工作情況總結

為保障我鎮人民群眾過上一個歡樂、安全祥和的“五一”節，我鎮認真貫徹落實《關于開展“五一”前安全生產大檢查工作的通知》（廬安字[2012]8號）的文件精神，在收到縣委縣政府會關于開展“五一”節前安全生產大檢查的通知后，我鎮黨委政府高度重視，于2012年4月22日由副書記xxx主持召開了我鎮“五一”節前安全生產大檢查工作動員會議，參會人員有分管安全生產的梅吉安鎮長及相關各部門的負責人。會上吳書記傳達了縣委縣政府關于開展“五一”節前安全生產大檢查的工作精神，強調要牢固樹立安全生產責任重于泰山的思想觀念，始終堅持“安全第一，預防為主，綜合治理”的方針，深入開展“安全生產年”活動，切實加強領導，強化安全措施，狠抓工作落實。要逐級落實節日安全生產責任制，按照“誰主管、誰負責”的原則，健全完善嚴格的行政領導責任、部門監管責任和企業主體責任，確保各級各部門、各重點單位重要環節安全生產職責明確、責任到人、措施到位并周密部署了工作。

一、成立三個安全生產、消防安全大檢查工作檢查小組：

（一）企業檢查組由黨委副書記xxx同志任組長，成員有經濟發展辦、安監所等部門抽調人員組成。

（二）“小作坊、漁網加工廠”檢查組由xxx委員任組長，成員有工商所、村建辦等部門抽調人員組成。

（三）危險化學品，商場檢查組由安委辦主任xxx任組長，成員有鎮安監辦、派出所、供電所等部門抽調人員組成。各檢查小組統一行動，檢查時間于４月２３日至４月３０日分區到各單位進行安全生產大檢查。

二、各檢查組認真負責，采取邊檢查邊督促整改的檢查辦法，不走過場。這次開展“五一”節前安全生產大檢查由于鎮黨委政府精心組織周密部署、檢查到位，在縣督查組的正確領導下取得了一定成 效，使我鎮廣大人民群眾放心的度過“五一”節。截止４月３０日止統計，三個檢查小組共檢查了３５家小作坊，小檔口６５家，小娛樂場所８檔，企業單位１５家，中小學２２所，幼兒園2所，危險化學品單位1家，經營煙花場所6家，液化石油氣銷售點3檔，非煤礦山1座，大型商場４家，網吧１家，共排查安全隱患８４宗。責令小作坊停業整改1家，發出整改通知30份，到目前止已整改安全隱患50宗，整改合格３５家。

通過檢查當前存在的主要問題是：

（一）是企業安全生產主體責任落實不夠，安全意識不高，不能正確處理安全與生產、安全與效益、安全與發展的關系，重經濟效益輕安全生產的矛盾尚未得到真正解決，安全生產還未真正成為企業的自覺行為。

（二）是安全“三同時”工作落實不夠，部分在建項目未經過安全“三同時”審查就開工建設，距《安全生產法》和安全技術規程的要求有較大的差距。

（三）是事故隱患排查必然帶來整改，部分企業，存在不愿投入資金進行不整改的現象，隱患突出。

針對這次大檢查存在的問題，我鎮主要領導提出下來我們鎮安全生產消防工作一定要不得采取有力措施，保持高壓態勢一項一項抓落實。對存在安全隱患的單位要以鐵的手碗，鐵的措施加強監管，做實、做細跟蹤整改落實工作。必要時采取停水停電措施、限期整改，以確保我鎮安全生產、消防安全形勢穩定，遏止各類安全事故發生。

XX鎮開展“五一”節前安全生產大檢查工作方案

2020年“五一”節將至，為深刻吸取近期各地重特大安全事故教訓，深入查找全鎮安全生產工作的薄弱環節和突出問題，采取更加有力的措施防范化解安全風險，堅決防范和遏制重特大事故發生，有效保障人民群眾生命和財產安全，有力推動全鎮安全生產形勢持續穩定向好，特制定本實施方案。

一、工作目標

進一步深化安全生產大反思大排查大整治工作，全面壓實各村（居）委會的屬地責任，鎮屬各部門和駐XX單位的監管責任、企業的主體責任。按照“黨政同責、一崗雙責、齊抓共管、失職追責”“管行業必須管安全、管業務必須管安全、管生產經營必須管安全”“誰主管，誰負責；誰分管，誰負責”的要求，針對“五一”節前安全生產規律和特點，緊緊盯住重點行業、重點企業、重點環節、重點部位、重點時段，深入開展安全生產專項整治，超前研判各類安全風險，制定針對性強的管控措施，深入排查、整治重點行業領域安全隱患，強化安全監管執法，有效防范和遏制生產安全事故發生，為人民群眾營造安全和諧的節日氛圍。

二、時間安排

2020年4月23日—2020年4月30日

三、分組安排及職責任務

（一）建筑施工安全大檢查工作組

1.責任領導：XX（鎮黨委副書記）

2.責任部門：XX自規所

3.職責任務

（1）深刻吸取我縣近幾年來建筑工地事故教訓，舉一反三開展檢查整治，重點整治不按要求佩戴防護工具、無資質施工、違法轉包分包、不按設計施工等違法違規行為。

（2）以預防高處墜落、物體打擊、坍塌、起重傷害、觸電、瓦斯爆炸、火災等事故為重點，突出抓好腳手架、超重機械、深基坑支護等專項治理，加大對公路施工、農房改造項目的安全檢查力度。嚴禁盲目趕工期、搶進度。加強對施工危險用品管理和安全檢查，嚴肅查處違法違規施工行為。

（3）全面排查治理城鄉公用設施等重點部位安全隱患，確保供電、供水、供氣設備設施安全運行。

（二）交通運輸安全大檢查工作組

1.責任領導：XX（副鎮長）

2.責任部門：XX派出所

3.職責任務

（1）加大宣傳和執法力度，堅決防范和遏制重大交通事故發生。深入排查治理道路交通安全隱患，加強惡劣天氣預警和應急救援處置。

（2）加大危險路段及橋梁防護治理力度，不斷提升安全通行能力。突出客車、面包車、危化品運輸車、低速貨車、摩托車以及水泥罐車、運渣車等高風險車型的整治。

（3）加強農村道路交通安全治理，全面落實“路長制”，對發現的問題隱患要采取措施治理到位、形成閉環。

（4）嚴厲打擊超速、超載、超限、酒后駕駛和疲勞駕駛等違法行為，進一步加強路面管控，嚴防群死群傷事故。嚴格執行“三不進站、六不出站”和“六嚴禁”等制度，認真開展道路交通源頭綜合治理；依法嚴厲打擊非法營運和交通違法行為。做好各類交通安全的應急預案，加大對違法攜帶和運輸危險品的檢查執法力度。

（5）加強過境高速公路周邊的安全檢查，及時有效治理各類安全隱患。

（三）學校安全大檢查工作組

1.責任領導：XX（鎮黨委委員、宣傳統戰委員）

2.責任部門：XX督導組

3.職責任務

（1）加強對學校食品安全檢查工作，深入開展消防安全檢查，督促學校及時排查、整改火災隱患。

（2）加強對學校建筑安全和建設施工項目的檢查，督促整改存在問題；強化對部分臨邊臨坡學校地質災害治理的監管和指導，嚴防發生地質災害。

（3）加強對危險化學品、煙花爆竹零售店的安全監管，確保不在學校周邊安全距離內生產經營相關危險物品，強化對街道安全秩序維護工作。

（四）人員密集場所安全大檢查工作組

1.責任領導：XX（鎮黨委委員、宣傳統戰委員）

2.責任部門：XX派出所

3.職責任務

（1）嚴格執行大型群眾性活動安全許可制度，落實大型群眾性活動安全工作方案和安全責任制度，明確安檢、醫療救護、滅火、應急疏散等安全措施，嚴格控制參與人數，嚴防火災事故發生。

（2）開展寺廟、車站、文物保護單位、商場、市場、KTV、賓館飯店、網吧、醫院等人員密集場所安全隱患排查治理，制定實施人員密集場所人流管控疏導方案，嚴防人員擁擠、踩踏事故發生。

（五）養老院安全大檢查工作組

1.責任領導：XX（便民服務中心主任）

3.職責任務

（1）明確安檢、醫療救護、滅火、應急疏散等安全措施，嚴格控制參與人數，嚴防火災事故發生。

（2）開展養老院安全隱患排查治理，制定實施人員人流管控疏導方案，嚴防人員擁擠、踩踏事故發生。

（六）危險化學品安全大檢查工作組

1.責任領導：XX（副鎮長）

2.責任部門：鎮安委辦

3.職責任務

（1）全面開展安全風險評估，特別是做好危險有害因素辨識和安全風險評價工作，防范化解安全風險。

（2）開展以涉及“兩重點一重大”為重點，突出氯、氨、氰化鈉和液化石油氣等高危化學品的監管，排查整治生產、儲存、運輸、銷售、使用、廢棄處置等各環節隱患。

（3）嚴格動火作業和進入受限空間作業管理，強化關鍵設施裝置安全運行維護；加快重大危險源安全監測監控系統建設，加強對重大危險源的監控管理，嚴防火災、爆炸、泄漏、中毒等事故發生。

（七）煙花爆竹安全大檢查工作組

1.責任領導：XX（副鎮長）

2.責任部門：鎮安委辦

3.職責任務

（1）嚴厲打擊煙花爆竹非法違法生產、運輸、儲存、銷售行為，強化煙花爆竹經營許可管理，嚴格煙花爆竹生產、儲存、運輸、燃放等各環節的安全監管。

（2）切實加強煙花爆竹買賣合同和流向信息化管理，嚴禁無合同或僅簽訂未明確產品詳細信息的合同買賣煙花爆竹；嚴禁未張貼標識碼登記流向的產品進入流通環節；嚴禁零售點集中、連片或在居民樓內設置和超量儲存；嚴禁走街串巷兜售煙花爆竹；嚴禁向煙花爆竹零售點及個人銷售專業燃放類產品及超標產品；嚴禁零售店（點）違規在許可的經營場所外存放煙花爆竹以及在經營場所試放煙花爆竹。

（八）非煤礦山安全大檢查工作組

1.責任領導：XX（鎮黨委副書記）

2.責任部門：XX自規所

3.職責任務

加強露天礦山高陡邊坡、排土場安全管理，加強非煤礦山企業現場安全監管，督促企業落實防范安全生產事故各項措施，有效管控安全風險。

（九）電氣火災安全大檢查工作組

1.責任領導：XX（副鎮長）

2.責任部門：XX派出所、XX供電所

3.職責任務

（1）全面排查整治電器產品生產質量、建設工程電器設計施工、電器產品及其線路改造工作，全面開展電器產品生產領域、電器產品流通領域、電器產品使用管理領域整治，強化社會單位電氣安全隱患排查整治、督促城鄉社區、村鎮電氣安全隱患排查整治、推動（村）居民住宅區電氣安全隱患排查整治。

（2）推進智慧用電，嚴厲打擊違法生產、銷售假冒偽劣電器產品等行為，集中銷毀假冒偽劣電器產品，系統治理社會單位電氣使用維護違章違規行為。

（十）食品藥品和特種設備安全大檢查工作組

1.責任領導：XX（副鎮長）

2.責任部門：XX市監所

3.職責任務

（1）狠抓食品生產、流通、餐飲服務個環節安全整治，確保群眾“舌尖上的安全”更有保障。

（2）狠抓藥品生產、流通等環節安全管理，開展醫療器械質量安全專項治理，及時排除安全隱患。

（3）深入推進特種設備風險分級管控和隱患排查治理，扎實開展特種設備日常監督檢查和安全生產大檢查發現問題隱患的整改情況的“回頭看”“回頭查”，督促相關單位整改到位。

（4）以公共場所使用的電梯、鍋爐、壓力容器、壓力管道、起重機械和氣瓶充裝為重點開展特種設備使用安全專項整治，嚴厲打擊無證操作、違規使用、違章作業和非法充裝等違法違規行為。

（十一）商貿流通領域安全大檢查工作組

1.責任領導：XX（副鎮長）

2.責任部門：XX市監所

3.職責任務

（1）加強物流企業及重要商品儲備庫房等重點場所、商貿流通領域特種行業、餐飲場所燃氣使用安全等整治。強化企業主體責任，落實企業安全生產制度，防止安全事故發生。

（2）全面排查商場、超市、餐飲、物流倉儲等場所的各類消防安全隱患，重點排查消防通道、安全出口、消防設施、滅火器材、電路線路老化等方面存在的火災隱患，加強消防演練及人員疏散，確保以上場所的消防安全。

四、工作要求

（一）高度重視，嚴密組織。

各村（居）委會，鎮屬各部門，各企事業單位要深入貫徹落實中省市縣安全生產工作部署，進一步增強做好“五一”節前安全生產大檢查工作的緊迫感和責任感，切實強化底線思維。

（二）盯死看牢，嚴管重罰。

要重點針對節前事故易發多發的行業、領域、點位以及風險高、隱患多的企業，采取明查暗訪、突擊檢查等方式，加大執法力度，對存在嚴重違法違規行為和重大安全隱患的企業要嚴格落實停業整頓、上限處罰、關閉取締等措施，構成犯罪的移送司法機關追究刑事責任，確保形成強有力的執法震懾。

（三）強化預警，加強值守。

要加強災害性天氣的監測和預報預警工作，及時發布預警信息，災害預警信息要第一時間到點到戶。要認真做好應急救援物資、裝備、器材的儲備，加強應急救援隊伍管理，開展有針對性的應急演練。要嚴格執行領導干部帶班和每天24小時有人值班值守制度，及時掌握安全生產動態，及時、準確。上報突發事故和異常情況，堅決杜絕瞞報、漏報、遲報等問題發生。要組織力量科學妥善處置和救援，確保人民生命財產安全。

湖鎮鎮開展“五一”節前安全生產大檢查工作 情況匯報

“五一”節將至～為認真貫徹落實博府傳[2012]51文件精神～消除安全生產隱患～堅決遏制較大以上安全生產事故的發生～營造良好的安全生產環境～確保我鎮安全生產形勢的持續穩定～鎮委、鎮政府于4月18日至4月30日在全鎮范圍內開展了2012年“五一”節前的安全生產大檢查。現將主要檢查情況匯報如下:

一、領導重視～組織周密

為扎實做好這次安全生產大檢查工作～我鎮領導高度重視～ 4月18日～鎮政府組織各有關職能部門召開“五一”節前安全生產大檢查活動動員大會。會上～賴文然副書記和李文聰委員先后傳達了市、縣安全生產工作會議精神～并在會上作了動員部署～要求認真組織好大檢查工作～把工作落實到位～重點是對危險化學品、道路交通、工程施工、特種設備、人員密集場所消防安全進行全面檢查～同時制定下發了《湖鎮鎮開展“五一”節前安全生產大檢查工作方案》～成立了工作領導小組～明確了檢查時間、內容、重點、方法和要求～要求扎實抓好各項安全生產措施的落實～做到任務明確、責任到人、各負其責、堅決防止較大事故的發生。這次檢查共分為6個檢查小組～每小組由分管領導帶隊～按照工作方案全面展開安全生產大檢查工作。

二、組織實施～防患未然

這次五一”節前安全生產大檢查共出動檢查人員59 人次～車輛 17輛次～檢查各類企,事,業單位、“三小”場所共69家～ 共排查隱患 45 處～發出整改通知書 18 份。其中:非煤礦山1家～企業21家～煙花爆竹1家～商場3家～網吧3 家～建筑施工9宗～煤氣銷售點14家～學校4家～幼兒園2家～飯店2家。詳細檢查情況匯報如下:

1、企業、“三小”商場、職業危害等方面

出動檢查人員共 25 人次～車輛 5 輛次～檢查企業 21 家～商場3 家～批發部2家～ 煙花爆竹1 家、危險化品1 家。

安全生產、消防:重點檢查倉庫、車間、食堂、住宿對單位的安全檢查記錄、履行安全責任制度落實情況,有害作業場所有無掛設警示標志,作業工場是否通風～布局是否合理～有害作業與無害作業是否存在交叉作業的情況～消防通道、員工防護、安全出口、制度完善、違章作業、消防器材檢驗、重點危險源管理等方面進行嚴格檢查。

2、建筑、村道、橋梁、煤氣銷售點

出動檢查人員共5人次～車輛 3輛次～檢查建筑工地 9宗～煤氣銷售點 14家。重點檢查建筑工人的防護、預防坍塌、高處墜落、加強施工現場腳手架搭設、臨邊洞口防護、施工用電、塔吊和施工電梯。液化氣非法經營整治取締情況和查處違法運輸、經營液化氣行為的情況。村道路面管理、橋梁基礎情況。

3、學校、幼兒園、校車

出動檢查人員 10人次～車輛4輛次～檢查中學2家～小學2家～幼兒園3 家。檢查學校安全教育課實施情況～逃生通道、宿舍管理～加強安全生產工作～排查治理隱患～防范事故等各方面檢查。

4、自然災害防范及水利安全方面 2 出動檢查人員 5人次～車輛 2 輛次～檢查水庫 2 宗～堤圍2條～重點檢查重點做好干旱、洪澇、強風、高溫、雷電、連陰雨等自然災害對安全生產造成影響的預報排查整治以及對生產經營場所的防雷設施設備進行檢查檢測的工作,河道違法采砂突出河段、采砂量大河段的整治和安全管理情況等有關安全隱患進行檢查。

5、網吧、人員密集場所 出動檢查人員共 3人次～車輛 2輛次～檢查網吧3家～重點檢查消防安全責任制度是否落實的情況,疏散通道、疏散樓梯和安全出口的數量、寬度～火災事故應急照明的設置。

6、旅游安全

出動檢查人員共 4人次～車輛2 輛次～檢查旅游安全1宗～重點檢查容易發生火災和可能造成群死群傷事故的公共娛樂場所、餐館、攤點等設施和場所安全管理情況。查處非法從事旅游客運和車輛帶“病”運營、超載運營、超時運營等危及游客安全違法行為的情況。

7、道路交通

出動檢查人員共18人次～車輛6輛次～檢查學校校車5輛～旅游車1輛～違章車輛8次。檢查車輛亂停亂放、無證駕駛、駕駛無牌無證車輛、闖紅燈、超載、不按車道行駛等違法行為,嚴格查處超員、超速、違法超車、酒駕醉駕、疲勞駕駛、農用運輸車和拖拉機載人、校車、旅游車、無證駕駛、駕駛報廢和非法拼,組,裝車上路行駛等嚴重交通違法行為。

三、存在安全隱患 3

1、企業方面: ,一,部分企業未按要求注冊安全主任和配備安全生產管理人員。,二,危險化學品未按要求劃分區域存放～無建立健全危險化學品管理制度及檔案。,三,叉車、鍋爐等特種作業人員未持證上崗。,四,車間未按要求設置應急照明燈、安全出口和疏散指示標志等消防設施～部分滅火器材過期未年檢。,五,車間作業人員未安要求佩戴勞動保護用品。,六,未制訂各工種安全操作規程～并張貼上墻。,七,車間窗門關閉～不夠通風。

2、建筑施工方面:工人未佩戴安全帽～無防護網設施～無安全生產宣傳標識～升降機安裝不合格～安全生產宣傳橫幅。

3、煤氣方面:燃氣銷售點存放瓶數超標～住宅、經營混合屬“三合一”場所～消防設備不齊全～燃氣存放點不符合要求～存著較重安全隱患。

4、“三小”場所、商場方面:消防設施配置不齊全～商場安全出口堵塞～逃生通道不暢通～逃生出口上鎖～消方栓堆放物品。

5、網吧方面:疏散通道窄小～消防設施不全～逃生通道窄小～安全出口堵塞～存在嚴重安全隱患。

6、水利安全:爆炸水庫壩身單薄～溢洪道高程過高～堤圍堤身較單薄。

7、村道方面:缺防碰欄～連塘村段農田路肩被沖空～絕路邊深度相差2-3米無防護攔。

四、下一步工作打算 4 一是嚴格要求各生產經營單位要按安全生產法的相關規定～層層落實安全責任制度～落實專人管理～建立安全生產領導機構～落實安全生產主體責任～加強安全生產宣傳培訓學習。各職能部門對存在的安全生產隱患責令限期整改～按期復查～對未落實整改的企業責令停產停業整改,二是嚴格要求各企業按照消防法的相關規定～劃分逃生疏散通道～消防配套設施～演練～消防安全管理制度～建立完善消防安全管理檔案,三是堅決整治企業安全管理混亂～違章作業的行為,四是堅決杜絕有非法違法生產經營行為和無證無照經營行為,五是對長期未履行整改的企業～要依法查處～嚴重的堅決給予關閉,六是村建部門要加強對建筑施工和煤氣銷售點的監管力度～對建筑工程存有較大安全隱患的堅決責令停工整改～對煤氣銷售點不具備條件的堅決責令停業整頓～未辦法整改的單位堅決依法關閉,七是加大村道路面管理～做好村道路面清理工作～保障村道暢通～確保無事故發生,八是水利部門要加強對山塘水庫的巡查～及時掌握安全生產情況,九是加強校車～旅游車貨車的查處力度～對有超載、違法超車、酒駕醉駕依法給予查處～及時上報。

通過此次開展安全生產大檢查～進一步地落實安全生產管理主體責任～加大了檢查力度消除突出隱患～有效防范和遏制了安全事故的發生～確保了我鎮社會經濟持續發展和全鎮人民生命財產安全。
