全國公共英語等級考試(Public English Test System,簡稱PETS)是教育部考試中心設計并負責的全國性英語水平考試體系。作為中、英兩國政府的教育交流合作項目,在設計過程中它得到了英國專家的技術支持。

全國英語等級考試(PETS)介紹
全國英語等級考試(Public English Test System,以下簡稱PETS)是經中華人民共和國教育部批準,由教育部考試中心主辦的全國統一考試。北京市教育考試指導中心是北京地區的考試承辦機構,負責考試的組織實施。
全國英語等級考試是面向全社會、以全體公民(除義務教育階段學生外)為對象的非學歷性證書考試,主要測試應試者實際英語交際能力。在參加考試的資格方面,無職業、受教育程度的限制,原則上任何人都可報名參加。考生可以根據自己的英語水平選擇參加任何一個級別的考試。
根據教育部考試中心有關規定,自2007年9月起,全國英語等級考試不受理義務教育階段的學生報考,但在2007年上半年一級B考試中,取得筆試或口試單科合格者,可以報名參加2008年上半年一級B考試,僅限報考2007年3月份考試不合格或者沒有報考的筆試或口試單科。
PETS是教育部考試中心設計、開發和主辦的全國性英語水平考試體系。共5個級別:
PETS-1是初始級。通過該級考試的考生,其英語基本符合諸如出租車司機、賓館行李員、門衛、交通民警等工作,以及同層次其他工作在對外交往中的基本需要。(下設一個附屬級“1級B”)

這5個級別的考試標準建立在同一能力量表上,相互之間既有明顯的區別又有內在的聯系。
PETS各級考試成績僅供考生個人和考生成績使用者參考,教育部考試中心負責解釋PETS各級考試的水平;考生成績的使用權在錄取部門或用人單位。
PETS考查的能力是建立在“交際語言行為模式”上。這種模式以語言交際需要為掌握外語的目的,將語言能力分為“接受”、“產出”、“互動”等,根據各種情景和任務,在特定主題和話語下,結合相關的語言行為進行教學或考查。這些能力與通常所說的“聽”、“說”、“讀”、“寫”等能力的關系是:
接受能力—讀和聽;
產出能力—寫和說;
互動能力—書面和口語的直接交流。
PETS重點考查交際能力,但并不完全排斥對語言知識(語法、詞匯等)的考查。所以,PETS考查的內容包括:聽力、語言知識、閱讀、寫作、口語。
1999年9月首次開考PETS-1至PETS-4以來,考生人數逐年增長。截至2005年11月,全國已有31個省級考試承辦機構(含中國人民解放軍總參系統)承辦PETS考試,累計考生人數已超過275萬(含1997、1998兩年的PETS-1B和1999年開始的PETS-5的考生人數);累計獲證人數近100萬。
隨著PETS考試在全國的推開,一些全國性的機構開始對該考試產生了濃厚的興趣,準備在其系統內使用該項考試的成績。PETS考試一般安排在每年3月和9月的一個周末。筆試(含聽力)在周六上午進行,口試在周六下午、周日全天進行。具體考試時間,以教育部考試中心的文件為準。
PETS考試將筆試和口試分成兩個相對獨立的測試部分。筆試成績是聽力、英語知識運用、閱讀理解和寫作部分成績的總和,滿分100分,60分以上(含60分)為合格。口試滿分5分,3分以上(含3分)為合格。
每個級別的考試都包括筆試和口試兩種形式,先筆試后口試。筆試中包含讀寫、聽力測試內容;筆試題型分為客觀性試題和主觀性試題,考生解答客觀性試題時,需要在答題卡上進行填涂。口試采用面對面交談的方式,由兩名口試考官對兩名考生(一級B是一名考生)進行測試,其中一名口試考官不參與交談,專事評分,另一名考官主持口試,適時與考生交談、引導考生之間交談并評分。
各級別的考試時長不同:
一級B:筆試 90分鐘,口試時間上限為 3分鐘;
一 級:筆試 90分鐘,口試時間上限為8分鐘;
二 級:筆試120分鐘,口試時間上限為10分鐘;
三 級:筆試120分鐘,口試時間上限為10分鐘;
四 級:筆試140分鐘,口試時間上限為12分鐘。
各級別均可報考全項也可單獨報考筆試或口試,不允許同時報考不同級別(包括報名參加單項考試),同一級別不允許多次報名。單項合格成績可保留到同一級別相鄰的下一次考試。
PETS考試報名時間:
上半年報名時間大致安排在每年1月,開考級別為:一級B、一級、二級、三級;
下半年報名時間大致安排在每年7月,開考級別為:一級、二級、三級、四級。

口試或筆試只有一項合格的,可獲得由教育部考試中心統一頒發的《全國英語等級考試筆試成績合格證》或《全國英語等級考試口試成績合格證》。
凡參加考試的考生都有“成績通知單”。
發放證書和“成績通知單”的時間大約在考試結束兩個半月左右,具體時間考生可通過網上報名系統查詢或與各考點聯系查詢。
考生的單項(筆試或口試)合格成績允許保留到相鄰的下一考次。一次考試或相鄰兩次考試中,筆試、口試都合格者,教育部考試中心將核發相應級別的《全國英語等級考試合格證書》。跨考次的成績將不予保留。
