Excellencies,Distinguished delegates,Ladies and gentlemen,The biennial UNCTAD World Investment Forum is the most important event for the international investment community and its stakeholders.It provides a unique platform for interaction among global leaders, senior policymakers, corporate executives, investors, investment promotion agencies, and investment experts and practitioners from many countries around the world.The presence of more than 400 investment leaders from 116 countries from all parts of the investment community demonstrates the importance that international investment has gained as an engine of growth and development.Over the next three days, we will examine the challenges and opportunities for global investment in a post-crisis economy, which will be addressed by the following events:

Excellencies, Distinguished delegates, Ladies and gentlemen，The biennial UNCTAD World Investment Forum is the most important event for the international investment community and its stakeholders.It provides a unique platform for interaction among global leaders,senior policymakers,corporate executives,investors, investment promotion agencies,and investment experts and practitioners from many countries around the world.The presence of more than 400 investment leaders from 116 countries from all parts of the investment community demonstrates the importance that international investment has gained as an engine of growth and development.Over the next three days,we will examine the challenges and opportunities for global investment in a post-crisis economy,which will be addressed by the following events:

國家副主席習近平7日在聯合國貿發會議第二屆世界投資論壇開幕式上發表主旨演講。演講全文如下：

在“聯合國貿發會議第二屆世界投資論壇”開幕式上的主旨演講（2010年9月7日，廈門）中華人民共和國副主席習近平尊敬的素帕猜秘書長，各位來賓，各位朋友，女士們，先生們：

聯合國貿發會議第二屆世界投資論壇于今年9月6日至9日在充滿活力的中國廈門經濟特區舉辦。廈門經濟特區建立30年來的持續快速發展，見證了發展開放型經濟的正確性，詮釋了廣泛吸引外資、開展互利合作的重要性。在這里，我謹代表中國政府和人民，對本屆論壇的召開表示熱烈祝賀！向出席論壇的各國國家元首、政府首腦和政要，相關國際組織代表，以及來自世界各國的1000多名商界精英表示誠摯歡迎！

2008年由聯合國貿發會議發起主辦的首屆世界投資論壇，對改善世界投資環境、促進投資合作發揮了積極作用。本屆論壇以“投資與可持續發展”為主題，順應了世界各國特別是發展中國家引進跨國投資促進經濟發展的普遍愿望，有利于推動實現聯合國千年發展目標。在這里，我謹向長期以來為維護和促進發展中國家利益作出重要貢獻的聯合國貿發會議表示崇高敬意！

女士們、先生們！

當前，在國際社會共同努力下，世界經濟正逐步擺脫國際金融危機陰影，走向復蘇，但復蘇的基礎不牢固、進程不平衡，存在較大不確定性。中國在應對國際金融危機沖擊過程中，堅持改革開放，堅持奉行互利共贏的開放戰略，按照通行的國際經濟規則擴大市場準入，推進貿易自由化和投資便利化，堅持加快經濟發展方式轉變，著力擴大國內需求，增加居民消費，堅持按照主動性、可控性、漸進性原則，穩步推進人民幣匯率形成機制改革。2009年，中國吸收外資達到900億美元規模，位居世界第二。今年上半年，中國新批準設立外商投資企業1．2萬家，實際使用外資514億美元，同比分別增長19％和21％；中國境內投資者共對全球111個國家和地區進行了直接投資，實現非金融類對外直接投資178億美元，同比增長44％。這為中國經濟在國際金融危機沖擊下率先實現回升向好奠定了重要基礎，也為世界經濟復蘇作出積極貢獻。

堅持對外開放基本國策，堅定不移地發展開放型經濟、奉行互利共贏的開放戰略，是改革開放30多年來中國經濟持續快速發展的一條成功經驗。招商引資、擇優選資，促進“引資”與“引智”相結合，是中國對外開放的重要內容。截至2010年7月，中國累計設立外商投資企業69．8萬家，實際使用外資1．05萬億美元。目前中國22％的稅收、28％的工業增加值、55％的進出口、50％的技術引進、約4500萬人的就業，都來自外商投資企業的貢獻。對外開放、吸引外資是互利共贏的。對中國來說，通過持續吸引外資為國家現代化建設提供了必要的資金、先進的技術和寶貴的管理經驗以及眾多國際化人才。對外商投資企業來說，則贏得了可觀的投資回報，不少在華外商投資企業成為其母公司全球業務的增長亮點和利潤中心。聯合國貿發會議最新調查顯示，目前中國依然是全球最具吸引力的投資東道國。

近年來，中國全面把握對外開放階段性特點，按照完善內外聯動、互利共贏、安全高效的開放型經濟體系的要求，總結實踐中的成功經驗，把“引進來”和“走出去”更好地結合起來，創新對外投資和合作方式，支持企業在研發、生產、銷售等方面開展國際化經營。截至2009年底，中國共在境外設立企業1．3萬家，境外企業資產總額超過1萬億美元，對外投資存量已達2457億美元，投資區域遍布全球177個國家和地區。目前，中國正在加快推進各種形式的對外投資合作，培育發展中國的跨國公司，支持有實力的企業建立國際營銷網絡，加強境外基礎設施建設合作，規范發展對外勞務合作，積極推動境外經貿合作區建設，緩解我國生產能力過剩、內需不足的矛盾，推動國內產業轉型，帶動相關產品和服務出口。

中國在推進開放型經濟過程中，還通過各種方式幫助發展中國家增強自主發展能力、改善民生，縮小南北差距。比如，中國向國際貨幣基金組織增資500億美元，明確要求將資金優先用于最不發達國家；設立100億美元的中國－東盟投資合作基金，向東盟國家提供150億美元信貸支持，促進了地區經濟金融形勢穩定；向上海合作組織其他成員國提供100億美元的信貸支持，向非洲國家提供100億美元優惠貸款，免除了非洲重債窮國和最不發達國家債務；逐步給予所有同中國建交的最不發達國家95％的產品進口免關稅待遇，幫助發展中國家減緩國際金融危機沖擊、減輕就業壓力、穩定經濟形勢。今后，我們還將推動更多中國企業“走出去”，深化南南合作，真心誠意幫助發展中國家提高經濟發展能力。

女士們、先生們！

中國過去、現在、將來都把利用好國際國內兩個市場、兩種資源，把引進外資和對外投資作為對內促進科學發展、和諧發展，對外堅持和平發展、合作發展的長期戰略方針。隨著中國開放型經濟不斷發展，外商在華投資必將獲得更加廣闊的空間和更加豐厚的回報。當前，中國正積極致力于為廣大外商投資企業營造更加開放、更加優化的投資環境。

一是繼續致力于營造開放透明的法律環境。中國社會主義市場經濟是法治經濟；中國投資環境有公開透明的法律保障。改革開放30多年來，中國已先后四次對《外商投資產業指導目錄》進行修訂，每次修訂都把進一步擴大市場準入范圍和優化外資結構作為重點。2001年中國加入世界貿易組織以來，通過不斷完善吸收外資法律法規，增加決策透明度，規范行政行為，及時發布發展規劃、產業政策、準入標準、行業動態等信息，有效推進了投資環境透明化和便利化。最近，中國政府又發布了《關于進一步做好利用外資工作的若干意見》，推出一系列創新舉措，優化利用外資結構，擴大開放領域，促進利用外資方式多樣化。比如，鼓勵外資投向高端制造業、高新技術產業、現代服務業、新能源和節能環保等產業；引導外資向中西部地區轉移和增加投資，鼓勵外商在中西部地區發展符合環保要求的勞動密集型產業；鼓勵外資以參股、并購等方式參與中國國內企業改組改造和兼并重組，拓寬外商投資企業境內融資渠道，更好地發揮利用外資在推動科技創新、產業升級和區域協調發展等方面的積極作用。

二是繼續致力于營造公平競爭的市場環境。發展離不開競爭，競爭必須公平。中國政府鼓勵自主創新的政策是覆蓋中國境內所有企業的，也是適用于依法在中國設立的一切外商投資企業的，可以說，這是廣泛開展國際合作條件下的開放式創新。今年4月，中國通過面向國內外投資者公開征求意見，對“自主創新”產品的認定標準進行了調整，確認外商投資企業是“中國制造”的組成部分，同中國本土資本投資企業適用同樣的原產地規則，享受一視同仁的平等國民待遇。當前，中國政府正在以認真負責的態度對待加入世貿組織《政府采購協定》談判。對涉及政府資金的采購和建設項目，中國政府將采取公開透明的辦法，讓內外資企業及其產品享受平等的待遇。2009年，在對1．2萬個機電產品采購項目開展的國際招標中，外商投資企業中標數占項目總數的55．4％。

三是繼續致力于營造穩定有序的經營環境。中國政府高度重視知識產權保護，近20多年來建立了比較完整的保護知識產權體系。2008年，中國制定了《國家知識產權戰略綱要》，把保護知識產權提升為國家戰略。2006至2010年，中國連續5年實施保護知識產權行動計劃。中國政府不斷加強知識產權行政執法力度，開展了打擊網絡侵權盜版等多個專項治理行動。今后，中國政府將繼續完善市場體系，消除市場壁壘，維護市場秩序，保護投資者利益，使包括外商投資企業在內的各類市場主體做強做大有用武之地、發展經營無后顧之憂。同時中國還將進一步完善保護知識產權的體制機制、法律法規，為廣大投資者和權利人提供更加有力有效的保護。歡迎外商投資企業對中國查處侵犯知識產權的行動和成效繼續予以配合和監督。

中國致力于不斷優化投資環境、不斷提高利用外資質量，已形成寬領域、多層次、全方位對外開放格局，制造業、農業的絕大部分領域和100個服務貿易部門都已對外開放，中國將繼續致力于成為全球最具吸引力的投資東道國。這些事實表明，中國的比較優勢依然存在，投資環境依然為眾多外商投資企業所看好。進入改革開放新階段的中國，正在把轉變對外經濟發展方式同轉變國內經濟發展方式結合起來，加快形成經濟全球化條件下參與國際經濟合作和競爭的新優勢。

女士們、先生們！

當今世界是開放的世界，全球經濟是開放的經濟。在這樣的大背景下，一個國家要加快發展，必須大力發展開放型經濟。開放的程度決定著開放型經濟的發展速度，開放的水平決定著開放型經濟的發展前景。中國將拓展對外開放廣度和深度，繼續深化沿海開放、加快內地開放、提升沿邊開放，以開放促改革，以開放促發展，以開放惠民生，為推動世界經濟強勁、可持續、平衡增長和經濟全球化朝著均衡、普惠、共贏方向發展作出新貢獻。最后，我衷心祝愿“聯合國貿發會議第二屆世界投資論壇”圓滿成功。謝謝大家！
