我國進出國境的貨物、運輸工具、行李物品都由我國海關監督管理。所有進出國境的貨物必須經過海關查驗放行后,貨物才可以提取或裝運。對出口貨物的查驗,一般是查驗進出口許可證件。但對應進行商品檢驗、動植物檢疫、藥物檢驗或者其他管制的貨物,還必須查驗有關主管機關簽發的證件,例如出口法定商檢的貨物就必須憑商檢證核放。
