第七輪中美人文交流高層磋商成果清單

一、教育領域

（一）鞏固中美兩國政府間的教育政策交流

1.繼續執行中美教育部合作執行計劃。

2.舉辦2016年中美教育部際磋商，規劃本兩國教育合作交流項目和活動。

3.繼續舉辦中美省州教育廳長對話，推動中美省州層面的教育政策與實踐交流。

（二）設計實施新的引領示范性項目

4.美方將實施“百萬強”計劃，爭取到2020年實現100萬名美國學生學習中文的目標。

5.設計并執行好“知行中國－中美學術影響力計劃”。

6.設計并執行好“知行中國－中美高校學生領袖研習營”項目。

7.舉辦中美應用技術教育合作研討會并簽署“雙百”合作框架協議，啟動中美應用技術教育“雙百”合作計劃，目標是5年內實現中美100對應用技術大學、學院的深入合作，中美100對校企深度融合，聯合培養具有國際標準、國際視野的高等應用技術人才。

8.啟動實施“中小學名校長領航班”項目，組織中小學名校長赴美研修訪問，就美國基礎教育動態等重點專題學習交流。

9.執行好“中美人才培養計劃”項目。

（三）繼續實施好中美教育交流的重要合作項目 10.繼續實施“百千萬”計劃，2016年至2020年，邀請100名美國青年領袖訪華游學；促成雙方各1000名優秀大學生到對方一流高校研學；每年公派1萬人赴美學習研修。

11.繼續實施中方“公派萬名學生赴美攻讀博士學位”項目。

12.繼續實施中方“萬名中美人文交流專項獎學金”項目。

13.繼續實施中方“漢語橋萬人來華研修”項目，邀請美國中小學校長和師生來華參加校長團、夏令營、孔子學院獎學金、來華師資培訓等項目。

14.繼續實施美方“十萬人留學中國計劃”。

15.繼續執行好中美富布賴特項目。

16.繼續執行好美中友好志愿者項目。

26.支持海通證券聯合中國出版集團公司、中國華錄集團有限公司、中國文化產業發展集團公司、四川新華發行集團公司和美國尼爾·布什中國公司聯合發起成立的“中美文化產業發展投資基金”。

27.舉辦“漢語橋”美國學生千人夏令營。28.繼續推動孔子學院和課堂在美發展。

31.國家留學基金委將于2016年第七輪中美人文交流高層磋商期間舉辦中美大學天文合作高峰論壇。

32.國家留學基金管理委員會與中美有關大學簽署中美大學天文領域人才合作培養協議，共同設立“中美大學天文領域人員交流項目獎學金”，每年共同資助中國優秀學生學者赴美開展天文領域相關合作科研。

33.中國教育國際交流協會將與美國社區學院協會于2016年繼續舉辦“中美高職院校/社區學院校長對話”。

34.中國教育國際交流協會將繼續執行“中美高端技能型、應用型人才聯合培養百千萬交流計劃”。

35.中國教育國際交流協會將于2016年舉辦第二屆“中美未來職業之星聯合研習營”。

36.中國教育國際交流協會將于2016年邀請美國耶魯大學Spizzwinks阿卡貝拉男生清唱團來華進行訪演活動。

37.中國教育國際交流協會將于2016年舉辦“中美高校領導力發展論壇”。

38.中國教育國際交流協會將繼續執行好“中美人才培養計劃”項目。

39.中國大體協將在第七輪中美人文交流高層磋商期間舉辦中美學校體育戰略對話。

40.中國大體協將邀請杜克大學女足隊于第七輪中美人文交流高層磋商期間來華，與北京師范大學舉行中美大學女足友誼賽。

41.中國大體協將與NIKE（中國）簽署合作協議，共同推動中美大學生女子足球隊伍交流。

42.中國大體協將于2016年6月底和11月初分別在長沙和上海各舉辦一期“2016FUSC/CSSF－NBA校園籃球教練員培訓班”。

43.中國大體協將于2016年7月選派41名全國優秀的高校體育管理人員赴美國圣母大學進行為期1個月的留學。44.中國大體協將于2016年8月組織中國大學生女子足球聯賽的全明星隊赴美訪問，期間將與南加州大學、加州大學洛杉磯分校、亞利桑那州立大學和猶他大學的女足隊進行友誼比賽、研討交流、訓練互動等豐富多樣的活動。

45.中國大體協和國家留學基金委將于2016年9月至12月選派209名學校體育教練員前往美國亞利桑那州立大學和猶他大學進行為期三個月的留學，項目涉及籃球、田徑、游泳和拉拉操。

46.中國大體協將于2016年11月在上海舉辦第五屆中美大學生體育文藝周系列活動，期間包括NCAA男籃常規賽（哈佛大學和斯坦福大學比賽）、中美大學生男籃友誼賽、中美大學體育教育峰會、教育展等多姿多彩的交流比賽和藝術聯歡活動。

47.中國大體協將于2016年12月上旬在美國舉辦中美高校體育論壇，屆時由國內省市教育廳/教委、高校領導、教練員等近40人組成的代表團將赴美交流研討。

48.中國大體協將與教育部國際司于2016年共同舉辦“留動中國”來華留學生體育活動，邀請美國等國家來華留學生參加體育比賽、歌舞及演講等才藝展示活動，進一步增進中美青年間的理解和友誼。

（五）支持兩國教育機構高水平戰略合作，推動人才培養和合作辦學項目

49.繼續支持中美大學開展智庫合作。2016年，北京大學將與斯坦福大學合作舉辦中美大學智庫論壇；復旦大學將與加州大學圣地亞哥分校合作舉辦首屆中美大學智庫對話。

50.繼續支持清華大學與黑石集團開展“蘇世民學者項目”，培養具備卓越領導能力、了解中國社會文化的未來領袖。

51.支持北京大學燕京學堂開設中國學碩士研究生項目，為世界范圍內的學生搭建溝通中國和世界的橋梁。

52.支持中國人民大學附屬中學與創新人才教育研究會成立“中美人文交流與教育合作平臺”。

二、科技領域

1.舉辦“中美+”清潔爐灶國際發展論壇：2016年第七輪中美人文交流高層磋商期間，科技部擬舉辦“中美+”清潔爐灶國際發展論壇，加強中美雙方清潔爐灶科研交流與合作，通過共同研發適合發展中國家需要的清潔爐灶，節約能源降低污染排放，減少疾病。

2.中美科技合作協定續簽：《中美科技合作協定》由鄧小平同志與美國總統卡特于1979年1月在美簽署，實現了兩國建交后雙方官方合作零的突破，后歷經多次續簽，繼承和發揚了雙邊科技合作的良好傳統。科技部萬鋼部長與美國白宮科技政策辦公室主任霍爾德倫代表兩國政府于2016年4月如期簽署《中美科技合作協定延期議定書》。3.中美衛生領域諒解備忘錄續簽：《科技部與美國衛生與公眾服務部衛生健康醫藥科學合作諒解備忘錄》于2016年5月10日到期，科技部與美國衛生與公眾服務部擬于2016年擇期續簽諒解備忘錄，促進中美醫藥衛生領域科技合作。

4.中美化石能議定書續簽：科技部與美國能源部擬就《中美化石能技術開發與利用合作議定書》續簽事宜進行磋商，并積極推動于2016年完成議定書續簽，促進中美化石能領域科技合作。

5.建設上海張江波士頓企業園：上海張江波士頓企業園建設將積極推動中國融入全球創新體系，發揮中美科技合作的輻射帶動作用。2016年2月，科技部、上海市、美國馬薩諸塞州等高級別代表共同出席了上海張江波士頓企業園項目啟動儀式，共同推動省州園區科技創新合作，為中美人文交流和科技合作增添新內涵。雙方擬于6月6日或7日本輪磋商期間，在華舉辦上海張江波士頓企業園揭牌儀式暨“中美科技園區合作創新論壇”（暫定名）。

6.“中美+”科技行動計劃：科技部與美國國務院擬在兩國及第三國共同感興趣且有合作基礎、有助于共同應對全球挑戰的領域開展合作，推動“中美＋科技行動計劃”，雙方擬將清潔爐灶作為行動計劃首個優先領域，并將根據雙方共識增加新的合作領域。

7.創建部州科技創新合作機制：科技部擬與美國馬薩諸塞州政府探討共同舉辦研發產業化合作論壇，邀請產學研等各界代表參加，在交流研討中促成實質性合作。

8.大科學工程和研究計劃的交流與合作：科技部擬與美國國務院等部門加強在國際大科學工程和研究計劃方面的信息交流和政策協調，包括探討共同發起國際大科學工程和研究計劃的可能性；探討互相開放國內大科學工程并加強合作的可能性；舉辦中美大科學工程和研究計劃管理研討會等。

9.建立中美科技政策與管理實踐領域的交流與合作：科技部鼓勵中國科研機構（中國計量院等）與美國國家標準與技術研究院在《中美科技合作協定》框架下開展合作研發項目，并提供相關支持。

10.推進無錫市與麻省理工學院（MIT）合作：科技部支持無錫市錫山區與麻省理工學院產業聯盟辦公室（MIT－ILP）共建無錫錫山MIT－ILP國際技術轉移中心，共建創新創業合作平臺，推進錫山企業與MIT開展技術合作研發，數據庫共享，加快科技成果轉化。雙方人員定期交流互訪，共同舉辦高層技術論壇。

11.四川大學華西醫院與賽默飛世爾科技公司的合作：科技部支持四川大學華西醫院加強與賽默飛世爾科技公司的合作，包括建立“現代臨床病理聯合實驗室”，在組織樣本庫、蛋白組學及分子診斷等學科建設領域聯手打造院企合作平臺等。

12.中美清潔能源合作：科技部萬鋼部長與美國能源部莫尼茲部長擬于2016年7月在北京共同主持中美清潔能源聯合研究中心（CERC）第八次指導委員會會議。雙方擬就清潔煤、清潔汽車、建筑節能、能源與水、中重載卡車能效等領域的合作交換意見，并就二期合作進行探討。

13.簽署中美清潔能源聯合研究中心（CERC）合作議定書補充協議：科技部、能源局與美國能源部擬于2016年擇期簽署CERC議定書的補充協議，正式確認中重載卡車能效合作作為CERC二期新增領域。

14.舉辦中美化石能議定書協調人會：科技部與美國能源部擬于2016年下半年在美舉辦2016中美化石能議定書協調人會。雙方擬回顧議定書框架下電力系統、清潔燃料、能源與環境技術等6個附件的合作進展，推進優先領域的務實合作。

15.舉辦第3次中美環境研究聯合工作組會：科技部與美國環保署擬于2016年在美舉辦第3次中美環境研究聯合工作組會，共同商討環境科技領域合作，拓展合作領域并不斷豐富合作機制。

16.中美衛生科技領域研討會：科技部與美國衛生與公眾服務部、國立衛生研究院擬于2016年擇期在華召開中美衛生科技領域研討會，雙方擬就衛生科技領域相關議題進行深入探討，并就未來合作提出進一步建議。

17.科技部與美國心臟協會合作：在科技部與美國心臟協會合作諒解備忘錄的基礎上，科技部擬于2016年推動美國心臟協會與中國的合作伙伴建立良好關系，進一步在醫療學術交流和在華推廣實施心肺急救培訓兩方面開展合作，造福人民。

18.中美科技人員交流計劃：科技部與美國國家科學基金會擬于2016年6月至8月繼續在華舉辦2016中美科技人員交流計劃，接收美方優秀博士研究生約40名，在中方導師指導下開展研究，為兩國青年科研人員未來研發合作搭建平臺。

19.中美青年科技論壇：科技部與美國國務院擬于2016年下半年共同在華舉辦第十屆中美青年科技論壇，在美舉辦第十一屆中美青年科技論壇。論壇將為兩國青年科研人員提供交流平臺、建立科研合作聯系。

20.中國青年科學家訪美計劃：科技部與美國國務院擬于2016年下半年共同執行第五批中國青年科學家訪美計劃，選派10名中國科技工作者赴美訪問美政府、大學和科研機構，與美方科研人員開展交流。

21.科技主題工作組會議：高層磋商期間，科技部與美國國務院將共同舉辦科技主題工作組會議，就在人文交流方面擬共同開展的科技領域活動進行討論。

22.舉辦中美農業科技合作聯合工作組第14次會議：科技部與美國農業部擬于2016年8月在華共同舉辦中美農業科技合作聯合工作組第14次會議。雙方擬回顧中美農業旗艦項目下農業生物技術等優先領域以及擬新增優先領域合作進展，并就未來合作進行探討。

23.舉辦中美技術轉移與創新協作大會：科技部擬于2016年支持建立中美國際技術轉移協作網絡，并支持舉辦首屆中美技術轉移與創新協作大會及相關專題活動。24.國際技術轉移合作：科技部擬會同國家外專局等中方單位與北美技術經理人協會共同建立國際技術轉移標準化培訓課程體系，組織示范培訓，并依托地方政府建立中美國際技術轉移合作培訓基地。

25.舉辦中美合作創新高端論壇：科技部擬擇期舉辦中美合作創新高端論壇，邀請美國前政要、智庫、學者，共同探討氣候變化、環境污染、糧食安全等全球性重大挑戰，通過科技創新來應對挑戰。

26.共建中美創新創業孵化平臺：科技部支持中國科技產業化促進會、綠圃（北京）科技控股有限公司聯合美國斯坦福大學亞太中心、美國KRW投資公司，在廣東省科技廳和東莞市人民政府支持下，開展系列旨在促進中美創新孵化聯動的活動。擬于2016年5月正式啟動“東莞常平國際創新港”建設，建立“中美創新孵化信息共享平臺”，舉辦“中美創新孵化論壇”、“中美創業訓練營”、發起設立“中美創客家園基金”，建設中美創客路演平臺。

27.北京航空材料研究院與美國加州大學歐文分校合作：科技部支持北京航空材料研究院與美國加州大學歐文分校于2016年4月在增材制造領域簽署科技合作協議，北京航空材料研究院將選派1－2名青年專家赴歐文分校開展技術交流與聯合研究。

28.哈爾濱工程大學與德州農工大學合作：科技部支持哈爾濱工程大學與德州農工大學深化在核安全與核能和平利用領域科學研究、科技人才培訓合作，支持雙方聯合制定哈工程德州農工聯合學院戰略方案。

29.哈爾濱工程大學與田納西大學合作：科技部支持哈爾濱工程大學與田納西大學在核安全與核能和平利用領域開展聯合科學研究和學術交流，雙方積極參與核安全國際聯合研究中心的研究工作。

三、文化領域

1.2016年下半年，中國對外文化交流協會擬與華盛頓州政府簽署《中國對外文化交流協會與美國華盛頓州政府關于支持建立文化交流伙伴關系的諒解備忘錄》。

2.2016年下半年，文化部擬組派學者、專家、藝術家赴美舉辦“中國文化創新領袖巡回演講”活動。

3.2016年下半年，中國兒童藝術劇院將與美國蒙大拿州米蘇拉兒童劇院互派藝術團到對方國家演出。

4.2016年7月，中國現代舞作品《生長》將應邀參加美國舞蹈節演出。

5.2016年8月，根據《中國對外文化交流協會和美國史密森學會關于開展文化合作的諒解備忘錄》，文化部將邀請美國史密森學會代表團訪華。

6.2016年8月底至9月初，四川樂山歌舞團現代舞《斷層線》將赴洛杉磯演出。

7.2016年9月，洛杉磯亨廷頓圖書館將舉辦《中國木刻水印展》。

8.2016年9月，文化部將組派中國藝術團組參加芝加哥“世界音樂節”。

9.2016年9月，文化部將組派多家演藝機構代表赴美國參加美國中西部藝術聯盟年會及演出交易會。

10.2016年9月，“聆聽中國”民樂團將赴美國巡演。

11.2016年10月，上海京劇院《王子復仇記》將赴芝加哥哈里斯劇院演出。

12.2016年9月至10月，多個中國藝術團組將應邀參加在北加州、華盛頓州舉辦的第三屆“跨越太平洋——中國藝術節”系列活動。

13.2016年9月至10月，“中美作曲家項目”將在紐約舉辦“中美作曲家音樂節”。

14.2016年10月，文化部擬邀請美國中大西洋藝術基金會代表團訪華。

15.2016年11月，第三屆“中美影視產業博覽會”、第十二屆“中美電影節”和“中美電影高峰論壇”將在洛杉磯舉行。

16.2016年11月底12月初，中國藝術團組將參加好萊塢圣誕大游行。

17.2016年11月至2017年1月，中美合作推出的第六屆“天下華燈”嘉年華大型燈會將在薩克拉門托舉行。

18.2017年1月，中國文化傳媒集團和上海國家對外文化貿易基地將組派中國團組參加洛杉磯藝術博覽會。

19.2017年初，美國托馬斯·杰斐遜基金會將與中國國家圖書館合作，在中國國家圖書館舉辦《托馬斯·杰斐遜－創建美國》展覽。

20.2017年2月至5月，南京博物院和舊金山亞洲藝術博物館將合作舉辦“漢代考古發現展”。

21.2017年3月至7月，紐約大都會藝術博物館將和中國國家文物局共同舉辦《秦漢文明展》。

22.2017年上半年，“陜西文化周”將在舊金山和圣荷西等地舉辦。

四、衛生領域

1.中美衛生對話

雙方決定在中美人文交流高層磋商期間，舉辦中美衛生對話，突出中美間與人文交流相關的衛生合作和伙伴關系，探索其他潛在合作。

2.“中美百名醫院院長互訪計劃”

雙方決定繼續實施“中美百名醫院院長互訪計劃”，進一步促進交流與合作。

3.“青年衛生骨干千人交流計劃”

雙方決定繼續實施和擴大“青年衛生骨干千人交流計劃”，加強衛生人員交流、培訓和合作研究。

4.第六屆中美健康峰會

在中國國家衛生和計劃生育委員會和美國衛生與公眾服務部的支持下，中美健康峰會組織將于2016年9月在中國西安舉辦第六屆中美健康峰會。

5.第三屆中美醫院管理研討會

國家衛生計生委人才交流服務中心與美中醫療衛生合作項目將共同在華舉辦第三屆中美醫院管理研討會。

6.中美健康城市論壇

2016年11月19日至20日，中國國家衛生計生委、全國友協、美國衛生與公眾服務部、姊妹城市國際組織將共同在江西南昌舉辦中美健康城市論壇。論壇將重點關注健康城市與非傳染性疾病問題。

7.美中醫療衛生合作項目

美國貿易發展署將同國家衛生計生委人才交流服務中心開展衛生合作項目，資助2期赴美培訓班，并在華舉辦6次研討會，研討議題重點為醫療技術、最佳實踐和政策制定。上述活動中，美方公立和私營部門醫療衛生專家將與中國各地專家共同討論醫療衛生面臨的機遇和挑戰。

8.非傳染性疾病——以國際訪問者領袖項目為重點

2016年9月，實施美國國務院國際訪問者領袖項目，重點關注非傳染性疾病。

9.乳腺癌 在中國國家衛生計生委和美國衛生與公眾服務部的共同支持下，全國婦聯與美國高盛集團公司等今年將繼續合作提高對乳腺癌和宮頸癌的認識，提升省級層面相關能力。

10.心血管疾病

中國心血管病聯盟與美國心臟病協會將在第七輪中美人文交流高層磋商期間簽署合作備忘錄，合作開展心肺復蘇培訓和心肌梗塞病人入院前管理。

11.協和住院醫師培訓國際論壇

中華醫學基金會與北京協和醫院將于2016年9月合作舉辦第二屆住院醫師培訓國際論壇，培訓下一代中國臨床教育領軍人物。

12.第三屆西湖青年論壇

2016年6月，美國中華醫學基金會與四川大學公共衛生學院將共同在成都舉辦第三屆西湖青年論壇，對青年學者進行研究方法學與最佳實踐等內容的培訓。

13.中國住院醫師培訓精英教學醫院聯盟師資開發研討會

2016年9月，美國中華醫學基金會與中國住院醫師培訓精英教學醫院聯盟將聯合舉辦關于臨床師資發展的研討會。

14.研究合作

中國醫學科學院與美國國立衛生研究院將拓展合作領域，特別是就共同支持建立中國國家臨床中心開展合作。

五、體育領域

機制化交流

1.圍繞“身體運動功能與表現”主題，在華舉辦第三屆“中美體育研討會”（2016年6月）。

籃球

2.美國職業籃球協會（NBA）與宋慶齡基金會合作，邀請北京私立匯佳學校的學生于2016年1月28日至2月4日赴美國休斯敦和洛杉磯訪問，觀摩NBA比賽，與當地的青少年籃球俱樂部隊進行練習賽，并參加青少年籃球講習班。

3.中國籃球協會派國家青年女籃隊赴美參加國際邀請賽并訓練（2016年5月）。4.NBA派教練員赴中國大連參加中國籃球協會舉辦的中高級教練員培訓班，為中國教練員授課（2016年5－6月）。

5.NBA將派裁判員赴中國蘇州，為中國籃球協會舉辦的裁判員培訓班授課（2016年6月）。

6.中國籃球協會派國家青年籃球隊赴美進行里約奧運會賽前訓練并與當地俱樂部隊進行友誼賽（2016年6月）。

7.美國職業籃球協會（NBA）將邀請中國籃球協會的聯賽官員和裁判員赴美國拉斯維加斯參加為期7天的全球裁判員培訓班（2016年7月）。

8.中國籃球協會派國家男子籃球隊赴美進行里約奧運會賽前訓練并與美國國家男子籃球隊進行友誼賽（2016年7－8月）。

9.中國籃球協會派國家女子籃球隊赴美進行里約奧運會賽前訓練并與美國國家女子籃球隊進行友誼賽（2016年7－8月）。

10.NBA將與中國籃球協會東莞籃球學校合作，在中國7個城市舉辦面向12－16歲青少年的籃球訓練營（2016年7－8月）。

11.NBA將派教練員赴中國沈陽和成都，為中國籃球協會舉辦的U－13籃球夏令營授課（2016年7－8月）。

12.中國籃球協會派國家青少年男女籃球隊赴美參加中美籃球對抗賽（2016年10－12月間）。

13.中國籃球協會派教練員赴美進行培訓交流（2016年下半年）。

14.NBA與北京市體育局和廣州市體育局合作，在北京男女高中生和廣州男女小學生中舉辦Jr.NBA籃球聯賽。同時在天津、杭州、南京等城市也有系列活動。

排球

15.中國排球協會派沙灘排球隊赴美參加沙灘排球巡回賽并訓練（2016年1－2月）。

羽毛球

16.應美國羽毛球協會邀請，中國羽毛球協會將派國家羽毛球隊赴美參加2016年美國羽毛球公開賽（2016年6月）。

足球

17.體育使者項目：2016年5月15－28日，為慶祝美國女子足球隊獲得第一次女足世界杯冠軍25周年，前1991年國家隊成員琳達·漢密爾頓和前助理教練勞倫·格雷格赴成都、上海、廣州訪問兩周。此訪是體育使者項目之一，旨在幫助年輕女性、少數群體和移民群體等提高在性別平等、女性成長、價值觀多樣化方面的權益。

18.體育訪問者項目：2016年7月，美國國務院將邀請來自成都、廣州、上海的女子足球教練團組赴美訪問10天。此項目將圍繞美國教育法第九篇修正案（注：針對不同性別受教育的平等權利），向來訪者介紹該法案如何改變了美國的體育、教育和社會。該活動是與美國足球協會和華盛頓足球聯隊合作的。

棒球

21.2016年5月27日，中美第一個滑雪度假村合作項目對外公布，美國斯闊谷高山草甸度假村與中國北京云頂花園宣布建立寬領域的戰略聯盟。云頂花園是北京2022年冬奧會的自由式滑雪和單板滑雪比賽場地。

特奧交流

30.2016年3月，國際特奧會與中國34所學校（包括特殊教育學校和普通學校）簽訂了諒解備忘錄。

31.作為今年的重點交流項目，國際特奧會將從中國的融合學校選派20名青年（包括智力殘疾和非智力殘疾）于2016年11月赴美國北卡羅來納州訪問。目前負責團隊正在制定當地訪問日程和活動。

六、婦女領域

1.提高反家庭暴力意識：美國國務院全球婦女事務辦公室將與全國婦聯合作，在美國駐華企業中開展中國《反家庭暴力法》的宣傳倡導，提升他們對該法的認知程度。

2.中國婦女領導者交流對話會：全國婦聯與美國國務院全球婦女事務辦公室合作，于2017年第八輪中美人文交流高層磋商期間聯合舉行第九屆中美婦女領導者交流對話會。

3.第三國合作：美國國務院全球婦女事務辦公室和全國婦聯將就在一個太平洋國家促進婦女創業進行實質性磋商，設計合作項目。

七、青年領域

（一）中美青年政治家交流項目

1.2016年下半年，邀請美國青年政治家代表團訪華，增進中美青年精英的了解、信任和友誼。在華期間，繼續舉辦中美青年思想者圓桌會議，加強中美青年領袖之間的思想碰撞。

2.2016年下半年，派遣中國青年代表團訪美，促進中國青年精英與美國政治、經濟、社會各界人士進行深入交流與對話。

（二）中美學生領袖交流項目

3.2016年下半年，邀請美國常青藤聯盟學生理事會代表團訪華，舉辦中美學生領袖對話。

4．中國青年政治學院與美國哈佛大學、福特漢姆大學開展赴美訪學和學生學分學位項目。

（三）中美青年職業人士研修交流項目

5.繼續開展“中國－耶魯青年領導者對話”赴美培訓項目，通過學習、借鑒、交流中美創新理念和實踐，提高優秀中國青年的創新意識和創新能力。

6.繼續開展以中國青年公務員、青年教師和青年工作者為主要對象的培訓項目，包括邀請美方專家來華培訓、組織中國青年公務員和團干部赴美開展培訓等。

（四）“中美旅游年——人文交流故事匯”活動

7.2016年為中美旅游年，為進一步促進中美兩國人民的友好交流，中國青旅集團、中青旅控股股份有限公司和中國青年報社聯合開展“中美旅游年——人文交流故事匯”主題征文活動，全年在中青報開設專欄，面向全社會征集并刊發中美人文交流中的好故事，并擬在第七輪CPE期間配套舉辦征文作者座談會。（截至2016年4月10日，已刊發征文74篇）

婦女和青年等領域的合作達到歷史新高峰，數十項機制成果得到有效落實，成千上萬的民眾直接受益。Through concerted efforts of both sides over the past three years, people-to-people exchange between our two countries now covers a wide range of areas and takes place at multiple levels.Cooperation in such areas as education, science and technology, culture, sports, women's issues and youth has reached a new height.Several dozen programs under the consultation mechanism have been implemented effectively, benefiting hundreds of thousands of people directly.美國“十萬人留學中國計劃”和中國“三個一萬”教育項目進展順利，有4.3萬美國學生來華留學，美45個州7100多名中小學校長、教師、大中小學生以及2100名大學生獲專項獎學金和漢語橋培訓項目資助來華讀書，美留學生占來華留學生的8%，美國已成為中國國際學生第二大來源國。與此同時，中國亦成為美國國際學生的最大來源國，The US “100,000 Strong” initiative and China's “Three Ten-thousand Programs” are underway smoothly.A total of 43,000 American students have come to China to study.Over 7,100 elementary and high school principals and teachers and elementary, high school and college students from 45 American states have come to study in China with the support of the Chinese Bridge scholarships, and 2,100 American college students have come to study in China under the CPE Study-in-China scholarships.American students account for 8% of the international students in China, making the US the second largest source of international students for China.On its part, China is now the largest source of international students for the US.2010-2011學年中國留美學生總人數達15.8萬，4300多名中國學生獲得“公派萬名學生赴美攻讀博士項目”支持。目前，中國學習英語等56個語種的人數已超過3億，全美設立了81所孔子學院，有5000多所公立大中小學開設漢語課，學習漢語的學生突破20萬。here were 158,000 Chinese students in the US in the academic year of 2010-2011.More than 4,300 Chinese students have received support from China's 10,000 PhD scholarships program.There are more than 300 million people in China enrolled in 56 different foreign language courses including English.In the US, more than 5,000 public colleges, high schools and elementary schools now offer Chinese language course and a total of 81 Confucius Institutes have been established.Over 200,000 American students are learning the Chinese language.清潔能源和農業科技成為雙方互惠互利的新亮點，中國的芭蕾、話劇和歌舞劇等走進了美國的劇院和社區，中美婦女領導者交流與對話取得諸多成果，美國常青藤高校與中國高校在華實施青年聯合社會實踐活動。還有眾多美國教練在中國的籃球、棒球、壘球和跆拳道等運動隊任教。中美各領域人文交流蓬勃發展，成就喜人。TClean energy and agricultural science and technology have become the new highlights of mutually beneficial cooperation between our countries.Chinese ballet, drama and opera have entered American theaters and communities.The China-US Women's Leadership Exchange and Dialogue(Women-LEAD)has been very fruitful.America's Ivy League colleges are working with Chinese universities to implement the Youth RME Partnership Program in China.Many American sports professionals are in China coaching basketball, baseball, softball and tae kwon do teams.People-to-people exchange in various fields is flourishing and bearing rich fruits.這里，我不由想起一位來自紐約的NBA明星馬布里。3月30日，他所效力的北京男子籃球隊贏得該隊27年歷史上首個CBA總決賽冠軍，馬布里是奪冠的最大功臣。據說，觀看那場比賽的中國電視觀眾超過8000萬，我也是其中一員。馬布里一夜之間成為北京市民心中的城市英雄。馬布里說自己有個“北京夢”，而這個夢已經成真。他已擁有上千萬的中國粉絲，不僅獲得北京市長授予獨一無二的“長城友誼獎”，還在中國擁有了自己的球鞋品牌。馬布里的“北京故事”和姚明的“美國故事”告訴我們，人文交流能夠跨越文化的差異和社會制度的隔閡，具有旺盛的生命力。On such an occasion, I could not help but mention an NBA star from New York, Stephon Marbury.He now plays for the men's basketball team of Beijing.On March 30, his team won the Chinese Basketball Association(CBA)champion for the first time in the team's 27 years of history, and it was Marbury who contributed the most to the win.I was one of over 80 million viewers in China believed to have watched the match on TV.Marbury became a hero for locals in Beijing overnight.He once mentioned his “Beijing dream”, and now his dream has come true.He has over ten million fans in China and won the one and only “Great Wall Friendship Award” given by the Beijing mayor.In addition, Marbury has his own sports footwear brand in China.The “Beijing story” of Marbury and the “American story” of Yao Ming tell us that people-to-people exchange has such exuberant vitality that it can bridge cultural differences and close gaps between different social systems.當前中美關系正處在一個承前啟后的關鍵時刻。由于社會制度、文化傳統、發展階段的不同，兩國難免有這樣那樣的猜忌、疑惑，甚至隔閡，但這些都不應成為合作的障礙。風物長宜放眼量。面對共同的挑戰與責任，唯有增信釋疑、求同存異才是正確選擇，唯有包容理解、平等合作才能互利共贏。正是基于這種考慮，在兩國元首的重要共識和鼎力支持下，國務卿女士和我共同創立了中美人文交流機制。China-US relationship is currently at a crucial time when we must build on past achievements and set the course for future development.Due to our different social systems, cultural traditions and development stages, suspicions, doubts or even misgivings between us are sometimes inevitable.Yet they should never be an obstacle to cooperation.We should “range far our eye over long vistas.” Faced with common challenges and responsibilities, the right thing to do is to enhance trust, dispel misgiving, seek common ground and reserve differences.Only inclusiveness, understanding, equality and cooperation will lead to win-win progress.It is based on these considerations and with the important agreement and full support of our presidents that Madam Secretary and I established the consultation mechanism.我們欣喜地看到，人文交流注重挖掘民間合作潛力，拉近了兩國人民的距離，深化了彼此的了解，化解著某些偏見。We are pleased to see that people-to-people exchange has focused on tapping the potential of cooperation between our peoples.As a result, our peoples feel closer to each other, mutual understanding has deepened and some bias is fading away.A constructive and cooperative spirit is growing between the two nations.一種“己欲立而立人，己欲達而達人”的建設性合作精神正在培育生長，“潤物細無聲”地為中美關系厚植民意基礎，使兩國人民的友誼更上一層樓。As an ancient Chinese saying goes, “If one wishes to be established, one should see to it that others are established, and if one wishes to be successful, one should see to it that others are successful.” This spirit of cooperation, like silent and nourishing rain of spring, helps build firm public support for China-US relations and cement the friendship between our two peoples.我贊同國務卿女士最近在演講中指出的，兩國各個地方、各行各業的公民都在打造和推動著雙邊關系。發揮他們的才干、創意和能量，將使美中關系更加深入持久，遠遠超出兩國政府單憑自己的力量所能做到的。人文交流極大豐富了中美關系的內涵，使兩國關系更具韌性、更富活力，得以經受住種種考驗。I agree with what Madam Secretary said in her recent speech that “across both of our countries, citizens of all kinds shape and pull and add to this relationship” and that “engaging their talents, ideas and energies makes the China-US relationship far deeper and more durable than anything our governments could do on our own.” People-to-people exchange has greatly enriched the content of China-US relationship and has made our relations more resilient, vigorous and durable in face of various challenges.也因此，人文交流高層磋商機制同戰略與經濟對話機制相輔相成、相得益彰，人文交流與政治互信、經貿合作一起，構成了中美關系的三大支柱。This is precisely what makes the mechanisms of the CPE and the S&ED supplement and bring out the best of each other.People-to-people exchange, political mutual trust, and economic and trade cooperation have become the three pillars of China-US relationship.1971年“乒乓外交”以來的歷史表明，中美交往的閘門一旦打開，人民間的往來便勢不可擋，從涓涓細流發展成澎湃江河。人民是推動中美關系的真正動力，是創造歷史的主角！What we have seen since the Ping-Pong Diplomacy of 1971 is a stream of unstoppable exchanges between our peoples growing into a surging river once the gate is open.People are the true force pushing China-US relationship forward and the true hero of history.國務卿女士，Madam Secretary,女士們，先生們，朋友們，Ladies and Gentlemen,Dear friends,老子說，“道生一，一生二，二生三，三生萬物”。經過三輪中美人文交流高層磋商的成功運行，我們有理由相信，中美人文交流的道路會越走越寬，發展前景會更加廣闊。我們要鞏固成果，深化前行，進一步夯實中美友好的社會和民意基礎。這里我愿提出三點倡議：As the ancient Chinese philosopher Lao Zi put it, “The Tao produced One;One produced Two;Two produced Three;Three produced All Things.” With the success of three rounds of consultation, we have every reason to expect greater possibilities and broader prospects for people-to-people exchange.We need to consolidate what we have achieved, seize the opportunity to forge ahead and further solidify the foundation of popular support for our friendship.Here I would like to make the following three proposals.第一，讓我們共同努力，推動人文交流縱深發展，使之更好地服務于中美構建21世紀新型大國關系的歷史任務。First, we should work together to deepen people-to-people exchange and let it better serve the historical task of shaping the China-US relationship into a new type of relations between major countries in the 21st century.2011年1月，胡錦濤主席和奧巴馬總統就中美共同建設相互尊重、互利共贏的合作伙伴關系達成重要共識，為中美關系的未來指明了方向。In January 2011, President Hu Jintao and President Barack Obama reached important agreement on building a cooperative partnership based on mutual respect and mutual benefit, charting the course for the development

of China-US relations.今年2月，習近平副主席訪美期間，就如何實現這一目標，提出兩國要攜手走出一條大國間和諧相處、良性競爭、合作共贏的新型道路。While visiting the United States in February this year, Vice President Xi Jinping pointed out that to realize this objective, our two countries should work together to open a new path of relationship between major countries featuring harmonious coexistence, sound competition and win-win cooperation.國務卿女士最近也說過，要尋找一個古老問題的新答案，書寫一個守成大國和新興大國相遇時，與過去截然不同的未來。Madam Secretary, you said recently that we are now trying to find a new answer to an ancient question of what happens when an established power and a rising power meet, and to write a future that is entirely different from the past.建設新型大國關系是中美關系史乃至國際關系史上一項創舉。Building a new type of relationship between major countries is a pioneering undertaking in both the history of China-US relations and the history of international relations.只有登高望遠，著眼大局，尊重各國對自身發展道路的選擇，切實尊重彼此核心利益和重大關切，堅持不懈地增進戰略互信，妥善處理分歧和敏感問題，才能實現合作共贏，推動中美關系健康穩定向前發展。Only by standing higher, taking a long-term and overall perspective, appreciating each other's development paths, earnestly respecting each other's core interests and major concerns, unswervingly increasing strategic mutual trust and handling differences and sensitive issues appropriately can we achieve win-win cooperation and keep China-US relations on the track of sound and steady development.目前，兩國正通過加強戰略溝通、深化經貿合作等多種渠道不斷探索。國之交在于民相親，人文交流理應在構建新型大國關系中展現獨特優勢、發揮更大作用。Currently, our two countries are exploring various channels such as strengthening strategic communication and deepening economic and trade ties.Amity between people holds the key to sound relations between states.People-to-people exchange naturally has unique advantages and a bigger role to play in building a new type of relations between major countries.第二，讓我們共同努力，進一步充實中美人文交流的內涵，使之“源頭活水”不斷、“細水長流”永遠。機制的成功運行，為中美人文交流持久發展奠定了基礎、積累了經驗。Second, we should work together to enrich the content of China-US people-to-people exchange, adding fresh ideas and sustaining its growth for the long run.The success of the CPE has laid the foundation and accumulated experience for the sustainable development of China-US people-to-people exchange.“問渠哪得清如許，為有源頭活水來”。只有與時俱進，充實新內容，豐富新形式，人文交流的長河才會源源不斷、滾滾向前。As a poem reads, “Why is the water so clear in the pool? It is because fresh water keeps coming from the springhead.” By keeping pace with the times, adding new content and increasing the variety of activities, we will ensure that the flow of people-to-people exchange will never go dry and will surge onward.我們要堅持以人為本，面向民眾，完善官民并舉的格局，在中美友好省州、友好城市等更多層面開展人文交流，在青年、婦女、媒體之間開展各具特色的活動，使人文交流覆蓋更加廣泛、主體更加多元，進入尋常百姓家。We should stay people-oriented and improve the structure of the exchanges by encouraging both public and private participation.People-to-people exchange should be carried out at more levels such as between sister provinces/states and sister cities.Youth, women and media groups may engage in exchanges with their unique features.In short, we should extend the range of people-to-people exchange, attract diverse participants, and increase the participation of the general public.今天下午將舉行中美省州教育廳長對話。雙方將開展高職院校與社區學院的合作，中方還將推動基礎教育領域的“中美教師交流計劃”。這些將成為人文交流的新亮點。This afternoon, provincial and state education leaders will hold a dialogue.Our two countries will set in motion the cooperation between vocational schools and community colleges.China will launch the China-US Teacher Exchange Program in the field of elementary education.These will become new highlights in our people-to-people exchange.我們還應進一步消弭人文交流的障礙，為人民彼此來往提供更加便利的條件。最近美方宣布將提升中國公民赴美簽證的處理能力與速度，我們對此表示贊賞，并愿與美方共同探討兩國簽證便利化措施。

We should also remove remaining obstacles to people-to-people exchange and further facilitate mutual visits.We appreciate the recent announcement from the US side that it will increase the handling capacity and quicken the process with regard to US visa application for Chinese citizens, and we are ready to explore mutual visa facilitation measures together with the US side.第三，讓我們共同努力，推動中美人文交流超越雙邊范疇，使之成為不同國家和諧共處、不同文明融合共生的典范。Third, we should work together to move beyond the bilateral scope while promoting people-to-people exchange and, in doing so, set a fine example of a harmonious relationship between different countries and coexistence of different

合作給中美雙方帶來了實實在在的利益，也有力促進了亞太地區及世界和平、穩定、發展。Hard work pays off, and our efforts over the past three years have come to fruition.Thanks to our concerted efforts, our two countries have cooperated at the bilateral, regional and global levels in a wide range of areas, registering new progress in our relations.We witnessed record highs in trade and two-way investment, enjoyed closer people-to-people and sub-national exchanges, and made new headway in cooperation in cyberspace, law enforcement and military-to-military exchanges.We issued three joint statements on climate change, and worked together with other countries for the conclusion of the historic Paris Agreement.We maintained effective communication and coordination on hotspot issues like the Korean nuclear issue, the Iranian nuclear issue, and Afghanistan and Syria.Such cooperation has brought tangible benefits to both countries and given a strong boost to peace, stability and development of the Asia-Pacific and beyond.3年的成果來之不易，也給了我們很多啟示，最根本的一條就是雙方要堅持不沖突不對抗、相互尊重、合作共贏的原則，堅定不移推進中美新型大國關系建設。這個選擇符合中美兩國人民根本利益，也是各國人民普遍愿望。無論國際風云如何變幻，我們都應該堅持這個大方向，毫不動搖為之努力。

What we achieved over the past three years has not come by easily, and could well serve as guide for the growth of China-US relations in the time to come.Most important, I believe, is that the two sides need to stay committed to the principles of non-confrontation, non-conflict, mutual respect and win-win cooperation, and work steadily toward this new model of major-country relations, for this is a choice that meets the fundamental interests of both the Chinese and American people as well as the wish of all people in the world.Whatever changes in the international landscape, we need to stay on track and work unswervingly toward this overarching goal.現在，我們正處在一個快速發展變化的世界里。世界多極化、經濟全球化、社會信息化深入推進，各種挑戰層出不窮，各國利益緊密相連。零和博弈、沖突對抗早已不合時宜，同舟共濟、合作共贏成為時代要求。作為世界上最大的發展中國家、最大的發達國家和前兩大經濟體，中美兩國更應該從兩國人民和各國人民根本利益出發，勇于擔當，朝著構建中美新型大國關系的方向奮力前行。

China and the US need to expand mutually-beneficial cooperation.Over the past 37 years since the establishment of diplomatic ties, China-US cooperation has grown steadily in both width and depth, bringing real benefits to our people.We need to embrace a win-win perspective and move our cooperation to a higher level.It is imperative that we increase macro-economic policy coordination and work together with other parties concerned to ensure that the G20 Hangzhou Summit delivers positive outcomes to boost confidence and invigorate global growth.It is important that we do our best to conclude a mutually-beneficial bilateral investment treaty at the earliest possible date to foster a new highlight in business and trade cooperation.And it is important that we deepen exchange and cooperation in climate change, development, cyber issues, counter-terrorism, non-proliferation, military-to-military relations and law enforcement, and step up communication and coordination on major international and regional issues as well as issues of global significance.This way, we could bring more real benefits to our people and provide more public goods for greater peace, stability and prosperity of the world.——我們要妥善管控分歧和敏感問題。中美兩國各具特色，歷史、文化、社會制度、民眾訴求等不盡相同，雙方存在一些分歧是難以避免的。世界是多樣的，沒有分歧就沒有世界。一個家庭里還經常有這樣那樣的分歧。有了分歧并不可怕，關鍵是不要把分歧當成采取對抗態度的理由。有些分歧是可以通過努力解決的，雙方應該加把勁，把它們解決掉。有些分歧可能一時解決不了，雙方應該多從對方的具體處境著想，以務實和建設性的態度加以管控。只要雙方遵循相互尊重、平等相待原則，堅持求同存異、聚同化異，就沒有過不去的坎，中美兩國關系就能避免受到大的干擾。

China and the US need to increase communication and cooperation over Asia-Pacific affairs.The vast Pacific should be a stage for inclusive cooperation, not an arena for competition.China pursues a neighborhood diplomacy of amity, sincerity, mutual benefit and inclusiveness, and is committed to advancing peace, stability and development in the Asia-Pacific region.The extensive common interests between China and the US in the Asia-Pacific make it possible for the two countries to keep frequent communication, have more cooperation, and jointly respond to challenges.The two countries may work together to foster a “circle of common friends” that is inclusive rather than exclusive, and both countries should play such a role that they will build and maintain prosperity and stability of this region.——我們要厚植兩國人民友誼。人民友好交往是國與國關系的源頭活水。中美關系發展的基礎是兩國人民相互了解和友誼。我多次到訪美國，無論是艾奧瓦州的老朋友，還是塔科馬市林肯中學可愛的孩子們，對中國人民都抱有友好情誼，讓我深受感動。我高興地看到，去年兩國人員往來近500萬人次。雙方要為兩國各界交往搭建更多平臺、提供更多便利，讓中美友好薪火相傳、生生不息。

China and the US need to enhance friendship among the people.Friendship and exchange among the people provides constant driving force for growing bilateral relations.Mutual understanding and friendship of the peoples provides the basis for the growth of China-US relations.I visited the US many times.Be it my old friends in the State of Iowa, or the lovely children I met in the Lincoln High School of Tacoma, the American people have moved me deeply with their friendly sentiments towards the Chinese people.And I am glad to note that last year alone, some 5 million visits were made between the people of both sides.What we need to do is to build more platforms and keep facilitating these exchanges, so that the friendship between our people will go on from generation to generation.女士們、先生們、朋友們！Ladies and Gentlemen, Friends，今年是中國實施“十三五”規劃開局之年。中國將貫徹全面建成小康社會、全面深化改革、全面依法治國、全面從嚴治黨的戰略布局，落實創新、協調、綠色、開放、共享的發展理念，著力推進供給側結構性改革，推動轉方式調結構，繼續完善對外開放布局。我們對實現中國經濟社會發展既定目標充滿信心。中國將會為世界提供更多發展機遇，將會同包括美國在內的世界各國開展更密切的合作。

The S&ED and the CPE have played a significant role in increasing strategic mutual trust, expanding mutually-beneficial cooperation, and deepening friendship among the people.I wish to express heartfelt appreciation to our teams and to people from all walks of life of the two sides who have taken a great interest in and acted to support the dialogues and consultations.I hope that in the following two days our teams will rise up to their responsibilities, make persistent efforts to build consensus and produce more deliverables in the talks.中國宋代詩人辛棄疾有一句名句，叫作“青山遮不住，畢竟東流去”。意思是天下的大江大河千回百轉，歷經多少曲折，最終都會奔流到海。只要我們堅定方向、鍥而不舍，就一定能推動中美新型大國關系建設得到更大發展，更好造福兩國人民和各國人民。
