第五篇：公文寫作指導：倡議書寫作格式及

1.概念

倡議書是為倡議、發(fā)起某項活動而寫的號召性的公開提議性的專用書信。

2.格式

倡議書一般由標題、稱呼、正文、結尾、落款五部分組成。

（1）標題

倡議書標題一般由文種名獨自組成，即在第一行正中用較大的字體寫“倡議書”三個字。另外，標題還可以由倡議內容和文種名共同組成。如“把遺體交給醫(yī)學界利用的倡議書 ”。

（2）稱呼

倡議書的稱呼可根據(jù)倡議的對象而選用適當?shù)姆Q呼。如“廣大的青少年朋友們：”、“廣大的婦女同胞們：”等。有的倡議書也可不用稱呼，而在正文中指出。

（3）正文

正文內容一般包括以下一些方面：

a.寫倡議書的背景原因和目的倡議書的發(fā)出貴在引起廣泛的響應，只有交代清楚倡議活動的原因，以及當時的各種背景事實，并申明發(fā)布倡議的目的，人們才會理解和信服，才會自覺的行動。這些因素交待不清就會使人覺得莫名其妙，難以響應。

b.寫明倡議的具體內容和要求

這是正文的重點部分。倡議的內容一定要具體化。開展怎樣的活動，都做哪些事情，具體要求是什么，它的價值和意義都有哪些均需一一寫明。

倡議的具體內容一般是分條開列的，這樣寫往往清晰明確，一目了然。

（4）結尾

結尾要表示倡議者的決心和希望或者寫出某種建議。倡議書一般不在結尾寫表示敬意或祝愿的話。

（5）落款

落款即在右下方寫明倡議者單位、集體或個人的名稱或姓名，署上發(fā)倡議的日期。
