大家好!今天，我們懷著喜悅的心情，在這里隆重集會，慶祝澳門回歸祖國15周年，舉行澳門特別行政區第四屆政府就職典禮。

首先，我謹代表中央政府和全國各族人民，向全體澳門居民，致以誠摯的問候!向新就任的澳門特別行政區第四任行政長官崔世安先生，向第四屆政府主要官員、行政會委員，表示熱烈的祝賀!向所有關心澳門、為澳門繁榮穩定作出貢獻的海內外同胞和國際友人，表示衷心的感謝!此時此刻，讓我們共同回憶15年前的今天。那一天，中國政府恢復對澳門行使主權，中華人民共和國澳門特別行政區成立。從此，澳門回到祖國懷抱，走上了同祖國內地優勢互補、共同發展的寬廣道路。這是中華民族發展進程中具有重大歷史意義的事件，開辟了澳門發展新紀元。

15年來，在中央政府和內地大力支持下，在特別行政區行政長官和政府帶領下，澳門社會各界人士齊心協力、團結奮斗，積極推進“一國兩制”實踐，取得了豐碩成果。

——我們高興地看到，“一國兩制”、“澳人治澳”、高度自治方針和澳門特別行政區基本法在澳門社會廣泛深入人心、得到切實貫徹落實，憲法和基本法規定的澳門特別行政區的憲制秩序得到尊重和維護，中央全面管治權有效行使，特別行政區享有的高度自治權受到充分保障。廣大澳門同胞當家作主、依法享有廣泛自由和民主權利，澳門民主政制有序發展，經濟快速增長，居民生活持續改善，社會大局和諧穩定，各項事業全面進步，對外交往不斷擴大。

——我們高興地看到，澳門同祖國內地的交流合作日益密切，繼續為祖國改革開放和現代化建設作出獨特貢獻，分享祖國發展帶來的機遇和成果。澳門同胞對國家的認同感和向心力不斷加強，血濃于水的民族感情不斷升華，愛國愛澳成為社會主流價值觀。

——我們高興地看到，澳門作為中西文化薈萃的歷史文化名城，傳承嶺南色彩的中華文化，融匯歐陸風情，蘊含獨特魅力。生活在澳門的不同族群和諧相處，相互學習，守望相助，展示了澳門活力四射的形象。

實踐證明，只要堅持全面準確理解和貫徹“一國兩制”方針、嚴格按照基本法辦事，堅持集中精力發展經濟、改善民生，堅持包容共濟、促進愛國愛澳旗幟下的廣泛團結，“一國兩制”實踐就能沿著正確方向走穩、走實、走遠，澳門就能擁有更加美好的明天。同胞們、朋友們!

15年來，澳門社會各方面發生了深刻變化，外部環境也發生了深刻變化，在新的歷史起點上，要把澳門經濟社會發展的良好局面鞏固好、發展好，必須再接再厲、開拓進取，為澳門長期繁榮穩定打下更為堅實的基礎。在此，我提4點希望。

第一，繼續奮發有為，不斷提高特別行政區依法治理能力和水平。回歸以來，澳門特別行政區治理體系和治理能力不斷完善和提高。同時，我們也看到，形勢發展和民眾期待給特別行政區治理提出了更新更高的要求。

人類社會發展的事實證明，依法治理是最可靠、最穩定的治理。要善于運用法治思維和法治方式進行治理，要強化法治意識，特別是要完善與澳門特別行政區基本法實施相配套的制度和法律體系，夯實依法治澳的制度基礎。要努力打造勤政、廉潔、高效、公正的法治政府，做到依法決策、依法施政，使特別行政區發展始終沿著法治軌道展開。要加強公職人員隊伍建設和管理，提高依法履職能力。要在全社會弘揚法治精神，共同維護法治秩序，培養造就一大批熟悉澳門特別行政區基本法、具備深厚專業素養的法治人才，為依法治澳提供堅強人才保障。

第二，繼續統籌謀劃，積極推動澳門走經濟適度多元可持續發展道路。這些年來，澳門經濟社會快速發展，同時一些長期形成的深層次矛盾也隨之顯現，發展面臨的風險有所積累。要放眼世界、放眼祖國、放眼未來、放眼長遠，合理制定澳門發展的思路和藍圖，推動澳門經濟社會健康發展。

要善于從長計議，抓住國家全面深化改革的重大機遇，圍繞建設世界旅游休閑中心、中國與葡語國家商貿合作服務平臺的發展定位，推動澳門經濟適度多元可持續發展。這是關系澳門居民利益的大事，也是關系區域發展乃至國家發展的大事。要做好頂層設計，制定具體推進的步驟和措施。要堅持提升自身發展素質能力和加強區域合作“兩條腿”走路。一方面，要以更大勇氣和智慧破解發展難題，加強和完善對博彩業的監管，積極培育新的經濟增長點，不斷推動經濟適度多元可持續發展取得實質性成果。另一方面，要用好中央支持澳門發展的政策措施，深化同祖國內地特別是同廣東省和泛珠三角地區的合作。在區域合作中拓寬澳門發展空間，增強澳門發展動力，努力實現與內地共同發展、共同進步。

第三，繼續筑牢根基，努力促進社會和諧穩定。和諧穩定是經濟社會發展、市民安居樂業的根基。澳門特別行政區政府和各界人士都要倍加珍惜、全力維護和諧穩定的大局。

要堅持以人為本的施政理念，察民情、知民需、解民憂、紓民困，妥善處理社會多元訴求，平衡好各方利益，積極營造更加公平公正的社會環境。要讓廣大居民更好分享發展成果，蘇州中公教育

改善生活質量，提高幸福指數。澳門各界人士要繼續弘揚愛國愛澳的社會主流價值觀，支持特別行政區行政長官和政府依法施政，增強社會凝聚力和正能量，共同致力于實現澳門長期繁榮穩定。同時，要防范和反對外部勢力滲透和干擾，鞏固澳門安定團結的良好局面。

第四，繼續面向未來，加強青少年教育培養。十年樹木，百年樹人。澳門青少年是澳門的希望，也是國家的希望，關系到澳門和祖國的未來。要實現愛國愛澳光榮傳統代代相傳，保證“一國兩制”事業后繼有人，就要加強對青少年的教育培養。要高度重視和關心愛護青年一代，為他們成長、成才、成功創造良好條件。

泱泱中華，歷史悠久，文明博大。中華民族在幾千年歷史中創造和延續的中華優秀傳統文化，是中華民族的根和魂。要把我國歷史文化和國情教育擺在青少年教育的突出位置，讓青少年更多領略中華文明的博大精深，更多感悟近代以來中華民族救亡圖存、發憤圖強的光輝歷程，更多認識新中國走過的不平凡道路和取得的巨大成就，更多理解“一國兩制”與堅持和發展中國特色社會主義、實現中華民族偉大復興中國夢的內在聯系，從而牢牢把握澳門同祖國緊密相連的命運前程，加深民族自豪感和愛國愛澳情懷，增強投身“一國兩制”事業的責任感和使命感。同胞們、朋友們!“一國兩制”是國家的一項基本國策。牢牢堅持這項基本國策，是實現香港、澳門長期繁榮穩定的必然要求，也是實現中華民族偉大復興中國夢的重要組成部分，符合國家和民族根本利益，符合香港、澳門整體和長遠利益，符合外來投資者利益。

繼續推進“一國兩制”事業，必須牢牢把握“一國兩制”的根本宗旨，共同維護國家主權、安全、發展利益，保持香港、澳門長期繁榮穩定;必須堅持依法治港、依法治澳，依法保障“一國兩制”實踐;必須把堅持一國原則和尊重兩制差異、維護中央權力和保障特別行政區高度自治權、發揮祖國內地堅強后盾作用和提高港澳自身競爭力有機結合起來，任何時候都不能偏廢。只有這樣，才能把路走對了走穩了，否則就會左腳穿著右腳鞋——錯打錯處來。

This occasion reminds us of what happened 15 years ago today.On that day, the Chinese government resumed the exercise of sovereignty over Macao, and the Macao SAR of the People’s Republic of China was established.Macao returned to the embrace of the motherland and embarked on a promising path of mutual complementarity and common development with the mainland.That was an event of great historic significance in the development of the Chinese nation and marked a new chapter in Macao’s development.15年來，在中央政府和內地大力支持下，在特別行政區行政長官和政府帶領下，澳門社會各界人士齊心協力、團結奮斗，積極推進“一國兩制”實踐，取得了豐碩成果。

Facts have shown that as long as we understand and implement the principle of “one country, two systems” fully and correctly, strictly abide by the Basic Law, focus on economic growth and people’s wellbeing, uphold inclusiveness and mutual assistance, and promote broad unity under the banner “love the country, love Macao”, the implementation of “one country, two systems” will make steady and continuous progress along the right track and Macao will have a better future.同胞們、朋友們！

The past 15 years have seen profound changes taking place in every aspect of Macao as well as in its external environment.At this new historical starting points, we need to consolidate Macao’s economic and social development and strive for still greater progress.We need to build on past achievements and work with great enterprise to lay a more solid foundation for enduring prosperity and stability of Macao.To this end, I hope Macao will do a good job in the following four aspects:

第一，繼續奮發有為，不斷提高特別行政區依法治理能力和水平。回歸以來，澳門特別行政區治理體系和治理能力不斷完善和提高。同時，我們也看到，形勢發展和民眾期待給特別行政區治理提出了更新更高的要求。

First, continue to make vigorous efforts to enhance the ability and quality of law-based governance of the SAR.Since its return to the motherland, the Macao SAR has constantly improved its governance system and capability.Meanwhile, we have also noted that the evolving situation and people’s expectations have raised new and higher demands for the governance of the SAR.人類社會發展的事實證明，依法治理是最可靠、最穩定的治理。要善于運用法治思維和法治方式進行治理，要強化法治意識，特別是要完善與澳門特別行政區基本法實施相配套的制度和法律體系，夯實依法治澳的制度基礎。要努力打造勤政、廉潔、高效、公正的法治政府，做到依法決策、依法施政，使特別行政區發展始終沿著法治軌道展開。要加強公職人員隊伍建設和管理，提高依法履職能力。要在全社會弘揚法治精神，共同維護法治秩序，培養造就一大批熟悉澳門特別行政區基本法、具備深厚專業素養的法治人才，為依法治澳提供堅強人才保障。

The course of human progress shows that law-based governance is the most reliable and stable way of governance.We need to make good use of the law-based thinking and approach in our governance, increase public awareness of the rule of law and, in particular, improve the institutions and legal systems designed to support the implementation of the Basic Law of the Macao SAR, so as to lay a solid institutional foundation for the governance of Macao in accordance with law.Efforts should be made to build a diligent, clean, efficient and fair government under the rule of law, and ensure that decision-making and policy implementation are carried out in accordance with law, so that the development of the SAR will stay in line with the rule of law.We need to strengthen the ranks of public officials, enhance their regulation and improve their ability to perform their duties in accordance with law.We need to promote the concept of rule of law among the public, encourage them to jointly safeguard the law-based order, train and produce a large number of professionals who are familiar with the Basic Law of the Macao SAR and possess strong legal expertise, so as to provide a strong backing of human resources for the law-based governance in Macao.第二，繼續統籌謀劃，積極推動澳門走經濟適度多元可持續發展道路。這些年來，澳門經濟社會快速發展，同時一些長期形成的深層次矛盾也隨之顯現，發展面臨的風險有所積累。要放眼世界、放眼祖國、放眼未來、放眼長遠，合理制定澳門發展的思路和藍圖，推動澳門經濟社會健康發展。

今天，我們懷著喜悅的心情，在這里隆重慶祝澳門回歸祖國１０周年。１０年前的今天，中葡兩國政府舉行了澳門政權交接儀式，中國政府莊嚴宣告對澳門恢復行使主權，中華人民共和國澳門特別行政區成立。澳門回歸祖國，實現了包括廣大澳門同胞在內的全國各族人民的夙愿，標志著澳門同胞從此真正成為這塊土地上的主人，澳門從此進入歷史發展新紀元。這是中華民族發展史上的一座重要里程碑。

在這里，我代表中央政府和全國各族人民，向全體澳門市民，致以誠摯的問候！向新就任的澳門特別行政區行政長官崔世安先生和特別行政區主要官員、行政會委員，表示熱烈的祝賀！

澳門回歸祖國以來的１０年，是“一國兩制”在澳門成功實踐的１０年，是澳門基本法順利實施的１０年，也是澳門各界人士積極探索符合澳門實際的發展道路、不斷取得進步的１０年。回顧澳門回歸祖國１０年來的不平凡歷程，可以得出以下重要啟示。

第一，必須全面準確理解和貫徹“一國兩制”方針。“一國兩制”是一個完整的概念，“一國”和“兩制”緊密相連。要全面準確理解和貫徹“一國兩制”

方針，關鍵是要把愛國和愛澳有機統一起來。既要維護澳門原有的社會經濟制度、生活方式，又要維護國家主權、統一、安全，尊重國家主體實行的社會主義制度；既要維護澳門特別行政區依法享有的高度自治權，充分保障澳門同胞當家作主的主人翁地位，又要尊重中央政府依法享有的權力，堅決反對任何外部勢力干預澳門事務。今年年初，澳門基本法第二十三條立法順利完成，充分體現了澳門特別行政區政府、立法會和澳門各界人士對維護國家安全和利益的高度責任感，也為澳門長治久安提供了堅實保障。只要澳門同胞繼續發揚光榮傳統，在愛國愛澳旗幟下實現最廣泛的團結，就一定能夠構筑起澳門長期繁榮穩定的牢固政治基礎。

第二，必須嚴格依照澳門基本法辦事。澳門基本法在澳門特別行政區法律體系中具有最高地位。依法治澳，就是要按照澳門基本法辦事，堅決維護澳門基本法的權威。澳門回歸祖國以來，特別行政區政府和各社會團體堅持不懈宣傳推廣澳門基本法，自覺以澳門基本法規范行政、立法、司法行為和處理政制發展等重大問題。這是澳門特別行政區１０年來所取得的一項重要成就。要在這一基礎上進一步健全澳門特別行政區各項法律法規，加強制度建設，特別是要按照以人為本、勤政、廉潔、高效的要求，完善政府行政規章制度，促進澳門特別行政區政府管治水平不斷提高。

第三，必須集中精力推動發展。發展是硬道理。澳門特別行政區政府和社會各界人士在過去１０年中始終牢牢把握發展這個主題，避免政治紛爭和社會內耗，形成了經濟快速增長、民生明顯改善的良好局面。在今后的發展中，要更加注重集民智、聚民心、匯民力，更加注重發展的全面性、協調性、可持續性，切實提高澳門抵御各種經濟金融風險能力。當前，特別要充分利用中央政府已經采取的一系列支持澳門發展的政策措施以及國家頒布實施《珠江三角洲地區改革發展規劃綱要》、《橫琴總體發展規劃》的有利機遇，加強同內地特別是廣東省的合作。要繼續加強和完善對博彩業的管理，努力推動澳門經濟適度多元發展。要統籌規劃，加大教育、科技、文化、衛生、體育等社會事業投入，使發展成果惠及廣大澳門市民，致力于提高市民生活綜合素質，促進澳門經濟社會全面協調可持續發展。

第四，必須堅持維護社會和諧穩定。澳門是一個多元化社會。各階層各界別雖然利益多元、訴求多樣，但根本利益是一致的。良好的治安環境、融洽的社會氛圍、穩定的發展局面是澳門全社會的共同福祉。包容共濟是促進澳門社會和諧穩定的良方益策。澳門同胞向來講團結、重協商，只要大家在維護澳門長期繁榮穩定的大目標下相互尊重、求同存異、加強溝通、顧全大局，就一定能夠找到解決矛盾和問題的辦法，為澳門各項事業發展營造良好社會氛圍。

第五，必須著力培養各類人才。人才是各項事業發展之本。不斷提升澳門競爭力，最關鍵的支撐因素是人才。要著眼長遠，增強緊迫感，大力發展教育、科技、文化事業，培養造就一大批澳門社會發展需要的政治人才、經濟人才、專業技術人才以及其他各方面人才。要高度重視和加強愛國愛澳優秀年輕人才培養，使澳門同胞素有的愛國愛澳傳統薪火相傳、發揚光大，使“一國兩制”事業后繼有人。

同胞們、朋友們！

“一國兩制”事業是香港特別行政區、澳門特別行政區和祖國內地共同發展繁榮的事業，也是中華民族偉大復興事業的重要組成部分。在已經取得成功經驗的基礎上，把這一偉大事業繼續推向前進，需要中央政府和香港特別行政區政府、澳門特別行政區政府以及社會各界人士共同努力。在這里，我鄭重重申，中央政府將繼續堅定不移貫徹“一國兩制”、“港人治港”、“澳人治澳”、高度自治的方針，嚴格按照香港基本法、澳門基本法辦事，全力支持香港特別行政區、澳門特別行政區行政長官和特區政府依法施政。中央政府對香港、澳門采取的任何方針政策措施，都會始終堅持有利于保持香港、澳門長期繁榮穩定，有利于增進香港、澳門全體市民福祉，有利于推動香港、澳門和國家共同發展的原則。偉大的祖國始終是香港、澳門繁榮穩定的堅強后盾。
