創(chuàng)新是現(xiàn)代管理的重要功能之一，管理創(chuàng)新與科技創(chuàng)新不同，它不是個(gè)人行為，而是一種組織行為，即是一種有組織的創(chuàng)新活動(dòng)。因此，促進(jìn)創(chuàng)新的最好方法是大張旗鼓的宣傳創(chuàng)新，激發(fā)創(chuàng)新，樹(shù)立創(chuàng)新觀(guān)念，使每一位組織成員都奮發(fā)向上，努力進(jìn)取，躍躍欲試，大膽嘗試。要造成一種人人談創(chuàng)新，時(shí)時(shí)想創(chuàng)新，無(wú)處不創(chuàng)新的組織氛圍。企業(yè)管理是處在不斷變化的動(dòng)態(tài)環(huán)境中，許多情況是無(wú)先例可循的，特別是要使每一位管理者認(rèn)識(shí)到管理不僅僅是用既定的方式重復(fù)那些已經(jīng)重復(fù)了許多次的操作，更重要的是要不斷去探索新方法，找出新程序，不斷提高管理質(zhì)量。因此，公司提出2007年的經(jīng)營(yíng)管理思路“觀(guān)念創(chuàng)新出思路，管理創(chuàng)新出成效，科學(xué)創(chuàng)新出效益，機(jī)制創(chuàng)新出人才”，這就需要各級(jí)管理者進(jìn)一步打破因循守舊的觀(guān)念，樹(shù)立大膽創(chuàng)新的觀(guān)念，自覺(jué)運(yùn)用創(chuàng)新思維，完成公司的經(jīng)營(yíng)目標(biāo)。

三、管理能力的提高，要有良好的執(zhí)行力。

執(zhí)行力是管理者具備的最基本條件，一個(gè)出色的管理者應(yīng)該是一個(gè)好舵手，遭遇風(fēng)浪時(shí)，臨危不懼，身先士卒。執(zhí)行力體現(xiàn)在完成公司目標(biāo)的程度上，管理者必須執(zhí)行公司確立的目標(biāo)，使目標(biāo)清晰具體落實(shí)。作為管理者落實(shí)執(zhí)行力上，最基本的就是嚴(yán)格執(zhí)行公司的既定目標(biāo)與規(guī)章制度，按時(shí)完成各項(xiàng)工作，認(rèn)真履行組織賦予的職責(zé)。管理者的個(gè)人素質(zhì)以及思維方式，對(duì)執(zhí)行力會(huì)產(chǎn)生決定性的影響，因此，對(duì)于管理者，除了集思廣益、博采眾長(zhǎng)之外，還應(yīng)不斷鍛煉對(duì)整個(gè)管理過(guò)程進(jìn)行規(guī)劃發(fā)展、遠(yuǎn)景展望的能力，不能停留在表面的工作點(diǎn)上，工作中必須有計(jì)劃，有總結(jié)，這樣才能保證執(zhí)行的效果，執(zhí)行過(guò)程中絕不能隨遇而安，想如何就如何，這樣只會(huì)影響管理質(zhì)量。

四、管理能力的提高，要培養(yǎng)勤思考的習(xí)慣。

提高思考能力，要善于從全局上觀(guān)察和處理問(wèn)題?！安恢\萬(wàn)事者，不足謀一時(shí)；不謀全局者，不足謀一城。”這就要求管理者必須以寬廣的眼界去思考去觀(guān)察，從事物的不斷變化中掌握事物發(fā)展的內(nèi)在規(guī)律，提高看問(wèn)題的敏銳性，提高協(xié)調(diào)和處理各種矛盾的能力，真正做到在處理復(fù)雜問(wèn)題時(shí)善于把握好“度”。很多管理者在工作中遇到同一樣問(wèn)題時(shí)，處理的方法會(huì)不一樣，有的管理者處理得恰當(dāng)，而有的管理者處理得草率。那就是在遇到問(wèn)題時(shí)，不要簡(jiǎn)單地急于處理，要勤于思考，對(duì)問(wèn)題進(jìn)行分析，把握好“度”，以最佳的方法去進(jìn)行處理。作為管理者，只埋頭于事務(wù)性的工作，對(duì)企業(yè)發(fā)展全局性、重要性的工作不進(jìn)行思考，是很難做好管理工作的。同時(shí)，在日常工作中要注意培養(yǎng)觀(guān)察問(wèn)題和發(fā)現(xiàn)問(wèn)題的能力，抓住管理工作的重點(diǎn)、熱點(diǎn)和難點(diǎn)，從中掌握問(wèn)題的主要矛盾，及時(shí)給予處理。

五、管理能力的提高，要有良好的協(xié)調(diào)和溝通能力。

企業(yè)內(nèi)部各部門(mén)和基層單位處于相互作用、相互依存狀態(tài)，這就需要管理者在工作中注意協(xié)調(diào)好部門(mén)之間、基層之間、部門(mén)與基層之間的相互作用，還要注意與上級(jí)、同行之間的協(xié)調(diào)和溝通。管理工作的每個(gè)步驟，都依賴(lài)于組織成員良好的溝通，成員良好溝通，又依賴(lài)于領(lǐng)導(dǎo)者的管理能力，因此，良好的溝通成了實(shí)現(xiàn)組織行為過(guò)程中重要的成功要素。溝通的方式是多種的，一是下行溝通，它是政令統(tǒng)一、指揮統(tǒng)一、調(diào)動(dòng)下級(jí)積極性的重要手段。二是上行溝通，它既是下級(jí)對(duì)上級(jí)指示作出反饋、使上級(jí)了解決策執(zhí)行的程度，又是下級(jí)向上級(jí)提供做出新決策的信息資料，增加下級(jí)參與感。三是平行溝通，它可增進(jìn)各部門(mén)、各

First, the speaking of English is far most important than all other difficulties.Learning a language takes a long time and a lot of heart ship, it’s not easy.So can we get most of Chinese to speak English before 2008? Second, traffic jams have been an age-old headache in Beijing, the scenes of long queues of vehicles worming their way inch by inch while discharging dark fumes into the air had given all of us a really bad impression, and I know that none of us wish to show off that side of Beijing to athletes and journalists over the world, it would blemish the city’s image and leave a bad reputation.So we have to work real hard on Green Olympics.還有，為了各項(xiàng)工作的順利實(shí)施，一個(gè)高瞻遠(yuǎn)矚的整體城市規(guī)劃必不可少。如果時(shí)間允許，重新設(shè)計(jì)和調(diào)整北京的建筑風(fēng)格會(huì)為構(gòu)建北京的城市特色創(chuàng)造環(huán)境。把東方的精致和西方的宏偉結(jié)合在一起一定會(huì)在眾多建筑風(fēng)格中獨(dú)樹(shù)一幟。要做到以上幾點(diǎn)，北京應(yīng)該聽(tīng)取得來(lái)自一流建筑師的建議并作出整體規(guī)劃。

Thirdly, to add enchantment to convenience, an over-all city planning is indispensable.If time permits, a redesign of city layout and adjustment of architectural style would provide a better environment for fostering the characteristics, blending oriental elegance with international grandeur, will tower a lot among surrounding architectures.To achieve such effects, Beijing shall solicit opinions from first-rate architects and make an overall plan.盡管如此，要實(shí)現(xiàn)全世界對(duì)北京的期盼，北京還有許許多多工作要做。但我們有信心在2008年到來(lái)之前把北京建設(shè)成為一個(gè)全新的城市。巨大的變化每天都在這個(gè)城市發(fā)生，相信在不遠(yuǎn)的將來(lái)，北京將會(huì)成為全世界關(guān)注的焦點(diǎn)。世界相信北京，這也是北京申奧成功的原因。我們一定會(huì)抓住這次機(jī)遇并為之全力以赴。今天，我們還沒(méi)有做好準(zhǔn)備，但在2008年到來(lái)之前我們一定會(huì)準(zhǔn)備好！
