各位來賓,女士們、先生們:

Distinguished Guests, Ladies and Gentlemen,60年前的今天,《聯合國憲章》正式生效,聯合國正式成立。愛好和平的各國人民在贏得世界反法西斯戰爭偉大勝利后,把建設一個和平、發展、合作的美好世界的愿望寄托于聯合國。這是人類歷史上具有劃時代意義的創舉。

Sixty years ago today, the Charter of the United Nations entered into force, proclaiming the birth of the United Nations.In the wake of their great victory in the worldwide war against Fascism, peace-loving nations across the globe placed on the United Nations their hopes for a better world of peace, development and cooperation.The creation of the UN is an epoch-making event in human history.60年來,《聯合國憲章》的宗旨和原則已成為指導國際關系的基本準則。聯合國也走過了一條不平凡的發展道路,不斷面臨嚴峻考驗,不斷迎來風雨過后的彩虹,為維護世界和平、促進共同發展發揮了不可替代的重要作用。

During the past 60 years, the purposes and principles of the UN Charter have evolved into the basic norms governing international relations.The United Nations, for its part, has also traversed an extraordinary path, withstood severe tests, and overcome hardships with flying colors.Indeed, the world body has played an irreplaceable role in maintaining peace and promoting common development of the world.當前,世界多極化和經濟全球化兩大趨勢不斷發展,我們既迎來前所未有的機遇,也面臨層出不窮的全球性威脅和挑戰。堅持多邊主義,采取集體行動,加強聯合國作用已成為國際社會的共同愿望和普遍要求。這是歷史發展的客觀規律,是不可阻擋的時代潮流。

Multi-polarization and economic globalization are moving forward steadily as two major trends in today's world, presenting before us unprecedented opportunities as well as formidable threats and challenges of a global nature.Embracing multi-lateralism, taking collective actions and strengthening the role of the United Nations have become the common aspiration and pursuit of the international community.This is the objective law of the development of history and an irresistible trend of our times.各位來賓,Distinguished Guests,今年9月,聯合國歷史上最大規模的首腦會議在紐約成功舉行。會議通過了成果文件,各國領導人重申對聯合國的信心和對《聯合國憲章》的承諾,同意進一步加強多邊機制和聯合國的中心作用,并就發展、安全、人權與法制、聯合國改革等一系列重大問題做出重要決定。這是指導聯合國今后工作和發展方向的綱領性文件。

Last September, the UN Summit, the largest of its kind in history, was successfully held in New York.It concluded with the adoption of the Outcome Document, in which leaders reiterated their confidence in the UN and their commitment to the UN Charter.They agreed to strengthen multilateral mechanism and the pivotal role of the United Nations.They also made important decisions on a host of major issues such as development, security, human rights, rule of law and the UN reform.This Outcome Document is a programmatic plan providing guidelines and orientation for the future work and development of the world body.胡錦濤主席出席了聯合國首腦會議,在會議上鄭重倡導建立一個持久和平、共同繁榮的和諧世界,并提出中國對加強國際集體安全機制、推動全球發展合作、改革和加強聯合國的重大看法和主張。胡主席還重申中國將一如既往遵守《聯合國憲章》的宗旨和原則,積極參與國際事務,履行國際義務。這開啟了中國與聯合國合作的新篇章。在這里,我愿強調以下三點:

President Hu Jintao attended the UN Summit.He solemnly advocated, at the Summit, for a harmonious world of lasting peace and common prosperity, and put forward important views and propositions of China on enhancing international collective security mechanism, promoting global cooperation and development, and reforming and strengthening the United Nations.In addition, President Hu reiterated that China will, as always, continue to abide by the purposes and principles of the UN Charter, take an active part in international affairs,and fulfill its international obligations.This has opened up a new chapter in the annals of cooperation between China and the United Nations.Hereby, I wish to emphasize the following three points:

第一,中國愿與國際社會一道,推動聯合國堅持多邊主義、實現共同安全。

First, China stands ready to work together with the international community for a United Nations that adheres to multi-lateralism and strives for common security.和平是發展的前提。聯合國應該促進建立新的安全共識,積極創造互信、互利、平等、協作的國際安全環境,推動各國以對話談判解決分歧,通過集體行動共同應對威脅和挑戰。

Peace is prerequisite to development.The UN should help develop new consensus on security, and work vigorously to create an international security environment featuring mutual trust, mutual benefit, equality and coordination.It should encourage nations to settle their differences through dialogue and negotiations, and stand up to threats and challenges through collective measures.聯合國需要增強斡旋、調解、維和和沖突后重建能力,更好地協調國際反恐、防擴散努力,不斷完善集體安全戰略和手段。聯合國也需要更加注重預防沖突和消除沖突產生的根源,建立確保持久和平的長效機制。在這個方面,設立建設和平委員會是積極和重要的舉措。中方愿推動磋商進程,確保委員會于年內成立。

The UN needs to strengthen its capability of good offices, mediation, peace keeping and post-conflict reconstruction.It needs to better coordinate international efforts in anti-terrorism and non-proliferation, and steadily improve strategies and tactics of collective security.It also needs to pay more attention to the

prevention of conflicts and the eradication of their root causes, and the establishment of a long-term effective mechanism to ensure lasting peace.Within this context, it is a positive and important move to create a UN peace-building commission.China is ready to promote the consultation process to ensure the birth of the commission within this year.第二,中國愿與國際社會一道,推動聯合國堅持互利合作,實現共同繁榮。

Second, China stands ready to work with the international community for a United Nations that advocates mutually beneficial cooperation and common prosperity.沒有普遍發展,世界難享太平;沒有和諧進步,發展成果不能持久。聯合國首腦會議決定為如期實現“千年發展目標”采取進一步措施,這具有重要意義,但關鍵還是要落到實處。

Without common development, there will be no peace in the world.Without harmony and progress, no development will sustain.It is of important significance that the UN Summit has decided to take further steps to realize Millennium Development Goals(MDGs)as originally scheduled.What is vital, however, is the enforcement of these measures in the real sense of the term.我們希望發達國家為實現全球普遍、協調、均衡發展承擔更多責任,進一步對發展中國家特別是非洲國家開放市場,轉讓技術,增加援助,減免債務,為發展中國家的發展創造良好的外部環境。

We hope that developed countries will shoulder greater responsibility in achieving common, coordinated and balanced development across the globe.It is imperative that they further open up their market, transfer technology, increase aids, and grant debt relief and reduction to developing countries, especially countries in Africa, so as to create a favorable external environment for the development of developing countries.中國還是一個中低收入的發展中國家,但愿盡己所能,推動全球發展合作,向其他發展中國家伸出援助之手。胡錦濤主席在聯合國首腦會議上宣布了中國將在關稅、債務、優惠貸款、公共衛生、人力資源開發方面采取的五項重大舉措。中國的援助是真心實意的,不附帶任何條件,并將努力如期兌現。

Although China itself remains a developing country with a relatively low income, we are willing to do what we can to promote global cooperation for development, and lend a helping hand to other developing countries.Among other things, President Hu Jintao, at the UN Summit, set forth five important measures that China will take regarding tariffs, debts, concessional loans, public health and human resources development.China is sincere in helping other developing countries, without attaching any strings to our aids, and we will work to fulfill our commitment on time.第三,中國愿與國際社會一道,推動聯合國與時俱進,革故鼎新。

Third, China stands ready to work together with the international community for a United Nations that advances with the times and keeps improving through reforms.面對新形勢和新要求,聯合國應該進行全方位和多領域的改革,以更好地履行《憲章》賦予的崇高使命。

In face of the new situation and new requirements, the United Nations should undergo all-round reforms in many areas, so as to better accomplish the sacred mission entrusted to it by the UN Charter.改革的目的是締造一個更加強有力的聯合國。世界在發展變化,我們需要一個不斷加大在發展領域的投入,推動實現“千年發展目標”的聯合國。我們需要一個重視發展中國家關切,照顧發展中國家利益的聯合國;我們也需要一個效率更高、更具行動能力、廣大發展中國家特別是非洲國家有足夠代表性的安理會。

The purpose of the reform is to bring about a stronger United Nations.As the world evolves, we need a United Nations that constantly increases input in development and endeavours for the realization of the MDGs.We need a United Nations that attaches importance to the concerns of developing countries and takes care of their interests.We also need a UN Security Council that has higher efficiency, greater capacity for action, and adequate representation of developing countries, especially African countries.聯合國改革必須在《憲章》精神指導下,在廣大會員國的充分參與下,在達成廣泛共識的基礎上,積極穩妥地推進。中國不贊成任何導致會員國不團結或分裂的做法,不贊成強行推動尚有重大分歧的改革方案。

The UN reform must proceed in an active and prudent manner, under the guidance of the spirit of the UN Charter, with the full participation of the vast number of the member states, and on the basis of broad consensus.China does not agree to any practice that causes disunity or split among member states, nor does it agree to any move to force through highly controversial reform plans.女士們,先生們,Ladies and Gentlemen,60年來,中國同聯合國一道,經歷了滄桑巨變。特別是近20多年來,聯合國不僅是中國改革開放的見證者,也是重要的合作伙伴。目前,聯合國駐華機構已達15個,對華援助資金和項目涵蓋農業、工業、環境、醫療衛生、社會福利等諸多領域,為中國的改革開放和現代化建設發揮了獨特作用。我愿借此機會,感謝聯合國為中國發展所做的積極貢獻,感謝聯合國駐華機構的卓越工作。

Over the past 60 years, both China and the United Nations have experienced many vicissitudes of the

world.In the past 20-odd years in particular, the UN has been not only a witness to China's reform and opening up process, but also an important cooperation partner.Today, there are 15 UN agencies in China.UN aid funds and UN-assisted programs in China cover a host of areas such as agriculture, industry, environment, medicine, public health and social welfare, playing a unique role in China's reform and opening up and modernization drive.I would like to take this opportunity to thank the United Nations for its contributions to China's development, and thank the UN agencies for their outstanding job in China.展望未來,聯合國在推動全球和平、發展、合作方面任重道遠。在這項偉大的事業中,中國始終是聯合國堅定的支持者和密切合作的伙伴。我們對聯合國充滿信心!對中國與聯合國的合作充滿信心!

堅定不移推進中日戰略互惠關系

——在第四屆“中日關系研討會”開幕式上的主旨演講

各位來賓、各位朋友:

早上好!

很高興出席第四屆“中日關系研討會”開幕式,謹向各位致以新年的誠摯問候和良好祝愿。

中國人民外交學會和日本世界和平研究所自2007年建立定期交流機制以來,已經聯合舉辦了三屆“中日關系研討會”,為兩國民間對話交流提供了一個重要平臺。新年伊始,兩國有識之士再次會聚一堂,回顧過去,展望未來,共商中日關系發展大計,富有重要意義。這次研討會設臵的議題也很有針對性。希望各位專家學者發揮才智,坦誠交流,使本次會議取得積極成果。在此,我愿談一些個人看法,同大家探討。

從各種意義上講,中日兩國都是淵源極深的國家。我有幸親身經歷了邦交正常化以來中日關系的發展歷程,兩國關系雖歷經風雨曲折,但總體上不斷向前發展,各領域交流與合作取得了巨大成就。

進入新世紀,中日關系曾一度面臨困難。在中日雙方共同努力下,2006年兩國關系實現轉圜,并在近年總體上保持了發展勢頭。兩國領導人就構筑中日戰略互惠關系達成重要共識,為兩國關系未來發展確立了新的定位。這是中日關系不斷向縱深發展的必然結果,也是順應時代潮流的戰略選擇,符合中日兩國人民的根本利益。胡錦濤主席2008年5月成功對日本進行國事訪問,兩國領導人簽署中日第四個政治文件,指明了21世紀兩國關系的發展方向,使中日關系站到了新的歷史起點上。

日本民主黨執政初期,中日關系開局良好。兩國高層頻繁互動,各領域務實交流與合作扎實推進,中日兩國人民以及國際社會都對中日關系的進一步發展充滿期待。就在雙方積極謀劃全面推進中日戰略互惠關系之際,去年9月突然發生了釣魚島事件,使中日關系受到嚴重影響和損害。這是我們極不愿意看到的。這次事件留下了十分深刻的教訓,值得認真總結和吸取。

不久前,胡錦濤主席在橫濱亞太經合組織領導人非正式會議期間同菅直人首相舉行會晤,溫家寶總理在多邊場合同菅直人首相進行接觸。兩國領導人就繼續推進中日戰略互惠關系達成重要共識,中日關系再次邁出了改善和發展的步伐。

來賓們、朋友們:

當前,國際形勢正在發生廣泛而深刻的演變,和平、發展與合作是不可阻擋的歷史潮流。亞洲正成為全球經濟增長最快、最富活力的地區,區域合作加快走向深入,呈現出各種機制優勢互補、協調并進的良好局面。同時,亞洲面臨的安全挑戰增多,朝鮮半島局勢一度緊張,熱點問題時有升溫,一些國家政局波動也給亞洲的穩定和發展帶來不確定因素。

中日兩國作為亞洲和世界上有重要影響的國家,對地區乃至世界的和平、穩定與繁榮肩負著重要責任。中日關系早已超出雙邊范疇,兩國政治家和有識之士應具有高度的歷史責任感和使命感,把中日關系放在地區和全球的大視野中加以審視,始終牢牢把握中日關系發展的正確方向,努力推動中日戰略互惠關系沿著健康穩定的軌道不斷向前發展。

回顧中日關系近年發展歷程,我深感兩國關系發展的基礎還不是非常牢固,仍有相當脆弱的一面。突出表現在以下幾個方面:

一是政治互信不足。究其原因,既有歷史和地緣政治因素,也有現實利益摩擦,深層次看還是受到對彼此發展認知的影響。日本眾多有識之士都認為中國的崛起對日本和亞洲的發展是難得的機遇,但也有人和少數媒體仍未跳出冷戰思維,炒作“中國威脅論”,鼓吹以意識形態劃線,渲染聯合盟國對中國進行“規范”、“平衡”和“牽制”、“圍堵”。日方最近推出的新防衛計劃大綱,聲稱中國軍力發展缺乏透明度,是地區和國際社會的“擔憂事項”,并采取一些新部署,引起中國民眾和輿論強烈關注。

二是國民感情下滑。日本最新民調結果顯示,近八成受訪者表示對中國沒有親近感,這個數字創下了1978年以來的新低。在中國國內,對日好感度同樣顯著下降。這一現狀令人擔憂,也發人深省。這背后固然有釣魚島事件的直接影響,但從根本上看,還是兩國政治安全互信不足在社會層面的反映。

三是領土海洋問題不時凸顯。中日在東海存在釣魚島主權、海洋劃界、資源開發等多種爭端,矛盾相互交織,高度復雜敏感,成為影響兩國關系穩定發展的制約因素。

對上述問題,兩國政府當局和有識之士應高度重視和冷靜妥善應對。與此同時,我們更應看到,在中日兩國都處在發展變化的重要階段,國際地區格局發生深刻調整和變革的新形勢下,中日關系面臨難得的歷史性機遇。

——中國發展帶來的機遇。今年是中國第十二個五年計劃的開局之年。“十二五”期間是中國全面建設小康社會的關鍵時期,也是中國深化改革開放、加快經濟發展方式轉變的攻堅時期。我們注意到,日本也出臺了新經濟增長戰略。雙方均將調整經濟結構、淘汰落后產能、發展新興產業、挖掘國內需求作為努力目標,兩國經濟發展戰略存在諸多契合點,為雙方提升經貿合作水平提供了有利條件。尤其是中國致力于發展資源節約型和環境友好型社會,未來五年將大力發展清潔能源和循環、低碳經濟。日本在這方面擁有成熟的技術和豐富經驗,雙方合作潛力巨大。中國的發展將為日本對華投資提供新的空間,同時也將促使有實力的中國企業到日本投資興業,相信這將給日本經濟注入新的活力。

——亞洲一體化進程帶來的機遇。當前亞洲區域合作和一體化建設蓬勃發展,正在深刻地改變本地區的面貌。亞洲國家和人民的前途命運前所未有地緊密聯系在一起。中日韓合作順利推進,三國與東盟之間的10+1自貿區相繼啟動,中日大力推動的東亞金融、糧食安全等合作取得重要進展,中日共同參與的10+3、東亞峰會也處于新的發展階段。在亞洲崛起和區域一體化進程中,中日利益交融不斷深化,合作空間持續增大。

——國際格局演變帶來的機遇。在世界多極化、經濟全球化深入發展的大背景下,全球性課題日益增多。中日同為世界上具有重要影響的國家和主要經濟體,在全球經濟治理和重大國際事務中可以發揮建設性作用。雙方在應對后金融危機時代挑戰、反對貿易保護主義、解決資源能源問題、防災減災及反恐、打擊海盜等方面存在廣泛的共同利益。這為中日加強在國際事務中的合作,充實中日戰略互惠關系內涵提供了有利條件。

中日關系正處于關鍵時期,機遇和挑戰并存。中日的共同利益遠大于矛盾分歧,中日關系面臨的機遇遠大于挑戰。我們雙方都應著眼世界大勢,順應時代潮流,共同努力,抓住機遇,克服挑戰,不斷提升中日戰略互惠關系的發展水平,推動兩國關系健康穩定向前發展。為此,要始終牢牢把握好三大主題。

一是和平的主題。“和則兩利、斗則俱損”,這是歷史留給中日兩國人民的重要啟示。在當前新形勢下,雙方高舉和平的旗臶,堅守和平的理念,具有十分重要的現實意義。

——中日兩國都要堅持和平發展,并相互支持對方的和平發展。這是2008年胡錦濤主席訪日時雙方達成的重要政治共識。我想強調的是,中國堅定不移走和平發展道路,始終不渝奉行互利開放的戰略,一貫堅持“與鄰為善、以鄰為伴”的睦鄰外交方針,奉行防御性的國防政策,永遠不稱霸,永遠不對外擴張。這些絕不是抽象空洞的口號,而是中國政府基于時代潮流和本國歷史文化、價值觀念并從具體國情及根本利益出發,作出的戰略抉擇和莊嚴的國際承諾。日本戰后走和平發展道路,取得舉世公認的發展成就,給日本人民帶來巨大利益。我們希望日本繼續發揮自身優勢,為本地區的和平與發展始終發揮建設性作用。

——雙方要不斷增進政治互信尤其是安全互信,客觀理性地認識和對待對方的發展,不斷培育和增進伙伴意識。在中日第四個政治文件中,兩國確認互為合作伙伴,互不構成威脅。雙方要以實際行動把這一承諾落到實處,使這一重要政治共識逐步成為廣泛的社會共識。為此,雙方應進一步加強政治、安全對話和交流,就雙邊關系中的重大問題、各自內外政策和發展走向及時坦誠溝通,加強對話,深化增信釋疑,防止戰略誤判。

——雙方要著眼大局,妥善處理敏感問題,尤其是海洋領土爭端。作為交往密切的近鄰,中日間難免會有這樣那樣的矛盾和分歧。在戰后中日關系重建、改善和發展的過程中,雙方也曾遇到嚴重困難和障礙,兩國老一輩政治家以高度的政治智慧妥善處理了有關問題,值得我們學習和借鑒。歷史經驗告訴我們,在敏感問題上,要始終以兩國關系大局為重,堅持通過對話協商解決問題,處理好彼此分歧和摩擦,牢牢把握兩國關系發展的正確方向。

在釣魚島問題上,雙方要按照兩國老一輩領導人達成的重要共識精神以及雙方迄今形成的諒解,加以妥善處理,同時加快建立海上危機管控機制,防止再次發生類似事件,嚴重干擾兩國關系大局。

二是合作的主題。中日不是潛在對手,而是合作伙伴。雙方應在雙邊、地區和全球層面加強互利合作,不斷擴大共同利益,走共享機遇、共同發展、共同繁榮之路。

——要立足雙邊,推動經貿合作加快轉型升級。雙方應著眼后金融危機時代世界經濟發展潮流,加強能源環境、綠色低碳、循環經濟和高新技術等領域合作。爭取推出大的示范性合作項目。在這方面要有大戰略和大手筆。去年以來,唐山曹妃甸中日循環經濟園區項目受到兩國各界高度關注。我曾陪同日本經濟界首腦前往實地考察,深感當地發展潛力的確巨大,是中日著眼新時代開展合作的難得平臺。雙方應不失時機地大力推動,爭取該項目早日取得實質進展。

——要扎根亞洲,共創區域合作的新局面。亞洲是中日兩國安身立命之本,是兩國發展的共同戰略依托。在亞洲區域合作加快發展的歷史進程中,作為本地區主要大國,雙方應發揮各自優勢,加強協調合作,尋求更多的利益交匯點,攜手振興亞洲。一是在涉及地區合作未來格局的重大問題上保持密切溝通,共同勾畫亞洲發展的未來藍圖。二是積極致力于區域經濟一體化,推進中日韓自貿區聯合研究、東亞自貿區建設,加強區域金融合作,探討在亞洲互聯互通建設、湄公河次區域開發等方面開展務實合作,推動區域合作始終沿著互利共贏的方向發展。三是共同致力于推動六方會談進程和東北亞和平機制建設,維護朝鮮半島和平穩定,為實現半島無核化和本地區的長治久安作出積極貢獻。

——要放眼世界,加強國際事務中的協調合作。雙方可充分利用聯合國、G20、APEC等多邊平臺,就維護全球經濟穩定,推進國際金融體制改革,完善全球經濟治理機制等保持密切溝通和協調,在反對貿易保護主義等領域相互支持。在實現聯合國千年發展目標、應對氣候變化、恐怖主義、自然災害、傳染性疾病等全球性課題方面開展互利合作。中日同為資源能源進口大國,雙方還可推動兩國相關企業在資源開發、定價、運輸等方面開展戰略性合作。

三是友好的主題。中日兩國有著兩千多年友好交往的歷史。中日友好在兩國民間有著深厚的根基。世世代代友好下去,是兩國人民的共同愿望。雙方應針對兩國國民感情下滑的狀況,增強緊迫感,進一步加大投入,多管齊下,爭取盡快扭轉這一局面。

——應充分發揮中日地理相近、文化相通、友城眾多等獨特優勢,官民并舉,積極擴大人員交流。尤其是要持之以恒地開展青少年交流,不斷增進兩國年輕一代的相互了解和友誼。

——應不斷創新交流形式,豐富交流內涵。努力發揚共同的文化價值理念,用好現代流行文化和創意產業合作這些新抓手,大力開展動人心弦的人文交流,吸引更多民眾參與,拉近彼此的感情距離。

——應共同營造客觀友善的社會輿論環境。雙方要多向媒體提供積極、正面、客觀的信息,使兩國民眾正確了解對方,形成良性互動。兩國媒體應加強交流,增進相互了解,增強責任感,為兩國關系改善發展發揮橋梁作用。

來賓們、朋友們,今年適逢辛亥革命100周年。一百年前,孫中山先生提出“世界大勢,浩浩蕩蕩,順之則昌,逆之則亡”,拉開了中國民主革命的序幕,并得到眾多日本仁人志士的寶貴支持。一百年后的今天,謀和平、求合作、促發展已經成為世界人民共同追求的大勢,和平、友好、合作成為中日雙方唯一正確的選擇。我堅信,只要我們順應歷史潮流,把準時代脈搏,超越一時一事,堅持從戰略高度和長遠角度看待和處理兩國關系,堅持推進中日戰略互惠關系的大方向,就一定能夠實現兩國和平共處、世代友好、互利合作、共同發展的崇高目標。

在這一元復始、萬象更新的時刻,我想特別強調,2011年對中日關系十分關鍵。我衷心希望中日雙方共同努力,相向而行,把握機遇,化解挑戰,確保中日關系實現健康穩定發展,以實實在在的合作成果共同迎接2012年中日邦交正常化40周年,將中日關系提升到新的更高水平。

尊敬的各位來賓,女士們,先生們,朋友們:

Distinguished Guests, Ladies and Gentlemen, Dear Friends,在這美好的金秋時節,第三屆東亞論壇在北京舉行。我謹代表中國政府,并以我個人名義,對此次論壇的召開表示熱烈祝賀。東亞論壇是東亞合作的重要機制,它為東亞國家官、產、學各界提供了一個對話交流、促進合作的平臺。我相信,來自東盟和中、日、韓等國的官、產、學界代表齊聚一堂,共商東亞合作大計,必將為擴大東亞各國的交流合作,增進互信,推動東亞區域發展、穩定與繁榮做出新的重要貢獻。

As the 3rd East Asia Forum convenes in Beijing in this beautiful season of golden autumn, I wish to extend, on behalf of the Chinese Government and in my own name, our warm congratulations on this gathering.As an important mechanism for East Asia cooperation, the Forum provides the government, business and academic communities in this region with a platform for more dialogue, exchanges and cooperation.Representatives of governments, businesses and academia of ASEAN countries, China, Japan and the Republic of Korea(ROK)are brought together here to discuss strategies for East Asia cooperation.This, I believe, will contribute

significantly to the exchanges, cooperation and mutual trust among East Asian nations, as well as development, stability and prosperity in the region.今天的亞洲正處于重要的發展時期。縱觀當前東亞總體形勢,謀和平、求發展、促合作日益深入人心。各國政治互信加強,區域合作進程加快,對話、合作已成為本區域內國家間關系的主旋律。東亞各國經過長期不懈的努力和探索,大都找到了符合本國國情的發展道路,經濟社會不斷發展,人民生活水平顯著提高。東亞經濟的增長一直位于世界前列,成為推動亞洲乃至世界經濟發展的主要力量。東亞國家正以通過長期不懈努力創造的發展成就,引起世界的廣泛矚目。

Asia today is in an important stage of development.The pursuit of peace, development and cooperation has found its way ever deeper in the hearts of the people across East Asia.Political mutual trust among nations is enhanced, and regional cooperation expedited.Dialogue and cooperation have become the main theme of state-to-state relations in the region.Thanks to their perpetual hard work and exploratory efforts, most East Asian countries have found the road to development suited to their own national conditions, leading to steady social and economic development and marked improvement in the living standards of their people.Taking the lead in world economic development for a long time, East Asia has become a major driving force behind the economic growth of the whole of Asia and the world at large.Countries in this region are now capturing worldwide attention with their achievements through longtime unremitting efforts.東亞的發展帶給我們許多重要的啟示,其中之一就是要重視和加強區域合作。東亞國家順應經濟全球化和區域一體化的客觀要求,不斷探索新的合作途徑和模式,穩步加強合作機制建設,以經貿合作為先導,合作領域不斷擴大,合作內涵日益豐富。目前,東盟與中日韓(10+3)合作、東盟共同體建設、東盟與中日韓三個10+1合作、中日韓三方合作正在穩步推進,取得了扎實的進展。去年10+3領導人會議將東亞共同體確定為東亞合作的長遠目標,進一步明確了東亞合作的發展方向,東亞合作開始步入新的發展階段。

The development of East Asia is enlightening in many important ways.Among others, regional

cooperation should be valued and strengthened.In response to the objective needs of economic globalization and regional integration, East Asian countries have been constantly exploring new avenues and modes for cooperation, and steadily enhancing their efforts in building cooperation mechanisms.With business ties leading the way, East Asian countries have increasingly expanded areas of collaboration, and enriched their cooperation.At present, ASEAN's cooperation with China, Japan and the ROK(10+3), the building of the

ASEAN Community, ASEAN's respective cooperation with China, Japan and the ROK, and China-Japan-ROK cooperation are all moving steadily ahead with solid progress.At the 10+3 leaders' meeting last year, an East Asian Community was defined as the long-term objective of East Asia cooperation.This has further helped identify the orientation of East Asia cooperation, and opened up a new phase for cooperation in the region.事實證明,東亞合作符合本地區國家和人民的利益,給各國人民帶來了實實在在的好處。東亞合作為本地區持續穩定、發展和繁榮提供了有力的保障和動力,也正深刻地改變著本地區政治、經濟和安全

環境。各國之間在合作進程中經濟融合加深,相互依存度提高,政治互信增強。所有這一切,都為東亞合作的進一步發展奠定了重要的基礎。

Facts have proved that East Asia cooperation serves the interests of countries and peoples in this region, bringing about tangible benefits to all peoples in East Asia.It provides a strong guarantee and impetus for

sustained stability, development and prosperity in this region.It is also inflicting profound changes on regional political, economic and security environment.In pursing cooperation, all countries have witnessed deeper

economic integration, greater interdependence and stronger political mutual trust.All this has laid an important foundation for closer cooperation in East Asia.同時也要看到,東亞合作仍處在初期階段,仍面臨方方面面的挑戰。如何把握東亞合作的正確方向、引導各國走和平發展道路,如何加強各國間的政治互信和安全合作,營造有利的發展環境,如何結合形勢的發展變化,妥善應對貧困、恐怖主義、能源短缺、民族與宗教矛盾、自然災害、禽流感等非傳統安全問題,仍需要各國深入思考并在今后的合作進程中采取有效解決辦法。應該承認,繼續深化、拓展東亞合作進程,機遇與挑戰并存。我們要牢牢把握當前的有利時機,同時妥善應對面臨的困難。要從戰略高度重視東亞合作的意義,用歷史的眼光看待東亞合作的進程,不斷強化合作意識,加大合作力度,拓寬合作領域,豐富合作內容。要通過合作擴大共同利益、縮小矛盾分歧,謀求互利共贏和共同發展,為亞洲和世界的和平、穩定與發展作出更大貢獻。

Meanwhile, we must not lose sight of the fact that East Asia cooperation is still in its nascent stage, and still faces challenges of one kind or another.How to keep East Asia cooperation in the right direction, and guide all nations to follow a path of peaceful development? How to enhance political mutual trust and security cooperation among different countries and create a favorable environment for development? How to cope with non-traditional security threats such as poverty, terrorism, energy shortage, ethnic and religious conflicts, natural disasters and avian flu in light of the evolution of the situation?--These are the questions that all nations need to contemplate, and take effective measures to address in their future cooperation.It should be acknowledged that we face both opportunities and challenges in continuing to deepen and expand East Asia cooperation.We must seize firmly the current good opportunities, and handle properly the difficulties in front of us.We should attach strategic importance to East Asia cooperation, and view its process from a historical perspective.We should strengthen our will and efforts, and expand the areas and contents of cooperation.We should take the enhancement of cooperation as a way to expand common interests, reduce differences, and seek mutual benefit, win-win results and common development, so as to make greater contribution to peace, stability and development in Asia and the world at large.在此,我愿就東亞合作提幾點看法,與大家共同商榷。

Hereby, I would like to offer some observations on East Asia cooperation for discussion.第一、求同存異,增強互信。東亞國家地理相近、文化相通,這是我們開展合作的優勢。同時,東亞國家的國情不盡相同,各國選擇了符合自身特點的發展道路。我們應充分尊重本地區多樣性的特點,充分考慮到各國經濟發展水平、社會制度、民族、文化等差異和不同關切。要堅持各國在合作進程中一律平等的原則。我們倡導區域合作,目的在于加強相互學習和借鑒,促進交流與合作,從而實現共同發展和共同進步。

First, seeking common ground while preserving differences, and enhancing mutual trust.Geographical proximity and cultural similarity in East Asia are the assets for our cooperation.On the other hand, East Asian countries have different national conditions, and they have each chosen development paths that fit in well with their particularities.It is important that we fully respect the distinctive feature of diversity in our region, and take into full consideration the differences in economic development levels, social systems, ethnic groups and cultures of the countries as well as their divergent concerns.In the course of cooperation, equality of all

countries must be adhered to as a matter of principle.While advocating regional cooperation, we have as our objectives to learn more from each other, and promote exchanges and cooperation, so as to achieve common development and progress.第二、突出重點,鞏固基礎。東亞合作涵蓋了很多區域和次區域合作機制,其中10+3合作作為本地區重要的合作機制,在東亞合作中發揮著舉足輕重的作用。我們既要重視各個機制的互補性,也應把握重點,進一步增加對10+3合作的投入,著重提高合作效率和水平,繼續發揮其主渠道的作用。應當不斷夯實經貿合作的基礎,逐步加強政治安全對話,開展社會文化合作。

Second, highlighting priorities and consolidating the foundation for cooperation.Among the host of

regional and sub-regional cooperation mechanisms within the framework of East Asia cooperation, the 10+3 is playing a pivotal role as an important cooperation mechanism in the region.Not only should we set store by the complementarity of various mechanisms, but we should also identify priorities, and move further to increase our input in 10+3 cooperation, focus on improving its efficiency and quality, and keep it as the main channel for our cooperation.We should constantly consolidate the foundation for our business cooperation, gradually enhance political and security dialogue, and conduct social and cultural cooperation.第三、凝聚共識,循序漸進。東亞合作關系到本地區各國的利益和各方的關切,是前人不曾經歷的新生事物,需要一個統一思想、擴大共識、逐步推進的過程。過去一些年來,我們已經進行了許多有益的嘗試,為進一步擴大合作領域、提高合作層次創造了良好條件。同時,我們也要對東亞合作的長期性有清醒的認識。要繼續總結經驗,加強溝通,最大限度尋求利益匯合點,探索可為各國共同接受的合作思路、途徑和模式。

Third, building consensus and moving forward in a gradual manner.East Asia cooperation bears upon the interests of countries in the region and concerns of various parties.It is a new cause undertaken by no one

before us.It evolves a process of building and expanding consensus, and proceeding step by step.Over the past few years, we have made many useful attempts, creating favorable conditions for further cooperation in more areas and at a higher level.At the same time, we should also be soberly aware that East Asia cooperation is a long-haul journey.We should all continue to summarize experience, enhance communications, maximize

common interests, and look for ideas, ways and modes of cooperation acceptable to all countries in our region.第四、兼容并蓄,保持開放。在經濟全球化迅速發展的時代,任何國家和地區都不可能孤立地發展。我們支持東盟和東亞國家在東亞合作進程中的主導作用,同時認為東亞合作不必要也不需要排斥其他國家或地區,這不符合東亞的利益。我們應該在開放中推進東亞合作,與其他區域、次區域和跨區域的合作機制保持協調,優勢互補,相互促進。要同域外國家開展多種形式的對話與溝通,增加這些國家對本地區合作的理解和支持。現在,有些域外國家仍對東亞合作抱有種種疑慮,有不少偏見,我在這里可以做一個明確的表示:朋友們,不要疑慮,不要猶豫,東亞合作是全面開放的,歡迎你們參加,為東亞的和平、繁榮與發展做出寶貴的貢獻!

Fourth, embracing inclusiveness and staying open.At a time of rapid economic globalization, no country or region can achieve development in isolation.We support the leading role of ASEAN and East Asian countries in cooperation in this region.We also believe that East Asia cooperation should not, and does not need to, exclude other countries or regions.Otherwise, it will not serve the interests of East Asia.We should move forward our cooperation in an open manner, and coordinate with other regional, sub-regional and

inter-regional cooperation mechanisms, so as to draw upon each other's strong points and help with each other's development.We also need to talk to and communicate in various forms with countries outside this region to have more understanding and support from them on East Asia cooperation.At present, some of them still have doubts and prejudices regarding our cooperation.Let me make a clear statement of our position here to our friends: Do not worry.Do not hesitate.East Asia cooperation is all-out open.We welcome your participation.And we welcome your valuable input in peace, prosperity and development of East Asia!

女士們,先生們,朋友們,Ladies and Gentlemen, Dear Friends,中國是本地區最大的發展中國家。中國的發展離不開與東亞各國的合作,東亞的進步也需要中國的持續、穩定發展。事實證明,中國在贏得自身發展的同時,也為東亞的發展創造了重要機遇。目前,中國正處于關鍵的發展時期。我們堅持以科學發展觀統領經濟、社會發展全局,堅持以人為本,積極推進經濟、社會全面協調可持續發展,努力構建社會主義和諧社會。中國堅定不移地走和平發展道路,奉行“與鄰為善,以鄰為伴”的方針和“睦鄰、安鄰、富鄰”的政策。我們堅持大小國家平等相待,和平解決爭端,不干涉別國內政,堅持本著互利共贏的原則,積極推動與周邊國家的合作,堅持以互信、互利、平等、協作為核心,努力維護和平穩定的地區安全環境。我們將一如既往地尊重周邊國家不同的文化、宗教和歷史背景,推動多種文明對話與和諧共處。作為東亞合作的倡導者、支持者和參與者,中國深知自己在東亞區域合作中的責任和義務。我們愿與東盟和日本、韓國一道,共同推動東亞合作不斷向前發展,為進一步推進東亞區域合作做出應有的貢獻。

China is the biggest developing country in this region.It cannot develop without cooperation with

countries in East Asia, and East Asia needs the sustained and steady development of China in order to move forward.Facts have proved that while attaining its own development, China has also brought about important opportunities for East Asian development.At present, China is at a critical phase of development.We are committed to guiding our overall economic and social undertakings by a scientific approach to development, and work vigorously to build a socialist harmonious society that is people-oriented and features all-round, coordinated and sustainable economic and social development.China is firmly committed to the road of peaceful development, the principle of “building a good-neighborly relationship and partnership with our neighbors”, and the policy of “building an amicable, tranquil and prosperous neighborhood”.We believe in equality of all countries regardless of their size, peaceful settlement of disputes, and non-interference in each other's internal affairs.We take it as a principle to bring about mutual benefit and win-win results, and work actively for cooperation with our neighbors.We take mutual trust, mutual benefit, equality and coordination as our core values, and strive to maintain a peaceful and stable security environment in the region.We will, as always, respect the different cultures, religions and historical backgrounds of our neighbors, and promote dialogue and harmonious coexistence among various civilizations.As an East Asia cooperation advocator,supporter and participant, China is keenly aware of its responsibilities and obligations in regional cooperation in East Asia.We are ready to work together with ASEAN, Japan and the ROK for steady progress in East Asia cooperation, and contribute our due share to the regional cooperation.最后,預祝會議取得圓滿成功。

Distinguished Representatives and Diplomatic Envoys, Ladies and Gentlemen, 首先,我代表中國政府,對第13屆亞太人權研討會的召開表示誠摯的祝賀。

On behalf of the Chinese Government, let me begin by offering our sincere congratulations on the opening of the 13th Annual Workshop of the Framework on Regional Cooperation for the

Promotion and Protection of Human Rights in the Asia-Pacific Region.借此機會,我也對聯合國人權高專阿博爾女士和亞太各國政府、政府間國際組織、國家人權機構及非政府組織的代表來京與會表示熱烈的歡迎。

Let me also take this opportunity to extend a warm welcome to you, Ms.Louise Arbour and all the representatives from the governments of the Asia-Pacific countries, inter-governmental organizations, national human rights institutions and NGOs who have come to Beijing for the event.亞太人權研討會在聯合國支持下于1990年正式啟動,已經成為亞太國家促進人權領域合作的重要平臺。

Since its official launch in 1990 supported by the United Nations, the Asia-Pacific Human Rights Workshop has become a major platform for cooperation in this area among the countries in the region.15年來,亞太各國積極探索建立區域人權機制,明確提出區域人權合作四大重點,在建立國家人權機構,制定人權行動計劃,開展人權教育和促進經濟、社會、文化權利及發展權等方面作出了積極努力,取得了顯著成績。

Over the past 15 years, the Asia-Pacific countries, endeavoring to establish a regional human rights mechanism, have clearly defined and worked on four priority areas for regional human rights cooperation and achieved remarkable progress in setting up national human rights institutions, formulating human rights action plans, carrying out human rights education and promoting economic, social, cultural rights and the right to development.實踐證明,只要我們牢牢把握促進和保護人權的正確方向,同時立足于亞太區域的具體情況,亞太地區的人權事業將會不斷發展,亞太各國的人權合作將會穩步推進。

It has been proved that as long as we stick to the correct direction in promoting and protecting human rights and take into consideration the actualities of our region, we will continue to make headway in our cooperation and the cause of promoting human rights in our region.亞太地區人權事業的進步與本地區的和平、安全環境和經濟、社會發展息息相關,密不可分。The progress of the human rights cause in the Asia-Pacific region is closely interrelated with peace, security environment and economic-social development in our region.縱觀當今亞太地區,謀和平、求發展、促合作日益深入人心。

Today, peace, development and cooperation have taken root in the heart of our people.各國政治互信增強,經濟一體化進程加快,對話、合作已成為地區關系的主旋律。

With increasing mutual political trust and accelerating economic integration, dialogue and

cooperation have become the dominant theme in our region.亞太地區已經成為全球經濟增長最快、發展潛力最大的地區。

The dynamic Asia-Pacific region has become one of the fastest-growing and most promising economies in today's world.以亞太經合組織、阿拉伯國家聯盟、東南亞國家聯盟、南亞區域合作聯盟、太平洋島國論壇等區域組織為代表,各種形式的區域、次區域合作保持著良好勢頭。Various forms of regional and sub-regional cooperation, as represented by the Asia-Pacific Economic Cooperation, the League of Arab States, the Association of Southeast Asian Nations, the South Asian Association for Regional Cooperation and the Pacific Islands Forum, has maintained a good momentum.這一切已經并將繼續為亞太地區人權事業的發展創造有利的環境。

All of these have created and will continue to create a favorable environment for the development of the human rights cause in our part of the world.亞太地區的發展正處于關鍵的歷史時期,亞太地區的人權事業面臨著重要機遇。

As the Asia-Pacific region is at a crucial historic juncture of its development, its human rights cause is faced with major opportunities.亞太地區人口占世界人口一半以上。

The population of our region accounts for over half of the world's total.在促進本地區和平穩定和發展繁榮的基礎上,加強區域人權合作,不斷提高本地區人民享受各項人權與基本自由的水平,既符合本地區人民的根本利益,也對世界人權事業具有重要意義。

By strengthening human rights cooperation and constantly enhancing people's human rights and other fundamental freedoms in our region on the basis of peace, stability, development and prosperity, we will both serve the fundamental interests of our people and contribute significantly to the human rights cause of the whole world.我愿就此提出四點看法:

Let me share with you four observations in this connection:

第一,開展亞太人權合作,應堅持平等和相互尊重的原則。

First, human rights cooperation in the Asia-Pacific should conform to the principle of equality and mutual respect.亞太幾十個國家的文化傳統和現實狀況千差萬別,在開展區域合作過程中,應象中國古代先哲孔子說的那樣,做到“君子和而不同”。

Given the vastly different cultural heritages and conditions of dozens of Asia-Pacific countries, the ancient Chinese philosopher Confucius' advice that “Gentlemen should live in harmony without uniformity” could serve as a guide in our regional cooperation.一方面,我們要根據《聯合國憲章》和國際人權文書的宗旨和原則,一切從人民的根本利益出發,堅定不移地促進和保護人權。

On the one hand, we should uphold the purposes and principles enshrined in the UN Charter and international human rights instruments and unswervingly promote and protect human rights to meet the fundamental interests of the people.另一方面,各國應根據國情選擇適合自己的促進和保護人權方式。

On the other hand, every country should choose its own way to promote and protect human rights in line with its national conditions.無論是制定國家人權行動計劃,設立國家人權機構,還是開展人權教育,各國都不可能千篇一律。There is no uniform standard with regard to national human rights action plans, national human rights institutions or human rights education.我們倡導區域合作,目的在于加強相互學習和借鑒,促進交流與合作,從而實現共同發展和共同進步。

The purpose of regional cooperation is to facilitate emulation, exchanges and cooperation so as to achieve common development and progress.第二,開展亞太人權合作,應把促進經濟、社會、文化權利和發展權放在優先地位。

Second, the priority of this cooperation should be the promotion of economic, social and cultural rights and the right to development.亞太地區多為發展中國家,全球三分之二的貧困人口聚集在這里。

The bulk of Asia-Pacific countries are still in the process of development.More than two thirds of the world’s poor populations live in our region.許多亞太國家在經濟建設和社會發展方面取得了非凡成就,但也面臨地區沖突、恐怖主義、金融危機、自然災害、環境保護、重大傳染病等方面的嚴峻挑戰,人民的基本人權仍面臨嚴重威脅。Despite the indisputable achievements of many Asia-Pacific countries in economic-social development, recurring regional conflicts, terrorism, financial crises, natural disasters, environmental degradation and major outbreaks of infectious diseases are still posing serious challenges to the realization of fundamental human rights.對于本地區許多國家人民而言,貧困落后是充分享受各項人權的最主要障礙。

For the people of many countries in our region, poverty and backwardness remain the biggest hurdle to surmount before they can enjoy human rights fully.面對這一形勢,我們別無選擇,只有把實現發展權和促進經濟、社會、文化權利作為最緊迫的任務,一心一意謀發展,堅持用發展促進人權,在發展進程中解決人權領域面臨的困難和問題,提高人民享受各項基本人權的水平。

Under such circumstances, we have no other choice but to make the realization of the right to development and the promotion of economic, social and cultural rights our most pressing task and to focus on development, using it as a way to promote human rights and address relevant difficulties and problems in this process so that our people will be able to enjoy fundamental human rights at a higher level.第三,開展亞太人權合作,應堅持本地區優秀文化傳統和價值觀,同時借鑒其他地區的有益經驗。Third, an important aspect of our cooperation is to uphold the precious cultural heritages and values of our region and at the same time draw on the useful experience of other regions.作為世界幾大古老文明的發源地,亞太地區人文思想博大精深。

As the cradle of several of the world's ancient civilizations, cultures and philosophies in the Asia-Pacific are rich and profound.寬容仁愛、自律自強、珍視人性、和諧有序,是我們寶貴的精神財富。

Tolerance, benevolence, self-discipline, self-strengthening and the value on humanity, harmony and order are our precious assets.我們有理由感到自豪,也有責任予以弘揚。

We have reasons to be proud of our heritages and the responsibility to carry them forward.我們應充分發揮亞太地區的這一優勢,把傳統人權思想與現代人權理念有機地結合起來,構建符合亞太區域特點的促進和保護人權體系,塑造出具有“亞太特色”的人權合作模式。

We should make the most of this special advantage of ours and combine traditional thinking with modern concepts to create a system and a model with “Asia-Pacific characteristics” for promotion and protection of human rights as well as cooperation in this area.同時,亞太國家也要本著開放的態度,充分借鑒歐洲、美洲和非洲區域人權機制的有益經驗,取長補短,共同進步。

At the same time, Asia-Pacific countries should be ready to learn with an open mind from the experiences of the human rights mechanisms of Europe, Americas and Africa so that progress can be made in all regions.這既有利于本地區人權事業的發展,也符合經濟全球化時代的國際合作潮流。

This is not only conducive to the development of human rights cause in our region, but serves international cooperation in the age of economic globalization as well.第四,開展亞太人權合作,應采取循序漸進、協商一致的方式。

Fourth, human rights cooperation in the Asia-Pacific should be carried out gradually and by consensus.亞太地區地域遼闊,人口眾多,各國和次區域間差異明顯。

In this large and populous area, there exist obvious disparities among the countries and sub-regions.近年來,阿拉伯國家聯盟、東南亞國家聯盟、南亞區域合作聯盟以及太平洋島國論壇等框架下的次區域人權合作初具規模,跨次區域的交流與合作逐步發展。

Over the years, sub-regional human rights cooperation within the frameworks of the League of Arab States, the Association of Southeast Asian Nations, the South Asian Association for Regional Cooperation and the Pacific Islands Forum has been unfolding, and exchanges and cooperation between sub-regions are also growing.這些有益嘗試,無疑為各國間進一步擴大合作領域、提高合作層次創造了良好條件。

These useful experiments have undoubtedly created favorable conditions for the countries to further expand the scope and raise the level of their cooperation.我們應充分利用亞太人權研討會這一交流平臺,繼續總結經驗,加強協調,整合資源,最大限度尋求利益匯合點,探索可為各國共同接受的合作思路、途徑和模式。

We should take full advantage of the exchange platform provided by the Asia-Pacific Human Rights Workshop and continue to draw on the successful experiences, strengthen coordination, integrate resources, seek the largest common interests and explore cooperation plans, channels and models that are acceptable to all countries.我相信,只要各國堅持從共同利益出發,妥善處理分歧,照顧彼此關切,我們完全有理由對最終建立統一的區域人權合作機制目標充滿信心。

I believe, as long as every country can proceed from our common interests, address the differences properly and take into account other's concerns, we have reasons to have confidence about the establishment of a regional human rights cooperation mechanism.女士們,先生們,Ladies and Gentlemen, 中華民族歷來崇尚人的尊嚴和價值。

The Chinese nation has a tradition of cherishing human dignity and values.從幾千年前的“民為貴”到今天的“執政為民”,中國的人權理念也在不斷與時俱進,日趨成熟。From the earlier precept of “putting people first” several millenniums ago to today's idea of “governing the country for the people”, human rights concepts in China have been evolving with the times and progressing towards maturity.改革開放近27年來,中國人民的生活實現了從貧困到溫飽和從溫飽到小康的兩次歷史性跨越。Thanks to nearly 27 years of reform and opening up, the Chinese people have experienced two historic leaps from a state of destitution to adequate livelihood and then to moderate prosperity.與此同時,中國全面落實依法治國基本方略,積極穩妥地推進政治體制改革,不斷完善民主法制建設。

Meanwhile, putting into practice the basic principle of rule of law in all fields, China has

advanced the reform of its political structure vigorously yet steadfastly, and persisted in improving the country's democracy and legal system.去年3月,中國全國人大將“國家尊重和保障人權”寫入憲法,進一步確立了人權在國家發展戰略中的突出地位。

The decision by China's National People's Congress in March 2004 to incorporate the provision that the “State respects and protects human rights” into the Constitution has further highlighted the prominent position of human rights in China's national development strategy.目前,中國政府正在認真貫徹人權保護的憲法原則,落實以人為本、全面、協調、可持續的科學發展觀,努力構建民主法治、公平正義、誠信友愛、充滿活力、安定有序的和諧社會。

At present, the Chinese Government is making earnest efforts to implement the constitutional principle of human rights protection and the human-centered scientific concept of comprehensive, coordinated and sustainable development with a view to building a harmonious and dynamic society based on democracy and rule of law in which there are social justice, good faith and public order.要合作不要對抗,已經成為國際社會的廣泛共識。

Cooperation instead of confrontation has become the general consensus of the international community.中國政府本著開放、務實的態度,同許多國家開展了雙邊人權對話與交流,積極推動區域和國際人權合作。

With an open and pragmatic approach, the Chinese Government has conducted

bilateral human rights dialogues and exchanges with many countries and worked hard to promote regional and international human rights cooperation.繼2000年中國主辦第八屆亞太人權研討會之后,我們很高興再次與聯合國人權高專辦公室合作,舉辦此次亞太人權研討會。

Having hosted the 8th Asia-Pacific human rights workshop in 2000, we are delighted

to have another opportunity to host this Workshop in cooperation with the office of the UN High Commissioner for Human Rights.我相信,在與會各國政府、政府間國際組織、國家人權機構和非政府組織代表的共同努力下,本次研討會一定能為加強亞太區域人權合作作出新的貢獻。

Secretary-General Ban Ki-moon, Dear Colleagues, 今天,各國領導人匯聚聯合國,共商應對氣候變化大計,這對推動國際社會有力應對氣候變化這一全球性挑戰具有十分重要的意義。Today, world leaders are gathered at the United Nations to discuss ways to tackle climate change.This is of great significance for catalyzing strong action by the international community to meet this global challenge.全球氣候變化深刻影響著人類生存和發展,是各國共同面臨的重大挑戰。37年來,從斯德哥爾摩到里約熱內盧,從京都到巴厘島,我們為保護全球環境、應對氣候變化共同努力,取得顯著成就。這是世界各國不斷加深認知、不斷凝聚共識、不斷應對挑戰的歷史進程。《聯合國氣候變化框架公約》及其《京都議定書》已成為各方公認的應對氣候變化主渠道,共同但有區別的責任原則已成為各方加強合作的基礎,走可持續發展道路、實現人與自然相和諧已成為各方共同追求的目標。

Global climate change has a profound impact on the existence and development of mankind, and is a major challenge facing all countries.In the last 37 years, from Stockholm to Rio de Janeiro, and from Kyoto to Bali, we have made concerted efforts and achieved notable progress in protecting the global environment and tackling climate change.This is a historic process, through which all countries have deepened their understanding, built consensus and stepped forward to meet the challenge.The United Nations Framework Convention on Climate Change(UNFCCC)and its Kyoto Protocol have now been universally recognized as the primary channel to address climate change.The principle of common but differentiated responsibilities has been established as the basis for closer international cooperation.And sustainable development and harmony between man and nature has become the common goal of all parties.氣候變化是人類發展進程中出現的問題,既受自然因素影響,也受人類活動影響,既是環境問題,更是發展問題,同各國發展階段、生活方式、人口規模、資源稟賦以及國際產業分工等因素密切相關。歸根到底,應對氣候變化問題應該也只能在發展過程中推進,應該也只能靠共同發展來解決。

Climate change is an issue arising in the course of human development.It is associated with both natural factors and human activities.It is an environmental issue, but also, and more importantly, a development issue, as it is closely connected with the development stage, way of life, size of population and resource endowment of different countries and their places in the international division of labor.In the final analysis, we should and can only advance efforts to address climate change in the course of development and meet the challenge through common development.應對氣候變化,涉及全球共同利益,更關乎廣大發展中國家發展利益和人民福祉。在應對氣候變化過程中,必須充分考慮發展中國家的發展階段和基本需求。發展中國家歷史排放少、人均排放低,目前受發展水平所限,缺少資金和技術,缺乏應對氣候變化能力和手段,在經濟全球化進程中處于國際產業鏈低端,承擔著大量轉移排放。當前,發展中國家的首要任務仍是發展經濟、消除貧困、改善民生。國際社會應該重視發展中國家特別是小島嶼國家、最不發達國家、內陸國家、非洲國家的困難處境,傾聽發展中國家聲音,尊重發展中國家訴求,把應對氣候變化和促進發展中國家發展、提高發展中國家發展內在動力和可持續發展能力緊密結合起來。

At stake in the fight against climate change are the common interests of the entire world, and the development interests and people's well-being of the vast number of developing nations in particular.It is imperative to give full consideration to the development stage and basic needs of developing countries in addressing climate change.Both their historical and per capita emissions are low.Due to their low development level and shortage of capital and technology, developing countries have limited capability and means to deal with climate change.And they have to bear a large amount of transferred emission as they are placed at the lower end of the international industrial chain in the process of economic globalization.For developing countries, the top priority now is to grow economy, eradicate poverty and improve livelihood.The international community should pay close attention to the predicament of developing countries, especially the small island states, the least developed countries, landlocked countries and African countries.It is important to listen to their voice and respect their wishes, and combine our efforts to address climate change with those to promote the growth of developing countries and build up their own dynamism for development and ability for sustainable development.各位同事!Dear Colleagues, 應對氣候變化,實現可持續發展,是擺在我們面前一項緊迫而又長期的任務,事關人類生存環境和各國發展前途,需要各國進行不懈努力。當前,我們在共同應對氣候變化方面應該堅持以下幾點。

To address climate change and achieve sustainable development is an urgent and long-term task for all of us.It bears on the living environment of mankind and the development prospects of all countries, and calls for the unremitting efforts of the whole world.In this connection, let me highlight a few principles we need to follow in our common endeavor to tackle climate change: 第一,履行各自責任是核心。共同但有區別的責任原則凝聚了國際社會共識。堅持這一原則,對確保國際社會應對氣候變化努力在正確軌道上前行至關重要。發達國家和發展中國家都應該積極采取行動應對氣候變化。根據《聯合國氣候變化框架公約》及其《京都議定書》的要求,積極落實“巴厘路線圖”談判。發達國家應該完成《京都議定書》確定的減排任務,繼續承擔中期大幅量化減排指標,并為發展中國家應對氣候變化提供支持。發展中國家應該根據本國國情,在發達國家資金和技術轉讓支持下,努力適應氣候變化,盡可能減緩溫室氣體排放。First, fulfilling respective responsibilities should be at the core of our effort.The principle of common but differentiated responsibilities embodies the consensus of the international community.Adherence to this principle is critical to keeping international cooperation on climate change on the right track.Both developed and developing countries should take active steps to tackle climate change.We should act in keeping with the provisions of the UNFCCC and its Kyoto Protocol and advance negotiations under the Bali Roadmap in real earnest.Developed countries should fulfill the task of emission reduction set in the Kyoto Protocol, continue to undertake substantial mid-term quantified emission reduction targets, and support developing countries in countering climate change.Developing countries should, in the light of their national conditions and with the financial and technological support of developed countries, work hard to adapt to climate change and do their best to reduce greenhouse gas emissions.第二,實現互利共贏是目標。氣候變化沒有國界。任何國家都不可能獨善其身。應對這一挑戰,需要國際社會同舟共濟、齊心協力。支持發展中國家應對氣候變化,既是發達國家應盡的責任,也符合發達國家長遠利益。我們應該樹立幫助別人就是幫助自己的觀念,努力實現發達國家和發展中國家雙贏,實現各國利益和全人類利益共贏。

Second, achieving mutual benefit and win-win outcome should be the goal of our effort.Climate change respects no national borders, and no country is immune from it.To counter this challenge requires the whole-hearted cooperation and coordinated actions of the international community.Developed countries should support developing countries in tackling climate change.This is not only their responsibility, but also serves their long-term interest.We should foster the idea that helping others is helping oneself and make our endeavor on climate change a win-win for both developed and developing countries and a win-win for both the interests of individual countries and the common interests of humanity.第三,促進共同發展是基礎。發展中國家應該統籌協調經濟增長、社會發展、環境保護,增強可持續發展能力,擺脫先污染、后治理的老路。同時,不能要求發展中國家承擔超越發展階段、應負責任、實際能力的義務。從長期看,沒有各國共同發展,特別是沒有發展中國家發展,應對氣候變化就沒有廣泛而堅實的基礎。Third, promoting common development should be the basis of our effort.Developing countries need to strike a balance between economic growth, social development and environmental protection, strengthen capacity for sustainable development and avoid the old path of “polluting first and cleaning up later”.They should not, however, be asked to take on obligations that go beyond their development stage, responsibility and capabilities.Without common development, particularly the development of developing countries, there cannot be a broad and solid basis in the long run for tackling climate change.第四,確保資金技術是關鍵。發達國家應該擔起責任,向發展中國家提供新的額外的充足的可預期的資金支持。這是對人類未來的共同投資。氣候友好技術應該更好服務于全人類共同利益。應該建立政府主導、企業參與、市場運作的良性互動機制,讓發展中國家用得上氣候友好技術。

Fourth, ensuring financing and technology holds the key to the success of our effort.Developed countries should take up their responsibility and provide new, additional, adequate and predictable financial support to developing countries.This, in effect, represents a joint investment in the future of mankind.Environment-friendly technologies should better serve the common interests of humanity.In order to enable the developing countries to have access to climate-friendly technologies, it is necessary to set a sound interactive mechanism with governments playing the leading role, businesses taking part and market principles at play.各位同事!Dear Colleagues, 中國取得了巨大發展成就,人民生活和社會面貌發生了深刻變化。中國經濟總量雖然已處于世界前列,但人均國內生產總值仍排在全球100位之后。中國仍是世界上最大發展中國家,人口占世界五分之一,城鄉、區域、經濟社會發展不平衡,面臨的困難還很多,實現現代化還有很長的路要走。中國從對本國人民和世界人民負責任的高度,充分認識到應對氣候變化的重要性和緊迫性,已經并將繼續堅定不移為應對氣候變化作出切實努力,并向其他發展中國家提供力所能及的幫助,繼續支持小島嶼國家、最不發達國家、內陸國家、非洲國家提高適應氣候變化能力。

China has made great achievements in development, as shown in the profound changes in the livelihood of the people and the outlook of the society, and China's total economic output is now one of the largest in the world.But on the other hand, China still lags behind more than 100 countries in terms of per capita GDP, and it remains the biggest developing country in the world.With one fifth of the world's population and given the disparity between the urban and rural areas and among different regions and the imbalances in economic and social development, China still faces many difficulties and has a long way to go before it can achieve modernization.Out of a sense of responsibility to its own people and people across the world, China fully appreciates the importance and urgency of addressing climate change.We have taken and will continue to take determined and practical steps to tackle this challenge and provide assistance to other developing countries as our ability permits.We will continue to support small island states, the least developed countries, landlocked countries and African countries in better adapting to climate change.中國高度重視和積極推動以人為本、全面協調可持續的科學發展,明確提出了建設生態文明的重大戰略任務,強調要堅持節約資源和保護環境的基本國策,堅持走可持續發展道路,在加快建設資源節約型、環境友好型社會和建設創新型國家的進程中不斷為應對氣候變化作出貢獻。

China attaches great importance to and has actively promoted scientific development, that is, comprehensive, balanced and sustainable development which puts people's interests first.We have set the building of a conservation culture as a major strategic task.We will adhere to the basic state policy of conserving resources and protecting the environment and follow the path of sustainable development.We will make fresh contributions to tackling climate change as we accelerate transition to a resource-conserving and environment-friendly society and make China a country of innovation.中國已經制定和實施了《應對氣候變化國家方案》,明確提出2005年到2010年降低單位國內生產總值能耗和主要污染物排放、提高森林覆蓋率和可再生能源比重等有約束力的國家指標。僅通過降低能耗一項,中國5年內可以節省能源6.2億噸標準煤,相當于少排放15億噸二氧化碳。

China has adopted and is implementing the National Climate Change Program, which includes mandatory national targets for reducing energy intensity and the discharge of major pollutants, and increasing forest coverage and the share of renewable energy for the period of 2005 through 2010.By reducing energy intensity alone, China can save 620 million tons of standard coal in the five-year period, equivalent to cutting 1.5 billion tons of carbon dioxide emissions.今后,中國將進一步把應對氣候變化納入經濟社會發展規劃,并繼續采取強有力的措施。一是加強節能、提高能效工作,爭取到2020年單位國內生產總值二氧化碳排放比2005年有顯著下降。二是大力發展可再生能源和核能,爭取到2020年非化石能源占一次能源消費比重達到15%左右。三是大力增加森林碳匯,爭取到2020年森林面積比2005年增加4000萬公頃,森林蓄積量比2005年增加13億立方米。四是大力發展綠色經濟,積極發展低碳經濟和循環經濟,研發和推廣氣候友好技術。In the years ahead, China will further integrate actions on climate change into its economic and social development plan and take the following measures: First, we will intensify effort to conserve energy and improve energy efficiency.We will endeavor to cut carbon dioxide emissions per unit of GDP by a notable margin by 2020 from the 2005 level.Second, we will vigorously develop renewable energy and nuclear energy.We will endeavor to increase the share of non-fossil fuels in primary energy consumption to around 15% by 2020.Third, we will energetically increase forest carbon sink.We will endeavor to increase forest coverage by 40 million hectares and forest stock volume by 1.3 billion cubic meters by 2020 from the 2005 levels.Fourth, we will step up effort to develop green economy, low-carbon economy and circular economy, and enhance research, development and dissemination of climate-friendly technologies.各位同事!Dear Colleagues, 世界期待著我們就事關人類生存和發展的氣候變化問題作出抉擇。我相信,只要我們本著對各自國家和人類社會負責任的態度,立足現實,著眼未來,堅持《聯合國氣候變化框架公約》及其《京都議定書》主渠道地位,堅持共同但有區別的責任原則,堅持“巴厘路線圖”的授權,哥本哈根大會就會成為國際社會合作應對氣候變化新的里程碑。中國愿同各國攜手努力,共同為子孫后代創造更加美好的未來!

The world expects us to make a decision in the face of climate change, an issue which bears on mankind's survival and development.I am convinced that as long as we adopt a responsible attitude toward our respective countries and mankind as a whole, proceed from the present reality while looking ahead to the future, uphold the UNFCCC and its Kyoto Protocol as the primary channel, stay committed to the principle of common but differentiated responsibilities and the mandate of the Bali Roadmap, we will make the Copenhagen Conference a new milestone in the international cooperation on climate change.China stands ready to join hands with all countries to build an even better future for the generations to come.謝謝各位。Thank you all.
