尊敬的吉格梅·廷里首相閣下,尊敬的南盟各國(guó)領(lǐng)導(dǎo)人,女士們、先生們:
Your Excellency Prime Minister Jigmi Thinley, Your Excellencies, Ladies and Gentlemen, 很高興來到美麗的廷布,出席第十六屆南盟峰會(huì)。我謹(jǐn)對(duì)峰會(huì)的成功召開表示祝賀,對(duì)不丹王國(guó)政府為此次會(huì)議所作的周到安排表示感謝。
I am delighted to be here to attend the 16th SAARC Summit in this beautiful city of Thimphu.I wish to express congratulations on the opening of the summit and thanks to the government of the Kingdom of Bhutan for the thoughtful arrangements.南盟是南亞各國(guó)共謀合作、共促發(fā)展的重要平臺(tái)。成立25年來,南盟合作領(lǐng)域不斷擴(kuò)大,合作內(nèi)涵不斷豐富,為促進(jìn)南亞的和平與穩(wěn)定,推動(dòng)地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展發(fā)揮了不可替代的重要作用。
SAARC is an important platform for advancing cooperation and common prosperity among South Asian nations.In the past 25 years since the founding of the organization, cooperation among SAARC members has developed in breadth and depth.It has played an irreplaceable role in promoting peace and stability in South Asia and stimulating economic and social progress in the region.一個(gè)和平、穩(wěn)定、繁榮的南亞,一個(gè)團(tuán)結(jié)、合作、進(jìn)步的南盟,符合包括中國(guó)在內(nèi)的本地區(qū)各國(guó)的共同利益。中國(guó)為南盟發(fā)展取得的成就感到由衷的高興,對(duì)南盟未來的發(fā)展充滿信心。
A South Asia that is peaceful, stable and prosperous and a united SAARC geared towards cooperation and progress serve the shared interests of all countries in the region, including China.China is heartened by SAARC's achievements and has full confidence in its future.中國(guó)致力于在和平共處五項(xiàng)原則基礎(chǔ)上同南亞所有國(guó)家發(fā)展友好合作,愿在尊重南盟國(guó)家意愿的基礎(chǔ)上,本著平等、互利和共贏的精神,與南盟開展對(duì)話與交流,拓展務(wù)實(shí)合作,為推動(dòng)南盟合作進(jìn)程、促進(jìn)南亞和平發(fā)展作出貢獻(xiàn)。
China is committed to developing friendly cooperation with all South Asian countries on the basis of the Five Principles of Peaceful Coexistence.China respects the will of SAARC countries.On this basis and in a spirit of equality and mutual benefit, we are ready to conduct dialogue and exchanges and expand practical cooperation with SAARC.This will help enhance SAARC cooperation as well as peace and development in the region.自2005年成為南盟觀察員國(guó)以來,中方在人力資源培訓(xùn)、扶貧減災(zāi)、經(jīng)貿(mào)合作、新聞媒體等領(lǐng)域全面落實(shí)與南盟各項(xiàng)合作承諾,并主動(dòng)增加了南亞國(guó)家商品展等多個(gè)新合作項(xiàng)目,充分顯示了中方的合作誠意和對(duì)南盟的支持。
China became a SAARC observer in 2005.Since then, we have followed through on our cooperation commitments in a whole spectrum of sectors, including human resources training, poverty alleviation, disaster reduction, economic cooperation, trade, and media exchanges.We have undertaken to launch new cooperation projects such as the South Asian Countries Commodity Fair.All this fully shows our goodwill and support to SAARC.當(dāng)今世界正在經(jīng)歷大變革、大調(diào)整和大發(fā)展,包括南亞在內(nèi)的整個(gè)亞洲在全球的地位和影響不斷提升。中國(guó)與南盟合作面臨著歷史性機(jī)遇。中國(guó)是南亞最大鄰國(guó),雙方傳統(tǒng)友誼綿延千年,睦鄰友好基礎(chǔ)深厚;我們?nèi)丝诳偤统^全球總?cè)丝诘?0%,對(duì)促進(jìn)世界和平、發(fā)展大業(yè)肩負(fù)重要使命;我們面臨著發(fā)展經(jīng)濟(jì)、提高人民生活水平的共同任務(wù),相互學(xué)習(xí)與合作空間十分廣闊。總之,中國(guó)與南盟合作得天時(shí)、占地利、享人和,具有廣闊的發(fā)展前景。
Today's world is undergoing major changes, adjustments and development.Asia, including South Asia, is witnessing a steady rise of its international standing and influence.Cooperation between China and SAARC thus faces a historical opportunity.China is South Asia's biggest neighbor.Our traditional friendship boasts a history of more than a thousand years.Our good-neighborly relations are deep-rooted.With a combined population that accounts for over 40% of the world's total, we have a major responsibility to promote world peace and development.We all face the task of growing economy and improving people's livelihood.There is a lot we can learn from each other.There is even more we can do together.All in all, we have everything it takes to foster greater cooperation – the right time, favorable geographical conditions and most importantly, support from our people.下一階段,中方將繼續(xù)挖掘合作潛力,拓展合作領(lǐng)域,把中國(guó)同南盟友好合作關(guān)系推向新水平:
China will continue to tap our potential to expand cooperation with SAARC and elevate our friendly and cooperative ties to a new level.We plan to do the following: ——中國(guó)愿向南盟發(fā)展基金捐款30萬美元,為南盟的發(fā)展發(fā)揮積極和建設(shè)性作用。
First, we will contribute US$300,000 to the SAARC Development Fund and continue to play a positive and constructive role in the development of SAARC.——我們誠摯邀請(qǐng)南盟秘書長(zhǎng)夏爾瑪先生今年訪華,歡迎南亞高級(jí)外交官代表團(tuán)2011年訪華。
Second, we will invite Secretary General Sharma to visit China within this year and will be delighted to welcome the delegation of senior diplomats from South Asian nations to China in 2011.——我們將繼續(xù)舉行第三屆南亞國(guó)家商品展暨中國(guó)南盟高官會(huì)和第五屆中國(guó)南亞商務(wù)論壇。
Third, we will host the Third South Asian Countries Commodity Fair and China-SAARC Senior Officials' Meeting and the Fifth China-South Asia Business Forum.——我們歡迎東南亞、南亞國(guó)家聯(lián)合記者團(tuán)年內(nèi)訪華,歡迎南盟各國(guó)派團(tuán)來華出席中國(guó)南盟人文合作研討會(huì)。
Fourth, we would welcome the joint delegation of journalists from Southeast and South Asia to visit China this year and delegations from South Asian countries to attend the China-SAARC Cultural Cooperation Seminar to be held in my country.女士們、先生們: Ladies and Gentlemen, 本屆峰會(huì)的主題是氣候變化問題。氣候變化是當(dāng)今全球面臨的重大挑戰(zhàn)。中國(guó)與南亞國(guó)家一樣,都是氣候變化的受害者,有著相似的遭遇,也有許多共同利益。我們對(duì)小島嶼發(fā)展中國(guó)家、最不發(fā)達(dá)國(guó)家的困境感同身受。
The theme of this summit – climate change – is a major challenge facing the whole world.China, like countries in South Asia, is a victim of climate change.We share similar experiences and a great deal of common interests.We fully understand the plight the small island developing states and the least developed countries face.中國(guó)始終把應(yīng)對(duì)氣候變化作為重要戰(zhàn)略任務(wù),為此作出了艱苦努力。中國(guó)政府確定的減緩溫室氣體排放的行動(dòng)目標(biāo)是根據(jù)國(guó)情采取的自主行動(dòng),體現(xiàn)了對(duì)中國(guó)人民和全人類根本利益的高度負(fù)責(zé)精神,不附加任何條件,不與任何國(guó)家減排目標(biāo)掛鉤。
China has made strenuous efforts to address climate change which we regard as an important strategic task.The Chinese government has set a voluntary target of greenhouse gas reduction in consideration of our national realities.There is no condition attached to this target;nor is it linked to the emission cut target of any other country.We have done so out of a strong sense of responsibility to the Chinese people and the whole mankind.中國(guó)始終與包括南亞各國(guó)在內(nèi)的發(fā)展中國(guó)家站在一起,堅(jiān)決維護(hù)發(fā)展中國(guó)家的共同利益,以高度負(fù)責(zé)的態(tài)度參與應(yīng)對(duì)氣候變化國(guó)際合作,并為哥本哈根會(huì)議取得積極的階段性成果作出了最大努力。國(guó)際社會(huì)應(yīng)該同舟共濟(jì),共同應(yīng)對(duì)氣候變化帶來的挑戰(zhàn)。發(fā)達(dá)國(guó)家應(yīng)當(dāng)為發(fā)展中國(guó)家提供資金、技術(shù)和能力支持,幫助發(fā)展中國(guó)家提高應(yīng)對(duì)氣候變化的能力。中方愿通過雙邊渠道和在南南合作框架下,同南亞國(guó)家加強(qiáng)應(yīng)對(duì)氣候變化領(lǐng)域的務(wù)實(shí)合作,并提供力所能及的幫助,力爭(zhēng)使應(yīng)對(duì)氣候變化成為中國(guó)與南亞國(guó)家合作的新領(lǐng)域和雙方關(guān)系的新亮點(diǎn)。
China stands together with all the other developing countries, including countries in South Asia, in firmly upholding our common interests.We have taken part in the international cooperation to tackle climate change in a responsible way.We made our utmost efforts at the Copenhagen Conference to ensure that a positive outcome was achieved.The international community should work together to tackle the challenges posed by climate change.Developed countries should provide financial, technical and capacity assistance to developing countries to enhance their ability to cope with climate change.China is ready to strengthen practical cooperation with South Asian countries on climate change through bilateral channels and within the framework of South-South cooperation.We will offer help within our capabilities and work to make climate change a new area of cooperation and a bright spot in our relations.女士們、先生們:
Ladies and Gentlemen,再過三天,為期六個(gè)月的上海世博會(huì)就要拉開帷幕。我們真誠歡迎南亞各國(guó)朋友到上海出席世博會(huì)有關(guān)活動(dòng),與中國(guó)人民共襄盛舉、共謀發(fā)展、共促和諧。In just three days' time, the six-month long World Expo will open in Shanghai.We sincerely welcome friends from South Asia to the Shanghai Expo to enjoy the great event together with the Chinese people, and discuss ways to promote prosperity and harmony.最后,祝第16屆南盟峰會(huì)取得圓滿成功!
In conclusion, I wish the 16th SAARC Summit a great success!

Secretary-General Ban Ki-moon, Dear Colleagues, 今天,各國(guó)領(lǐng)導(dǎo)人匯聚聯(lián)合國(guó),共商應(yīng)對(duì)氣候變化大計(jì),這對(duì)推動(dòng)國(guó)際社會(huì)有力應(yīng)對(duì)氣候變化這一全球性挑戰(zhàn)具有十分重要的意義。Today, world leaders are gathered at the United Nations to discuss ways to tackle climate change.This is of great significance for catalyzing strong action by the international community to meet this global challenge.全球氣候變化深刻影響著人類生存和發(fā)展,是各國(guó)共同面臨的重大挑戰(zhàn)。37年來,從斯德哥爾摩到里約熱內(nèi)盧,從京都到巴厘島,我們?yōu)楸Wo(hù)全球環(huán)境、應(yīng)對(duì)氣候變化共同努力,取得顯著成就。這是世界各國(guó)不斷加深認(rèn)知、不斷凝聚共識(shí)、不斷應(yīng)對(duì)挑戰(zhàn)的歷史進(jìn)程。《聯(lián)合國(guó)氣候變化框架公約》及其《京都議定書》已成為各方公認(rèn)的應(yīng)對(duì)氣候變化主渠道,共同但有區(qū)別的責(zé)任原則已成為各方加強(qiáng)合作的基礎(chǔ),走可持續(xù)發(fā)展道路、實(shí)現(xiàn)人與自然相和諧已成為各方共同追求的目標(biāo)。
Global climate change has a profound impact on the existence and development of mankind, and is a major challenge facing all countries.In the last 37 years, from Stockholm to Rio de Janeiro, and from Kyoto to Bali, we have made concerted efforts and achieved notable progress in protecting the global environment and tackling climate change.This is a historic process, through which all countries have deepened their understanding, built consensus and stepped forward to meet the challenge.The United Nations Framework Convention on Climate Change(UNFCCC)and its Kyoto Protocol have now been universally recognized as the primary channel to address climate change.The principle of common but differentiated responsibilities has been established as the basis for closer international cooperation.And sustainable development and harmony between man and nature has become the common goal of all parties.氣候變化是人類發(fā)展進(jìn)程中出現(xiàn)的問題,既受自然因素影響,也受人類活動(dòng)影響,既是環(huán)境問題,更是發(fā)展問題,同各國(guó)發(fā)展階段、生活方式、人口規(guī)模、資源稟賦以及國(guó)際產(chǎn)業(yè)分工等因素密切相關(guān)。歸根到底,應(yīng)對(duì)氣候變化問題應(yīng)該也只能在發(fā)展過程中推進(jìn),應(yīng)該也只能靠共同發(fā)展來解決。
Climate change is an issue arising in the course of human development.It is associated with both natural factors and human activities.It is an environmental issue, but also, and more importantly, a development issue, as it is closely connected with the development stage, way of life, size of population and resource endowment of different countries and their places in the international division of labor.In the final analysis, we should and can only advance efforts to address climate change in the course of development and meet the challenge through common development.應(yīng)對(duì)氣候變化,涉及全球共同利益,更關(guān)乎廣大發(fā)展中國(guó)家發(fā)展利益和人民福祉。在應(yīng)對(duì)氣候變化過程中,必須充分考慮發(fā)展中國(guó)家的發(fā)展階段和基本需求。發(fā)展中國(guó)家歷史排放少、人均排放低,目前受發(fā)展水平所限,缺少資金和技術(shù),缺乏應(yīng)對(duì)氣候變化能力和手段,在經(jīng)濟(jì)全球化進(jìn)程中處于國(guó)際產(chǎn)業(yè)鏈低端,承擔(dān)著大量轉(zhuǎn)移排放。當(dāng)前,發(fā)展中國(guó)家的首要任務(wù)仍是發(fā)展經(jīng)濟(jì)、消除貧困、改善民生。國(guó)際社會(huì)應(yīng)該重視發(fā)展中國(guó)家特別是小島嶼國(guó)家、最不發(fā)達(dá)國(guó)家、內(nèi)陸國(guó)家、非洲國(guó)家的困難處境,傾聽發(fā)展中國(guó)家聲音,尊重發(fā)展中國(guó)家訴求,把應(yīng)對(duì)氣候變化和促進(jìn)發(fā)展中國(guó)家發(fā)展、提高發(fā)展中國(guó)家發(fā)展內(nèi)在動(dòng)力和可持續(xù)發(fā)展能力緊密結(jié)合起來。
At stake in the fight against climate change are the common interests of the entire world, and the development interests and people's well-being of the vast number of developing nations in particular.It is imperative to give full consideration to the development stage and basic needs of developing countries in addressing climate change.Both their historical and per capita emissions are low.Due to their low development level and shortage of capital and technology, developing countries have limited capability and means to deal with climate change.And they have to bear a large amount of transferred emission as they are placed at the lower end of the international industrial chain in the process of economic globalization.For developing countries, the top priority now is to grow economy, eradicate poverty and improve livelihood.The international community should pay close attention to the predicament of developing countries, especially the small island states, the least developed countries, landlocked countries and African countries.It is important to listen to their voice and respect their wishes, and combine our efforts to address climate change with those to promote the growth of developing countries and build up their own dynamism for development and ability for sustainable development.各位同事!Dear Colleagues, 應(yīng)對(duì)氣候變化,實(shí)現(xiàn)可持續(xù)發(fā)展,是擺在我們面前一項(xiàng)緊迫而又長(zhǎng)期的任務(wù),事關(guān)人類生存環(huán)境和各國(guó)發(fā)展前途,需要各國(guó)進(jìn)行不懈努力。當(dāng)前,我們?cè)诠餐瑧?yīng)對(duì)氣候變化方面應(yīng)該堅(jiān)持以下幾點(diǎn)。
To address climate change and achieve sustainable development is an urgent and long-term task for all of us.It bears on the living environment of mankind and the development prospects of all countries, and calls for the unremitting efforts of the whole world.In this connection, let me highlight a few principles we need to follow in our common endeavor to tackle climate change: 第一,履行各自責(zé)任是核心。共同但有區(qū)別的責(zé)任原則凝聚了國(guó)際社會(huì)共識(shí)。堅(jiān)持這一原則,對(duì)確保國(guó)際社會(huì)應(yīng)對(duì)氣候變化努力在正確軌道上前行至關(guān)重要。發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家都應(yīng)該積極采取行動(dòng)應(yīng)對(duì)氣候變化。根據(jù)《聯(lián)合國(guó)氣候變化框架公約》及其《京都議定書》的要求,積極落實(shí)“巴厘路線圖”談判。發(fā)達(dá)國(guó)家應(yīng)該完成《京都議定書》確定的減排任務(wù),繼續(xù)承擔(dān)中期大幅量化減排指標(biāo),并為發(fā)展中國(guó)家應(yīng)對(duì)氣候變化提供支持。發(fā)展中國(guó)家應(yīng)該根據(jù)本國(guó)國(guó)情,在發(fā)達(dá)國(guó)家資金和技術(shù)轉(zhuǎn)讓支持下,努力適應(yīng)氣候變化,盡可能減緩溫室氣體排放。First, fulfilling respective responsibilities should be at the core of our effort.The principle of common but differentiated responsibilities embodies the consensus of the international community.Adherence to this principle is critical to keeping international cooperation on climate change on the right track.Both developed and developing countries should take active steps to tackle climate change.We should act in keeping with the provisions of the UNFCCC and its Kyoto Protocol and advance negotiations under the Bali Roadmap in real earnest.Developed countries should fulfill the task of emission reduction set in the Kyoto Protocol, continue to undertake substantial mid-term quantified emission reduction targets, and support developing countries in countering climate change.Developing countries should, in the light of their national conditions and with the financial and technological support of developed countries, work hard to adapt to climate change and do their best to reduce greenhouse gas emissions.第二,實(shí)現(xiàn)互利共贏是目標(biāo)。氣候變化沒有國(guó)界。任何國(guó)家都不可能獨(dú)善其身。應(yīng)對(duì)這一挑戰(zhàn),需要國(guó)際社會(huì)同舟共濟(jì)、齊心協(xié)力。支持發(fā)展中國(guó)家應(yīng)對(duì)氣候變化,既是發(fā)達(dá)國(guó)家應(yīng)盡的責(zé)任,也符合發(fā)達(dá)國(guó)家長(zhǎng)遠(yuǎn)利益。我們應(yīng)該樹立幫助別人就是幫助自己的觀念,努力實(shí)現(xiàn)發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家雙贏,實(shí)現(xiàn)各國(guó)利益和全人類利益共贏。
Second, achieving mutual benefit and win-win outcome should be the goal of our effort.Climate change respects no national borders, and no country is immune from it.To counter this challenge requires the whole-hearted cooperation and coordinated actions of the international community.Developed countries should support developing countries in tackling climate change.This is not only their responsibility, but also serves their long-term interest.We should foster the idea that helping others is helping oneself and make our endeavor on climate change a win-win for both developed and developing countries and a win-win for both the interests of individual countries and the common interests of humanity.第三,促進(jìn)共同發(fā)展是基礎(chǔ)。發(fā)展中國(guó)家應(yīng)該統(tǒng)籌協(xié)調(diào)經(jīng)濟(jì)增長(zhǎng)、社會(huì)發(fā)展、環(huán)境保護(hù),增強(qiáng)可持續(xù)發(fā)展能力,擺脫先污染、后治理的老路。同時(shí),不能要求發(fā)展中國(guó)家承擔(dān)超越發(fā)展階段、應(yīng)負(fù)責(zé)任、實(shí)際能力的義務(wù)。從長(zhǎng)期看,沒有各國(guó)共同發(fā)展,特別是沒有發(fā)展中國(guó)家發(fā)展,應(yīng)對(duì)氣候變化就沒有廣泛而堅(jiān)實(shí)的基礎(chǔ)。Third, promoting common development should be the basis of our effort.Developing countries need to strike a balance between economic growth, social development and environmental protection, strengthen capacity for sustainable development and avoid the old path of “polluting first and cleaning up later”.They should not, however, be asked to take on obligations that go beyond their development stage, responsibility and capabilities.Without common development, particularly the development of developing countries, there cannot be a broad and solid basis in the long run for tackling climate change.第四,確保資金技術(shù)是關(guān)鍵。發(fā)達(dá)國(guó)家應(yīng)該擔(dān)起責(zé)任,向發(fā)展中國(guó)家提供新的額外的充足的可預(yù)期的資金支持。這是對(duì)人類未來的共同投資。氣候友好技術(shù)應(yīng)該更好服務(wù)于全人類共同利益。應(yīng)該建立政府主導(dǎo)、企業(yè)參與、市場(chǎng)運(yùn)作的良性互動(dòng)機(jī)制,讓發(fā)展中國(guó)家用得上氣候友好技術(shù)。
Fourth, ensuring financing and technology holds the key to the success of our effort.Developed countries should take up their responsibility and provide new, additional, adequate and predictable financial support to developing countries.This, in effect, represents a joint investment in the future of mankind.Environment-friendly technologies should better serve the common interests of humanity.In order to enable the developing countries to have access to climate-friendly technologies, it is necessary to set a sound interactive mechanism with governments playing the leading role, businesses taking part and market principles at play.各位同事!Dear Colleagues, 中國(guó)取得了巨大發(fā)展成就,人民生活和社會(huì)面貌發(fā)生了深刻變化。中國(guó)經(jīng)濟(jì)總量雖然已處于世界前列,但人均國(guó)內(nèi)生產(chǎn)總值仍排在全球100位之后。中國(guó)仍是世界上最大發(fā)展中國(guó)家,人口占世界五分之一,城鄉(xiāng)、區(qū)域、經(jīng)濟(jì)社會(huì)發(fā)展不平衡,面臨的困難還很多,實(shí)現(xiàn)現(xiàn)代化還有很長(zhǎng)的路要走。中國(guó)從對(duì)本國(guó)人民和世界人民負(fù)責(zé)任的高度,充分認(rèn)識(shí)到應(yīng)對(duì)氣候變化的重要性和緊迫性,已經(jīng)并將繼續(xù)堅(jiān)定不移為應(yīng)對(duì)氣候變化作出切實(shí)努力,并向其他發(fā)展中國(guó)家提供力所能及的幫助,繼續(xù)支持小島嶼國(guó)家、最不發(fā)達(dá)國(guó)家、內(nèi)陸國(guó)家、非洲國(guó)家提高適應(yīng)氣候變化能力。
China has made great achievements in development, as shown in the profound changes in the livelihood of the people and the outlook of the society, and China's total economic output is now one of the largest in the world.But on the other hand, China still lags behind more than 100 countries in terms of per capita GDP, and it remains the biggest developing country in the world.With one fifth of the world's population and given the disparity between the urban and rural areas and among different regions and the imbalances in economic and social development, China still faces many difficulties and has a long way to go before it can achieve modernization.Out of a sense of responsibility to its own people and people across the world, China fully appreciates the importance and urgency of addressing climate change.We have taken and will continue to take determined and practical steps to tackle this challenge and provide assistance to other developing countries as our ability permits.We will continue to support small island states, the least developed countries, landlocked countries and African countries in better adapting to climate change.中國(guó)高度重視和積極推動(dòng)以人為本、全面協(xié)調(diào)可持續(xù)的科學(xué)發(fā)展,明確提出了建設(shè)生態(tài)文明的重大戰(zhàn)略任務(wù),強(qiáng)調(diào)要堅(jiān)持節(jié)約資源和保護(hù)環(huán)境的基本國(guó)策,堅(jiān)持走可持續(xù)發(fā)展道路,在加快建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)和建設(shè)創(chuàng)新型國(guó)家的進(jìn)程中不斷為應(yīng)對(duì)氣候變化作出貢獻(xiàn)。

Nuclear terrorism is one of the most challenging threats to international security, and strong nuclear security measures are the most effective means to prevent terrorists, criminals, or other unauthorized actors from acquiring nuclear materials.核恐怖主義是對(duì)國(guó)際安全最具挑戰(zhàn)性的威脅之一,強(qiáng)有力的核安全措施是防止恐怖分子、犯罪分子及其他非授權(quán)行為者獲取核材料的最有效途徑。

1.Reaffirm the fundamental responsibility of States, consistent with their respective international obligations, to maintain effective security of all nuclear materials, which includes nuclear materials used in nuclear weapons, and nuclear facilities under their control;to prevent non-state actors from obtaining the information or technology required to use such material for malicious purposes;and emphasize the importance of robust national legislative and regulatory frameworks for nuclear security;

2.Call on States to work cooperatively as an international community to advance nuclear security, requesting and providing assistance as necessary;

3.Recognize that highly enriched uranium and separated plutonium require special precautions and agree to promote measures to secure, account for, and consolidate these materials, as appropriate;and encourage the conversion of reactors from highly enriched to low enriched uranium fuel and minimization of use of highly enriched uranium, where technically and economically feasible;
3、確認(rèn)高濃鈾和分離钚需要采取特別防范措施,同意在適當(dāng)情況下推動(dòng)采取措施加強(qiáng)此類材料的安全、衡算和集中存放;在技術(shù)和經(jīng)濟(jì)可行的情況下,鼓勵(lì)將使用高濃鈾的反應(yīng)堆轉(zhuǎn)化為使用低濃鈾,并最大限度減少使用高濃鈾; 4.Endeavor to fully implement all existing nuclear security commitments and work toward acceding to those not yet joined, consistent with national laws, policies and procedures;

5.Support the objectives of international nuclear security instruments, including the Convention on the Physical Protection of Nuclear Material, as amended, and the International Convention for the Suppression of Acts of Nuclear Terrorism, as essential elements of the global nuclear security architecture;

6.Reaffirm the essential role of the International Atomic Energy Agency in the international nuclear security framework and will work to ensure that it continues to have the appropriate structure, resources and expertise needed to carry out its mandated nuclear security activities in accordance with its Statute, relevant General Conference resolutions and its Nuclear Security Plans;
