2008年10月28日，外交部發(fā)言人姜瑜舉行例行記者會(huì)，就我在蘇丹被綁架的部分人員遇害、國(guó)際金融峰會(huì)等答問(wèn)。

姜瑜：女士們，先生們，下午好！

現(xiàn)在我愿意回答各位的提問(wèn)。

問(wèn)：據(jù)報(bào)道，在蘇丹被綁架的中國(guó)公民中有人已經(jīng)遇害。請(qǐng)予以證實(shí)并介紹有關(guān)情況。

答：據(jù)目前蘇方向中國(guó)駐蘇丹使館通報(bào)，10月27日，中國(guó)中石油公司在蘇被綁架的9名工作人員中，4人遇害、4人獲救、1人失蹤。

我人員被綁架事件發(fā)生后，黨中央、國(guó)務(wù)院高度重視，十分關(guān)注他們的安危，胡錦濤主席、溫家寶總理作出重要批示，要求外交部全力營(yíng)救我被綁人員。外交部等有關(guān)部門和中國(guó)駐蘇使館與蘇方保持密切聯(lián)系，多渠道開展工作，為解救我被綁人員做出了極大努力。

中國(guó)政府對(duì)我4名被綁人員不幸遇難表示沉痛哀悼，對(duì)其家屬表示深切慰問(wèn)。我們對(duì)綁匪慘無(wú)人道地殺害手無(wú)寸鐵的中國(guó)公司人員的恐怖主義行徑表示強(qiáng)烈憤慨和譴責(zé)。中國(guó)外交部已指示駐蘇使館和中石油赴蘇聯(lián)合工作組繼續(xù)全力營(yíng)救失蹤人員，同時(shí)抓緊處理好有關(guān)善后事宜。

中方珍視中蘇友誼與友好合作關(guān)系，要求蘇方在確保我失蹤人員安全的情況下繼續(xù)全力開展?fàn)I救，并嚴(yán)懲兇手，同時(shí)采取一切有力措施保護(hù)我在蘇人員生命和財(cái)產(chǎn)安全。

問(wèn)：請(qǐng)介紹遭受三聚氰胺污染雞蛋的擴(kuò)散范圍。你是否擔(dān)心三聚氰胺污染問(wèn)題還會(huì)蔓延到其他食品？

答：關(guān)于這個(gè)具體問(wèn)題，我建議你向主管部門提問(wèn)。中國(guó)政府高度重視食品安全問(wèn)題。如果發(fā)現(xiàn)有問(wèn)題，可通過(guò)正常渠道向有關(guān)部門反映，我們?cè)敢鈪f(xié)助調(diào)查。如果調(diào)查確有問(wèn)題，我想主管部門會(huì)要求有關(guān)企業(yè)召回相關(guān)產(chǎn)品。

問(wèn)：我想對(duì)在蘇丹被綁架人質(zhì)的遇害表示哀悼。請(qǐng)介紹中方如何解救其他人以及如何防止類似事件再次發(fā)生。第二個(gè)問(wèn)題，美軍昨日襲擊了敘利亞的一個(gè)民事目標(biāo)，造成了8人死亡和幾人受傷。中方如何看待這一對(duì)主權(quán)國(guó)家的侵略行徑？

答：感謝你表達(dá)哀悼和慰問(wèn)。中蘇友好合作建立在平等互利和共同發(fā)展的基礎(chǔ)上，對(duì)改善當(dāng)?shù)厝嗣裆睿龠M(jìn)蘇丹經(jīng)濟(jì)社會(huì)發(fā)展起到了積極作用。中國(guó)公司也非常注重在當(dāng)?shù)胤e極開展公益事業(yè)，幫助當(dāng)?shù)厝嗣窀纳粕睿@一點(diǎn)蘇丹人民是最清楚的。我們今后還會(huì)繼續(xù)在平等互利的原則基礎(chǔ)上，與蘇丹開展各領(lǐng)域的交往與合作。對(duì)于此事件，我們與蘇方保持著密切聯(lián)系。在當(dāng)前情況下，我們要求蘇方在確保失蹤人員安全的前提下繼續(xù)全力開展?fàn)I救。同時(shí)我們也希望蘇丹政府采取一切必要、有力的措施確保包括中國(guó)公民在內(nèi)的所有在蘇外國(guó)公民的生命和財(cái)產(chǎn)安全。

關(guān)于第二個(gè)問(wèn)題，我們的立場(chǎng)是，我們反對(duì)損害別國(guó)主權(quán)和領(lǐng)土完整的行為。有關(guān)方面應(yīng)妥善處理這一事件，維護(hù)中東地區(qū)的和平與穩(wěn)定。

問(wèn)：國(guó)際金融峰會(huì)下個(gè)月將在美國(guó)舉行，請(qǐng)問(wèn)中方對(duì)此次峰會(huì)有何期待？有些國(guó)家提出要改革國(guó)際金融體系，中方對(duì)此有何主張和建議？

答：中方已收到美方關(guān)于出席二十國(guó)集團(tuán)領(lǐng)導(dǎo)人“金融市場(chǎng)和世界經(jīng)濟(jì)峰會(huì)”的邀請(qǐng)，將予以積極考慮。中方希望此次會(huì)議既能務(wù)實(shí)、高效地解決當(dāng)前和今后的問(wèn)題，又能體現(xiàn)平等、互利、共贏的全球發(fā)展伙伴關(guān)系，為穩(wěn)定金融市場(chǎng)、促進(jìn)世界經(jīng)濟(jì)發(fā)展作出積極貢獻(xiàn)。

這次金融危機(jī)暴露了現(xiàn)行國(guó)際金融體系的弊端與不足。國(guó)際社會(huì)應(yīng)著眼長(zhǎng)遠(yuǎn)，在所有利益攸關(guān)方充分協(xié)商的基礎(chǔ)上，對(duì)國(guó)際金融體系進(jìn)行有效、全面的改革，推動(dòng)建立公平、公正、包容、有序的國(guó)際金融體系，為世界經(jīng)濟(jì)保持穩(wěn)定發(fā)展和繁榮提供有力保障。我們呼吁加強(qiáng)國(guó)際金融監(jiān)管合作，推動(dòng)國(guó)際金融組織改革，提高發(fā)展中國(guó)家在國(guó)際金融組織中的代表性和發(fā)言權(quán)。

問(wèn)：我也對(duì)在蘇丹被綁架的中國(guó)工人的遇害表示哀悼。據(jù)我所知，中國(guó)蘇丹問(wèn)題特使劉貴今正在蘇丹，他此訪的目的是什么？是否還留在那兒參與慘案的善后處理工作？

答：我也感謝你的慰問(wèn)。劉貴今大使10月18日至30日去美國(guó)和蘇丹訪問(wèn)，他訪問(wèn)的目的是為進(jìn)一步推動(dòng)蘇丹達(dá)爾富爾問(wèn)題的妥善解決。中方一直關(guān)注達(dá)爾富爾問(wèn)題的解決，在有關(guān)問(wèn)題的解決過(guò)程中發(fā)揮了積極和建設(shè)性的作用。我們希望與國(guó)際社會(huì)一道推動(dòng)蘇丹和平進(jìn)程。同時(shí)我們也希望蘇丹有關(guān)各方通過(guò)對(duì)話協(xié)商，以和平方式妥善解決有關(guān)問(wèn)題，實(shí)現(xiàn)達(dá)爾富爾地區(qū)的和平與穩(wěn)定。

問(wèn)：上周，外交部表示中國(guó)不會(huì)因中國(guó)工人在蘇丹被綁架改變對(duì)蘇政策，現(xiàn)在其中一些工人遇害，中方是否會(huì)考慮改變這一立場(chǎng)？這一事件是否會(huì)影響中方與蘇丹的密切關(guān)系？

答：中國(guó)愿意為蘇丹的經(jīng)濟(jì)社會(huì)發(fā)展提供力所能及的幫助。中蘇友好合作關(guān)系是建立在互利雙贏和共同發(fā)展的基礎(chǔ)之上。中國(guó)公司在蘇的合作一直是本著平等互利的原則，遵循國(guó)際市場(chǎng)規(guī)則，也積極為當(dāng)?shù)氐娜嗣褡鲆恍┕媸聵I(yè)。今后我們?nèi)詫⒗^續(xù)奉行中蘇友好政策，開展與蘇丹的友好互利合作，同時(shí)我們希望蘇丹方面能為雙方人員的正常交往，為保護(hù)中國(guó)在蘇丹人員的生命和財(cái)產(chǎn)安全提供一切有力的保障。

問(wèn)：請(qǐng)介紹胡錦濤主席即將對(duì)古巴進(jìn)行訪問(wèn)的情況。他將會(huì)見古巴哪些領(lǐng)導(dǎo)人？雙方是否會(huì)簽署合作協(xié)議？

答：關(guān)于胡錦濤主席出席亞太經(jīng)合組織領(lǐng)導(dǎo)人非正式會(huì)議并順訪拉美一些國(guó)家，有關(guān)工作正在積極準(zhǔn)備中，我們會(huì)適時(shí)發(fā)布消息。

問(wèn)：上周，**表示他已放棄與中央政府談判。據(jù)報(bào)道，本周中央政府將與**方面進(jìn)行新一輪談判。本輪談判是否仍將如期舉行？你對(duì)**的表態(tài)有何評(píng)論？

答：據(jù)我了解，中央政府與**方面接觸磋商的具體事宜正在進(jìn)一步溝通中，目前我沒有進(jìn)一步的細(xì)節(jié)可以公布。我需要指出的是，中央政府對(duì)**喇嘛的政策是一貫的、明確的，中央對(duì)與**方面接談的態(tài)度也是認(rèn)真的。我們希望通過(guò)接觸使**方面進(jìn)一步認(rèn)清形勢(shì)，真正拿出誠(chéng)意和行動(dòng)，在有生之年為西藏人民做點(diǎn)有益的事情。我們注意到**方面近期的一些說(shuō)法。中國(guó)有句古話，“聽其言，觀其行”。如果**方面真的有意改善與中央政府的關(guān)系，他們就應(yīng)該認(rèn)真履行在7月北京接談時(shí)做出的承諾。

問(wèn)：能否介紹在蘇丹遇害的幾名中國(guó)工人的具體身份？這些工人為何會(huì)在雙方仍在談判期間遇害？

答：這幾名工人是中石油公司員工，其他具體信息我還沒有得到。他們是在蘇丹方面進(jìn)行營(yíng)救的過(guò)程中被綁匪殺害的。

問(wèn)：昨天，“綠色和平組織”、“世界自然基金會(huì)”等組織發(fā)表報(bào)告敦促中國(guó)政府針對(duì)煤炭能耗征收“碳排放稅”以減少因燃燒煤炭對(duì)環(huán)境和公眾健康所造成的嚴(yán)重影響，以及促進(jìn)煤炭公平定價(jià)。中方對(duì)該報(bào)告作何反應(yīng)？

答：我覺得這些組織不了解中國(guó)節(jié)能環(huán)保政策。中國(guó)高度重視清潔能源的開發(fā)與利用，并一直努力擴(kuò)大清潔能源在能源結(jié)構(gòu)中的比例。中國(guó)頒布了《可再生能源法》，鼓勵(lì)發(fā)展風(fēng)能、太陽(yáng)能、水能、生物質(zhì)能、地?zé)崮堋⒑Ｑ竽艿瓤稍偕茉础４送猓袊?guó)政府也高度重視煤炭的清潔利用問(wèn)題，采取了大量措施控制燃煤粉塵、二氧化硫、二氧化碳等的排放，取得了良好效果。我們認(rèn)為，國(guó)際社會(huì)應(yīng)大力加強(qiáng)節(jié)能技術(shù)研發(fā)和推廣，推動(dòng)能源綜合利用，支持和促進(jìn)各國(guó)提高能效。

問(wèn)：你剛才表示中國(guó)將繼續(xù)與蘇丹開展友好合作，這是否意味著在被綁架中國(guó)工人遇難事件發(fā)生后中國(guó)公司不會(huì)停止在蘇丹的各項(xiàng)業(yè)務(wù)？第二個(gè)問(wèn)題，中方哪位領(lǐng)導(dǎo)人將出席11月中旬在美國(guó)舉行的金融峰會(huì)？第三個(gè)問(wèn)題，中國(guó)將以一種合法貿(mào)易的形式從南非購(gòu)買象牙，你如何確保購(gòu)入的象牙不會(huì)在別處被非法出售？

關(guān)于你的第三個(gè)問(wèn)題，中國(guó)政府在象牙貿(mào)易問(wèn)題上的政策是清楚的。作為《瀕危野生動(dòng)植物物種國(guó)際貿(mào)易公約》的締約方，中國(guó)政府一直認(rèn)真履行公約義務(wù)，我們的努力也得到了國(guó)際社會(huì)的認(rèn)可。今后我們將繼續(xù)在堅(jiān)持可持續(xù)發(fā)展以及遵守國(guó)際義務(wù)的前提下，進(jìn)一步做好有關(guān)象牙貿(mào)易的工作。

問(wèn)：根據(jù)日本方面的消息，朝鮮領(lǐng)導(dǎo)人金正日近日住院了。你是否有這方面的消息？

答：我沒有聽到這方面的消息。

問(wèn)：中方事先是否對(duì)蘇丹政府的救援計(jì)劃知情？是否向其提出建議或提供后勤幫助？是否與反政府武裝有過(guò)接觸？

答：綁架事件發(fā)生后，中方通過(guò)多方面渠道全力開展?fàn)I救，中國(guó)政府和蘇丹政府為營(yíng)救這些被綁架人員作了大量工作，付出了極大努力。

A: About this specific question, I suggest you refer it to competent authorities.The Chinese Government attaches great importance to food safety.Should any problems arise, there are normal 4 channels to contact relevant authorities to conduct investigation.If the problems are confirmed, I believe competent authorities will request relevant companies to recall relevant products.Q: I’d like to express my condolences to the murdered hostages in Sudan.Could you be more specific about what China is doing to rescue the other hostages, and how would you prevent such things from happening again? Secondly, the US military attacked a Syrian civilian target, causing eight dead and several injured.What is your view about this aggression against a sovereign state? Some countries suggested reform on the international financial system.Do you have any propositions or suggestions?

A: China has received the US invitation to attend the “summit on financial market and world economy” among the G20 members.We will consider taking part.China hopes this summit will be pragmatic and effective in addressing the current and future problems, reflect the global development partnership featured by equality, mutual benefit and win-win solution, and make contributions to stabilizing the financial market and promoting the development of world economy.The current financial crisis has revealed the deficiency and defect of the existing international financial system.On the basis of full consultation among all stake-holders, the international community should proceed from long-term interest, carry out effective and all-round reform on the international financial system, and promote the establishment of a fair, reasonable, inclusive and orderly international financial system that safeguards stable development of world economy and prosperity.We appeal for closer international cooperation on financial supervision, reform on international financial institutions, better representation and greater voice of the developing countries in international financial institutions.Q: Like my colleague, I’d also like to express my condolences to the Chinese hostages killed in Sudan.To my understanding, Mr.Liu Guijin, the Chinese special envoy on Sudan issue is now in Sudan.What is the purpose of his visit? Will he stay there to take care of the aftermath? A: Thank you for your condolences.Ambassador Liu Guijin is in the US and Sudan from October 18 to 30 to promote a proper solution of the Darfur issue.China has always cared about the settlement of the Darfur issue, and has played a proactive and constructive role in the process.We hope to work with the international community to promote the peace process in Sudan.Meanwhile, we hope relevant parties in Sudan will properly solve relevant issues peacefully through dialogue and consultation so as to realize peace and stability in the Darfur region.Q: Last week, the Foreign Ministry said that China would not change its policy towards Sudan despite the Chinese workers were kidnapped there.But for now, as some of them have been killed, will China consider policy change? Will this incident affect the close relationship between China and Sudan?

A: China is willing to provide assistance within its capacity for Sudan’s social and economic development.The friendly relationship and cooperation between China and Sudan is mutual beneficial, based on win-win and shared development.Abiding by the principle of equality and mutual benefit, Chinese companies operate their business in Sudan in light of the international market rules.They have actively promoted public wellbeings of local people there as well.In the future, we will continue to develop friendly relationship with Sudan featured by sound and mutual beneficial cooperation.In the meantime, we hope that Sudan could provide all effective safeguards to ensure life and property of Chinese citizens, as well as the normal people-to-people exchanges between China and Sudan.Q: Could you brief us on President Hu Jintao’s forthcoming visit to Cuba? Which Cuba leaders will he meet with? Will China sign any cooperative agreement with Cuba?

A: As for President Hu Jintao attending the APEC summit and visiting some Latin American countries, preparation is still under way and relevant information will be released in due course.Q: Last week, the Dalai Lama said that he has given up talks with the Central Government.It is reported that the Central Government will start a new round of talks with the Dalai Lama this week.Will it still held as scheduled? How do you comment on Dalai’s remarks?

A: So far as I know, the arrangement of the contact and consultation between the Central Government and Dalai’s representatives is still under negotiation.I do not have any further information to release.However, I must point out that the Central Government’s policy towards the Dalai Lama is consistent and clear.We are serious towards the contact and consultation.We hope that these contacts will help the Dalai Lama further recognize the current situation, display sincerity and take actions, so as to do something helpful for the Tibetan people in the rest of his life.We have also taken note of the recent remarks by Dalai side.As an old Chinese saying goes, actions speak louder than words.If the Dalai Lama and his representatives have the sincerity to improve the relationship with the Central Government, they should fulfill in real earnest the commitment they made at the previous meeting in Beijing this July.Q: Greenpeace and WWF released a report yesterday, urging the Chinese Government to introduce a “carbon tax” on coal in order to reduce the serious impact on environment and public health caused by burning coal, and to promote fair pricing of coal.What is China’s reaction to the report?

A: In my view, those organizations do not understand China’s policy on energy saving and environmental protection.The Chinese Government attaches great importance to the development and exploration of clean energy, and has been making great efforts to increase the share of clean energy in the energy mix.China has promulgated a renewable energy law and encouraged development of all sorts of renewable energy, including wind power, solar energy, water and hydro energy, biomass energy, thermal energy and sea energy.In addition, the Chinese Government also pay much attention to the clean use of coal, and has done a lot to control the emission of pollutants produced in burning coal, such as dust emission, sulfur dioxide and carbon dioxide, with positive progress been made so far.We believe that the international community should intensify investment in R&D and application of energy saving technologies so that countries can use energy in a comprehensive and efficient way.7 Q: Just now you said that China will continue its friendly cooperation with Sudan, does it mean Chinese companies will not withdraw their business in Sudan after the kidnapped Chinese workers being killed.My second question, which Chinese leaders will attend the world summit on financial crisis to be held in the US in November? The third question, China will buy ivory from South Africa through legal trade, how does China ensure those ivories will not be sold illegally to other countries?

A: I already made comments on your first question.Chinese companies will continue their cooperation with the Sudanese side based on the principle of equality and mutual benefit.The Chinese Government attaches great importance to the safety of overseas Chinese.We are highly concerned with the recent incident, and have actively taken rapid and effective actions to deal with those issues.We have asked relevant countries to take concrete measures to safeguard life and property of the overseas Chinese.At the same time, we also want to remind overseas Chinese companies and citizens to raise self protection awareness and take precautions.About your second question, we are giving it serious consideration.You will be briefed on the relevant arrangements when they are confirmed.About your third question, the Chinese Government’s policy on ivory trade is clear.As a contracting state of the Convention of International Trade in Endangered Species of Wild Fauna and Flora, the Chinese Government has been performing its obligations in real earnest.Our efforts are approved by the international community.In the future, we will continue to handle the ivory trade in light of sustainable development and our international obligations.Q: According to sources from Japan, DPRK leader Kim Jong Il is hospitalized recently.Do you have any information on this?

A: I haven’t been informed of such news.Q: Did you know about the rescue plan of the Sudanese Government beforehand? Did you provide any suggestions or logistical assistance? Did you have any contacts with the rebellious militants? A: Right after the Chinese citizens were kidnapped, we went all out in the rescue work through various channels.The Chinese and the Sudanese Government have made tremendous efforts in rescuing the kidnapped personnel.If there are no more questions, thanks for coming.See you.

答：正如我剛才指出的，實(shí)現(xiàn)朝鮮半島無(wú)核化、維護(hù)朝鮮半島和平穩(wěn)定、通過(guò)對(duì)話協(xié)商解決有關(guān)問(wèn)題是大勢(shì)所趨、人心所向，符合有關(guān)各方共同利益，也是各方應(yīng)盡的責(zé)任。在當(dāng)前形勢(shì)下，我們呼吁有關(guān)各方多做有利于緩和局勢(shì)的事情、有利于各方改善關(guān)系的事情、有利于早日重啟六方會(huì)談的事情。

六方會(huì)談自2003年啟動(dòng)以來(lái)，盡管經(jīng)歷曲折，但歷史和事實(shí)已經(jīng)表明，六方會(huì)談是維護(hù)朝鮮半島和平穩(wěn)定、推進(jìn)朝鮮半島無(wú)核化的重要機(jī)制，也是有關(guān)各方接觸對(duì)話、改善關(guān)系的重要平臺(tái)。我們希望有關(guān)各方信守9·19共同聲明中所做承諾，切實(shí)落實(shí)聲明中各項(xiàng)要求，共同致力于實(shí)現(xiàn)半島無(wú)核化，實(shí)現(xiàn)東北亞地區(qū)的長(zhǎng)治久安。中方將為此做出不懈努力。點(diǎn)評(píng)
