中華神盾艦艦炮打靶曾卡殼 射擊成績(jī)不如老艦

“叔叔，這次來(lái)，只能請(qǐng)您參觀一下軍史館了。”

5月18日，“5·18”海戰(zhàn)60周年紀(jì)念日。此次海戰(zhàn)戰(zhàn)斗英雄張文林烈士的兒子張健康率一家三代赴東海掃墓。老人代表“希望長(zhǎng)大后到先輩戰(zhàn)斗過(guò)的部隊(duì)當(dāng)一名海軍戰(zhàn)士”的孫兒，向烈士的老部隊(duì)提出一個(gè)請(qǐng)求：參觀一下“只在電視上見(jiàn)到過(guò)的現(xiàn)代化軍艦”。

這是一個(gè)不算過(guò)分的請(qǐng)求，但陪同參觀的東海艦隊(duì)某驅(qū)逐艦支隊(duì)干事柳昊一下子撓了頭！支隊(duì)沒(méi)有一艘在航艦駐港——有的在亞丁灣護(hù)航，有的遂行支援掩護(hù)任務(wù)，有的在籌備聯(lián)合軍事演習(xí)??

作為一線部隊(duì)，各項(xiàng)戰(zhàn)備訓(xùn)練任務(wù)接踵而至，戰(zhàn)斗力標(biāo)準(zhǔn)是否會(huì)自然而然立起來(lái)？經(jīng)常跨越大洋馳騁遠(yuǎn)海，戰(zhàn)斗力水平離真正走向深藍(lán)的要求還有哪些差距？

“在戰(zhàn)斗力標(biāo)準(zhǔn)大討論中，我們正以解放思想的勇氣和艱苦卓絕的實(shí)踐，逐一拉直這些問(wèn)號(hào)。”該支隊(duì)政委王岳忠表示。

在波峰浪谷中“討論”出來(lái)的戰(zhàn)斗力標(biāo)準(zhǔn)最可靠

“巨浪直接蓋過(guò)了駕駛室！”

副支隊(duì)長(zhǎng)王明勇忘不了，遂行某次遠(yuǎn)海任務(wù)中，當(dāng)風(fēng)暴逼近艦艇設(shè)計(jì)抗風(fēng)浪極限時(shí)的場(chǎng)景：“在暴風(fēng)圈內(nèi)，某國(guó)的一艘萬(wàn)噸以上級(jí)軍艦就像一片翻飛的落葉；我們的常州艦噸位不到它的一半，對(duì)于抗風(fēng)浪能力更是一次難得的實(shí)戰(zhàn)檢驗(yàn)??”

極限海況航行、左右大幅度搖擺、部分艙室進(jìn)水，還有個(gè)別部件損壞??返航講評(píng)會(huì)上，經(jīng)過(guò)5個(gè)小時(shí)緊急排水搶修后的常州艦官兵，疲憊中有興奮，自豪中也有些擔(dān)心——雖然戰(zhàn)勝了惡劣天候，但這次戰(zhàn)風(fēng)斗浪，暴露出來(lái)的問(wèn)題也不少。

王明勇一番話打消了大家的顧慮：“狂風(fēng)巨浪中錘煉出來(lái)的戰(zhàn)斗力標(biāo)準(zhǔn)最可靠。如果戰(zhàn)爭(zhēng)來(lái)臨，再兇險(xiǎn)的風(fēng)浪也得迎上去。實(shí)踐證明，我們能扛得過(guò)去！”

“沒(méi)有勇闖大洋的膽氣，沒(méi)有長(zhǎng)期遠(yuǎn)海訓(xùn)練的經(jīng)驗(yàn)，倘若一年中大部分時(shí)間駐泊岸邊當(dāng)‘駐港部隊(duì)’，就不算真正的海軍。”支隊(duì)政委王岳忠告訴記者，“我們應(yīng)該感謝接踵而至、種類(lèi)繁多的任務(wù)，這些任務(wù)逼著部隊(duì)拉出去真打?qū)嵕殻瑧?zhàn)斗力就是被艱巨的任務(wù)、復(fù)雜的海況和險(xiǎn)惡的‘?dāng)城椤N煉出來(lái)的！”

軍人從來(lái)都是高風(fēng)險(xiǎn)職業(yè)，海況越復(fù)雜、訓(xùn)練強(qiáng)度越大、動(dòng)用武器彈藥越多，發(fā)生各種事故的可能性也就越大。作為一支新老裝備并存的部隊(duì)，制約戰(zhàn)斗力生成的因素絕不僅僅是風(fēng)浪。

擔(dān)任中俄“海上聯(lián)合-2014”軍事演習(xí)中方指揮艦的鄭州艦，消磁入列不足半年。不久前一次出海訓(xùn)練打靶，讓艦長(zhǎng)李一剛非常郁悶——主炮首發(fā)命中后緊接著炮彈卡殼。這艘集 1 2 眾多高科技于一體的新艦，主副炮總體射擊成績(jī)還不如一些服役多年的老艦。軍演在即卻出了故障，會(huì)不會(huì)給官兵高漲的熱情潑涼水？

“新裝備掌握起來(lái)不容易。沒(méi)它時(shí)天天盼，有了它卻怕這怕那，戰(zhàn)斗力標(biāo)準(zhǔn)永遠(yuǎn)立不起來(lái)！”支隊(duì)長(zhǎng)嚴(yán)正明一面安排裝備部門(mén)幫助艦上官兵認(rèn)真排查問(wèn)題，一面向官兵指出“新不如舊”的原因所在：不是新裝備不好，而是我們還沒(méi)有很好地掌握系統(tǒng)的調(diào)試檢修規(guī)律，對(duì)新裝備的脾氣秉性掌握不到位。

5月24日，東海某海域。中俄“海上聯(lián)合-2014”軍事演習(xí)進(jìn)入高潮階段，波峰浪谷間硝煙彌漫，鄭州艦一馬當(dāng)先，彈無(wú)虛發(fā)！

到底什么是戰(zhàn)斗力標(biāo)準(zhǔn)？嚴(yán)正明說(shuō)：“不能僅僅停留在不弄虛作假上，還要科學(xué)籌劃、科學(xué)組織、科學(xué)施訓(xùn)，按照從難從嚴(yán)從實(shí)戰(zhàn)出發(fā)的要求，以訓(xùn)練水平提升，促進(jìn)部隊(duì)?wèi)?zhàn)斗力提升。”

在緊張戰(zhàn)備中“深犁”出來(lái)的戰(zhàn)斗力標(biāo)準(zhǔn)最醒目

入列之后，益陽(yáng)艦就像被一根上滿弦的發(fā)條牽引著連軸轉(zhuǎn)。

從去年元旦至今，益陽(yáng)艦靠泊母港的時(shí)間不足10天。4月末的一天，該艦圓滿完成戰(zhàn)備巡邏任務(wù)，靠回碼頭。纜繩剛拴上系纜柱，官兵又馬不停蹄轉(zhuǎn)入恢復(fù)艦艇戰(zhàn)備狀態(tài)工作——隔日，他們又將遠(yuǎn)航。

艦長(zhǎng)周耀金笑著對(duì)記者說(shuō)：“我們的‘老大哥’艦同樣是超負(fù)荷運(yùn)轉(zhuǎn)。”

工作連軸轉(zhuǎn)，戰(zhàn)斗力標(biāo)準(zhǔn)大討論如何搞、最終效果好不好？這些問(wèn)題，不僅記者心中存疑慮，其實(shí)在該支隊(duì)的具體實(shí)踐中，也不是沒(méi)有走過(guò)彎路——

“訓(xùn)練搞不好，外在的形象再好有什么用？”因?yàn)橐淮喂ぷ饔?jì)劃變動(dòng)申請(qǐng)，三明艦政委嚴(yán)宏富既意外又慶幸，意外的是：這件事竟成為支隊(duì)上下?tīng)?zhēng)先熱議的由頭；慶幸的是：通過(guò)討論為全艦官兵廓清了思想迷霧。

2月下旬，三明艦完成半個(gè)多月的戰(zhàn)備巡邏任務(wù)后返港次日，便接到了迎接某國(guó)軍方領(lǐng)導(dǎo)人參觀的外事任務(wù)。外事無(wú)小事，艦長(zhǎng)張平一決定向支隊(duì)指揮室提出申請(qǐng)，將當(dāng)晚的例行性夜間操演改成外事準(zhǔn)備。

張平一原以為得到批準(zhǔn)不成問(wèn)題，不承想?yún)s接到支隊(duì)長(zhǎng)嚴(yán)正明的電話，不但申請(qǐng)被否決，而且還挨了一頓批：犧牲訓(xùn)練時(shí)間來(lái)做外事準(zhǔn)備，這是因噎廢食；訓(xùn)練水平提升才是最好的形象展示。

“此事看似個(gè)例，但其中有沒(méi)有與中心任務(wù)爭(zhēng)時(shí)間、空間和資源的問(wèn)題？”批評(píng)過(guò)后，支隊(duì)黨委以“形象與戰(zhàn)斗力標(biāo)準(zhǔn)”為題在支隊(duì)上下組織討論。

論點(diǎn)尖銳，論據(jù)就要深刻；而教材，就寫(xiě)在官兵每次出海、歸航時(shí)——

170多年前，葛云飛、王錫朋、鄭國(guó)鴻3位總兵率領(lǐng)5000多名將士，浴血奮戰(zhàn)6晝夜抵抗英軍侵略幾乎全部壯烈犧牲的事跡，為官兵注入了“中華兒女多奇志”的壯志豪情。但五千將士的鮮血沒(méi)能改變當(dāng)時(shí)中國(guó)的命運(yùn)，更警醒官兵必須做好隨時(shí)投入戰(zhàn)斗的自覺(jué)。

宋振明解釋說(shuō)：“其實(shí)，每一次出征遠(yuǎn)海、每一次訓(xùn)練護(hù)航，都為戰(zhàn)斗力標(biāo)準(zhǔn)大討論提供了最好的素材和教案；航經(jīng)戰(zhàn)略通道、歷史海戰(zhàn)場(chǎng)，都是現(xiàn)地教學(xué)、組織討論的好時(shí)機(jī)！”

在走向深藍(lán)中“試航”出來(lái)的戰(zhàn)斗力標(biāo)準(zhǔn)最具體

4月中旬，利用一次難得的人員相對(duì)齊整的機(jī)會(huì)，支隊(duì)進(jìn)行了“一季度工作講評(píng)”。剛從總裝某部到該支隊(duì)代職的副支隊(duì)長(zhǎng)陳小乙，領(lǐng)教了講評(píng)的坦誠(chéng)直率和濃濃的火藥味兒。

陳小乙談到，常有人感嘆現(xiàn)在好人主義多，批評(píng)調(diào)門(mén)低。但支隊(duì)這種檢討式講評(píng)，講成績(jī)聚焦工作實(shí)績(jī)和整改成效，言簡(jiǎn)意賅；查找問(wèn)題卻具體深刻，指名道姓，具體到某條艦、某個(gè)崗位、某個(gè)指戰(zhàn)員。若有人質(zhì)疑批評(píng)無(wú)的放矢，放心，大屏幕上，還有照片錄像佐證。“這種講評(píng)法，讓被點(diǎn)名的各艦領(lǐng)導(dǎo)冷汗直冒！”

機(jī)關(guān)講評(píng)各艦工作直來(lái)直去，基層官兵對(duì)機(jī)關(guān)也毫不客氣——支隊(duì)最近一次收集基層單位對(duì)機(jī)關(guān)影響戰(zhàn)斗力標(biāo)準(zhǔn)的意見(jiàn)建議，經(jīng)過(guò)合并同類(lèi)項(xiàng)后足有88條——有關(guān)部門(mén)提供的重要海域水文資料不夠細(xì)致，申領(lǐng)的備品備件和消耗品供應(yīng)不及時(shí)，部分崗位缺編需要拓寬崗位交流??

用戰(zhàn)斗力這面“鏡子”照一照，才會(huì)有洗去虛浮、革除陋習(xí)的自覺(jué)；用戰(zhàn)斗力標(biāo)準(zhǔn)這根“標(biāo)尺”量一量，才能有看清差距、補(bǔ)齊短板的動(dòng)力。支隊(duì)政委王岳忠告訴記者：“積極開(kāi)展檢討式講評(píng)，廣開(kāi)言路聽(tīng)取基層意見(jiàn)建議，就是要在戰(zhàn)斗力標(biāo)準(zhǔn)大討論中解決‘戰(zhàn)斗力標(biāo)準(zhǔn)是什么、怎么立、落在哪’的具體問(wèn)題。”

又一次遠(yuǎn)航歸來(lái)，又一次深藍(lán)試航！支隊(duì)所屬3條威武的現(xiàn)代化軍艦，身披霞光，返回軍港——

征塵未洗，當(dāng)編隊(duì)領(lǐng)導(dǎo)正集結(jié)各艦指揮員抓緊盤(pán)點(diǎn)訓(xùn)練得失時(shí)，隨艦出發(fā)的機(jī)關(guān)干部已經(jīng)向上級(jí)提交了此行的心得體會(huì)。記者發(fā)現(xiàn)，其中兩篇文章的題目分別是：《風(fēng)平浪靜的“安全”航線真的風(fēng)平浪靜嗎》《連續(xù)遂行高強(qiáng)度多樣化任務(wù)中官兵思想動(dòng)態(tài)分析》。“在走向深藍(lán)中‘試航’出來(lái)的戰(zhàn)斗力標(biāo)準(zhǔn)最具體。”支隊(duì)領(lǐng)導(dǎo)閱后感言，這兩位機(jī)關(guān)干部的體會(huì)文章，代表的是官兵對(duì)職責(zé)使命的憂患和擔(dān)當(dāng)。

碼頭上，一群青春勃發(fā)的水兵奔向了久違的足球場(chǎng)、籃球場(chǎng)；還有一些官兵則列隊(duì)走進(jìn)水兵活動(dòng)中心，來(lái)到戰(zhàn)斗精神培育展廳，這里陳列著支隊(duì)連續(xù)15年被評(píng)為“軍事訓(xùn)練一級(jí) 3 4 單位”的牌匾，這里懸掛著支隊(duì)“七戰(zhàn)七捷”光輝戰(zhàn)史的圖板。且慢！既是7戰(zhàn)，圖板為何有8面？翻開(kāi)一面面圖版，“5·18”海戰(zhàn)、解放一江山島海戰(zhàn)、“3·14”海戰(zhàn)??支隊(duì)組建以來(lái)參加過(guò)的7次戰(zhàn)斗的名稱(chēng)、時(shí)間及戰(zhàn)場(chǎng)態(tài)勢(shì)圖一目了然，在最后一張圖板上則刻著這樣一句話——
