Madam Shen Yongfang, Mr Lu Jian, Ladies and Gentlemen，很高興出席倫敦時裝周“時尚深圳”活動。我謹代表駐英國大使劉曉明對深圳市代表團表示熱烈歡迎，并對此次“時尚深圳”活動的舉辦表示衷心祝賀！

It is my great pleasure to attend the Fashion Shenzhen event as part of the London Fashion Week.On behalf of my husband Ambassador Liu Xiaoming, I wish to warmly welcome the delegation from Shenzhen and offer my congratulations on the Fashion Shenzhen event.倫敦是世界知名時尚之都，據(jù)設在紐約的“全球語言觀察”（GLM）組織今年8月的最新排名，倫敦全球排名第三。倫敦時裝周則是世界四大時裝周之一，以多元化及充滿活力和創(chuàng)造力著稱,被稱為最具創(chuàng)意、最不媚俗的時裝周，亦被稱為新銳設計師的搖籃。今年是深圳連續(xù)第三次組團參加倫敦時尚周，我認為“時尚深圳”這一活動具有多重意義。

London was listed in August as the world's number three fashion capital by the New York-based Global Language Monitor.As one of the “big four” fashion weeks in the world, the London Fashion Week is famous for its diversity and creativity, and for being a cradle for promising young designers.This is the third year for Shenzhen to join the London Fashion Week.I believe Shenzhen's participation is important in many ways.第一，深圳就是“創(chuàng)新”、“創(chuàng)意”的代名詞。眾所周知，深圳是中國改革開放的先驅和樣板。就在本月初，深圳剛剛慶祝了特區(qū)成立30周年。經過30年的不懈努力，深圳從一個邊陲小鎮(zhèn)發(fā)展成為一座現(xiàn)代化大城市，創(chuàng)造了世界工業(yè)化、現(xiàn)代化、城市化發(fā)展史上的奇跡。深圳的發(fā)展得益于創(chuàng)新與突破，而這正是時尚的要義和靈魂。

First, Shenzhen is a known for its innovative capacity.It is a fore-runner of China's reform and opening-up.It just celebrated the 30th year of its Special Economic Zone status earlier this month.People talk about the Shenzhen Miracle, as it was transformed from a fishing village to a modern big city in just 30 years time.Bold innovation has made this miracle possible, the same innovation that is crucial to the fashion industry.第二，深圳是中國時尚創(chuàng)意產業(yè)的前沿城市。深圳時裝業(yè)總體研發(fā)、設計水平在中國國內居領先地位，2009年實現(xiàn)產值約130億英鎊，其中50%為出口。當前，深圳正力爭打造中國乃至國際性的“時尚創(chuàng)意之都”。通過參加國際知名時裝周，深圳既可展現(xiàn)自身時裝產業(yè)發(fā)展水平，更可了解英國市場和世界時尚風潮。

Secondly, Shenzhen leads the fashion and creative industries in China, in terms of research, development and design, with an output value of 13 billion pounds in 2009, half of which came from export.Shenzhen is now working hard to build itself into a fashion and creative capital not just in China but also in the world.Joining top international fashion weeks can help Shenzhen to showcase its fashion industry and learn more about UK and global market trends.第三，時裝是展示中華文化的一個重要元素。時裝不僅是形和款，更是民族風韻和文化精神的體現(xiàn)。深圳舉辦此次時尚活動，既可向英國觀眾介紹具有深厚積淀的中國文化，又可展現(xiàn)當代中國人的精神風貌。

Thirdly, fashion is an important window on the Chinese culture.It is not just about fabric or style.It also embodies a nation's culture.Today's event is a good opportunity to introduce to the British public the rich and splendid Chinese culture and the modern spirit of China.It helps the fashion industries of the two countries to forge closer links.總之，倫敦時裝周“時尚深圳”活動一舉多得，不僅是兩國時裝產業(yè)的一次交流活動，更是中英兩國文化的一次近距離接觸；不僅有利于促進中國時裝產業(yè)由“中國制造”向“中國設計”和“中國創(chuàng)造”轉化發(fā)展，也有利增進中英兩國人民的相互認知和了解。

This event is also part of China's drive to go from “made in China” to “designed in China” and to “created in China” in the fashion industry.This will also contribute to greater mutual understanding and friendship between our two peoples.最后，我預祝此次活動取得圓滿成功。祝大家度過一個輕松愉快、賞心悅目的夜晚！

It's a great pleasure for me to join you tonight.The history of London stretches back over 2000 years.By contrast, Shenzhen is a young city whose history started a mere 32 years ago.Today, London and Shenzhen are coming together.What makes this possible is a shared big business interest.This is the fashion industry.倫敦是一座古老的城市，約有2千年的歷史；深圳是一座年輕的城市，只有32年歷史。今天，古老和年輕的兩座城市再度相會，是由于一個令人，尤其是女士們心動的元素：時尚。

London is known worldwide as the fashion capital.Also London Fashion Week ranks as one of the “Big Four” fashion weeks worldwide.In creativity and fashion London never fails to impress people with its vitality and creativity.Shenzhen is home to the most advanced sectors of the fashion industry in China.Shenzhen is where there is the biggest concentration of Chinese fashion brands and manufacturers.Shenzhen is leading the way in China for research, development and design in the fashion sector.If you visit Shenzhen—as I hope many of you will—you will find these strengths: ? Over 3,000 garment manufacturers.? More than 800 local brands.? There are around 350,000 people employed in the industry.? And last year, Shenzhen sold 8.9 billion US dollars worth of garment products.I can give you one measure of the strength of Shenzhen's fashion industry inside China.For every 10 clothing items on sale in high street department stores in Chinese major cities, 5 to 6 are made in Shenzhen.倫敦是世界知名時尚之都，每年兩次的倫敦時裝周是世界四大時裝展示會之一，以充滿活力和創(chuàng)意而著稱。深圳是中國時裝業(yè)特別是品牌服裝最發(fā)達的城市之一，時裝的總體研發(fā)、創(chuàng)意設計在中國居領先地位?，F(xiàn)在，深圳有服裝企業(yè)3000多家，自有品牌800多個，從業(yè)人員35萬多，去年出口89億美元。據(jù)說，在中國一線城市大商場銷售的10件服裝中，約有5至6件來自深圳。

Shenzhen is well-positioned to be China's “fashion and creative capital”.Let me explain why: First, Shenzhen is a young city.Just 32 years ago Shenzhen was a tiny fishing village.The transformation into an advanced modern metropolis is a most telling example of how China has been transformed by the reform and opening-up strategy.The phenomenal growth of Shenzhen has been driven by the strength, energy and spirit of a young population.In turn from that youth a creative zest has flourished and thus creativity is always the defining character of Shenzhen.This has produced a powerful foundation for fashion to evolve.The result is a fast developing global centre in Shenzhen of new exciting brands and design.深圳成為中國的“時尚創(chuàng)意之都”，我想: 一是年輕。深圳不僅是城市年輕，隨著中國的改革開放才從一個“小漁村”奇跡般地發(fā)展成為一座現(xiàn)代化大都市，更因為它的人口構成年輕、文化氛圍年輕、思想意識年輕，因而創(chuàng)新、創(chuàng)意總是這座城市的主色調，時裝產業(yè)走得也是品牌和設計之路。

Second, Shenzhen is a tireless pioneer.Here was the first city of China to open to the outside world over 30 years ago.So, Shenzhen has always been a trail blazer for China.The result of that pioneering means Shenzhen is at the forefront of China's economic reform.In China this leadership is recognized as “Shenzhen Speed”!This speed of development and incredible growth are the trademark of the city.It is in Shenzhen that the Chinese people were first exposed to the fashions and dressing styles in the West.In turn Shenzhen absorbed these trends and spread these global fashion influences across China.二是開拓。深圳作為中國首批對外開放的城市之一，30多年來，始終“敢為天下先”，引領中國經濟改革，創(chuàng)造了舉世聞名的“深圳速度”，打造了全國領先的“效益深圳”，同時深圳也是最早在中國引進、傳播和開創(chuàng)流行時尚。

Third, Shenzhen is advancing as a highly cosmopolitan city.Shenzhen is now an international city of migrants.Its people come from all over China and many parts of the world.Here, eastern and western cultures and ideas blend and inspire each other.It is now a melting point of creativity that has formed a diverse and unique Shenzhen culture.三是包容。深圳是一座“國際化的移民城市”。深圳人，不僅來自中國的五湖四海，也來自世界的五大洲。各種文化、思想在這里兼收并蓄、交匯融合，深圳的時裝也是中西合璧、多彩繽紛。Shenzhen is a window into today's China.My country has reinvented herself through more than 30 years of reform and opening-up.China's social and economic development has been remarkable and the changes to her relations with the world truly historic.China is committed to continued national development and rejuvenation at home and helping create a more peaceful, prosperous and harmonious world.今天的深圳其實就是當代中國的一個縮影。改革開放30多年，古老的中國不斷煥發(fā)青春，經濟社會取得了前所未有的發(fā)展，與世界的關系發(fā)生了歷史性的改變，中華民族正在實現(xiàn)偉大復興，同時為構建一個和平、繁榮、和諧的世界貢獻自己的力量。

This is the 4th time “Fashion Shenzhe” has been held in this world fashion city.I have confidence that this event will continue to be a showcase for Shenzhen's fashion industry.In turn it is a great opportunity for Shenzhen designers and manufacturers to be exposed to the influences of international markets and world fashion trends.I expect this event to show China's rich, inclusive cultural heritage.It will boost China-UK commercial relations.It is also a way to strengthen the understanding and friendship between our two nations.現(xiàn)在，“時尚深圳”第四次走進“時尚倫敦”。我相信，它將繼續(xù)充分展現(xiàn)深圳時裝產業(yè)的實力和水平，獲取國際市場信息，領略世界時尚風潮；同時，傳播璀璨的中國文化并顯示其開放包容，促進中英兩國經貿關系發(fā)展，增進兩國人民的理解和友誼。

Combating wildlife trafficking is a responsibility for every single person.Everybody can become alaw enforcement person.In the social media age, everybody has an ability to hold peopleaccountable for what is happening.I remember well personally, when my wife Teresa and Ivisited a wildlife preserve, and we went on a safari about seven years ago.I remember beingstruck and saddened at the same time by the extraordinary story after story after story ofa

nimals being criminally slaughtered into near extinction.And that is why, during my last yearas Chairman of the United States Senate Foreign Relations Committee, I convened the first-everSenate wildlife trafficking hearing, in order to try and give publicity and visibility to this issue.打擊野生動植物非法交易是每一個人的責任。人人都能夠成為執(zhí)法員。在社交媒體時代，每個人都有能力讓犯事者受到究責。我本人就清楚地記得我和我的夫人特里薩參觀一個野生動物保護區(qū)的經歷，那是大約七年前在非洲。我記得當時震驚和悲哀地聽到了一個、一個、又一個犯罪性屠殺導致動物瀕臨絕跡的非常事件。正是因為這樣，我在身為美國參議院對外關系委員會主席的最后一年，召開了參議院有史以來第一個關于野生生物販運問題的聽證會，努力使這個問題得到輿論和社會關注。

Last year, we held a break-out session here – not here, but it was in Washington, but as partof the S&ED, the Strategic and Economic Dialogue between the United States and China.And we held it on wildlife trafficking.And since then, our two countries have come together totake concrete action.And I am particularly grateful that, here in Beijing today, we are makingthis joint announcement and coming together as part of the economic dialogue in order toshow how great nations can cooperate on great challenges.去年，我們在這里——不是這里，是華盛頓——舉行了一個分組會議，它是美中戰(zhàn)略與經濟對話的一部分。我們在會上討論了野生動植物販運交易問題。我非常感謝我們今天在北京作出這一聯(lián)合宣布，并作為經濟對話的組成部分走到一起，它展現(xiàn)了大國如何能夠針對重大挑戰(zhàn)進行合作。

Standing together, the United States and China are sending a simple, but a very powerfulmessage: We need to stop the poachers and the profits that come from wildlife trafficking.Andwhile the threat extends beyond elephants, the fact is that ivory has become today’s blooddiamond.Each of us have a responsibility to combat this.It is, frankly, one of the most tragicand outrageous

President Obama is deeply committed to this effort, and that’s why he issued a landmarkexecutive order last year to combat wildlife trafficking, demonstrating that the United States’resolve to strengthen enforcement, to reduce demand, and to promote partnershipsregarding wildlife trafficking is strong, firm, and it will be a commitment of duration.歐巴馬總統(tǒng)深切地致力于這項努力，正因為如此，他于去年發(fā)布了一項打擊野生生物販運的具有里程碑意義的行政令，顯示出美國在打擊野生動植物販運方面增強執(zhí)法、減少需求及增進伙伴關系的決心是強大和堅定的，而且這將是一項持久的承諾。

Make no mistake, all of us have a responsibility to do more and to do it faster.The numbers oftigers and rhinoceri – I mean, there’s just extraordinary assault on various animals aroundthe world.And the scale and the sophistication of elephant and rhino poaching isaccelerating at an alarming pace.Not only are these majestic animals disappearing before us,but the explosion in trafficking is actually undermining the security of range states, and it isimperiling those whose livelihoods depend on these great creatures to attract people to comeand simply witness their beauty.毋庸置疑，我們所有人都有責任作出更多的努力并更加迅速地作出努力。老虎和犀牛的數(shù)量——我的意思是，攻擊世界各地各種動物的行徑極其嚴重。而且偷獵大象和犀牛的規(guī)模和狡詐程度正在以令人警覺的速度加劇。不僅僅是這些雄奇的動物正在從我們眼前消失，而且非法交易激增其實正在破壞相關地區(qū)國家的穩(wěn)定，并且正在危及那些依賴于這些雄奇的動物吸引人們前來觀賞美妙動物的人的生計。

One thing is clear: Consumers also bear responsibility for the market incentives that thetraffickers respond to.The grim reality is that the prices for ivory and for rhino horn areactually going up.They are skyrocketing.And that, in turn, leads to more involvement of moretransnational organized criminals who are looking for bigger return on their investment.Itprovides more corruption, and corruption provides more collateral damage.有一點是清楚的：消費者對于形成販運分子可利用的市場因素也負有責任。一個嚴峻的事實是，象牙和犀牛角的價格實際上正在上漲。它們的價格正在飆升。而這反過來又導致更多的跨國有組織犯罪分子參與，謀求從中換取更大的回報。這滋生了更多的腐敗行徑，而腐敗行徑又造成更多的連帶損害。
