在自我介紹過程中，要掌握幾點基本原則：

開門見山，簡明扼要，不要超過三分鐘（最好準備1、2、3分鐘分別的的介紹內容，以應對不同的要求，即使在沒有時間限制的情況下，個人建議在2分鐘以內比較好）

實事求是，適當夸張（我們可以稍微、適當的吹噓一下自己，但是切忌，不要吹過了頭，因為誠實很重要）

歐洲債務危機即歐洲主權的債務危機。其是指在2008年金融危機發生后，希臘等歐盟國家所發生的債務危機。

一、歐債危機產生的原因

（一）外部原因：

1、金融危機中政府加杠桿化使債務負擔加重。全球金融危機推動私人企業去杠桿化、政府增加杠桿。各國政府紛紛推出刺激經濟增長的寬松政策，公共財政現金流呈現出趨于枯竭的惡性循環，債務負擔成為不能承受之重。

2、評級機構煽風點火，助推危機蔓延。評級機構不斷調低主權債務評級，助推危機進一步蔓延。全球三大評級機構（標準普爾公司、穆迪投資者服務公司和惠譽國際信用評級公司）不斷下調危機中各國的主權評級。

（二）內部原因：

1、歐元區的貨幣政策與財政政策相分離。歐元區的貨幣政策由歐洲央行統一制定，財政政策卻在各歐元區的各成員國手中，二元結構的體制矛盾是引發歐債危機的制度性原因。

2、歐元區內各國經濟發展不平衡。德、法兩國經濟為主導，其他國家相對落后。但是歐元區的成員國步伐必須一致，采取相似的財政政策來拉動就業和增長，內部經濟的不平衡加速了歐債危機的出現。

3、歐洲沒有堅持量入為出，過度依賴外資。當經濟受到外部沖擊時，政府不能因外資的突然撤出而維持經濟的正常的運轉，債務危機出現成為必然。

4、政府的社會福利負擔重。歐美國家的社會福利保障幾乎涵蓋了人們的生老病死、失業、退休、住房等生活的方方面面。特別是近幾年歐美人口老齡化趨勢明顯，歐美政府為了維持高額的福利開支，不得不大舉外債，必然會造成巨額的財政赤字，債務危機不可避免。

5、虛擬經濟與實體經濟脫節。虛擬經濟賺錢比較容易，一些歐美資本家就過度的使用金融工具和金融衍生產品，虛擬經濟脫離實體經濟而過度發展，導致泡沫經濟，引起金融危機的產生。

二、歐盟各國的補救措施

1、實行緊縮的財政政策。處于債務危機漩渦的“歐洲五國”首先采取削減財政赤字的緊縮財政政策。

2、向市場注入流動性。歐洲央行則主要是向歐洲銀行體系注入流動性，以使歐元區各大銀行的資產負債得以釋放，暫緩歐洲國家因主權債務危機而導致的流動性不足問題。

三、歐債危機對中國的影響

（一）對出口的沖擊

歐盟又是中國最大的出口市場，危機導致歐元區增長下降，造成中國對歐盟的出口減少。隨著歐洲債務危機得到控制，對中國出口的影響會降低。

（二）加劇短期資本流動波動性

歐債危機導致全球避險情緒加重，資金紛紛回流美元。中國會面臨更加洶涌的短期資本流入，經濟的波動性增加。

三、給中國帶來的啟示

第一，擴大內需，轉變經濟增長模式，增強經濟的內生增長能力，不能完全走政府主導的投資拉動型經濟發展模式。歐洲債務危機發生的根本原因是各國的經濟增長發力, 國際產業競爭力下降。

第二，擴大中央政府和地方政府的融資渠道，實現政府的收入和支出相匹配，不能高估外債與地方政府負債的承受能力。歐洲債務危機的本質原因就是政府的債務負擔超過了自身的承受范圍，而引起的違約風險。

第三,我國不能草率地建立或加入亞洲共同貨幣區。

美債危機

一、原因

1、美國債務危機是由財政擴張、次貸危機引起的。2008年金融危機爆發后，在金融體系幾乎崩潰，社會經濟難以正常運行下，政府不得作為最后的救世者介入，將龐大的私人債務轉化為公共債務。美國長期的財政赤字以及不斷轉化的公債，使美國的主權債務危機日益嚴重，達到了無法持續的程度，爆發了金融危機。

2、美國債務危機是美國政治鬧劇。在美國選舉政治制度下，各政黨為了爭取選票和迎合選民要求，都不愿意放棄美國長期以來的福利政策。其結果導致政府債務壓力越來越大，最終美國政府難以承受。因此，美債危機很大程度上是美國政黨借此機會爭奪政治地位和政治優勢而導致的一場鬧劇。

3、財政赤字大與儲蓄率降低。但是美國仍然有政策回旋空間，美國現在搞結構量化，調整政府負債結構，把短期負債變成長期負債，表明政府將繼續進行需求管理。

二、美國政府采取的措施

第一，實施緊縮的財政計劃，削減財政赤字。

第二，提高債務上限。2011年8月，美國總統奧巴馬簽署了參議院通過的債限法案《2011年預算控制法案》，規定聯邦將債務上限從12.4萬億美元提高到14.29萬億美元。雖然這使美國政府繼續借新債還舊債，但卻使財政部獲得4000億的舉債額度，使美國國債沒有發生違約，美債危機暫時得到平息。

第三，美元貶值。當美國債務負擔負擔過重時，就可以通過一個非常重要有效的措施減輕債務，即通過貨幣貶值的手段減輕美國的實際債務負擔，從而沖銷對外的巨額債務。

結構性減稅

現階段在國際國內經濟運行復雜形勢下，要繼續實行積極財政政策，注重擴大內需，加快發展方式轉變，其中的政策重點之一，是進一步把結構性減稅的文章做足，通過結構性減稅一系列正面效應的充分發揮，來服務于國民經濟又好又快發展全局。對此談兩點認識：

一、結構性減稅的必要性和可行性

第一，這是世界金融危機沖擊帶來的重要啟示之一。我國在全面開放、已形成高外貿、外向依存度的情況下，今后不論是經濟相對高漲期還是相對低迷期，都必須更加注重擴大內需，而擴大內需的重要機制之一是結構性減稅。

第二，當下歐債危機陰云密布、世界經濟演變趨勢的不確定性十分明顯，企業界預期不好，實體經濟更有信心不足、士氣不振、盈利前景看淡的困惑，很有必要運用結構性減稅沖抵不良預期，支撐實體經濟的基本景氣水平。

第三，我國產業結構、產品結構面臨迫切的調整、優化任務，提高增長質量、加快發展方式轉變需要充分運用稅收等依法、規范的經濟杠桿，而結構性減稅正是在運用稅收杠桿時配之以提升有效供給、促進結構優化的鮮明導向，在加快發展方式轉變方面應有不可忽視的作用與貢獻。

第四，隨我國企業主體和居民個人的納稅人意識、公民意識上升、稅收負擔的被關注度也迅速上升。我國稅制結構中的間接稅比重過高、由企業承擔的比重過高，而由本有支付能力的先富階層承擔的直接稅比重低到幾乎微不足道水平，這是應當明確指出的顯著缺陷，并且正在引發社會公眾的“稅收痛苦”感受，以及再分配機制滯后于社會發展的負面效應。十分需要以低收入端、小微企業端、實體經濟端等為重點的結構性減稅，配之以其它優化收入分配的舉措，來回應公眾關切和順應民心，降低恩格爾系數較高的社會群體的稅收痛苦，優化分配再分配，促進社會和諧。

二、2012年及今后幾年結構性減稅可考慮的要點

1．在進口環節適當地、有選擇性地降低關稅。今年財政部門已布置600多項進口產品的關稅稅率下調，有利于降低相關企業和消費者負擔，應落地做細。

2．中小企業、小微企業的增值稅、營業稅“起征點”提高已于去年秋天明確宣布，需在各地盡快形成實施細則，把好事做實，實事做好。

3．上海今年1月1日先行先試的增值稅擴圍改革是一個重要的結構性減稅舉措，可消除三產、建安、交通企業的重復征稅因素，鼓勵專業化細分和升級換代，進而改進服務提振消費、轉變方式惠及民生，應在試點取得一定經驗后積極擴大覆蓋面，直至最終對統一市場全覆蓋。

4．對企業的研發投入、技改項目和可界定的創新活動、以及戰略性新興產業的發展項目、動漫等文化創意產業等，應積極適當匹配所得稅抵減、增值稅和營業稅降低稅率、相關融資支持的稅收優惠等結構性減稅措施。

當然，結構性減稅并不代表我國稅收改革任務的全部，資源稅、房產稅等方面的改革，很有必要得到統籌的規劃設計，與諸種結構性減稅措施良性結合相輔相成。
