冬令時-簡介

高緯度和中緯度的許多國家為了充分利用夏季的太陽光照，節約照明用電，而又不變動作息時間，實行夏令時。即在夏季到來前，把時針撥快一小時，到下半季秋季來臨前，再把時針撥回一小時。實行夏令時的日期一般是：4-9月（北半球）10-3月（南半球）。

在我國每年九月中旬第一個星期日的凌晨2時整（北京夏令時），將時鐘撥回一小時，這是冬令時；再從四月中旬第一個星期日的凌晨2時整（北京時間），將時鐘撥快一小時,這是夏令時;一般以五月一日和十月一月作為分界線。我國于1986年開始實行夏令時，夏令期間，北京時間改為北京夏令時，1992年終止實行。

歷史上，法國最早于1916年效仿英國實行冬令時制，二戰期間取消；第一次石油危機之后，為了節約能源，1976年，法國又恢復冬令時制。

法方認為，法國實行夏冬雙時制，每年可減少4%的照明用電需求。

歐盟于1986年采用夏冬雙時制，但成員國做法上有些差別。

目前，大部分成員國是以柏林子午線為準，冬季，格林威治時間+1；夏季，格林威治時間+2。

而在中國，為什么開始實行了冬令時后來又取消了呢？原來，在第一次世界大戰期間，有些國家為了節約燃料，用法律規定，將其疆域內的統一時間在夏季提前一小時或半小時,到了冬季,又恢復到原來的統一時間。這種在夏季提前的時間稱為法定時或夏令時。這種辦法后來一直被某些國家和地區沿用下來，例如英國、美國的一些州。10月29日是十月份的最后一個星期天，美國的夏令時結束了，改成冬令時。那天晚上十二點鐘，筆者將時鐘撥慢了一個小時，心想第二天早上可以好好的多睡一個鐘頭。沒料到生理時鐘又不爭氣，根本還沒有覺悟到什么是是夏令時，什么是冬令時，覺得應該醒來的時候還是醒了，就這樣在星期一大早就無緣無故多出了一個鐘頭的時間，反正閑著無聊，臨時決定冒充冒充主流社會人士，模仿高級華人的豪華生活，泡一杯熱檸檬茶，配上幾塊可恥死（cookies）準備享受一番。

望著熱氣騰騰的檸檬茶和擺在進口的碟子（中國進口）上的可恥死，筆者突然想到1987年第一次從「主流國」（注：「主流國」是旅美自稱高級的華人對美國的昵稱）回到中國，剛好碰到中國那一年首次實行夏令時制度，跟親朋好友約定見面時間，他們一個個都會緊接著問一句：「是新時間，還是舊時間？」剛開始筆者聽了這句話真的是丈二和尚摸不著頭腦，不明白中國為何有新舊時間之分？后來才了解到原來中國政府學習美國「節省能源之說」推行夏令時，但是中國的老百姓不習慣夏令時間，特別是農民，往往將約定的時間弄錯了，于是乎他們稱夏令時為「新時間」。

筆者曾好奇地問當地的農民：「夏令時一到，你們把時鐘調快一個鐘頭，凡事按照夏令時作業不就得了，干嗎要這么勞心費神的分為舊時間、新時間，這不是自己給自己添亂嗎？」

沒想到農民義正辭嚴正色地回答說：「實行夏令時才是真正給我們添亂子、找岔子，看天上太陽的位置明明是九點，可夏令時硬要說是十點，我們是必須充分利用陽光能源的人，日出而作、日落而息是我們農民真正的工作時間表。老天爺不會因為夏令時的出現讓太陽提早一個小時下山的，我們也不會因為夏令時的出現而更改原先的作息時間。」第二年中國廢止了夏令時的實行。

眾所周知，夏天日長夜短，把時間撥快，晚上八九點才天黑，感覺上愈顯得白天特別長了；冬天日短夜長，將時間撥慢，傍晚四五點就已經天黑了，冬夜顯得更加的漫長了。按照地球自轉的規律，要真正利用太陽能，應該將夏天時間撥慢，冬天時間撥快才對，筆者想來想去想不通，不知道現在每一年都在美國實行的夏令時當初是誰最早提倡的？為什么至今不廢止？因為夏令時并沒有真正到達節省能源、利用太陽能的目的。

中國農民「我們必須是充分利用陽光能源的人」一句話一針見血地點出了夏令時的弊病。筆者糊里糊涂過了三十多年的夏令時，而且年年都在夏令時、冬令時交接的時候，必須花費一、二個星期甚至更長的時間“倒時差”，以適應「新時間」的到來，卻從未考慮到夏令時本身存在的弊病，直到今天才恍然大悟，表面上看來應該是屬于落后一族的中國農民，他們的思維卻比筆者先進了幾十年。再從另外一個角度來看，也從最根本的角度反應出西方國家推行的制度并不像高級華人口中所形容的絕對完善，絕對正確。

世界五大洲諸多國家眼中，歐美國家是重視科學、科技尖端的發達先進國家，尤其是美國，其實不然，這些國家面對明明是錯誤的，行不通的事情，卻也常常不能及時將它們糾正過來。譬如說，以前英國鼓勵割掉剛出生不久的嬰兒的闌尾，生在英國貴族家庭的嬰兒更是絕對不能幸免的，以及因喉嚨發炎鼓勵病人割掉扁桃腺，就是與目前實行夏令時相類似的例子。眾所周知，闌尾和扁桃腺是人體內的警鐘，沒有了這兩個警鐘發出提醒病人應該吃藥、打針的警告，醫生無法正確掌握病人的病情發展、病理狀況，等發現病人病情嚴重的時候，往往已經是病入膏肓的時候。多年的臨床教訓，醫生終于發現闌尾和扁桃腺不是到了非割不可的時候，千萬不能割掉，于是就灰溜溜地暗自決定不再鼓勵割嬰兒的闌尾和病人的扁桃腺了，沒有任何公開的聲明，也沒有向民眾表示對不起。也許那一天美國的政客們突然心血來潮，夏令時也像英國割闌尾、割扁桃腺一樣，一夜之間突然銷聲匿跡了，不再重現美國，當然也不會有任何聲明，和承認錯誤之說。

當今世界的每一個國家不管是先進的、發展中的、還是落后的都在追求能源，追求取之不盡、用之不竭的太陽能，夏令時并不像美國政府剛剛推行時所鼓吹的那樣能夠節省能源，為什么仍然年復一年實行夏令時？為什么從來沒有那一位政客或是改革家提出廢止夏令時？最主要的原因是因為中國是世界上第一個廢止夏令時的國家，美國的眾多政治家雖然沒有公開表明反共主張，但在其骨子里頭徹徹底底將中國視為美國的假想敵國，他們因為反共思想拒絕承認實行夏令時是一個不恰當的決策，不承認夏令時帶來的諸多弊病。

歐美的政治家、改革家對于中國的發明、新發現（除了耍盡騙、偷、搶、奪等手段占為己有，然后改頭換面變成他們手中的發明、新發現，另當別論），往往出現習慣性排斥，當作看不見，沒有這么一回事。他們持著「如入芝蘭之室，久而不覺其香；如入鮑魚之肆，久而不聞其臭」的態度拒絕接受，那怕是對人民有用處的、有價值的，他們依舊假裝看不見，并自欺欺人地認為中國的發明、新發現是錯誤的，是不可信的。最后受損失的是這些國家的人民。美國連一個節省能源的問題都沒有辦法與其他國家包括中國在內取得一致的看法，又從何談起建立所謂的全球性的地球村？

中國在這方面表現得比較出色，比較英明，可以汲取外國的經驗，在實踐過程中如果發現不符合中國國情的，馬上廢止。但是筆者堅決反對凡事都跟隨美國，照搬照抄美國現行的制度、政策，不要說美國現行的制度、政策存在有諸多的漏洞和不完善的地方，即使是符合美國人民利益的，也不一定完全符合中國人民的利益。

總而言之，用全盤西化的方式發展中國是行不通的，中國應該努力探討實踐走有中國特色適合中國國情的道路。
