Sichuan Highway Network-----Chengdu to Zigong to Luzhou to Highway Luzhou Section Construction

項目內容：路線走向——起于瀘州與自貢交界的瀘縣潮河鎮，經胡市、石洞、魚塘等鄉鎮，在高壩跨長江至分水，與四川省高速公路網瀘州至赤水（川黔界）高速公路相連，并與成渝環線瀘州至川渝界段相交。互通式立交暫定3座，即胡市、瀘州北、泰安。技術經濟指標——總里程約50公里，設計速度100Km/h，雙向四車道，路基寬度26.5米。

Project Content: Route---Starting from Chaohe town Luxian, which is on the borderbetween Luzhou and Zigong, passing through Hushi, Shidong and Yutang etc.crossing the Yangtze River in Gaoba to Fenshui, joining in highway from Luzhou to Chishui and meets with Chengyu circle way.There will be three interchanges in the total ways;they are Hushi, Northern Luzhou, Tai’an.interchanges;the technique data----the total mileage is 50 km, 100km/h speed, four lanes in two ways with26.5meter roadbed width.建設條件：

1、項目背景：成（都）—自（貢）—瀘（州）高速公路是四川省高速公路網規劃中重要的出省大通道之一，北接成都繞城高速公路，經仁壽、連界、威遠、自貢、瓦市、富順、懷德、胡市、黃艤至分水接成渝地區環線合江至納溪段公路，路線全長270.5公里。瀘州境內段長約50公里。

Construction Condition:

1．Backgroud: Chengdu---Zigong---Luzhou highway is one of important channel to sea in Sichuan province.In the north, linking to Chengdu round-city highway, via Renshou, Lianjie, Weiyuan, Zogong, Washi, Fushun, Huaide, Heshi and Huangni to Fenshui, the Hejiang to Naxi section, the total highway is 270,5 kilometers, Luzhou section is about 50 kilometers.2、獨特的地理位置：瀘州位于四川盆地南緣，長江、沱江交匯處，地處川、滇、黔、渝結合部，轄3區4縣，幅員1.2247萬平方公里，人口485萬，自漢朝以來就是川南政治、經濟、軍事和文化中心。瀘州是國家歷史文化名城、全國雙擁模范城、國家衛生城市、中國優秀旅游城市。

2.Unique Location: Luzhou is located in the south edge of Sichuan Basin, joining point of the Yangtze River and Tuo River, junction of Sichuan, Yunnan, Guizhou and Chongqing.It has 3 districts and 4 countries with 12,247square kilometers and 4.85 million populations.It had been the political, economic, military and culture center since Ming dynasty.Luzhou is the national historical culture city, national Double Support Mode City, National sanitary city and the outstanding tourist city of China.3、完善的交通基礎設施：瀘州已形成“四通八達”、“鐵、公、水、空”配套完善的立體交通網絡，是國家交通部確定的二級樞紐站和長江主樞紐港，是四川省省級公路主樞紐，設有商檢和海關機構。水路：長江瀘州段136公里千噸級船舶可常年晝夜通行，瀘州

國際集裝箱碼頭是長江上游唯一的直立式碼頭，瀘州港是四川唯一的國家二類水運口岸、四川沿長江出海的第一大港和全國28個內河主要港口之一。鐵路：隆黃鐵路縱貫全境，北接成渝鐵路、南連貴昆鐵路，已建成隆昌—納溪段，納溪—敘永段即將建成；高速公路：隆納高速公路北連成渝高速公路，南接即將動工興建的納黔高速、宜瀘渝高速；航空：4C級瀘州藍田機場是四川省重要支線航空港。

3.Improved Transport infrastructure: Luzhou achieves highly advanced transportation network in railways, land-roads, waterways and airlines, it is the second joint station determined by the national Ministry of Communications and main wharf in the Yangtze River with commodity inspection and customs agency.Waterways: The thousand-ton ships can pass through Luzhou section, 136km in the Yangtze River day and night.Luzhou International container terminal wharf is the only vertical wharf in the upper reach of the Yangtze River.Luzhou wharf is the only national second grade water port in Sichuan province and one of 28 inland river wharfs.Railways: Longhuang Railway is passing through the whole area, joining to Chengyu highway in the north, GuiKun railway in the south, the section from Longchang to Naxi has been built, another one from Naxi to Xuyong is about to be completed.Highways: Longna highway links Chengyu highway in the north, Naqian highway and Niluyu highway is about to be built.Airlines: With 4C grade, Luzhou Natian airport is an important branch airline airport in Sichuan province4、雄厚的工業基礎——瀘州是一個以釀酒、化工、能源、機械為支柱的綜合性工業城市，是全國循環型化工基地、清潔能源基地、以名優酒為主體的食品工業基地和四川重要的裝備制造業基地。

4.The solid industrial base—Luzhou is an integrated industrial city mainly in wine-making, chemical industry, energy, machinery, it is a national recycling chemical base, clean energy base, food base mainly in wine andan important equipment manufacturing industry base in Sichuan province5、豐富的礦產資源：瀘州及周邊地區礦產資源十分豐富，境內古敘礦區無煙煤儲量69億噸、硫鐵礦儲量32億噸、煤層氣資源量1001億立方米，天然氣儲量650億立方米，而與我市相鄰的黔北、滇東地區煤炭儲量高達400億噸。

5.Abundant mineral resources: The anthracite reserves reach 6.9 billion tons, 3.2 billion ton pyrite ores, coal-bed methane 100.1 billion cubic meters, 56 billion ton natural gas in Guxu Mineral areas, and the coal reserves reach 40 billion tons in the north of Yunnan and the east of Guizhou, which is near to Luzhou.6、獨具特色的旅游資源：以“生態文化、歷史文化、紅色文化、名酒文化”為特色的旅游資源十分豐富，境內佛寶風景區和黃荊原始森林處于川黔渝旅游金三角的核心地帶，是同緯度保存最完好的亞熱帶常綠闊葉林區。

6.Distinctive Tourism: Feature in Ecological Culture, Historical Culture, Red Revolutionary Culture and Wine Culture, Luzhou is rich in tourism.Fubao Scenic Spot and Huangjing Primitive Forest is located in the Golden Triangle central area among Sichuan, Yunnan and Chongqing, it is best-preserved subtropical evergreen broad-leaved forest at the same latitude.投資概算：總投資約37億元，平均每公里造價約7400萬元。按照四川省政府的要求，本項目爭取2008年開工建設，2012年建成通車，建設工期4年。

Investment Budget: The total investment will be 3.7 billion yuans, the average prices are 74 million yuans per kilometer.According to Sichuan government, this project is about to start from 2008, and complete in 2012;the construction period is 4 years.市場預測：成—自—瀘高速公路是四川最便捷的出海通道，是四川建設西部經濟發展高地和綜合交通樞紐所依托的重要交通基礎設施。本項目是成—自—瀘高速公路的重要路段，處于公路、鐵路、水路和航空運輸的交匯點，區域內工業基礎雄厚，礦產資源豐富，旅游景點眾多，經濟發展迅速且潛力巨大。鑒于以上特點，本項目建成后，其交通量必將快速增長，進而為投資人帶來較好的投資收益。根據工可報告，預計本項目建成后道路交通流量2032年達到每日33000～38000輛。

Market prediction: Chengdu –Zigong-Luzhouhighway is the most convenient channel to sea in Sichua;it is also an important transport infrastructure and shortest channel to sea, which plays important role in westward economic development and integrated junction.This project is the important section in Chengdu –Zigong-Luzhouhighway , being in the joint of road, railway, waterway and airline with solid industry base, rich resources, plenty tourist spots and great potential power in economic development.After completed, its transportation will grow faster so as to bring better profits.According to report, when it is finished, the car transportation will reach 33000-38000 cars per day in 2032.合作方式：采用股份制方式建設，資本金總額為項目總投資的35%。收費年限為30年。Cooperation Mode: Joint-stock, the total amount of capital will be 35% of the whole investment.Tolling: 30 years
