1、證黨支部委員的推選質量。把握政治的先進性、黨員的代表性，在所屬部門中有影響力、黨員最擁護、最信任。

2、選舉黨支部委員的過程作為黨風黨政教育、黨內民主集中教育的過程，作為學校黨內政治生活的一件大事、作為實踐黨內民主的一次生動的教育過程。

3、黨支部委員選舉工作的注意事項：

一要從所屬部門綜合考慮。比如，多部門組成的支部，推選出的委員盡量考慮部門分布問題；只由一個科室組成的支部不涉及此問題。

二要保證選舉程序的規范化。上一任支部書記、委員要堅守最后一班崗，在新支部委員沒選出之前仍然有履行職責的權力和義務，組織召開本支部的全體黨員大會，并按照黨章和黨內選舉法的要求及程序認真做好。

三要把握黨支部委員任職條件（附后）。

黨支部委員任職條件

黨支部委員必須模范地履行黨章第三條所規定的黨員的各項義務，原則上應具備以下的基本條件：

1、具有一定的政治理論水平和政治覺悟，堅持講學習、講政治、講正氣。

2、具有共產主義遠大理想和堅定走中國特色社會主義道路的信念，堅決執行黨的基本路線和各項方針、政策，堅持社會主義辦學方向。

3、堅持解放思想，實事求是，與時俱進，開拓創新，認真調查研究，能夠把黨的方針、政策同學校的教育教學實際工作相結合，工作勤勉踏實，取得一定的成績。

4、有事業心和責任感，有較強的組織能力、學識水平。熱心為黨員服務，熱愛黨務工作，有奉獻精神。

5、能公正公平辦事，以身作則，與群眾打成一片，能經常開展批評和自我批評，做到自重、自省、自警、自勵。

6、堅持和維護黨的民主集中制，有民主作風，有全局觀念，善于團結同志，包括團結同自己有不同意見的同志一起工作。

7、黨支部委員一般應有2年以上黨齡、在校工作滿3年以上。

8、黨支部委員男一般不超過55周歲，女一般不超過50周歲。

四是加強班子建設，全力支持村委會的村民自治工作。實行村務公開，使廣大村民能夠當家作主，共同參與洋屯村的社會主義新農村建設，為村委會工作順利開展，起好助推力。

五是深入群眾，了解群眾疾苦，解決群眾實際問題，注重自身修養，時刻嚴格要求自己，忠誠地實踐黨的理想，信念和宗旨。特別是一些低保戶、特困戶、因病致貧戶，使他們真正感受到黨的關懷和照顧，幫助他們積極開展農業生產，為他們早日脫貧尋找門路。六是充分利用我在鄉村管理大專所學的各門課程知識結合我村實際學而之用，專心地投入創建美好和-諧洋屯。

村黨支部委員及書記任職條件

（一）政治素質好，帶頭踐行科學發展觀，自覺貫徹黨的路線方針政策，模范遵守國家法律法規，自覺同上級黨委、政府保持一致。

（二）思想解放，勇于開拓，帶富能力強，能積極帶頭致富和帶動群眾共同致富。

（三）熱愛農村工作，能熱心為群眾服務，有較好的群眾基礎，作風正派，樂于奉獻，盡職盡責，辦事公道，清正廉潔。

（四）具備高中以上文化程度，年齡原則上不超過50周歲。原班子成員在近三年的工作表現突出、身體健康的，經黨委研究年齡和學歷可適當放寬。

（五）村黨支部書記在具備以上委員任職條件的基礎上，還應具有較強的組織協調和領導能力，工作思路清晰，能發揚民主，自覺執行民主集中制，維護領導班子團結，在黨員和群眾中具有較高的公認度和威信。

有下列情形之一的，不得提名為村黨支部換屆選舉候選人：

（一）違反黨紀黨規、國家法律法規被立案偵查或調查期間的，違反計劃生育政策，接受處理未滿三年或未接受處理的；

（二）三年內，受過黨紀處分或治安處罰的；

（三）宗族思想嚴重，拉幫結派，搞小圈子、鬧不團結，私心重，政治素質差的；

（四）群眾意見較大，缺乏群眾基礎，辦事不公，工作能力較低和工作方法簡單粗暴的；

（五）集體觀念淡薄，不能積極完成本單位及上級黨委政府布臵的任務的；

（六）違反組織原則和工作程序，煽動、組織或參與過集體上訪、越級上訪的；

（七）黨性觀念差，經常不參加組織生活，不愿做黨分配的工作的。

（八）不能夠自覺交納黨費；在任期間，連續2年未發展黨員的。附件2：

公推直選推薦投票得分計算方法

1、黨員推薦投票、群眾推薦投票、上級黨組織推薦投票權重分別為50、30、20。

2、單項得分=推薦人選所獲支持票÷參與推薦人數×100%×該項推薦投票的權重。

3、最終推薦得分=組織推薦投票得分+黨員推薦投票得分+群眾推薦投票得分。附件3：

村黨支部委員及書記公推直選辦法

本辦法所稱的村黨支部換屆選舉公推直選，是指通過由黨員、群眾和組織公開推薦產生村黨支部委員和書記候選人預備人選，由村黨員大會直接差額選舉產生村黨支部委員和書記。

A、公推辦法

第一條 黨員推薦和群眾推薦由本屆村支部委員會組織實施；組織推薦由鄉鎮黨委組織實施。

第二條 新一屆村黨支部委員會原則上由書記和委員共3—5人組成，具體職數由鄉鎮黨委根據各村實際確定。

第三條 黨員推薦下一屆支委會委員和書記候選人，采取召開黨員大會的形式進行。要公布候選人條件，聽取本屆支委會委員的述職報告，現場公開計票。有選舉權的黨員到會人數要超過應到會人數的五分之四，外出流動黨員原則上要告知相關事項，但一般不委托投票。

第四條

預備黨員、受留黨察看處分留黨察看期間的黨員，不得參與推薦投票和選舉投票。

第五條 群眾推薦下一屆支委會委員和書記候選人，采取群眾代表大會的形式進行。群眾代表一般由非黨員的：村民代表、本村人大代表、政協委員、現任村民委員會班子成員及村級后備干部、大學生村官、村退職老干部、村致富能手等組成，群眾代表人數不得少于黨員人數。推薦投票，參照黨員大會推薦辦法進行。

第六條 組織推薦下一屆支委會委員和書記候選人，原則上由鄉（鎮）黨政領導班子成員、鄉鎮內設機構和鄉鎮直屬單位負責人參加。

第七條 黨員推薦、群眾推薦也可以同時進行，但要分別投票、分別計票。

第八條 收回推薦票少于或等于發出推薦票，推薦有效；收回推薦票多于發出推薦票，推薦無效。對沒有書寫能力的黨員可現場委托他人代為填寫，不準委托投票。第九條 填寫推薦票時，支部書記人選只能推薦1人，委員人選按確定的職數進行推薦，少于或等于推薦人數，推薦票有效，多于推薦人數，推薦票作廢。

第十條 投票采取公開計票的辦法，由監票人、唱票人、計票人在推薦大會會場公開唱票、計票。

第十一條 黨員推薦、群眾推薦和組織推薦結果要分別當場計算出得分并向參加推薦人員公布。三種推薦投票全部結束后，村黨支部要分別將三種推薦投票結果及最終得分情況（包括得票情況、得分情況）予以公示并報鄉鎮黨委。

B、直選辦法

第一條 由駐村鄉鎮工作指導組負責召開黨員大會直接差額選舉村黨支部委員、書記。

第二條 選舉時，有選舉權的黨員到會人數超過應到會人數的五分之四，會議有效。不能參加大會選舉的黨員，符合有關規定情形的，經黨員大會通過，并報鄉鎮黨委同意，可以不計入黨員大會的應到會人數。

第三條 本屆村黨支部根據鄉鎮黨委批復，提出新一屆村支部委員會委員和書記候選人建議名單，交大會醞釀討論，根據多數選舉人的意見確定委員、書記正式候選人。委員和書記候選人數至少比應選人數多1人。

第四條 選舉順序為先選舉產生村黨支部委員，然后再選舉產生書記。如有書記候選人在委員選舉中落選，形不成差額的，可實行等額選舉。

第五條 選舉前，候選人應向選舉人作自我介紹、競職演講，或接受選舉人詢問。

第六條 選舉時每輪選舉應公開計票，當場公布計票結果。第七條 選舉一律采用無記名投票的方式進行。選舉人對候選人可以投贊成票或不贊成票，也可以棄權。投不贊成票者可以另選他人。

第八條 選舉人不能寫選票的，可由本人委托非候選人按照選舉人的意志代寫。因故未出席會議的黨員不能委托他人代為投票。第九條 被選舉人獲得的贊成票超過實到會有選舉權人數的一半，始得當選。當選人多于應選名額時，以得票多的當選。如遇票數相等不能確定當選人時，應就票數相等的被選舉人重新投票，得票多的當選。當選人少于應選名額時，缺額的可以另行選舉。另行選舉時，從未當選的得票多的候選人中按比缺額多1人的差額確定候選人。如果當選的委員接近應選名額，經大會同意，也可不再選舉。

第十一條 黨委審批。公示結束后，鄉鎮黨委根據各村黨員大會選舉結果和公示情況，逐個審批發文，村黨支部書記報縣委組織部備案。

（五）村黨支部書記在具備以上委員任職條件的基礎上，還應具有較強的組織協調和領導能力，工作思路清晰，能發揚民主，自覺執行民主集中制，維護領導班子團結，在黨員和群眾中具有較高的公認度和威信。

有下列情形之一的，不得提名為村黨支部換屆選舉候選人：

大家好，作為一個心理委員的代表，我想和大家共同探討一下有關心理委員的問題。或許當過心理委員的同學們有時候都會有這樣的感受，心理委員在班級里是一個無足輕重的位置，并會覺得無所事事，但是希望在接下來我和其他同學的演講，能讓大家覺得就算是心理委員也同樣可以做得很出色并有自己的價值。

上了大學之后很多同學們都會或多或少的出現一些問題，比如學習變為自主性學習，對未來沒有一點規劃。或者情感上出現問題等。所以針對這些問題，我相對的采取了這些方法，首先，通過閱覽書籍以及參加學校組織的培訓提高自己的心理素養和心理委員的工作能力，這里我推薦大家讀讀畢淑敏的書，她的很多散文都是關于生命，關于自我調節等方面，或許會給大家帶來一些啟示。還有就是有正針對性的和同學談心交流,處理好和同學之間的關系，成為他們知心信任的朋友，這一點我相信大家基本都能做到，畢竟人與人之間的交流是一切關系的前提。其中我覺得最重要的就是舉辦有創造性的活動，對于整個班級而言，調整班級氛圍，這是一種最直接也最有效的方式。

接下來這些照片乃是我們院部和我們班級所進行的活動，講座類的活動對于大學生活來說是很重要的一環，它能夠直接帶給我們價值或者認知上的體驗。一些趣味活動則能帶給我么身心上的愉悅感。對于我們生物專業的同學而言，我們就比別人有更多的機會去接近自然，研究自然，我們去過潛山觀察植物，也在九宮山上待過七天，我們一起吃飯，一起爬山，一起研究植物，也還一起站在山頂上大叫過。我覺得這些經驗對我們來說都特別寶貴，因為它教會我們更好與自然相處以及保護自然，然而無形中班級的凝聚力也增強了許多，我覺得團結是一個班級最需具備的一個特質。同樣我們班會畫畫唱歌的人也很多，所以文化氣息很好。下面是我們一起為班助所組織的送別會，感謝班助為我們所做的一切。

Living in the 21st century offers certain advantages,such as a higher standard of living, but it also has some disadvantages, such as a polluted environment.To begin with, most people now have more money for less hard work.They earn higher salaries than before and enjoy better social security, such as social welfare for laid-off workers and disability insurance.Secondly, because of the advance in medical technology which leads to better medical care and treatment, people’s life expectancy is longer.Moreover, most people now can afford to buy foods of high nutrition and enjoy their leisure time.Thirdly, modern conveniences such as radio, TV, internet, various vehicles and labour-saving machines in the home, all greatly facilitate human communication, transportation and housework as well.Nevertheless, living in the 21st century also has its disadvantages.The most serious one is the increasingly polluted environment;air is filled with smog and water is contaminated by iehemicals from factories.Another main disadvantage is the personali of human relationships which mostly result from people’s ever-increasing contact with machines and numbers.Still one more disadvantage is the weakening of spiritual values.An undeniable fact is that a large number of people are solely interested in materialistic culture,while neglecting spiritual civilization.Limited by space, we have to skip the examples.In conclusion, although the 21st century has indeed given us a lot of advantages, it may not have made us wiser, because it has also made our earth dirtier, our people less humane, and our spiritual life poorer, We should continue to enjoy the benefits of technological advancement,however, we must
