艾哈邁達巴德市長歐拉先生，印中經濟文化促進會秘書長薩其布先生，親愛的老師和同學們，女士們，先生們：

Dear students and the faculty, Ladies and Gentlemen，下午好！

Good afternoon!

非常高興參加中國和印度攜手舉辦的“中印綠色倡議”活動。感謝艾哈邁達巴德市政和印度中國經濟文化促進會組織此次很有意義的活動。同時，我要感謝華為、中興以及印度阿達尼集團對本次活動的慷慨贊助。

It's a great pleasure for me to participate in this event to launch the China-India Green Initiative.I would like to thank Ahmedabad Municipal Corporation and India-China Economic and Cultural Council for their efforts to organize this meaningful event.My thanks also go to Huawei Telecommunication India and ZTE Telecom India, two Chinese telecom companies in India and ADANI Company of India for supporting the project.親愛的同學們，當今世界面臨全球變暖和環境惡化所帶來的巨大挑戰。國際社會正協同合作，想方設法努力解決各種問題。正如我們所知，除了減少溫室氣體排放，植樹造林也是緩解溫室效應的一個有效途徑。樹木通過吸收二氧化碳和凈化空氣，在保護生態系統方面發揮了重要作用。因此，今天你們的植樹活動非常重要和及時，事實上你們為保護地球、為人們營造更加綠色和宜居的環境作出了具體貢獻。我得知你們每個人將種植兩棵樹，這些樹以你們的名字命名。而這些樹植入了射頻識別等新技術，你們可以通過電腦或手機遠程觀察樹木的生長過程，幫助你更好地照顧這些樹木。我相信，在你們細致的照料下，這些樹木每天都將茁壯成長。

Dear Students.Today, the world is facing with mounting challenges posed by the global warming and environmental degradation.The international communities are joining their efforts by taking various kinds of measures to meet the challenges.As we all know, apart from reducing green house emission, reforestation is also an effective way to mitigate the green house effect.Trees can play an important role in protecting eco-system by absorbing carbon dioxide and cleaning the air.Therefore, your noble initiative today is very significant and timely, by which you are in fact doing concrete contribution to the protection of our planet and making it greener and more livable to human being.I am told that each of you will plant and adopt two trees.The trees will be named after you.New technology, such as Radio Frequency Identification, will also be used to monitor the growth of the plants through your computer or cell phone at a distant place, helping you take better care of the trees.I am sure under you meticulous care these trees will flourish day by day.中國和印度都高度重視保護環境，并致力于加大環境保護力度，以減輕全球變暖的趨勢。在中國，我們將每年的3月12日作為植樹節。中國已與包括印度在內的其他國家就氣候變化問題開展全面合作。同時，我們積極采用新的環保技術生產綠色和清潔能源。

China like India attaches great importance to the protection of environment and committed to contribute her share to mitigate the trend of the global warming.In China, we have set aside a special day as Tree Planting Day and have carried out comprehensive cooperation with India and other countries on climate change issues.At the same time, new and environmentally friendly technologies are employed to produce green and clean energy.親愛的同學們，中國有一個古老諺語“十年樹木，百年樹人”。中國和印度的人口中很大一部分是年輕人。你們將是我們兩國的未來。近年來，兩國在教育和文化等領域開展了多個合作項目。中印雙方積極推動學生交流計劃、中文和印地語教學以及建立中印校際伙伴關系等，這些項目都富有成效。近年來，已有490名印度學生獲得中國政府提供的獎學金，在中國學習各種專業。目前已有超過9000名印度學生在中國學習，2000多名中國學生在印度學習。相對于兩國龐大的人口基數，這些數字顯得渺小。我們仍有大量契機擴大雙方在教育領域的合作，特別是在高等教育方面的合作。2011年是中印交流年，我衷心希望，中印兩國在教育，文化和人員交流方面取得新的進展。

Dear students.In China, there is an old proverb saying that “it takes ten years to grow a tree, but a hundred years to bring up a generation of people”.Both China and India have a big percentage of young population.You are the future of our two countries.In recent years, both countries have carried out many cooperative projects in the fields of education and culture.Student exchange programs, Chinese and Hindi language teaching and intercollegiate partnership are going on actively, producing positive result.In recent years, already 490 Indian students have received Chinese Government scholarships and studied various disciplines in China.Currently more than 9000 Indian students are studying in China and over 2000 Chinese students in India.In view of our two big populations, the figures are too small.There are still abundant opportunities for us to expand cooperation in educational field, especially in higher education.2011 has been designated as the Year of China-India Exchange by leaders of two countries.I earnestly hope that two countries can make new headway in educational, cultural and people-to-people exchanges.親愛的同學們，在兩國領導人和兩國人民的關心和共同努力下，中印關系正全面均衡發展。中印戰略合作伙伴關系更加穩固，政治互信不斷加強。經濟上，中國和印度已經成為彼此的主要貿易伙伴。在國際舞臺上，兩國在許多問題上有著共同利益和相似立場，并發揮著越來越重要的作用。我們認為，中印關系已超越雙邊范疇，具有全球和戰略意義。中國和印度是致力于和平與發展的伙伴。讓我們攜起手來，為兩國和兩國人民，為世界建設一個更加美好的未來。

Dear students.With the care and joint efforts of leaders and people of two countries, China-India relations are developing in an all around manner.Strategic Cooperative Partnership between China-India is gaining momentum and mutual political trust has been enhanced.Economically, China and India are already major trading partners to each other.In the international arena, both countries share similar interests and positions on many issues and are playing an increasing significant role.We are of the view that China-India relations have gone beyond the bilateral context and acquired the strategic and global dimension.China and India are partners for peace and development.Let's join our hands to work for a better future for our two countries and two peoples as well as to the whole world as well.最后，我衷心祝愿中印友誼與合作像今天種下的樹木一樣茁壯成長！

Finally, I sincerely wish the friendship and cooperation between China and India will grow like trees stronger and stronger day by day!

各位來賓、各位朋友：

Distinguished guests and dear friends，再過一天就是中國農歷新年。值此新春佳節來臨之際，我謹代表中國駐荷蘭使館全體同事，向各位來賓和朋友致以節日的問候，衷心祝愿大家在新的一年里事業興旺、家庭幸福、萬事如意！

The Chinese Lunar New Year is coming one day later.On behalf of my colleagues of the Chinese Embassy, let me take this opportunity to extend our Spring Festival greetings to everyone, and wish you all the best in the coming year.春節是中國最重要的傳統節日，也最能集中地展示中國文化的深刻內涵。對中國人來說，春節最重要的內容就是家庭團圓。無論身在何方，人們都會設法趕回家中，共享親人的關愛、家庭的和諧、團聚的歡樂。今天我們在這里舉辦這樣一場國際大家庭的聚會，目的就是營造一個家的氛圍，在這樣的氣氛中，“共品中國年味，同慶兔年新春”，一起享受節日的歡樂，共同期待充滿希望的新的一年。

Indeed, along with the fast development of globalization, people in different nations are more closely interdependent to each other and the world is becoming an international family.In the process of promoting friendly relations among nations, culture has been always playing an important role.As I see it, real communication always starts with culture exchange.The commonalities between cultures have enabled peoples of different complexions and languages to recognize each other, while the divergences between cultures have provided us with possibilities to learn from each other.It is my sincere hope that through the bridge of culture we will better understand each other, learn more from each other and build our mutual trust even stronger, so as to make our world a real peaceful, harmonious and prosperous one.中華民族是一個多民族大家庭，56個民族的兄弟姐妹長期以來和睦相處，共同發展，也孕育了豐富多彩、充滿魅力的多元中國文化。我們榮幸地邀請到中國青海省歌舞團，為大家獻上一臺充滿濃郁中華民族風情的演出。青海省位于中國西部，是多民族聚居區，有著豐厚的文化底蘊。相信通過他們精彩的表演，大家既能充分享受藝術之美，也更深切地感受中國各民族和諧共處的美好生活，增進大家對中國和中國文化的全面了解。

Chinese nation is a big family comprised of multi-ethnic groups.The 56 ethnic groups see each other as brothers and sisters, enjoying harmonious coexistence and common development.Together we have fostered the colorful and glamorous Chinese multi-culture.Now it is my honor to present to you the famous troupe of Qinghai Province, China, who will stage a marvelous show featured with Chinese ethnic cultural traditions.Qinghai Province is located in the western part of China, where we see many ethnic groups representing different culture.I hope their excellent performance will bring you not only artistic enjoyment but also a better picture of the harmonious coexistence and happy life of Chinese ethnic groups as one big national family so as to have a more complete understanding of China and its culture.最后，祝兔年給所有的朋友帶來好運、健康和幸福。我也祝愿中荷關系和各領域合作，如同兔子奔跑一樣，實現跨越式發展。

Finally, I hope the Year of Rabbit will bring good luck, good health and happiness to all my friends.At the same time, it is my sincere hope that Sino-Dutch relationship and our cooperation in all fields will also achieve their leapfrog developments, like rabbit leaping, in the coming year.謝謝大家。Thank you.Hospital emergency rooms treat injured fingers all the time.Without treatment, a bad cut can lead to permanent damage.But how should a person know when a bleeding cut is serious enough to require medical attention?

We asked Dr.Martin Brown, chairman of the department of emergency medicine at Inova Alexandria Hospital in Virginia.First, the medical term for a cut or tear in the skin is a laceration.Dr.Brown says the length is usually not as important as the depth.He says a long cut on a finger can likely be treated without a visit to a doctor if the wound is not very deep.MARTIN BROWN: “If you have a short but deep laceration where there's been a structure underneath that's been damaged--a tendon, a nerve, a blood vessel laceration--it may, in fact, need professional attention.”

Some injuries--like a fingertip that gets cut off--might even require surgery to repair.MARTIN BROWN: “That requires a specialist to either file down the bone or reattach the fingertip.More often, filing down the bone is what is done because reattaching a fingertip is often not successful.”

How a wound bleeds can be a sign of how serious it is.Minor cuts usually produce what is known as venous bleeding.This means the blood flows steadily from the injury.The bleeding will often stop when pressure is put on the wound.Dr.Brown says in most cases holding direct pressure with clean gauze or a cloth for four to five minutes should stop the bleeding.With a cut finger, holding the hand above the heart can reduce the loss of blood.But if a cut appears to be pumping blood out with some force, this may be a sign of arterial bleeding.This kind of injury should be treated by a medical professional as soon as possible.Even a cut that does not require medical attention must be kept clean to prevent infection.Small cuts should be cleaned gently with clean water.Use a washcloth to clean the area if the wound is dirty.Dr.Brown says cuts should be covered with a clean, dry bandage.Bacteria and other microorganisms can enter the body through a cut in the skin.One kind of infection that can result is tetanus.The first signs of this disease include difficulty opening the mouth--often called lockjaw--and difficulty swallowing.Tetanus can be deadly.But children and adults can be protected against tetanus with vaccinations.Adults should be vaccinated against tetanus every ten years.

尊敬的印中經濟文化促進會主席P.S.Deodhar先生，尊敬的各位來賓，女士們，先生們：

Honorable Mr.P S Deodhar, President of ICEC, Distinguished guests, Ladies and Gentlemen，很高興能再次訪問古吉拉特，這是一個美麗和充滿活力的地方，也是圣雄甘地的故鄉。能為印中經濟文化促進會古邦分會揭幕，并與在座的各位商界代表們共同探討中印貿易與投資機遇，推進雙邊經貿合作，我感到十分榮幸。首先，我謹代表中國駐印度大使館，向在座的所有朋友表示感謝，感謝你們對推動中印友好合作發展的鼎力支持。今天，我想利用這個機會與大家分享我對中印關系和中印合作的看法。

I am very happy to visit Gujarat again, a beautiful and vibrant state and also the birthplace of Mahatma Gandhi.I also feel greatly honored to attend this gathering to inaugurate the Gujarat Chapter of India and China Economic and Culture Council and participate in a presentation on “India China Trade and Investment Opportunities” to exchange views with you on how to advance our bilateral economic and commercial cooperation.First of all, on behalf of the Chinese Embassy in India, I would like to express my gratitude to all friends present here today for your keen interests in and valuable support to the development of China-India cooperative relations.Today, I want to use this occasion to share with you my views on our relations and cooperation.第一，關于中印關系。

First, on China and India bilateral relationship.我們都知道，經濟關系不能脫離政治關系。政治關系始終對經濟合作有導向作用，中印關系更是如此。中印建交61年來，除了短暫的跌宕期，中印關系在整體上保持穩步發展。

As we all know, economic relations can not be separated from political relations.The political relations always have direct bearing on economic cooperation.This is more so in China and India relations.In the past 61 years since China and India established diplomatic relations, our bilateral relations on the whole enjoyed a steady development, except for a very short period of ups and downs.進入21世紀，中印關系邁上了快速發展的軌道。特別是過去幾年，中印關系取得了積極和豐碩的成果。2005年，中國國務院總理溫家寶訪問印度。雙方建立了面向和平與繁榮的戰略合作伙伴關系。2006年，中國國家主席胡錦濤訪印期間，兩國制定了深化合作的“十項戰略”。2008年，印度總理曼莫漢·辛格訪華，兩國宣布了《關于二十一世紀的的共同展望》。去年，中印建交60周年，雙方舉辦了“中國節”和“印度節”，印總統帕蒂爾和溫家寶總理實現成功互訪。今年是“中印交流年”，旨在推動教育、文化、人文等領域的友好交流與合作。所有這些高層互訪和交流活動增加了彼此互信，并為各領域關系的發展提供了堅實的政治基礎。

Since the beginning of the 21st century, the relationship between China and India has entered into a fast track of development.The past few years in particular have witnessed active and fruitful interactions between two countries.In 2005, Chinese Premier Wen Jiabao visited India.Two sides established strategic cooperative partnership for peace and prosperity.In 2006, two countries formulated the “Ten Pronged Strategies” to deepen the partnership during Chinese President Hu Jintao's visit to India.In 2008, during Indian Prime Minister Mamohan Singh's visit to China, two countries announced A Shared Vision for the 21st Century.Last year, President Patil and Premier Wen Jiabao paid successful visits to each other's country on the occasion of the 60th anniversary of the establishment of bilateral diplomatic relations as well as the China Festival and Indian Festival.This year has been declared as China-India Exchange Year, aiming at pushing the friendly exchanges and cooperation in education, culture and people-to-people to a new height.All these high level exchanges and related events have increased mutual trust and provided solid political assurance for the development of our relations in all aspects.再則，令人鼓舞的是，兩國領導人均從戰略和長遠角度看待中印關系，高度重視發展互利合作關系。胡錦濤主席曾經說過，印度是中國的重要鄰國。中方愿與印方一道，保持進一步發展中印戰略合作伙伴關系的良好勢頭，努力維護兩國的共同利益。印度總理辛格在不同場合多次表示，世界上有足夠的空間供中印度共同發展。在此基礎上，溫家寶總理說，世界上有足夠的空間供雙方開展合作。在兩國領導人的關心和支持下，中印關系已超越雙邊范疇，具有全球和戰略意義。

Moreover, it is encouraging to see that the leaders of our two countries have viewed our relationship in a long and strategic perspective, and attach increasing importance to the development of our mutually beneficial cooperative relations.President Hu Jintao once said India is an important neighbor of China.China is ready to work with India to maintain the sound momentum for further advancement of the China-India Strategic and Cooperative Partnership and work with India for the common interests of our two countries.Indian Prime Minister Dr.Mammohan Singh stated on several occasions that there is enough room in the world for India and China to achieve common development.On top of this, Chinese Premier Wen Jiabao added that there is enough space in the world for China and India to cooperate with each other.With the personal care and support of our leaders, China-India relations have gone beyond the bilateral dimension and assumed global and strategic significance.我們充分認識到，由于歷史原因，中印關系還存在分歧和挑戰。但兩國關系日趨成熟，能夠妥善處理這些分歧與挑戰，不會影響兩國其他領域的合作。

We are fully aware of the fact that there are differences and challenges left over by history in our relations.But two countries are matured enough to properly handle them and not let them to hinder our cooperation in other fields.盡管有媒體炒作中印關系，我始終堅信中國和印度是合作伙伴而非對手，更不是如某些人所稱的帶有火藥味的競爭對手。如果中印兩國共同發聲，世界必須對此有所覺悟。如果中印兩國攜手共進，我們可以達到目標，實現共同繁榮。基于上述看法，我對中印關系以及中印經濟合作的未來表示樂觀。

In spite of the media hype on China-India relation, I am in firm belief that China and India are partners for cooperation, rather than rivalries or bitter competitors as some one have claimed.If China and India speak, the world has to listen.If two countries join the hands and work together, we can achieve what we want and prosper together.On the basis of above assessment, I am optimistic about the future of our relations as well as our economic cooperation.第二，關于中印經濟合作。

Second, on bilateral economic cooperation.中國和印度是當今世界上兩個快速發展的新興經濟體。中印兩國的經濟發展成就和合作引起了國際上越來越多的關注。兩國總人口超過25億，經濟增長保持在年均8%至9%的速度，中國和印度已成為世界經濟增長的動力來源。在這種情況下，兩國的經濟合作具有全球重大意義。

China and India are two fast emerging economies in the world today.Their economic performance and interactions have attracted increasing attention around the world.With a total population of more than 2.5 billion and a growth rate at 8 to 9 per cent annually, China and India have become powerhouses for world economic growth.Under this circumstance, our bilateral economic cooperation has acquired global significance.在雙方共同努力下，中印經濟合作取得了顯著進展，并成為兩國關系的亮點。2010年雙邊貿易額達到617億美元，是10年前的20倍。今年上半年，雙邊貿易保持強勁的增長勢頭，貿易額已達352.7億美元，比去年同期增長16.1％。

Thanks to the concerted efforts of both sides, China and India economic cooperation has scored significant progress and become a main feature of our relations.The bilateral trade volume reached 61.7 billion in 2010, 20 times of increase within 10 years.During the first half of this year, the bilateral trade maintains a strong momentum of growth.The two-way trade volume has reached 35.27 billion USD, with 16.1% of increase on year on year bases.作為兩個快速發展的新興經濟體，中國和印度有著各自的競爭優勢。中國的優勢在于制造業和基礎設施建設。印度則在服務業，軟件外包和生物制藥等領域具有優勢。兩國在許多方面具有互補性，并且已在許多方面協同合作。我們應該充分發揮各自的優勢，在平等互利的基礎上繼續擴大合作。

As two fast emerging economies, China and India each has its competitive edge.China is strong in manufacturing and infrastructure development.India, on its part, has its advantage in areas such as service sector, software outsourcing and bio-pharmaceutical.Two economies are complementary to each other in many ways and enjoy certain degree of synergy.We should give our respective potentials to full play and expand our cooperation on the basis of equality and mutual benefit.近年來，中印兩國相互投資不斷增長。一些知名中國企業來到印度投資或與印度同行成立合資企業。華為和中興分別在印度設立了軟件研發中心。一些中國制造企業，如三一重工和柳工分別在浦那和印多爾市設廠已有幾年，生產建筑工程設備。值得一提的是，在浦那的亞普（YAPP）--ZOOM合資公司是第一家在印度生產汽車塑料油箱的公司。此外，許多電力、家電、輕工等企業也計劃在印度設立生產線。這些項目將不僅提升印度的制造能力和當地產業結構，而且還將為當地創造大量就業機會，促進地區經濟和社會發展。

Recent years also witnessed growing mutual investment between two countries.Some renowned Chinese companies have come to India to invest or entered into joint venture with Indian counterparts.Huawei Telecommunications India and ZTE Telecom India have set up R&D centers in India to develop software for their equipments.Several Chinese manufacturing enterprises, such as Sany heavy Industry(India)Pvt.in Pune, Liugong India Pvt.in Indore are already producing construction equipments in India for several years.It is worth mentioning that YAPP-ZOOM joint venture in Pune is the first of its kind producing automotive plastic oil tank in India.Furthermore, many Chinese companies in power sector, home appliances, light industry, etc.are also planning to set up production lines in India as well.Those projects would not only increase the manufacturing capacity and upgrade the local industry structure, but also create a large number of job opportunities for the local people and promote the social and economic development in the regions.在我來這之前，我在班加羅爾出席了 “新印度鋼鐵有限公司”首期落成典禮。這家公司由中國兩家制造業和貿易公司，即中國新興際華集團和中國五礦集團，與兩家印度公司和一家美國公司共同投資并組成戰略聯盟。第一階段年產80萬噸鐵礦石球團廠的建設已經順利建成投產。在下一階段，將繼續建成一個年產20萬噸的球磨鑄管廠和年產250萬噸的鋼廠。整個項目完成時總投資將達到850億盧比，這將提升印度的鋼鐵加工技術及鋼產量。從中我們看到中印在經濟領域的通力合作。但我必須說，相對于兩國的經濟規模，無論是在規模或數量上，我們之間的合作水平還比較低。因此，有大量的合作空間需我們共同開發。

Before I came here, I was in Bangalore attending the Commissioning Ceremony of Xindia Steels Limited yesterday.Two Chinese Manufacturing and Trading Companies, China Xingxing Group and China Minmetals Group, have formed strategic alliance with two Indian companies and one American company.The first phase of construction of 8-hundred-thousand million tones per annual Iron Ore Pelletization Plant has been successfully completed and commissioned.In next phases, a ductile iron pipes factory with the production capacity of 2 hundred-thousand tons and a steel factory with the production capacity of 2.5 million tones per annum will be added.By the time when the whole project is finished with total investment of Rs.8500 crores, it will increase the capability of iron processing and steel production of India.From the above, one can see the vigorous cooperation between China-India in economic field.But I must say, in view of the magnitude of our two economies, the level of our cooperation is still rather low whether measured by scale or quality.Therefore, there are still plenty of rooms for us to explore.第三，關于促進中印經濟合作的建議。

Third, suggestions to boost our economic cooperation.從中印經濟發展潛力來看，目前我們的經濟合作水平有很大不足，遠不能令人滿意。溫家寶總理去年12月訪印期間，中印雙方設立了到2015年將雙邊貿易額提升至1000億美元的目標，并同意將合作范圍擴展至基礎設施、環境、交通、電信、銀行和金融等領域。如何達成上述目標，這對我們是一個挑戰性的任務。我認為以下幾個方面至關重要：

In view of the potentiality of our two economies, the current level of our economic cooperation is far from being satisfactory or adequate.During Premier Wen Jiabao's visit to India last December, two sides have set a new trade target of 100 billion USD by the year of 2015 and agreed to expand the scope of our cooperation by extending it into infrastructure, environment, transportation, telecommunication, and banking and finance.How can we accomplish the target set by our leaders, it is a challenging task for us.I think the following areas are crucial.首先是促進雙邊貿易多元化。目前，從印度出口到中國的主要商品是礦產、棉花、化學制品、藥品以及鋼鐵、珠寶和寶石等。而中國向印度出口的主要是電氣設備，建筑機械，有機化肥，鐵鋼產品等等。我認為，中印雙方應積極研究方法和手段，促進雙邊貿易結構的多元化，擴大貿易范圍和項目，增加出口產品的科技含量和附加值，致力于促進中印雙邊貿易健康、平衡、可持續發展。

First, boosting and diversifying bilateral trade.Currently, the main exports from India to China are mineral products, cotton, chemicals and medicines as well as products of iron and steel, jewelry and precious stones etc.While the main exportation from China to India are electrical equipments, construction machinery, organic chemicals, products of iron and steel, etc.In my view, both sides should actively look into the ways and means to diversify our bilateral trade structure, expand the scope and items, and increase the technological content and added value of exporting products, with an aim to achieve a balanced, sustainable and healthy bilateral trade.二是擴大服務貿易。中國和印度在服務貿易領域具有巨大的合作潛力。中國的強項在于旅游業和交通便捷，而印度則強在軟件、信息技術、金融、保險等領域。兩國的服務貿易市場廣闊。以旅游業為例，去年中國、日本、韓國三國間人員往來達1656萬人次。而中國和印度的這個數字不到60萬。無法相提并論。此外，中國企業還可以充分利用印度的英語語言技能及技術人才方面的優勢惠及兩國。

Second, expanding service trade.China and India hold great potential for cooperation in this sector.China is relatively strong in tourism, transportation, while India strong in software, IT, finance, insurance etc.Both countries have big markets for service trade.Taking tourism for example, last year, there were 16.56 million people from China, Japan and South Korea traveling between three countries.While the figure for China and India is less than 6 hundred thousand.There is no comparison to speak of.Besides, Chinese companies can also take full advantage of the English language skill as well as the technical talents in India for the benefit of both countries.三是促進雙向投資。根據雙方的統計數據，截至2010年底，中印雙向投資不足4億美元，在各自外國直接投資總額中所占比例很低。這與兩國的經濟規模和發展速度不相匹配。中國政府鼓勵中資企業走出國門，同時也歡迎外國企業來華投資。我們也希望印度政府，包括地方邦政府，能為中國企業在內的所有外資企業提供更為有利的投資環境和政策支持。

Third, promoting two-way investment.According to the statistics from both sides, the accumulative investment of each in the other side is less than 400 million USD by the end of 2010, occupying very low ratio in each other's total FDI.It does not match with the economic scale and rapid development of both countries.Chinese government encourages Chinese investors to go abroad and also welcome foreign investors to invest in China.We also hope that the Indian government including the state governments could provide more conducive investment environment and favorable policy support for the interested foreign companies including Chinese enterprises to come and invest in India.四是加強在基礎設施建設方面的合作。根據印度剛剛公布的第十二個五年計劃，印度將投資1萬億美元用于基礎設施建設。中國也將基礎設施建設作為“十二五”規劃的主要項目。這將為兩國企業相互配合創造新的機遇。

Fourth, enhancing cooperation in infrastructure development.According to the just announced 12th Five Year Plan, India is going to invest 1 trillion UDS in infrastructure development.So as China, infrastructure development will remain to be a main sector for investment in the China's 12th Five Year Plan.This opens new opportunities for companies of both countries to cooperate with each other.五是雙邊自由貿易協定或區域貿易協定談判。雙邊自由貿易協定和區域貿易協定可以大大促進中印貿易的發展。中印應盡早啟動談判進程。作為第一步，兩國可作好區域貿易安排，同時為簽訂全面的雙邊自由貿易協定打下基礎。

Fifth, negotiating bilateral Free Trade Agreement or Regional Trade Agreement.Both FTA and RTA can significantly facilitate bilateral trade in big way.China and India should start as early as possible the negotiation process.As first step, two countries can work on a regional trade arrangement and at the same time preparing the ground for a full-fledged FTA.此外，中印應繼續在世貿組織、金磚國家和20國集團和其他國際組織框架下以及多哈回合和氣候變化談判上協調合作，并積極致力于國際金融體系改革，更有效地維護兩國的共同利益和其他發展中國家的利益。

Besides, China and India shall continue to collaborate within WTO, BRICS, G20 and other international mechanism as well as in Doha Round and climate change negotiations, and in the reform of international financial system so as to effectively safeguard our common interests and the interests of other developing countries.第四，關于中國和古吉拉特邦之間的合作。

Fourth, cooperation between China and Gujarat.古吉拉特邦是一個充滿傳奇色彩的地方，具有非常重要的戰略地理位置。作為一個充滿活力之邦，古吉拉特在許多領域是印度的“領頭羊”，舉幾個例子，如出口總量、GDP增長速度和人均GDP。古邦也是印度的工業中心和工業化程度最高的邦。在化工、石化、汽車、工程、農業和食品加工、紡織品和珠寶方面具有優勢。而且，古吉拉特還是印度奶業先驅，以“白色革命”著稱。同時，古邦具有悠久的傳統手工業。近年來，古邦經濟快速增長，成為外商投資的理想之地。但我必須承認，中國和古吉拉特邦之間的合作程度還很低。中國企業在古邦屈指可數。這說明過去我們做的還遠遠不夠。這也意味著有很大的發展空間等待我們開發。鑒此，印中經濟文化促進會將在促進和擴大中國和古邦合作方面發揮重要作用。古邦商人以優秀的經商能力享譽世界。希望你們能抓住機遇，在貿易、投資和合作項目等方面擴大與中國企業的合作。歡迎你們為進一步促進中國與古吉拉特邦之間的經濟合作提出想法和建議。

Gujarat, the land of the legends, is situated in a very strategic geographical location.As a vibrant state, Gujarat occupies number one position in many areas, such as exporting volume, GDP growth rate and per capita of GDP, just to mention few.It emerges to an industrial hub with India's most industrialized state.It is strong in chemical and petrochemical, automobile and engineering, agro and food processing, textiles and jewelry.Furthermore, Gujarat is also the pioneer of Indian dairy industry, known as White Revolution, and has long tradition in handicraft industry.In recent years, it has enjoyed fast economic growth and become an ideal destination for foreign investments.But I must confess that the level of cooperation between China and Gujarat is low.The presence of Chinese companies is insignificant.Which indicates that not enough has been done in the past.It also means that there are great potentials for us to tap.In this respect, India-China Economic and Cultural Council can play critical role in facilitating the expansion of cooperation.Business community of Gujarat is world-famous for their entrepreneurship.I encourage you to seize the opportunity and explore the cooperation with Chinese enterprises in trade, investment and joint projects.Your ideas and suggestion for further promotion of economic cooperation between China and the State of Gujarat are most welcomed.女士們，先生們：
