博士生導(dǎo)師短期出國交流項目實施辦法（試行）

(2011年)

一、發(fā)展目標(biāo)

進(jìn)一步推動國家建設(shè)高水平大學(xué)公派研究生項目實施工作，充分調(diào)動博士生導(dǎo)師積極性，保證項目選派質(zhì)量和留學(xué)效益；加強對派出攻讀博士學(xué)位研究生、聯(lián)合培養(yǎng)博士生專業(yè)學(xué)習(xí)方面的檢查和指導(dǎo)；促進(jìn)科研合作項目的建立與開展，進(jìn)一步推動國內(nèi)外高校學(xué)科、人員之間的實質(zhì)性交流與合作；加強與派出留學(xué)人員的情感聯(lián)系，為學(xué)生按期回國服務(wù)奠定基礎(chǔ)。

二、選派計劃

1、選派規(guī)模：200人。

優(yōu)先支持國家建設(shè)高水平大學(xué)公派研究生項目執(zhí)行情況良好的項目實施高校。各校選派計劃根據(jù)上一國家建設(shè)高水平大學(xué)公派研究生項目執(zhí)行情況決定。

2、選派對象：重點支持國家建設(shè)高水平大學(xué)公派研究生項目實施院校中聯(lián)合培養(yǎng)博士生的國內(nèi)指導(dǎo)教師。

3、選派類別：高級研究學(xué)者。

4、交流訪問期限及資助期限：四周。凡不足四周者，將追繳相關(guān)費用并影響所在高校今后本項目選派計劃。

5、派出人員訪問的國外院校、科研機(jī)構(gòu)應(yīng)與所派出學(xué)生留學(xué)單位一致；派出人員邀請方應(yīng)為派出學(xué)生的外方指導(dǎo)教師或外方指導(dǎo)教師所在院校/機(jī)構(gòu)主管部門。

6、資助內(nèi)容：按高級研究學(xué)者資助標(biāo)準(zhǔn)執(zhí)行。

三、申請條件

1、熱愛祖國，熱愛社會主義，具有良好的政治和業(yè)務(wù)素質(zhì)。

2、申請人應(yīng)為“國家建設(shè)高水平大學(xué)公派研究生項目” 聯(lián)合培養(yǎng)博士生或攻讀博士學(xué)位研究生的國內(nèi)指導(dǎo)教師。申請時，年齡不超過55歲。

3、身心健康。

本項目選派人員不受國家公派留學(xué)回國服務(wù)期限制，不影響申請其他國家公派出國留學(xué)項目。

四、選拔辦法

1、選拔方式

遵循“公平、公正、公開”的原則，由學(xué)校負(fù)責(zé)選拔推薦，留學(xué)基金委組織人員對各校人選進(jìn)行審核后確定擬選派人員名單，經(jīng)報教育部批準(zhǔn)后，于9月底前予以公示。

2、申請受理時間：2011年9月1日—7日

3、受理方式：

由各校統(tǒng)一組織被推薦人選于2011年9月1日-7日登陸http://apply.csc.edu.cn進(jìn)行網(wǎng)上報名。“申報項目名稱”為“博士生導(dǎo)師短期出國交流項目”，“受理單位名稱”為申請人所在單位名稱。

請各校登陸http://apply.csc.edu.cn/managerlogin對被推薦人選提交的網(wǎng)上報名信息進(jìn)行審核并填寫單位推薦意見表。在確認(rèn)其網(wǎng)上報名信息準(zhǔn)確、無誤后，將網(wǎng)上數(shù)據(jù)提交至留學(xué)基金委，打印《2011年國家留學(xué)基金資助出國留學(xué)人員申報初選名單一覽表》（國家留學(xué)管理信息平臺自動生成），并連同其他申請材料于9月14日前統(tǒng)一提交留學(xué)基金委。

4、向留學(xué)基金委提交的申請材料：

（1）單位正式推薦公函（應(yīng)有文頭、文號、公章）

（2）國家留學(xué)基金資助出國留學(xué)人員申報初選名單一覽表

（國家公派留學(xué)管理信息平臺自動生成并打印）

（3）被推薦人書面申請材料（一式兩份）。具體包括：

? 《國家留學(xué)基金資助出國留學(xué)人員申請表》(非學(xué)生類)； 其中，研修計劃中應(yīng)明確出訪院校/機(jī)構(gòu)名稱、與外方合作情況、訪問計劃及預(yù)期目標(biāo)等。

? 單位推薦意見表；

要求明確說明被推薦導(dǎo)師所指導(dǎo)學(xué)生、擬出訪國外院校/機(jī)構(gòu)、國外合作教授及合作項目或課題情況等。

? 正式邀請信復(fù)印件

? 主要科研成果（清單及摘要，不超過 3 頁）

? 外方合作導(dǎo)師介紹

五、對外聯(lián)系及派出

依托博士生導(dǎo)師與國外高水平教育/科研機(jī)構(gòu)現(xiàn)有合作渠道派出。

六、派出及管理

1、錄取人員在派出前免簽《資助出國留學(xué)協(xié)議書》，免交保證金。

2、教育部留學(xué)服務(wù)中心、教育部出國人員上海集訓(xùn)部、廣州留學(xué)人員服務(wù)管理中心向選派人員預(yù)支在外一個月生活費，并購買往返國際機(jī)票。

3、錄取人員應(yīng)自抵達(dá)留學(xué)所在國后十日內(nèi)向中國駐外使（領(lǐng)）館教育處（組）辦理報到手續(xù)，在外期間應(yīng)自覺接受駐外使（領(lǐng)）館的管理。
