今天，我非常高興出席“中非教育部長論壇”的開幕典禮。首先，我謹代表中國商務部向不遠萬里來華參加“中非教育部長論壇”的各位非洲國家教育部長和其他政府官員表示熱烈的歡迎，對各國駐華使節應邀參加今天的典禮表示誠摯感謝，對論壇的開幕表示衷心的祝賀。

Co-sponsored by the Ministry of Education, Ministry of Foreign Affairs and Ministry of Commerce of China, the Sino-African Education Minister Forum is one of the important follow-up activities of the China-Africa Co-operation Forum.It is also a new attempt to have multilateral education collaborations under the framework of the China Africa Co-operation Forum, and therefore bears great significance.We shall take this opportunity to exchange ideas and learn from each other, enhance mutual understanding and friendship, and further develop the friendly co-operation between China and African nations in the field of education.各位來賓，女士們，先生們，朋友們，Distinguished guests, ladies and gentlemen, friends，今年九月，胡錦濤主席在聯合國發展籌資高級別會議上代表中國政府宣布了五項重大舉措，包括給予39個最不發達國家部分商品零關稅待遇.免除重債窮國對華債務.提供100億美元優惠貸款.增加對非洲國家援助和擴大人力資源開發合作等，充分體現了中國政府進一步加強同發展中國家特別是用非洲國家友好關系的良好愿望。

In September this year, President Hu Jintao announced five major measures at the Meeting on Financing for Development of the UN Summit, including measures to accord zero tariff treatment to certain products from the 39 LDCs, cancel debts for poor and heavily indebted countries, provide $10 billion dollars of concessional loans, increase aids to African nations and expand cooperation in human capacity building.This fully reflects the goodwill of the Chinese government to further enhance the friendly relations with other developing countries, especially African countries.中非友誼源遠流長，我們為擁有眾多的非洲朋友感到無比驕傲和自豪。五十多年來，我們十分重視同非洲國家間的經貿關系，與非洲53個國家和地區建立了經貿聯系。2000-2004年中非貿易平均增長率達到38%，中非貿易趨于平衡。中國對從非洲最不發達國家進口的部分商品實施的免關稅待遇，有力地促進了非洲國家向洲國的出口。同時，中國政府將繼續和非洲國家一道為爭取更加公平.合理的國際貿易環境而努力。

China and Africa share a time-honoured friendship.We are extremely proud to have so many African friends.Over the past five decades, we have placed high priority on developing trade and economic relations with African countries, and established trade and economic links with 53 countries and regions in Africa.From 2000 to 2004, Sino-African trade had been growing at 38% a year and moving toward balance.The zero tariff treatment China practices on certain products from the African LDCs has effectively promoted African countries’ exports to China.At the same time, the Chinese government continues to work with African countries in a bid to seek a more equitable and rational international trading environment.近50年來，中國政府在力所能及的情況下，向非洲國家提供了各類援助，先后承擔了800多個成套項目，涉及工業、農業、教育、醫療衛生、交通運輸、廣播通訊、水利電力、基礎設施等各個領域。同時，還向非洲國家提供了大量的物資援助和技術援助，培訓了大批技術和管理人員。在2000年中非合作論壇第一屆部長級會議上，中國政府宣布減免非洲國家部分債務，2003年在論壇的第二屆部長級會議上，中國政府又宣布在3年內為非洲培訓1萬名人才。截至今年10月底，我已培訓約7500名非洲國家人員。

Over the past 50 years, the Chinese government has provided, as far as its capacity allows, all types of assistance to African countries, contracted more than 800 complete plant projects, covering areas such as industry, agriculture, education, healthcare, transport, broadcasting and communications, hydropower and electricity, and infrastructure.At the same time, it has also provided a huge amount of material and technical assistance to Africa, and trained a large number of technical and administrative personnel.At the first Ministerial Meeting of the China Africa Co-operation Forum in 2000, the Chinese government announced to reduce and cancel part of African countries’ debts to China.At the second Ministerial in 2003, the Chinese government pledged that it would train 10, 0000 people for Africa over the next 3 years.By the end of October this year, we have trained approximately 7,500 people for African countries.中國政府一直積極鼓勵有實力的和有信譽的中國企業到非洲開展務實合作，投資興業，實現互利雙贏。同樣，我們也愿意和非洲朋友們一起交流在吸引外資.建設經濟技術開發區方面所取得的成功經驗和失敗教訓。

The Chinese government has always been proactively urging competent and creditworthy Chinese enterprises to Africa for substantive co-operation, investment and conduct of business.By the same token, our African friends are welcome to share with us their experiences and lessons relating to FDI attraction and the build-out of economic and technological development zones.中非雙方在經濟上有很大的互補性，雙方要積極探討多樣的合作方式，豐富合作的內容。中非雙方不僅要加強基礎設施建設和人力資源開發等傳統領域的合作，而且要積極尋求在金融.科技等領域的合作。

There is strong economic complementarity between China and Africa.The two sides shall actively explore and seek diversified ways of co-operation and enrich this co-operation.We shall actively build this cooperation beyond traditional areas such as infrastructure and human resource development to more areas like finance, science and technology.各位來賓，女士們，先生們，朋友們，Distinguished guests, ladies and gentlemen, friends，中國和非洲大部分國家的教育發展總體水平仍然比較落后，雙方肩負著共同的發展任務，面臨著共同的挑戰和機遇，中國和非洲各國在教育領域的合作有著廣闊的發展前景，并取得了一定的成績。此次論壇的舉辦將為中非雙方提供新的交流空間，提供更為廣闊的視野。

Education in China and most African countries is still relatively underdeveloped.We therefore face a common task of development, and common challenges and opportunities.China and Africa share broad prospects in education co-operation and have made a number of achievements.This Forum precisely provides new space for note-comparing between the two sides and broadens our horizon.我們堅信，在中非雙方領導的關懷下，在中非政府.企業和各界人士的努力下，此次論壇必定收獲豐碩的果實，并祝愿各位部長、官員在華期間身體健康，生活愉快。

多年來魏雪女士置身于慈善事業，是公認的慈善代表，今日魏雪女士出席首屆中國慈善論壇，本屆論壇致力于建立一個具有廣泛社會影響力的慈善價值傳播平臺，促進專業交流與合作。魏雪女士作為慈善的代表發表致辭。她表示做慈善就是在傳遞幸福，她會將慈善的精神與觀念傳遞下去。

魏雪致辭全文如下：

各位來賓，各位朋友，大家下午好，很榮幸能參加中國慈善青年論壇，今天的主題是青年人的夢想與責任，主辦方希望我能和大家分享一下我自己在慈善道路上的一些感悟和體會。

今天來到這里每一位都有自己特別想講述的故事，我利用短暫的時間與大家分享一下，我一路走來的困惑，堅持和收獲。我在這個過程中如何朝著自己的慈善夢想在一步步靠近。在這個過程當中我知道，我一直在獲得幸福，也在傳遞幸福。這些圖片是老北京街頭各種民間生活，有兌換銀元的金融活動，有街頭賣藝說相聲活動，有街頭買賣的互動，這些記憶伴隨我們父輩童年時光，大家可以留意老百姓生活不同場景中有一個共同的特點，那就是男性是當時社會的絕對主導，女性的社會地位很卑微，絕大多數人沒有知識技能，也很難談到謀生之道和獨立自信，很多生產技能都掌握在男性的手中，包括當時從事編席的手工業者。我祖輩生活那個年代，他們當時是取得商業成功的資本家，獲得豐厚的基金效益后，他們長期堅持慈善領域的付出。我祖輩曾經做過一個慈善項目，給我留下深刻的印象，在那個年代他們做了女性的編席廠，教會女性通過自己的工作增長生存技能，這在當時社會背景下是很大的社會創新，即便到今天這個時代，相同理念的公益項目也還在持續。

我祖輩也曾經幾十年持續開設粥廠，舍粥救濟窮人，這是當時最常見的做法。小時候聽父母給我講故事，告訴我祖輩怎樣經商如何行善，我這樣繼承祖輩的慈善基金。

我的外祖父是白宇敬藥行的創始人，也是《大宅門》的原形，而且還曾經在國際上獲得

獎項，這樣有著近300年歷史的企業，在解放后幾經變故走進了尾聲，成為國家企業，這個大家族從富甲一方到一貧如洗，我就出生在這樣的環境中。在艱難環境中父親告訴我要保有一顆高貴的心，我雖然沒有繼承家族的財富，但是繼承了家族善良的基因和慈善的力量。幸運的是在大學期間我進一步收獲對愛與分享的認識，在這里我懂得什么叫平等，什么叫包容，什么叫尊重，特雷莎修女在維修和困難面前毫不退縮，堅持與真誠樸實的方式無私對窮人幫助，他謙卑扶持最貧困的人，她是我的偶像。

1996年回國我創辦中國普樂普公關公司，取得商業的成功。受家族傳承和海外留學經歷的影響，我開始關注女性發展問題。從2004年創辦女性論壇，到發展女性首屆公益峰會，我一直用自己的方式從民間推動對女性的關愛和對女性問題的關注，很高興這些努力，能夠讓大家感受到。我自己是一位女性，渴望獲得幸福，也希望每一位女性同胞能獲得真正意義的幸福，讓更多人感受到愛與分享，也漸漸成為我40歲以后的慈善力量。

沿著這種信念我和先生在2007年設立了專注在教育領域的慈善基金華萌基金，從此我把更多的經歷投入貧困基金救助、婦女發展等公益教育中。照片里的孩子都得到華萌基金獎學金的資助，他們來自貧困的家庭，品學兼優但生活困難，華萌基金提供每年8千元的獎學金，資助完成高中學業，并且資助他們完成大學夢想，表現有意者繼續獲得3.2萬大學圓夢獎金，2008年一個班開班，到今年6月份有很多學子完成學業，除身體原因未能參加高考，其他的華萌學生100%升入高等學子，這些華萌學子將繼承和傳播博愛的文化。

從廣東的華羅庚中學首個開班，再到云南大理一中華萌班開班，再到今年湖北夷陵中學的開班，這些學子也許數量不大，但是在我看來他們都是我自己的孩子，我希望每個孩子都能夢想成真。每次和這些孩子相聚我都能感受到家的溫暖，孩子問題很多，還處在青春疑惑時期，未來人生目標也不太清楚，對社會認知不夠成熟，作為他們的大家長，不僅幫助他們完成基本的學業，更要幫助他們確立人生觀、價值觀，學會追求幸福和感受幸福，就像每位

母親教育自己的孩子一樣，希望他們不會誤入歧途，希望他們抓住自己的夢想，找好自己的定位，實現自己的人生抱負。

在推廣華萌價值觀時我也在思考，華萌孩子不應該被標簽化，也不應該成為讀死書的機器，應該與同齡人一樣有健康豐盈的學生時代，有讀萬卷書行萬里路的美好經歷，因此在今年我籌劃首次華萌基金華樣青春夏令營活動，把學生組織在一起，像一家人一樣團聚和分享，六天夏令營讓孩子增加感情也收獲了幸福，博物館、科技館、公園、沙灘，絕大多數孩子第一次體驗，他們第一次看到大海，第一次坐飛機，我相信當他們步入社會，成家立業的時候，回想起這一幕也會有愛的感動。

除了華萌基金我自己也兼任TCL工藝基金會理事長，這是為了進一步整合TCL內外部資源，發揮統一資源優勢，日常化、科學化、規范化，以科學管理更好開展慈善公益活動。一年前基金會成立以來，主要在全國開展燭光獎、鄉村教師資助項目，目前在全國很多地區，特別是中西部地區，鄉村教師群體的工作和生活環境令人堪憂，這也是大家非常熟悉的一種情況，比如說他們收入偏低，教學環境差，工作壓力大，生活負擔重，而且他們處于榮譽體系的末端，職業晉升同樣受阻，他們缺少穩定的培訓機會，為了改變這一狀況，發動社會各界，推動鄉村教師教育發展，每年全國遴選300名國家貧困地區的教師，對他們進行獎金資助每年1.2萬，并繼續為老師提供職業培訓。從這張圖上大家可以看到，我們去年選出老師覆蓋22個省份，同時也是從不同民族，比如蒙古族、藏族、回族等多民族地區選擇在戰斗一線的貧困鄉村教師，我們希望不同地區的感人事跡，通過我們這個平臺宣傳出去，讓社會各界共同關愛鄉村教師，因為有了他們才有鄉村學生課堂，才有鄉村教育未來的希望。

今年5月我們在北京舉辦燭光獎頒獎典禮，為300名鄉村教師頒獎，由網友票選30位優秀鄉村教師來到頒獎禮現場，代表所有一線老師接受這份榮譽。在北京除了安排老師培訓之外，還為他們聯系海淀田村中心、中心小學與老師進行交流和分享，通過這些活動讓來

自偏遠地區的老師加深對這份職業的自豪感理解和認同，老師的優秀事跡和感人事跡都值得我們關注和傳播。

這里我簡單分享一位老師，任國運老師的感人事跡，他是來自四川古闌縣的老師，他是偏遠鄉小學任教，一所學校只有他一位老師，35年來堅守在自己的崗位上，哪怕重病纏身都未放棄，這樣的人值得我們尊重。

最后用特雷莎修女的一句話結束分享，如果要我們愛的信息被收到，他就需要被送出去，要讓燈火燃燒我們必須繼續添油進去。謝謝大家。

Both China and Africa are cradles of human civilizations.Our friendship and exchanges can be traced back to the 2nd Century AD.It is worth noting that in the Ming Dynasty, Chinese navigator Zheng He led a fleet to the Western Seas on seven voyages, and, for four times, he reached the east coast of Africa, which are now Somalia and Kenya.Many of his stories are still told today.In the mid 20th Century, after the People's Republic of China was founded and most African countries gained independence, China and African countries established diplomatic relations, opening a new chapter in the annals of our friendship.In the past fifty years and more, China-Africa traditional friendship and practical cooperation have withstood the test of time and changes in the international arena and emerged even stronger.進入21世紀，為了共謀發展，同迎挑戰，中國和非洲友好國家共創了中非合作論壇，從2000年到今天，已走過了9個春秋。在中非雙方的高度重視和精心培育下，論壇機制日臻完善，作用日益突出，影響不斷擴大。

At the dawn of the 21st Century, China and friendly African countries jointly launched FOCAC in 2000 to seek development and meet challenges together.Over the past nine years, China and Africa have given top priority to and put much time and energy into FOCAC.With full-fledged mechanisms, FOCAC is playing a bigger role with increasingly greater influence.論壇是引領中非友好的旗幟。2000年首屆部長級會議中非建立“長期穩定、平等互利的新型伙伴關系”，2003年第二屆部長級會議中非雙方提出進一步鞏固和發展“長期穩定、平等互利、全面合作的新型伙伴關系”，2006年北京峰會上胡錦濤主席代表中國政府宣布深受非洲國家歡迎的8項舉措，中非領導人一致同意建立和發展中非新型戰略伙伴關系，論壇引領中非友好合作關系又好又快地向前推進。

Under the flag of FOCAC, China-Africa friendship has flourished.At the First Ministerial Conference in 2000, we committed ourselves to a new China-Africa partnership featuring long-term stability, equality and mutual benefit.At the Second Ministerial Conference in 2003, we set out to boost comprehensive cooperation under this new partnership.At the Beijing Summit in 2006, President Hu Jintao announced, on behalf of the Chinese government, eight measures that have been well received by African countries.Chinese and African leaders agreed at the summit to build a new type of China-Africa strategic partnership.FOCAC has acted as a spearhead in the sound and fast growth of China-Africa friendly relations and cooperation.論壇是中非進行集體對話的重要平臺。雙方在論壇框架下建立了部長級會議、外長級政治對話、高官級會議和論壇中方后續行動委員會與非洲駐華使團磋商等機制。部長會每三年舉行一屆，輪流在中國和非洲國家召開。中非雙方利用論壇這一平臺，就中非關系和共同關心的國際和地區問題深入交換意見，協調雙方立場，加強相互支持。

FOCAC is an important platform for China-Africa collective dialogue.Under it, there are mechanisms including ministerial conference, political dialogue at the foreign ministers' level, senior officials' meeting and consultations between the Secretariat of the Chinese Follow-up Committee of FOCAC and the African diplomatic corps in China.The ministerial conference takes place every three years in China and Africa alternately.FOCAC has brought China and Africa together for in-depth exchange of views on our relations and international and regional issues of common interest, and for better coordination and stronger mutual support.論壇是中非開展務實合作的有效機制。每屆部長會都制定既具指導性又切實可操作的綱領性合作文件，對會后三年雙方各領域合作進行全面規劃。論壇已成為中非友好合作的一大國際品牌，受到國際社會的廣泛關注，對發展中國家間加強合作具有示范作用，也帶動了國際社會更加重視非洲并加大對非投入。

FOCAC is an effective mechanism for China-Africa practical cooperation.Every ministerial conference has adopted feasible plans to guide cooperation across the board in the next three years.FOCAC has become an international brand of China-Africa friendship and cooperation, drawing worldwide interest.It showcases the strengthened cooperation among developing countries and encourages the international community to pay more attention to and increase input in Africa.再過一周，論壇第四屆部長級會議將在埃及沙姆沙伊赫召開。中國國務院總理溫家寶將同埃及總統穆巴拉克和部分非洲國家領導人一起出席開幕式，并發表重要講話。中國政府還將宣布對非合作新舉措。相信這次會議將在新形勢下進一步推動中非關系的發展，成為中非友好史上新的里程碑。

In a week's time, the Fourth FOCAC Ministerial Conference will take place in Sharm El Sheikh, Egypt.Chinese Premier Wen Jiabao, together with Egyptian President Hosni Mubarak and some other African leaders, will attend and speak at the opening ceremony.He will announce the Chinese government's new measures for cooperation with Africa.I believe this conference will further promote the growth of China-Africa relations in the new era and become another milestone in the history of China-Africa friendship.朋友們，Dear Friends,中國人民同非洲人民是心心相印的朋友、兄弟。不管是過去、現在，還是將來，中國人民都
