重大意義,進(jìn)一步明確了深入推進(jìn)文化體制改革必須堅(jiān)持的指導(dǎo)思想,提出了必須抓緊抓好的重點(diǎn)工作。各地區(qū)各部門認(rèn)真貫徹中央決策部署,積極推進(jìn)文化體制改革,大力發(fā)展文化事業(yè)和文化產(chǎn)業(yè),開創(chuàng)了中國(guó)特色社會(huì)主義文化建設(shè)新局面。

Since the launch of reform and opening up, to adapt to the needs of the development of a socialist market economy, the publicity and culture sectors have actively explored the reform of system and mechanism.The 16th National Congress of the CPC profoundly analyzed the changes and features of the situations in China and abroad and made the strategic decision to deepen the reform of cultural system.The 17th National Congress of the CPC, from the perspective of creating a new upsurge in the building of socialist culture and facilitating great development and prosperity of socialist culture, put forward new requirements for the deepening of reform.The reform of cultural system has, under the guidelines of differential treatment, categorized guidance, gradual advance and popularizing, closely centering on the four key points of reshaping market players, optimizing market systems, improving macro-management and transforming administrative functions, actively promoted system innovations, gradually established and optimized the system and mechanism to speed up the development of culture in the socialist market economy and build an environment that leads to the emergence of excellent works, talents and profit.It has witnessed three phrases: 一是“開展試點(diǎn)、積極探索”階段,從2003年6月到2005年12月。中央召開文化體制改革試點(diǎn)工作會(huì)議,確定北京等9個(gè)文化體制改革綜合性試點(diǎn)地區(qū)和35個(gè)試點(diǎn)單位開展試點(diǎn)工作。

Phrase 1: “pilot reform and active exploration”(June 2003-December 2005): the central authorities held the meeting on the work of pilot reform of cultural system, finalizing nine regions, which include Beijing for the comprehensive pilot reform of cultural system.An additional 35 units were also selected for the pilot reform.二是“擴(kuò)大試點(diǎn)、由點(diǎn)到面”階段,從2005年12月到2009年8月。明確了深化改革的指導(dǎo)思想、方針原則、總體目標(biāo)和主要任務(wù),要求北京等綜合性試點(diǎn)地區(qū)率先將改革全面推開;除新疆、西藏以外的其他省區(qū)市,都要確定本地的改革試點(diǎn)地區(qū)和單位,并將改革在本省區(qū)市逐步推開。

Phrase 2: “expansion of pilot reform”(December 2005-August 2009): the guiding theory, guidelines and principles, overall objectives and main tasks for the deepening of the reform were defined;Beijing and other pilot regions were asked to first carry out the reform in a thorough manner;all other provinces, autonomous regions and municipalities except Tibet and Xinjiang should finalize their areas and units for the pilot reform and gradually spread the reform in areas under their jurisdiction.三是“加快推進(jìn)、全面展開”階段,從2009年8月至今。全面推開出版、發(fā)行、電影、文化市場(chǎng)管理等領(lǐng)域改革,2012年以前基本完成中央已確定的文化體制改革各項(xiàng)任務(wù)。Phase 3: “accelerating the advance and fully expanding”(August 2009-present): the reform in sectors including publishing, distribution, film and culture-market administration have been carried out in a thorough manner and all tasks of the reform of cultural system decided by the central authorities must be finished by 2012.幾年來(lái),文化體制改革總體把握平穩(wěn)、進(jìn)展順利、態(tài)勢(shì)健康、成效良好,極大地解放和發(fā)展了文化生產(chǎn)力,調(diào)動(dòng)了廣大文化工作者的積極性創(chuàng)造性,促進(jìn)了文化事業(yè)和文化產(chǎn)業(yè)的蓬勃發(fā)展。

In the past several years, the reform of cultural system, generally, has been handled steadily;hence it has progressed smoothly, showed a healthy trend and produced good results.It has liberated and developed cultural productivity, aroused the enthusiasm and initiative of numerous culture workers, and boosted the development of the cultural cause and industry.一是大力推進(jìn)經(jīng)營(yíng)性文化單位轉(zhuǎn)企改制,國(guó)有文化單位的發(fā)展活力和市場(chǎng)競(jìng)爭(zhēng)力顯著增強(qiáng)。把轉(zhuǎn)企改制作為中心環(huán)節(jié),推進(jìn)大批國(guó)有經(jīng)營(yíng)性文化單位轉(zhuǎn)制為合格市場(chǎng)主體。全國(guó)除盲文、少數(shù)民族語(yǔ)言等出版社保留事業(yè)性質(zhì)外,其余出版社都已完成或正在進(jìn)行轉(zhuǎn)企改制。除部分少數(shù)民族地區(qū)新華書店外,97%的新華書店已完成轉(zhuǎn)企。今年年底前,出版發(fā)行業(yè)經(jīng)營(yíng)性單位轉(zhuǎn)企工作將全面完成。全國(guó)電影制片廠已轉(zhuǎn)企改制,省、地兩級(jí)電影公司和電影院轉(zhuǎn)企正在積極推進(jìn)。轉(zhuǎn)企改制試點(diǎn)文藝院團(tuán)已超過(guò)200家。通過(guò)轉(zhuǎn)企改制,國(guó)有文化單位市場(chǎng)主體缺失,競(jìng)爭(zhēng)力不強(qiáng)的狀況得到有力扭轉(zhuǎn),迸發(fā)出強(qiáng)大生機(jī)和活力。

First, vigorously advancing for-profit cultural units' transformation into enterprises and strengthening of development vitality and market competiveness of state-owned culture units.With transformation into enterprises as the core task, a large number of state-owned for-profit cultural units are being changed into qualified market players.Publishing houses around the country, except a small number of them like the Braille and ethnic minority languages presses, have finished or are undergoing the transformation.Excluding a few exceptions in some ethnic minority areas, 97 percent of Xinhua bookstores have become enterprises.The transformation into enterprises for all for-profit units in the publishing and distribution sector must finish by the end of this year.All the film studios in the country have become enterprises;cinemas and cinema companies at provincial and prefectural levels are being transformed into enterprises.Over 200 troupes have undergone pilot transformations.Through transformation into enterprises, state-owned culture units' lack of market player identity and competitiveness has been effectively fulfilled and as a result, a powerful vitality and vigor have burst among them.二是探索創(chuàng)新公共文化服務(wù)運(yùn)行機(jī)制,公共文化服務(wù)質(zhì)量和水平明顯提高。廣播電視村村通、鄉(xiāng)鎮(zhèn)和社區(qū)綜合文化站、文化信息資源共享、農(nóng)村電影放映、農(nóng)家書屋建設(shè)等五大重點(diǎn)文化惠民工程都如期或提前完成了“十一五”建設(shè)預(yù)定目標(biāo),覆蓋城鄉(xiāng)的公共文化服務(wù)網(wǎng)絡(luò)初步形成。公益性文化事業(yè)單位內(nèi)部人事、收入分配等制度改革不斷深化,初步實(shí)現(xiàn)由養(yǎng)機(jī)構(gòu)、養(yǎng)人員向鼓勵(lì)干事業(yè)、做實(shí)事轉(zhuǎn)變,管理水平和服務(wù)效率顯著提高。推動(dòng)公共博物館、紀(jì)念館、圖書館等向社會(huì)免費(fèi)開放,公共文化機(jī)構(gòu)公益服務(wù)功能充分發(fā)揮。推動(dòng)各種文化設(shè)施互聯(lián)互通、共建共享,創(chuàng)新服務(wù)方式,服務(wù)領(lǐng)域進(jìn)一步拓寬。

Second, researching and creating new operational mechanisms for public cultural services and the significant improvement of the quality and level of public cultural services.Targets set in the “11th Five-Year Plan” for the five major popular cultural projects, namely, “Radio and TV for Every Village,” “Multifunctional Cultural Centers in Towns, Townships and Communities,” “Sharing of Cultural Information Resources,” “Rural Film Projection” and “Rural Reading Rooms,” have been met in time or in advance, which means a public cultural network covering both urban and rural areas has been set up.Reform of personnel, income and other systems in nonprofit public cultural institutions has been gradually deepened and the practice of simply sponsoring institutions and employees has been initially changed to encourage them to be enterprising and practical.Management and efficiency of services of these institutions have improved significantly.Public museums, memorials and libraries have been opened free to the public, and the nonprofit service functions of public cultural institutions have been brought into full play.Various cultural facilities have been encouraged to crosslink, jointly build and share resources to invent new services and expand fields of service.三是培育骨干文化企業(yè),文化產(chǎn)業(yè)結(jié)構(gòu)不斷優(yōu)化、規(guī)模和效益不斷提升。把轉(zhuǎn)企改制與結(jié)構(gòu)調(diào)整結(jié)合起來(lái),推動(dòng)文化企業(yè)跨地區(qū)、跨媒體、跨行業(yè)、跨所有制的兼并重組、整合資源,推動(dòng)文化企業(yè)上市融資,培育骨干文化企業(yè)和戰(zhàn)略投資者,涌現(xiàn)出江蘇鳳凰出版?zhèn)髅郊瘓F(tuán)公司等一批總資產(chǎn)和總收入超過(guò)或接近“雙百億”的骨干企業(yè),文化領(lǐng)域長(zhǎng)期存在的“小、散、濫”問(wèn)題得到有效解決,產(chǎn)業(yè)集中度和集約化經(jīng)營(yíng)水平明顯提高。加快科技與文化產(chǎn)業(yè)的結(jié)合,新興文化業(yè)態(tài)不斷涌現(xiàn)、產(chǎn)業(yè)升級(jí)不斷加速。積極引導(dǎo)和鼓勵(lì)社會(huì)資本投資政策許可的文化產(chǎn)業(yè)領(lǐng)域,一批民營(yíng)文化企業(yè)充滿活力。2004年到2008年,全國(guó)文化產(chǎn)業(yè)增加值年均增長(zhǎng)速度為22%,2008年文化產(chǎn)業(yè)增加值為7630億元,占同期國(guó)內(nèi)生產(chǎn)總值的2.43%。新聞出版業(yè)產(chǎn)值2009年突破1萬(wàn)億元,持續(xù)較快發(fā)展。

Third, fostering cultural enterprises and the consistent optimization of the cultural industry's structure through steadily increasing sizes and profits.Transformation into enterprises has been combined with structural adjustments, and cultural enterprises have been prompted to merge, regroup and reorganize their resources.Media and industries will be required to do their own financing, to foster the backbone of cultural enterprises and strategic investors.A number of backbone enterprises like the Jiangsu Phoenix Publishing & Media Group Co., Ltd., with total assets and annual income of around 20 billion yuan, have emerged.The problem of small size, loose distribution and low quality of cultural units, which long pestered the industry, has been effectively solved, and the industrial concentration and level of operational intensification have improved significantly.With the accelerating combination of science and technology within the cultural industry, new situations keep emerging and the industry is upgrading faster.As a result of the vigorous introduction and encouragement of non-state capital into the cultural sectors, which are permitted by policies, a number of private cultural enterprises have become full of vitality.From 2004 to 2008, the added value of national cultural industry grew by 22 percent annually on average.In 2008, the added value of the cultural industry topped 763 billion yuan, or 2.43 percent of GDP.In 2009, the output value of the press and publication industry exceeded one trillion yuan and is continuing to develop rapidly.四是加快構(gòu)建統(tǒng)一開放、競(jìng)爭(zhēng)有序的現(xiàn)代文化市場(chǎng)體系,文化市場(chǎng)呈現(xiàn)持續(xù)健康發(fā)展的良好局面。積極發(fā)展現(xiàn)代文化產(chǎn)品流通組織形式,形成了一批大型的出版物發(fā)行、廣電網(wǎng)絡(luò)傳輸、電影發(fā)行放映企業(yè),打破了地區(qū)封鎖、條塊分割、城鄉(xiāng)分離的市場(chǎng)格局。加快培育文化要素市場(chǎng),10多個(gè)省市設(shè)立了文化產(chǎn)業(yè)投資基金或投資公司,上海、深圳分別成立文化產(chǎn)權(quán)交易所。各類文化產(chǎn)品市場(chǎng)日益繁榮,出版圖書由2003年的19萬(wàn)種增加到2009年的30.2萬(wàn)種;電影和電視劇年生產(chǎn)量已分別居世界第三和第一位;電影票房連續(xù)5年保持30%以上增幅,國(guó)產(chǎn)電影票房連續(xù)7年超過(guò)進(jìn)口影片,其中《建國(guó)大業(yè)》達(dá)到4.5億,《唐山大地震》目前已近6億;影視動(dòng)畫年產(chǎn)量達(dá)到17萬(wàn)分鐘,是2003年的13倍;全國(guó)有線電視用戶達(dá)到1.75億戶。

Fourth, accelerating the establishment of a unified, open, competitive and orderly modern cultural market system, and the steady and healthy development of the cultural market.A number of large enterprises for publication distribution, radio and TV network transmission and film distribution and projection came into being as a result of the vigorous development of modern organizational methods for the circulation of cultural products, which broke a market structure featuring barriers between the regions and different departments and separation between urban and rural areas.With the accelerating expansion of the cultural element market, over 10 provinces and municipalities set up investment funds or companies for cultural industry, and intellectual property exchanges were established in Shanghai and Shenzhen.The cultural market is flourishing with an abundance of a variety of products: book titles published increased from 190,000 in 2003 to 302,000 in 2009;outputs of films and TV dramas now rank third and first in the world respectively;national box office grew by over 30 percent annually for five consecutive years with the box office revenue of “The Great Cause of China's Foundation” and “Aftershock” reaching 450 million and nearly 600 million yuan respectively.Ticket office of domestically made films has exceeded that of imported ones for seven consecutive years.The annual output of animations now stands at 170,000 minutes, which is 13 times of 2003, and the number of cable TV subscribers has reached 175 million.五是穩(wěn)步推進(jìn)文化市場(chǎng)綜合執(zhí)法改革和政府職能轉(zhuǎn)變,文化宏觀管理進(jìn)一步加強(qiáng)。積極深化文化行政管理體制改革,推進(jìn)政企、政資、政事、政府與市場(chǎng)中介組織分開和管辦分離。新聞出版和廣電系統(tǒng)行政管理部門已基本實(shí)現(xiàn)“局社分開”、“局臺(tái)分開”。深入推進(jìn)文化市場(chǎng)綜合執(zhí)法改革,目前,全國(guó)4個(gè)直轄市的全部區(qū)縣、50.5%的副省級(jí)和地級(jí)市已組建綜合執(zhí)法機(jī)構(gòu);55.3%的副省級(jí)和地級(jí)市實(shí)現(xiàn)了文化、廣電、新聞出版三局合并,建立了統(tǒng)一的行政責(zé)任主體,執(zhí)法效率和依法行政能力明顯提高。

Fifth, steady advancing of reform of comprehensive law enforcement within the cultural market, and the transformation of government functions and the further strengthening of the macro-management of culture.The reform of the cultural administrative system has been actively deepened as the administration and enterprises, assets, and public institutions, the government and intermediate organizations of market, as well as supervision and practice are being separated.Separation is seen between governing bureaus and publishing houses, magazines and newspapers as well as between governing bureaus and radio and TV stations respectively for the administrative departments of press and publication and radio and TV sectors.The deepening of the reform of comprehensive law enforcement within the cultural market has yielded the establishment of comprehensive law enforcement organs in all the districts and counties in the four municipalities and in 50.5 percent of the deputy provincial and prefecture-level cities;in 55.3 percent of the deputy provincial and prefecture-level cities, the culture, radio and TV and press and publication bureaus have merged to establish a unified body with administrative responsibilities, and as a result, the efficiency of law enforcement and the capability of administering the law have improved.六是努力創(chuàng)新文化“走出去”模式,中華文化的影響力不斷擴(kuò)大。在繼續(xù)推動(dòng)政府間的文化交流的同時(shí),積極探索市場(chǎng)化、商業(yè)化、產(chǎn)業(yè)化的運(yùn)作方式,以企業(yè)為主體推動(dòng)更多的文化產(chǎn)品走出去,參與國(guó)際文化市場(chǎng)競(jìng)爭(zhēng),文化產(chǎn)品和服務(wù)進(jìn)出口逆差不斷縮小。核心文化產(chǎn)品出口由2003年的56.22億美元增加到2009年的104億美元,圖書版權(quán)進(jìn)出口比例由2003年的9:1下降為3.3:1;第六屆中國(guó)(深圳)國(guó)際文化產(chǎn)業(yè)博覽交易會(huì)出口交易額達(dá)到114.06億元。

Sixth, striving to create ways for culture export and the continuing increase of the influence of Chinese culture.Besides the continuous promotion of cultural exchanges between governments, ways to realize marketization, commercialization and industrialization have been sought.With enterprises as the main force, more cultural products have been promoted to other countries and regions to participate in the competition at the international cultural market;the trade deficit of cultural products and services has kept shrinking.Exports of core cultural products has risen from $5.622 billion in 2003 to $10.4 billion in 2009;the proportion between imports and exports of copyrighted books has fallen from 9:1 in 2003 to 3.3:1;export turnovers at the 6th China(Shenzhen)International Cultural Industries Fair reached 11.406 billion yuan.從近年來(lái)文化改革發(fā)展的實(shí)踐及所取得的成效看,中央關(guān)于深化文化體制改革的決策部署是完全正確的,文化發(fā)展的宏觀體制環(huán)境不斷優(yōu)化,文化發(fā)展的全新格局初步形成,文化企事業(yè)單位的活力顯著增強(qiáng),文化創(chuàng)作和文化市場(chǎng)空前繁榮,全社會(huì)參與文化建設(shè)的積極性日益高漲,推動(dòng)社會(huì)主義文化大發(fā)展大繁榮的氛圍日益濃厚。

As it is seen from the practices and achievements of the reform and development of cultural industry, the central authorities' decisions and plans as regards the deepening of the reform of cultural system are absolutely correct.The macro-mechanism environment for the development of culture has been continuously optimized, a brand-new situation for the development of culture has taken shape, the vitality of cultural enterprises and public institutions has been significantly enhanced, cultural creations and markets have seen an unprecedented prosperity, the enthusiasm of the entire society for taking part in cultural construction has been increasingly rising, and the phenomenon for facilitating great development and prosperity of socialist culture has been ever growing.下一步,我們將認(rèn)真貫徹落實(shí)中央的決策部署,以發(fā)展為主題,以體制機(jī)制創(chuàng)新為重點(diǎn),以滿足人民群眾精神文化需求為出發(fā)點(diǎn)和落腳點(diǎn),著力構(gòu)建充滿活力、富有效率、更加開放、有利于文化科學(xué)發(fā)展的體制機(jī)制,繁榮發(fā)展社會(huì)主義文化,不斷增強(qiáng)我國(guó)文化軟實(shí)力和國(guó)際競(jìng)爭(zhēng)力。重點(diǎn)要抓好四項(xiàng)工作,概括起來(lái),就是要做到“三個(gè)加快,一個(gè)加強(qiáng)”: Next, we will implement the decisions and plans of the central authorities in earnest, with development as the theme, with innovations of system and mechanism as the emphasis, while satisfying the spiritual and cultural needs of the people as the starting point and the foothold, to exert ourselves to construct a system and mechanism that is full of vitality, efficiency, openness and beneficial to the development of culture and science, to develop the socialist culture, make it flourish, and to continuously enhance the cultural and soft power and international competiveness of China.We will concentrate on the four aspects as follows: 一是加快文化體制機(jī)制改革創(chuàng)新。按照創(chuàng)新體制、轉(zhuǎn)換機(jī)制、面向市場(chǎng)、增強(qiáng)活力的要求,加快經(jīng)營(yíng)性文化單位轉(zhuǎn)企改制,穩(wěn)步推進(jìn)公益性文化事業(yè)單位改革,鼓勵(lì)和支持非公有制資本以多種形式進(jìn)入政策許可的文化產(chǎn)業(yè)領(lǐng)域,努力構(gòu)建現(xiàn)代文化市場(chǎng)體系,加快推進(jìn)文化管理體制改革,推動(dòng)文化體制改革在重點(diǎn)領(lǐng)域取得進(jìn)展。

First, accelerate innovations in the reform of cultural system and mechanism.In accordance to the requirements of innovating the system, transforming the mechanism, facing the market and increasing vitality, for-profit cultural units' transformation into enterprises should be sped up, reform of nonprofit cultural units should be steadily advanced, non-state capital should be encouraged and supported to enter cultural sectors which are permitted by policies in various ways, the modern cultural market system should be set up, and the reform of the cultural administrative system should be accelerated to prompt the reform of cultural system to make headway in key fields.二是加快構(gòu)建公共文化服務(wù)體系。按照體現(xiàn)公益性、基本性、均等性、便利性的要求,堅(jiān)持政府主導(dǎo),加大投入力度,調(diào)整資源配置,推進(jìn)重點(diǎn)文化惠民工程,加強(qiáng)公共文化基礎(chǔ)設(shè)施建設(shè),促進(jìn)基本公共文化服務(wù)均等化。引導(dǎo)社會(huì)資金以多種方式投入文化公益事業(yè),促進(jìn)公共文化服務(wù)多元化、社會(huì)化。

Second, accelerate the establishment of the system of public cultural services.In accordance with the requirements of being nonprofit, basic, equal and convenient, with government as the leading force, more resources should be invested and redistributed to promote executing key cultural projects benefiting the people, strengthen the construction of public cultural infrastructure and promote the equalization of basic public cultural services.Non-state capital should be guided to invest in non-profit pubic causes in various ways to promote the diversification and socialization of pubic cultural services.三是加快發(fā)展文化產(chǎn)業(yè)。實(shí)施重大文化產(chǎn)業(yè)項(xiàng)目帶動(dòng)戰(zhàn)略,加大文化產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和資源整合力度,推進(jìn)文化和科技融合,鼓勵(lì)和引導(dǎo)文化企業(yè)面向資本市場(chǎng)融資,積極開拓國(guó)際文化市場(chǎng),不斷提高我國(guó)文化產(chǎn)業(yè)規(guī)?;?、集約化、專業(yè)化水平,不斷增強(qiáng)中華文化的國(guó)際競(jìng)爭(zhēng)力和影響力。

Third, accelerate the development of cultural industry.The drive of key cultural industry projects should be implemented to strengthen the adjustment of structure and integration of resources for the cultural industry, promote the fusion of culture and science and technology, encourage and guide cultural enterprises to finance toward the capital market, vigorously open up the international cultural market, continue to improve the level of scale, intensification and professionalism of the Chinese cultural industry and continue to enhance international competiveness and the influence of Chinese culture.四是加強(qiáng)對(duì)文化產(chǎn)品創(chuàng)作生產(chǎn)的引導(dǎo)。堅(jiān)持“二為”方向和“雙百”方針,堅(jiān)持“三貼近”,推出更多深受群眾喜愛、思想性藝術(shù)性觀賞性相統(tǒng)一的精品力作。引導(dǎo)廣大文化工作者和文化單位自覺(jué)踐行社會(huì)主義核心價(jià)值體系,始終把社會(huì)效益放在首位,努力實(shí)現(xiàn)社會(huì)效益和經(jīng)濟(jì)效益有機(jī)統(tǒng)一,任何時(shí)候都不能以犧牲社會(huì)效益為代價(jià)換取經(jīng)濟(jì)利益。
