重慶高考新方案出臺 英語統(tǒng)考筆試不再含聽力

新華網(wǎng)消息 重慶市教委近日召開新聞發(fā)布會，向社會發(fā)布新的《重慶市普通高考方案》，新方案將從2013年起開始實施。

重慶市教委主任周旭介紹，新高考方案比起現(xiàn)行方案主要有以下幾大變化：

一是選拔模式上，為全面推進素質(zhì)教育，打破現(xiàn)有高校招生錄取唯統(tǒng)一高考分數(shù)論的格局，新高考方案將強調(diào)統(tǒng)一高考與普通高中課程實驗和中等職業(yè)技術教育進行有效銜接，構(gòu)筑起普通中學生學業(yè)水平考試、綜合素質(zhì)評價與統(tǒng)一高考，中職學生技能水平測試、綜合素質(zhì)評價與對口高職高考兩個“三位一體”的考試招生體系。不過，2013年度高考中學業(yè)水平考試成績暫不折合成分數(shù)，不在高考總分中占權(quán)重，只作為高校錄取的重要參考依據(jù)。

二是分類、分層設置考試科目。為減輕學生的學業(yè)負擔，引導學生作好未來的人生規(guī)劃，發(fā)展自己的興趣和專長，新高考方案按照普通高中畢業(yè)生、中職畢業(yè)生兩大類考生分別設置普通本科、普通高職專科和對口高職本科、對口高職專科兩個層次，并設置相應的考試科目。其中，普通本科類別保留現(xiàn)行的語、數(shù)、外+理綜/文綜的“3+X”考試科目，但普通高職專科只考其中的語、數(shù)、外三門。而對口高職本科只統(tǒng)考語、數(shù)、英3門科目，對口高職專科則只考其中的語、數(shù)2門科目。

三是從2014年起，高考英語科目統(tǒng)考筆試部分不再含聽力。為減輕學生的考試心理壓力及備考壓力，減少一次性考試偶然失誤的影響，同時避免因設備和環(huán)境等出問題，新高考方案為學生英語聽力考試提供多次機會，考生可以在高三學年度參加2次PETS-2級聽力考試，其考試成績兩年內(nèi)有效，以考生最好考試成績計入高考總分。

記者2月9日從安徽省教育廳獲悉，安徽教育廳正在積極謀劃高考改革的措施和方案，預計在7月拿出安徽高考改革的初稿，與國家方案對接；年底將出臺實施方案。新方案將從2017年開始實施。

據(jù)省教育廳負責人透露，改革內(nèi)容將涉及“本專分類”“招考分離”“學生多選”“高校自主”“不分文理”“一科多考”等多個關鍵詞，將是一場整體的、系統(tǒng)的改革。

根據(jù)國家對高考改革“三年早知道”的基本規(guī)定，新方案將在2017年開始實施，也就意味著對今年秋季入學的高中新生來說，可能會按照新的高考改革方案來進行培養(yǎng)。

根據(jù)教育部今年1月公布的消息，全國高考改革方案的輪廓已大致清晰，高考改革方案將涉及“總體方案”和高考、外語一年多考、高中學業(yè)水平考試、綜合素質(zhì)評價、考試招生違規(guī)處理等5個配套“實施意見”，有望在6月出臺細則。各省、市、自治區(qū)須按照統(tǒng)一部署、頂層設計，結(jié)合地方特點拿出具體實施方案。（記者 陳婉婉）
