“中國夢”近來是個很熱門的議題，人們往往將其比擬于“美國夢”，而忽略兩者的重要區別：“美國夢”具有很強的個人主義成分，而“中國夢”則是集體主義的宣傳口號。但是作為百多年來的強國夢理想，“中國夢”確實是力圖趕超美國的世界強國地位。

從這個角度，“中國夢”相對于“美國夢”的一個明顯劣勢，便是北京在大力宣揚“中國夢”的同時，出現要提防“境外勢力”的宣傳高調。除了藏、疆、香港等地，就連學術界里都提出要警惕“境外勢力”滲透的說法。而防范所謂“境外勢力”，實際便是排斥和控制有“海外關系”的人士。越是鄰接“境外”，越是如臨大敵。新近的香港普選爭議是明顯例子。

正是在對“境外勢力”的態度上，如《華盛頓郵報》和《華爾街日報》引用報道，美國華裔作家劉柏川的新書《華裔美國夢》（A Chinaman's Chance）點出了“美國夢”相對于“中國夢”的重大優勢：“海外關系”人士實現“美國夢”的巨大機會和成功。

劉柏川強調的是華人華裔通過精英教育和個人奮斗被美國上層社會完全接受的事實。這一競爭優勢，使得美國并不需要擔心中國的崛起，除非中國也能同樣接受容納來自境外的人才。

劉柏川本人便是例子：作為臺灣移民第二代，他是耶魯大學本科和哈佛法學院畢業的雙料常春藤精英，擔任過克林頓總統的演說撰稿人和內政顧問，后來創辦了公民大學（Citizen University）。

類似的華裔人士，可以舉出布什政府勞工部長趙小蘭（哈佛商學院）、奧巴馬政府要員盧沛寧（普林斯頓本科、哈佛法學院）和陳遠美（哈佛大學），以及被北京官方傳媒攻擊為“香蕉人”的前華盛頓州州長、奧巴馬政府商業部長和駐中國大使駱家輝（耶魯大學）。

就是在近日的新聞里，也可以順便舉出2014年民主黨紐約副州長初選候選人吳修銘（哈佛法學院畢業、首次提出“網絡中立性”的法律專家），以及共和黨羅德島州州長候選人、得到羅姆尼支持的克蘭斯頓市長馮偉杰。

這里牽涉到的題目，便是美國麻省理工學院經濟學教授達榮·阿西莫格魯（Daron Acemoglu）與哈佛大學政治經濟學教授詹姆斯·羅賓森（James A.Robinson）合著的《國家為什么會失敗：權力、富裕與貧困的根源》（Why Nations Fail: The Origins of Power, Prosperity, and Poverty）里總結的歷史規律：國家強盛成功的長遠關鍵，是具有“包容開放性的國家機制（inclusive institutions）”。上述華裔人士，只是大量與“境外勢力”有關系的美國移民第二代成功的一部分。

被茶黨懷疑出生在非洲、暗里信奉伊斯蘭的奧巴馬總統，是美國容納“境外勢力”的最好例子：生父和繼父都是外國人，而一位同父異母兄弟至今生活在中國。

或許有人會說這是因為美國是新大陸的移民國家。那么在歐洲舊大陸老牌列強中，前法國總統薩科齊是移民第二代，歷屆法國政府包括當今社會黨政府部長中，穆斯林移民第二代層出不窮；在英國，當今工黨領袖埃德·米利班德（Ed Miliband）也是如假包換的移民第二代（父親比利時波蘭裔，母親波蘭人），新近因抗議加沙戰爭辭職的英國內閣大臣賽義達·瓦爾西（Sayeeda Warsi）女爵士是巴基斯坦移民的女兒，擔任過保守黨主席；在德國，上屆默克爾政府副總理、前自由民主黨魁菲利普·羅斯勒（Philipp Rosler）是被人領養的越南孤兒。

正如《國家為什么會失敗》總結，這一歷史規律不僅僅驗證于現代社會，中國稱雄世界的漢唐盛世，同樣展示了對“境外勢力”的包容開放性。

在“犯強漢者、雖遠必誅”的漢朝，最敵對的“境外勢力”是匈奴。可是匈奴休屠王子金日磾卻是漢武帝的五名顧命大臣之一，其后裔 “七世內侍，何其盛也！”保護漢家皇室安全的最精銳御林軍，則是長安的匈奴族騎兵——長水胡騎和宣曲胡騎。

到了唐朝，中央政府中“境外勢力”人物比比皆是。唐代“蕃將”為人熟知，曾經占據了朝廷官員的一半。比較隱諱的是通過當時“精英教育”——科舉制度進入政府高層的境外移民后代。《北夢瑣言》卷五記載：唐自大中至咸通，白中令入拜相，次畢相誠、曹相確、羅相劭，權使相也，繼升巖廊。崔相慎猷曰：“可以歸矣。近日中書盡是蕃人。”蓋以畢、白、曹、羅為蕃姓也。

這就是說：連續四名唐朝宰相，都是西域外族移民的后代！大唐帝國包容“境外勢力”的氣度，絕不亞于今天的美國。兩者都說明今天“中國夢”的重要缺失——封閉排他性體制。
