國務院扶貧辦范小建先生、王國良先生，中國國際扶貧中心張磊先生，遠道而來的Vinod Menon先生和其他國際專家，自5.12地震以來連日辛苦工作的中國政府和地方部門的官員們，為支援救災付出了很多努力的尊敬的專家們，來自國際機構的各位同事，先生們、女士們，上午好！

我謹代表英國政府和英國人民向在5.12特大地震中失去家庭、親人和朋友的災區人民表示哀悼。

我們對中國政府和中國人民對這場災難的及時有效的應對表示致敬。我們非常欽佩在救災過程中涌現的很多政府官員、教師、醫療工作者等的英雄事跡。強大的志愿支持也給我們留下了深刻的印象。

英國政府為救災和早期的災后重建做出了努力。到目前為止，我們已提供了價值250萬英鎊的救災物資： ? 地震發生3天后，我們向中國國際民間組織合作促進會提供了100萬英鎊用于購買食品、礦泉水、毛毯和帳篷。? ? 我們支持4架次航班向災區運送了5000頂帳篷。我們向國際勞工組織提供了35萬英鎊培訓經費，率先幫助地震中的幸存者恢復生計。

此外，英國國際發展部正籌備為災后重建提供技術援助，援助的總價值將達到100萬英鎊。技術援助的重點領域將涵蓋我們之前在中國開展的工作，如健康、教育、供水、環境衛生、參與性、社會包容性的規劃和邊遠村莊以社區為基礎的減貧等。

International Women’s Day is celebrated in many countries around the world on March 8th.It is a day when women are recognised for their achievements without regard to divisions, whether national, linguistic, cultural, economic or political.It is an occasion for looking back on past struggles and accomplishments, and more importantly, for looking ahead to the untapped potential and opportunities that awaits future generations of women.3月8日，世界上許多國家都在慶祝“國際婦女節”。這是認可女性成就的一天，而不論分歧，不管國家、語言、文化、經濟或政治。這是回顧過去的斗爭與成就的時刻，而且更重要的是，這是展望蘊藏著的潛力和機會等待未來的女性去開發的時刻。

This year’s theme is “Equal rights, equal opportunities: Progress for all".The UK firmly believes that gender equality is at the heart of development of any society and is committed to fully realising this aim.今年“國際婦女節”的主題是“平等權利、平等機會：共同進步”。英國堅定地認為性別平等應該是任何社會發展的核心，并承諾將全力去實現這一目標。

China has made a remarkable journey when it comes to gender equality.From looking at the number of successful women in this room, it would be easy to assume that that journey is almost complete.In fact, one might ask, does International Women’s Day hold any relevance anymore? In both the UK and China, women are involved in decision-making processes, they participate in almost all aspects of society, laws exist to protect the rights of women, women own some of the most successful businesses, etc… It is clear gender equality in both our societies has progressed in leaps and bounds but there are still plenty of issues to tackle.當提到性別平等時，中國有著不同尋常的歷程。看看這間屋子里成功女性的數量，人們很容易看到中國幾乎完成性別平等的歷程。事實上，有人可能會問，“國際婦女節”不再適宜了嗎？在英國和中國，女性參與決策過程，她們幾乎參與到社會所有方面，現有法律保護婦女權利，一些女性擁有一些最成功的企業，等等??很明顯地，我們兩國社會在性別平等上都取得了迅速的進步，但仍有許多問題需要解決。

It is evident that barriers still exist for women in the work place.Gender based discrimination still occurs at the most fundamental levels.Discrimination with respect to issues such as wages, recruitment, retirement age, and sexual harassment remains widespread.Domestic violence and rape are still significant problems.The participation of women in government and business is lacking and this is a huge missed opportunity.Thankfully, it is women like those of you here today who prove that despite forms of discrimination, sometimes overt, sometimes unconscious, women’s achievements and contributions to society can not be ignored and that is what we want to celebrate here today.很明顯地，對女性來說，在職場上仍然存在著阻礙。基于性別的歧視仍然發生在最基本層面上。諸如在工資、招聘、退休年齡以及性騷擾等方面的歧視問題依然很普遍。家庭暴力和強奸依舊是重大的問題。婦女在政府和商業界參與不足，這是巨大的錯失的機會。令人欣喜的是，今天像在座的各位女性，你們證明了，盡管存在著各種形式的歧視，有時是明顯的，有時是無意識的，但是婦女在社會中取得的成就，以及對社會所做的貢獻不能被忽視，這也是我們今天想要慶祝的。

China and the UK are signatories to CEDAW(Convention to Eliminate All Discrimination Against Women)and but we still have a long way to go to ultimately achieve this goal.I hope that is something we can work together on.中國和英國均是《消除對婦女一切形式歧視公約》簽約國，但是要最終實現這個目標，我們仍然有很長的路要走。我希望我們可以在這些事情上進行合作。

International Women’s Day remains an important reminder of disadvantaged women globally, as well as a marker of women’s progress in society.It presents an opportunity to reflect on the changes still needed in society.As long as the under-representation of women in government, business and policy-making bodies remains, our societies will not realise their full potential.And that is why we are celebrating you.As women in prominent positions you set a precedent for the next generations.“國際婦女節” 仍然是對人們要關注全球弱勢女性的重要提醒，也是婦女在社會上取得進步的標志。它提供了一個機會來思考社會中仍然需要變化。只要婦女在政府、商業界和政策制定機構的代表名額不足，那么我們的社會就不能認識到女性的全部潛力。而這就是為什么我們要為你們慶祝。作為杰出女性，你們為下一代樹立了榜樣。

We must not forget that IWD is only one day and what really matters is what happens tomorrow and the day after that.我們必須不能忘記，“國際婦女節”僅僅是一天，真正重要的是明天以及未來的每一天會發生什么。

各位來賓，女士們、先生們：

大家上午好！

值此中國國際扶貧中心成立五周年紀念活動之際，我謹代表中國國務院扶貧辦對中國國際扶貧中心表示熱烈的祝賀,對各位嘉賓的到來表示誠摯的感謝！

短短五年時間，中國國際扶貧中心基本完成了基礎設施和業務體系建設，成為了專職從事減貧研究、培訓、交流、合作及信息服務的國際性減貧機構，得到國際社會廣泛關注與認可。

建設中國國際扶貧中心充分體現了中國政府推動全球實現減貧與發展的良好愿望和不懈追求。黨和國家領導人對中心的建設十分支持和重視。2005年9月14日，胡錦濤主席在聯合國成立60周年首腦會議發展籌資高級別會議上演講指出，“今年5月，中國國際扶貧中心在北京正式成立，旨在為世界消除貧困事業作出貢獻。”同年12月12日，溫家寶總理在第9次東盟與中日韓領導人會議上指出，“聯合國開發計劃署在中國設立了區域扶貧中心，中國愿在明年承辦第二屆10＋3區域扶貧高層研討會，與各國加強減貧方面的合作。”2006年9月25日，回良玉副總理在第二屆東盟與中日韓（10＋3）區域扶貧高層研討會上強調，“中國政府支持中國國際扶貧中心成為國際社會，尤其是亞洲地區開展扶貧交流與合作的重要平臺。中國政府將充分利用這個平臺，切實加強與發展中國家在減貧領域的交流與合作，并通過培訓的方式為這些國家培養扶貧官員。”在中央領導的親切關懷下，在國務院扶貧辦的正確領導下，中國國際扶貧中心取得可喜可賀的成就。

中國國際扶貧中心的快速成長與發展主要得益于以下三點：一是適應了國內外減貧形勢發展的需要。改革開放以來，中國走出了一條符合自己國情的扶貧開發道路，在經濟平穩較快增長的同時，取得了舉世矚目的減貧成就。加快千年發展目標進程、緩解和消除貧困是許多發展中國家和國際社會的緊迫任務。中國和國際社會一樣，都希望共享減貧經驗，共同推進減貧與發展。正是在這種情況下，中國國際扶貧中心應運而生，為減貧經驗的交流合作成功地架起了一座溝通的橋梁。二是得到了社會各方面的大力支持。中國國際扶貧中心從成立到發展一直得到了中國政府和有關國際組織的支持，尤其是得到了理事單位：國務院扶貧辦、商務部、外交部、國家發改委、財政部、聯合國開發計劃署、世界銀行、亞洲開發銀行、英國國際發展部、中國國際交流協會等的悉心指導和大力支持。中國國際扶貧中心能有今天的局面，與理事會單位和社會各屆的大力支持是分不開的。三是堅持了正確的發展方向和科學的發展規劃。中國國際扶貧中心自成立之初，就明確樹立了“為世界消除貧困事業作出貢獻”的機構宗旨，幾年來，他們不僅擁有了一支年齡輕、素質高、精力充沛的人才隊伍，而且還擁有了國內外知名的機構和專家參與的顧問團、智囊庫，從制度上保證了機構的健康快速發展。

女士們，先生們！

過去五年，中國國際扶貧中心作為國務院扶貧辦國際交流合作的窗口，成功地舉辦了10?17“減貧與發展論壇”、“中國—東盟減貧與發展論壇”、“中非減貧與發展會議”，形成了穩定的南南合作和知識交流的機制。5年來共舉辦了30多次國際研討會，近5000人次（一半來自國外）參加研討，為打造國際高端權威交流平臺奠定了堅實的基礎。在總結中國扶貧開發經驗，跟蹤中國減貧前沿動態，開展國際合作和發展援助方面的研究方面取得了一系列成果。基本建立起較為完善的國際減貧培訓體系，已經為91 個國家 720名學員舉辦了28期減貧培訓班，與有關大學開展針對發展中國家學員的碩士、博士學位教育，成為從事國際減貧培訓的重要基地。通過積極擴展減貧合作，與馬里等4個國家有關部門簽署合作協議，開展了形式多樣的合作。通過網站、減貧資料數據庫、在線服務、網絡視頻會議等多種手段，初步形成了與國際社會分享中國減貧經驗、共享工作成果的信息服務能力。此外，還組織完成了第一部《中國扶貧年鑒（2010年）》的編纂工作。

通過與經合組織發展援助委員會建立的“中國—發展援助委員會研究小組”，成功地建立起一個南北—南南知識分享的平臺，這一平臺對促進雙向學習，提高發展效果發揮著獨特的作用。目前，中心正與聯合國開發計劃署著力推進中非減貧合作。

女士們、先生們！

今天的中國國際扶貧中心，充滿生機，朝氣蓬勃，發展前景廣闊。中國國務院扶貧辦將進一步加大對中國國際扶貧中心的指導和支持力度，促使其進一步提高機構能力，加強減貧研究，完善培訓體系，創新交流機制，推進減貧合作，豐富信息服務，為世界消除貧困事業作出貢獻。

當前，全球面臨金融危機、能源、食品價格上漲和氣候變化等多方面的挑戰，減貧形勢仍十分嚴峻。未來一個時期，中國國際扶貧中心要認真貫徹落實黨的十七屆五中全會精神，深入貫徹落實科學發展觀，繼續開拓創新，充分發揮中國減貧經驗的推介窗口作用，充分發揮國際減貧交流合作的信息平臺作用，充分發揮國家走出去戰略的服務支持作用，充分發揮與發展中國家的聯系溝通作用，與國際社會共同為全球減貧事業作出貢獻。

Welcome to the 2009 British Business Awards.歡迎參加“2009年英國商業大獎”頒獎典禮。

The Awards celebrate outstanding contributions to Sino-British trade and investment by British companies and institutions.They also celebrate the outstanding achievements of UK-educated Chinese alumni, many of whom themselves make great contributions to Sino-British trade and investment.這個獎項旨在表彰為中英貿易和投資做出杰出貢獻的英國公司和機構，同時也表彰曾經在英國留學的中國校友所取得的杰出成就，他們當中有許多人為中英貿易和投資做出了巨大貢獻。

Building on last year’s successful launch, I am delighted that this year’s Awards have seen not only an increase in the number of applications but perhaps even more importantly a wider spectrum of industries and activities entering the competition.在去年首次成功舉辦的基礎上，我很高興看到，今年不僅申請者的數量增加了，而且更重要的是，參加競爭的行業與活動的范圍也擴大了。

In 2008, UK exports of goods and services to China grew by 40%, a record increase.Bilateral trade reached $59bn, which was within a whisker of the target set by the Prime Minister to reach $60bn in bilateral trade by 2010.China had overtaken Japan in 2007 to become Britain's largest market for goods outside the US and the EU.From our 14th largest market in 2006, China has risen to become our 9th largest market today.2008年，英國向中國出口的商品和勞務創紀錄地增長了40%。雙邊貿易額達到了590億美元，與首相設定的2010年雙邊貿易達到600億美元的目標相差無幾。2007年，中國已經超越日本，成為英國除美國和歐盟之外最大的貨物輸出國。2006年，中國是英國第十四大市場，現在已經躍升至第九位。

The economic crisis has made this year difficult.But total UK-China trade for the first eight months of 2009 is in fact up on the same period of 2008 in sterling value.British exports of goods to China are down slightly, by 4.4%, but this is the smallest drop among the UK’s top 10 markets.And looking at just June, July and August, UK exports to China are up on 2008.I think there is a good chance that our exports will be up in sterling value for the year as a whole.That would be a remarkable achievement in these hard times.經濟危機令今年陷于困境。2009年前8個月，英中貿易貨幣價值總額實際等同于2008年同期。英國向中國出口的貨物量下降了4.4%，稍有降低，但卻是英國前十大市場中下降最小的。僅以6月、7月和8月來看，英國向中國的出口量要高于2008年同期。我認為有一個很好的機會可以使我們全年出口的貨幣價值總額高于去年，值此困難之際，如若目標達成，將是一項非凡的成就。

Such results are testament to the hard work of many of you here tonight, ably supported by UK Ministers, UK Trade & Investment, the China-Britain Business Council and the Chambers.Can I also thank Dr Sun and his colleagues in the Ministry of Commerce for the support they give to our endeavours? It is a great pleasure to have Dr Sun with us tonight.如此的成果證明著今晚在座各位的努力，而且得到了英國各部大臣、英國貿易投資總署、英中貿易協會和英國商會的大力支持。請允許我借此機會再次感謝來自商務部的孫博士以及他的同事在我們努力的過程中給予的支持，很榮幸今晚能夠邀請到孫博士與我們共聚。

Of course, trade is only one side of the coin.In August 2009, the UK’s total realised investment into China exceeded $16bn.This means the UK remains the largest EU investor into China by value.當然，貿易只是一方面。2009年8月，英國對中國實際投資總額超過了160億美元，這意味著從貨幣量上來說，英國依然是歐盟中對華投資最多的國家。

In the other direction, investment into the UK from China continues to grow strongly.There are over 430 Chinese companies now in Britain.59 went there last year and there are even more who are going this year.I would particularly like to welcome Michael Charlton, the Chief Executive of Think London, who is with us this evening and who does so much to help inward investment work.反過來，中國對英國投資繼續處于強勁增長態勢。現在，英國共有430多家中國公司，其中59家是去年才去的，而且今年還有更多的公司前往英國。我要特別歡迎出席晚宴的倫敦投資局首席執行官邁克爾?查爾頓，他在幫助對內投資工作上做了許多。

The strength of China’s relationship with Britain in the field of higher education is reflected in the diversity of this year’s finalists for the Alumnus of the Year award, featuring graduates in communications, construction economics, fashion design, technology, marketing, and television studies.Last academic year there were 85,000 Chinese students in Britain.This year 33,000 new mainland students have gone to Britain, which is 30% more than last year.In the other direction we had 3,200 British students in China in 2008/9, a welcome increase from the 1,500 two years earlier.Half of the UK's higher educational institutions now have partnerships with Chinese counterparts, and over 500 British schools have added Chinese to the curriculum.Tonight I am delighted that we have with us, as a VIP alumna, Deng Yaping, four times Olympic gold medallist and six times world champion at table tennis.We have once played ping-pong and not surprisingly I didn't win a point.We are both Cambridge graduates but she also sweeps the academic board against me, holding a PhD while I only have an MA!Could I also warmly welcome Ms Yang Xinu, the Director General of the China Scholarship Council.今年“校友獎”候選人的多樣性反應了中國與英國在高等教育領域的關系密切度，畢業生們來自通訊、建筑經濟學、時裝設計、技術、營銷和電視研究等不同的專業。上個學年中，共有85,000名中國留學生在英國就讀。今年，33,000名來自中國大陸的新生前往英國留學，比去年增加了30%。從英國方面來說，2008到2009學，有3,200名英國學生留學中國，與兩年前的1,500名留學生相比，人數大大增加了。現在，半數的英國高等教育機構都與相對應的中國院校結成伙伴關系，500多所英國學校開設了漢語課程。我很高興邀請到了我們的貴賓校友、曾是乒乓球四次奧運會金牌得主、六次世界冠軍的鄧亞萍，我曾經和她打過一次球，毫無疑問地是我一分都沒得。我們兩人都是劍橋的畢業生，她是博士學位，而我是碩士，所以她在學術上也超越了我！請允許我對國家留學基金管理委員會秘書長楊新宇的出席表示熱烈歡迎。

The British Business Awards have shown themselves this year to be truly a pan-China affair, with applicants from the length and breadth of China.Last week I visited one of the finalists in the partnership category, Pilkington, in Changchun in north-east China.Two weeks early I had visited the Royal Botanical Garden Edinburgh, another finalist in the partnership category, several thousand meters up a mountainside in Yunnan in the south-west of China.“英國商業大獎”本身表明今年會是一次真正的“泛中國”活動，申請者遍布中國。上周，我參觀了“合作類別”的一個候選者——位于中國東北長春市的皮爾金頓。兩周前，我參觀過位于中國西南部云南一座山的山腰處海拔幾千米的愛丁堡皇家植物園，它也是“合作類別”的候選者。

The Awards have been staged with excellent cooperation between the British Chambers of Commerce across China, and I am particularly pleased that the British Chamber of Commerce in Shanghai will host the Awards there next year during Shanghai World Expo.大獎的如期進行離不開中國各地英國商會的良好合作，上海英國商會將在明年世博會期間舉辦下一屆“英國商業大獎”，我為此感到非常高興。

第五篇：2013扶貧致辭

、大家好！我是**公司制酒九車間支部副書記**，今天能夠來到這山清水秀、人杰地靈的**鄉，我很高興也很榮幸。高興的是能夠認識你們，榮幸的是與你們的支部結成幫扶對子。

11月9日，十八屆三中全會勝利召開，會上為我國全面深化改革指引了方向，作出了《中共中央關于全面深化改革若干重大問題的決定》，此《決定》明確了全面深化改革的方向和重要意義。其中就談到推進我國城鄉發展一體化，必須破除城鄉二元結構這個主要障礙。必須健全體制機制，形成以工促農、以城帶鄉、工農互惠、城鄉一體的新型工農城鄉關系，讓廣大農民平等參與現代化進程、共同分享現代化成果。

**作為**最大的國有企業，應該主動承擔起破除城鄉發展一體化障礙的責任，加速仁懷城鄉發展一體化的進程。近年**的經濟在騰飛，**的各項基礎設施的也在逐步完善，城鄉之間的距離也在不斷縮短。今天我們就是從XX高速公路過來的，從**到這里只用了**分鐘。這為我們城鄉之間信息的溝通、資源的互通提供了便利。

**作為**的一級組織，我想與**黨委之間存在著內在的、必然的、有機的聯系。我覺得我們彼此是相互依賴、相互補充、相互促進的關系。我們的結對，符合當前改革的趨勢，也順應了當前發展的潮流。

我希望我們的結對能夠為破除**城鄉發展一體化的障礙做出一點貢獻。今天我們帶來了些許有機肥料，希望**的農作物能夠大豐收，為**的發展提供充足的、優質的高粱；帶來了一臺打印機，希望能印出**鄉教育事業開花結果的美麗畫面；為孩子們買了點文具用品，希望他們以后能夠以優異的成績走進高等學府，再以經天緯地之才回到家鄉，為家鄉的發展出謀劃策。

最后希望我們的情誼長存，為打破**城鄉發展一體化的障礙提供源源不斷力量。
